that it is condemnable
that the Bharatiya Ja-
nata Party (BJP) tried
to make the tragic inci-
dent of Bukna village
of Sapotra in the land
dispute between two
families a form of caste
envy between Meena
and Vaishnav society.
This has undermined
the image of Rajasthan
unnecessarily.
The Chief Minister
said that the incident
was not an ethnic con-
flict, nor a pre-planned
episode. “It was a quar-
rel between the two fam-
ilies over the occupation
of a piece of land, which
turned into a heart-
breaking event. A day
before this incident, on 6
October a panchayat of
the people of the village
was also held in this
land dispute, in which
the people of Meena Sa-
maj were in abundance.

STRATEGY, CABINET MEET SCHEDULED
Jaipur: On Sunday evening, PCC
Chief Govind Singh Dotasra called on
CM Ashok Gehlot and the duo held a
meeting for nearly two hours at CMR
where they deliberated on various
formulae for ticket distribution ahead
of local body polls since the last date
of nomination is 19th October and
the first list of candidates will be
announced on 15th October. During
the two hour long meeting, Gehlot
and Dotasra also discussed in detail
the election strategy and appointment
of observers. Now after streamlining
several issues, the PCC Chief will hold
a meeting in the PCC at 12 noon on
Monday with Congress leaders from
Jaipur including Pratap Singh Khacha-
riyawas, Mahesh Joshi, Ameen Kagzi,
Rafeeq Khan, Rajeev Arora and others
including MLAs, incharge. Notably,
the MLAs have prepared a list of 3-4
candidates from each ward which will
be discussed in the meeting for can-

PREGNANT WOMAN’S DEATH ISSUE IN CHURU

Churu: The issue of
the death of a pregnant
woman in Rampura vil-
lage of Rajgarh tehsil
of Churu district mag-
nified out of proportion
on Sunday when Sadul-
pur SHO and some po-
licemen were injured as
angry villagers pelted
stones at them.
This face-off resulted
on the second day of
death of the pregnant
woman after she was al-
legedly injected with a
wrong medicine.
Amid stone pelting by
the enraged villagers,
the police had to resort
to tear gas shelling and
lathi charge to control
the berserk crowd. The
villagers are demand-
ing compensation and
arrest of the guilty.
Sources say they are
adamant on their de-
mand and till late even-
ing the cremation of the
deceased woman was

Sirohi: A 28-year-old
woman was found dead
along with her two mi-
nor children in a water
tank at old Jogapura
village of Sirohi dis-
trict on late Saturday
night. The woman iden-
tified as Sita Devi had
gone missing along
with her three-year-old
daughter Sapna, and
10-month-old son Jigar,
on Saturday afternoon.
The family had
launched a search for
them and found them
dead in a water tank of
an abandoned plot.
On the complaint of
the deceased’s mother,
the police have filed a
case of dowry harass-
ment against the hus-
band Dinesh Ghanchi.
The husband had on
Saturday reported his
wife and children miss-
ing and found them
dead in the water tank
past midnight.
The police recovered
the bodies from the wa-
ter tank on Sunday
morning and handed
them over to the de-
ceased’s parents after
post mortem. The bod-
ies were finally handed
over to the deceased’s
parents who cremated
them at Shivganj vil-
lage.
Shanti Devi, Sita’s
mother, alleged that her
daughter was trapped
into a relationship by
Dinesh four years ago
and her daughter was
living in Jogapura since
then. She told the police
that her daughter used
to complain of harass-
ment by her in-laws.

lage in Karauli district.
Mishra announced fi-
nancial assistance of Rs
25 lakh for the family
priest Babu Lal Vaish-
nav, who was allegedly
set on fire and later died.
Mishra had started
online crowdfunding
seeking financial sup-
port for the family ever
since the incident hap-
pened. Mishra an-
nounced that an aid of
Rs 25 lakh had been
garnered through
crowd funding and the
same would be depos-
ited in the bank ac-
count of a family mem-
ber. The amount could
not be deposited due to
some technical issue.
He said the amount
was generated with
support from around
2587 donors globally.
Mishra described the
killing of priest Babu-
lal as a condemnable
and barbaric act.

Karauli: The situation
turned volatile at Buk-
na village at Sapotra in
Karauli district on Sun-
day when a few women
from the accused’s fam-
ily reached the home of
priest Babu Lal Vaish-
nav, who was allegedly
burntaliveduetowhich
he died.
The women alleged
that the deceased priest
committed suicide and
their family members
were being falsely im-
plicated. The Bharatiya
Janta Party leaders and
Brahmin Samaj mem-
bers accused the police
of lackadaisical atti-
tude in providing secu-
rity to the victim’s fam-
ily as the members of
an accused’s family
reached the priest’s
house.
According to the vil-
lagers, three women
from the accused’s fam-
ily reached the priest’s
house and shouted
loudly that they did not
kill the priest and that
he himself committed
suicide. The women
also said that they tried
to extinguish fire in
which the hand of a
woman also got burnt.

dare to bring an ordi-
nance against the legis-
lations enacted by the
Centre.
While interacting
with farmers and trad-

pal in Bikaner, he tar-
geted the Congress
party and said the party
is trying to mislead the
country on the issue of
farm laws like they did
on the issue of CAA.
“The Congress had
tried to mislead people

the time of the CAA

same but the farmers
of India are sensible,”

Jodhpur: A fresh inves-
tigation has been or-
dered into the suspi-
cious death of a 16-year-
old girl in Jodhpur last
month, police said on
Sunday.
The Government
Railway Police (GRP)
had registered a case of
suicide on the basis of a
note found with the
teenager,whowasfound
dead on the railway
track in Lohawat subdi-
vision, over 110 km
north of Jodhpur city,
on September 21. But
her mother had given a
complaint to the GRP, al-
leging that the girl was
raped and murdered. A
fresh inquiry has been
ordered by Director
General (Crime) M L La-
thar and a special inves-
tigative team constitut-
ed, a police official said.

ed one more accused of
burning priest Babu Lal
Vaishnav, leading to his
death, in a land dispute
at Bukna village of Sa-
potra in Karauli dis-
trict. The police had de-
tained Dilkhush alias
Tillu Meena and formal-
ly arrested him on Sun-
day after questioning.
The accused had ear-
lier arrested main ac-
cused Kailash Meena,
who was named by
Vaishnav in his state-
ment to the police.

Jaipur: A petition seeking CBI inquiry into
Sapotra incident was filed in the Rajasthan
HC. Pawan Prakash Pathak, a Supreme
Court lawyer, wrote a letter to the Chief Jus-
tice seeking investigation by the CBI in the
matter. Pathak mentioned in the letter that
with the foundation laying of Ram mandir in
Ayodhya, the Prime Minister has envisioned
Ram Rajya.

Raj: 2,144 new cases, 14 deaths take infection tally to 1,59,052

Jaipur: The state re-
ported 2,144 new cases
along with 14 deaths.
The number of active
cases has also swelled to
an unprecedented
21,412. The total num-
ber of infected people
now stands at 1,59,052.
The death toll has so far
reached to 1,650. The
number of new patients
continues to grow rap-
idly in Jaipur, Jodhpur,
Bikaner, Kota, Alwar,
Ajmer and Udaipur.
On Sunday, maxi-
mum 389 new cases
were reported from
Jaipur followed by 246
from Bikaner, 303 from
Jodhpur, 152 from Al-
war, 100 from Kota, 96
from Ajmer, 92 from
Udaipur, 77 from Dun-
garpur, 69 from Ganga-
nagar, 66 from Jalore, 54
from Nagaur, 46 from
Bharatpur, 42 from
Bhilwara, 37 from Chu-
ru, 35 from Sikar, 33
from Tonk, 26 from
Chittorgarh, 24 from
Pali, 23 from Baran, 18
from Hanumangarh, 15
each from Rajsamand &

Jaipur: With the an-
nouncement of the mu-
nicipal elections for
three civic bodies, the
state Congress intensi-
fied the election prepa-
rations on Sunday.
There are reports that
the senior leaders in
All India Congress
Committee are keeping
an eye on these elec-
tions due to which elec-
tion observers would
be selected in Delhi.
An important meet-
ing was held on Sunday
between Chief Minister
Ashok Gehlot and
Pradesh Congress Com-
mittee President Go-
vind Singh Dotasra at
the former’s residence
in Civil Lines. The par-
tyhasstartedpreparing
an election manifesto
for different municipal
bodies and a ‘Control
Room’ would be set up
at the PCC headquarter
to monitor the entire
electoral system, said a
senior party leader.
Dotasra has also
called a meeting of
prominent leaders of
Jaipur city Congress at
the PCC headquarter
on Monday to discuss
election preparations.
Party sources said
that the Congress High
Command is taking the
elections very serious-
ly. Senior Congress
leader Ajay Maken,
who is party’s Ra-
jasthan in-charge, is
constantly taking feed-
back and is scheduled
to visit the state soon.
A state -level election
committee would be
formed to give a fair
opinion on various is-
sues including ticket
distribution, publicity
and separate commit-
tees would be formed
for three cities and as-
sembly-wise in-charges
would also be appoint-
ed, said a senior party
leader.
The party has decid-
ed that the district in-
charge minister, public
representatives, local
key leaders, and the
election committee
formed at the local- lev-
el would consider the
names of potential can-
didates and the final
decision would be tak-
en after the instruc-
tions from the High
Command.

tion elections in the
state. BJP state presi-
dent Satish Poonia said
that the BJP would con-
sider workers, who
have served the society
and extended relief to
the needy during the
Corona crisis.

Jaipur. Poonia ex-
pressed full confidence
that the BJP would
form corporation
boards in all three cit-
ies – Jaipur, Jodhpur,
and Kota. He said that

MLA candidates, and
the board level offi-
cials. Poonia said that a
meeting was held in
Kota and Jodhpur
about the election prep-
arations and the party
workers had been given
the tasks.
Now soon after the
meeting in Jaipur, all
the workers would get
ready for elections at
far footing. Poonia de-
nied reports of faction-
alism in the party. Con-
gress has been continu-
ously accusing the BJP
of heavy factionalism
even among senior par-
ty leaders.

ith the advent of science, there
has been a growing experience
of distress amidst humans. A
lot of us struggle to cope with
life’s challenges in our own
ways and few of us succeed in
maintaining survival mode.
However, some of us unfortu-
nately fails to address our psy-
chological concerns and suc-
cumb to them. The second
week of October is observed as
World Mental Health week
globally every year. In view of
the same, this article intends to
spread awareness about sui-
cide as a significant entity de-
picting mental trauma.
Suicide – a permanent solu-
tion to a temporary problem.
When pushed to extremes, the
feelings of self-directed anger,
frustration, emotional pain,
hopelessness, or agitation can
compel a person to take his/
her own life. Within the past
year in India, about 41,000 indi-
viduals died by suicide, 13 lac
have attempted suicide, 27 lac
have had a plan and 93 lac have
had suicidal thoughts. Every-
one has the potential for sui-
cide irrespective of age, gen-
der, education, occupation, re-
lationship status, success,
wealth, or popularity.
A common notion that ‘talk-
ing about suicide encourages
suicidal behavior’ is a myth.
Talking about suicide provides
an opportunity for meaningful
communication and conse-
quent resolution of fears or
anxieties. Asking someone if
they’re suicidal makes them
feel heard. Some of us may in-
correctly feel that ‘youngsters
who talk repeatedly about sui-
cide never really attempt it’.
Talking about suicide can sim-
ply be a cry for help. Subtle
cues of suicidal ideation can be
recent suicide by a loved one,
the previous attempt at suicide,
preoccupation with death
themes of isolation from
friends. It is a misconception
that once a person has the in-
tent of suicide, there is no way
of stopping them. Suicides can
be prevented. Immediate prac-
tical help during the short-
lived crises by way of emotion-
al support and encouragement
can be valuable.
Suicidal ideation in men is
often missed. The social norms
and stereotypes which nega-
tively affect women have the
same effect on men too. But
psychological distress in men
is rarely addressed. They are
socialized into being ‘strong’
and to not cry or seek help
when in distress. While suicide
attempts are more common in
women, completed suicides are
more seen in men. Hence, there
is a great need for a ‘gender-
sensitive’ society responsive to
the needs of everyone.
While genetics have an influ-
ence on an individual’s mental
health, environmental influ-
ences can also contribute to
suicidality through traumatic
encounters in early life such as
bullying, violence, abandon-
ment, abuse, or loss of a loved
one. The presence of a physical
or mental health disorder is a
discrete risk factor for potenti-
ating suicide, such as depres-
sion, anxiety, schizophrenia,
personality disorders, post-
traumatic stress disorder, bipo-
lar disorder, or psychoactive
substance use. Stressors like
academic pressures or exam
failure in students, disturbed
family dynamics or high ex-
pressed emotions in adults, or
chronic medical problems and
pains or poor planning for re-
tirement period in the old age
population can also precipitate
suicidal ideation. Other risk
factors can be poor job security,
family history of suicide,
break-ups, access to toxic sub-
stances or firearms, and lack
of a support system.
If a person talks casually
about killing themselves, or
feels hopeless or like a burden
or feels trapped, it may be a
warning sign. Such people
may search for methods to end
life, isolate self, call people to
say goodbye, give away prized
possessions, or make a will. On
the contrary, some protective
factors for diminishing sui-
cidal tendency are effective
care for physical and mental
health, being connected with
loved ones, adaptive coping
and life skills, high self-esteem,
having a purpose in life, and
religious beliefs that discour-
age suicide.
Treating mental health dis-
orders is vital in preventing
suicidal behaviors. Taking the
help of medication or coun-
seling has been proven to re-
duce symptoms of the mind.
Providing an outlet to emo-
tions through heartfelt conver-
sations, daily relaxation and
recreational activities such as
music, sports, fitness regimes
or yoga also helps to maintain
emotional well-being. If a sui-
cide-free society is a goal, then
the suicide prevention strategy
is a must in public health. Re-
ducing social isolation, pre-
venting social disintegration,
and treating psychiatric disor-
ders are fundamental to achiev-
ing this objective. From here
onwards, it is up to the joint
efforts of mental health profes-
sionals, policy planners, and
the Government authorities to
have wider implications of this
noble idea.

am one among a
relatively small
number of men
who for some
time have been
fascinated by romance nov-
els. As is well known, ro-
mance novels are among
the most popular genres in
contemporary literature.
The field represents a vast
market, likely to have sub-
stantially grown over the
past several months as a
result of COVID-19. Ama-
zon has certainly provided
a major boost to romance
writers, offering them a
popular platform to market
themselves and their crea-
tions.
Unlike in the past, the
large majority of contem-
porary romance novels
promote a very progressive
view of women and their
role in society. Jessica Pe-
terson, the author of the
successful Charleston Heat
series, has gone as far as to
claim that the romance
genre is feminist: “Ro-
mance is one of the few
genres that explicitly puts
a woman’s dreams and de-
sires, sexual and other-
wise, front and center. It’s
one of the many reasons I
love reading it.”
All Too Human
The notion that romance
novels propagate an image
of women largely in tune
with current-day feminism
is still somewhat contro-
versial. Yet it has found
growing support. As early
as 2013, an article in The
Atlantic endeavored to
show “how romance novels
came to embrace femi-
nism.” A few years later,
the author of an article on
the genre in the online
women’s magazine Bustle
characterized romance
novels as some of the per-
haps “most rebellious
books you can read right
now.” Romance novels, she
affirmed, are “practically
the only books in which
women get exactly what
they want, all of the time,
and aren’t asked to feel bad
about it.”
In some cases, romance
novels can be outright sub-
versive. Take, for instance,
Aya de León, the Puerto
Rican American author of
the Justice Hustlers series
— “erotic thrillers” with
covers “featuring buxom
women in tight, revealing
clothes.” Yet once lured, the
reader is confronted with a
story that, as Side Chick
Nation’s review on
Goodreads explains, “ex-
plores how climate change,
colonization and a lack of
appropriate response on
the part of the US govern-
ment played a major role in
the delayed recovery in
Puerto Rico in the after-
math of Hurricane Maria.”
To be sure, de León’s
books are particularly
aimed at raising readers’
consciousness. After all,
the author is a lecturer in
the African American pro-
gram at UC Berkeley. Yet
even more mainstream,
commercially successful
romance writers routinely
weave uncomfortable top-
ics into their narratives,
such as violence against
women, rape, sexual and
occupational harassment,
cheating, miscarriage —
the list goes on. I
n fact, on Goodreads, re-
viewers routinely provide
“trigger warnings” to un-
suspecting readers who
might be offended by cheat-
ing, unprotected sex, ex-
plicit sex in general (good
Christian appropriate nov-
els without sex scenes are
referred to as “clean” as if
sex was something “dirty”)
— again, the list goes on. In
any case, it is a fact that
contemporary romance
novels are a far cry from
what the genre used to be
in the past, one that pro-
moted traditional gender
roles, the stereotypical
world of hospitals with shy,
beautiful nurses waiting to
be scooped up by a dishy
chief surgeon.
Today’s female protago-
nists of romance novels
tend to be strong, deter-
mined and, most impor-
tant of all, refuse to take
shit from men. They are
strong enough to overcome
hardship, excel in their
chosen professions and
fight hard to get what they
want — including a part-
ner for life. Arguably most
important of all, today’s
rom-com heroines are in
charge of their own sexual-
ity and, equally important,
deserving to get full sexual
satisfaction.

WhatsApp messages safe as one might
think. Nothing proves this better than
the three-year-old “maal hai kya” mes-
sage of Deepika Padukone which the
Narcotics Control Bureau cited in its case sum-
moning the celebrated actor in the Sushant Singh
Rajput case. This throws all notions of privacy on
this social media platform out of the window.
End-to-end encryption means that the conversa-
tionscannotbeinterceptedduringtransit.Reassuring
users on protecting their privacy, a WhatsApp state-
ment said, “WhatsApp protects your messages with
end-to-endencryptionsothatonlyyouandtheperson
you are communicating with can read what is sent,
and nobody in between can access it, not even What-
sApp. It’s important to remember that people sign up
on WhatsApp using only a phone number, and What-
sApp doesn’t have access to your message content.”
It does not mean that the messages cease to exist
on the sender or the recipient’s mobile phones.
Deleting them also does not obliterate them from
the phone’s memory and can always be retrieved
during configuration when the SIM card is trans-
ferred to a new phone. Then there are spyware
tools available to hack into WhatsApp messaging
systems. Investigating and law-enforcing agencies
the world over, like the NCB in India, are using this
weak link to their advantage.
Legally, law-enforcing agencies can ask for one’s
device in a criminal investigation so use the social
mediaplatformbutnotwithoutcaution.Deepikawas
lucky that her conversation did not prove the charge
that the NCB may have wanted to slap on her.

president Mayawati does not share this
view as she revives her tried and tested
social engineering formula of Dalit-Brahmin for-
mulafortheupcomingby-electionsinUttarPradesh.
Voting for seven assembly seats will take place on
November 3 and the results will be declared on No-
vember 10. The seats going to poll include Nauga-
wan Sadat, Bulandshahr, Tundla, Bangermau,
Ghatampur, Deoria, and Malhani. Polling for the
eighth seat - Suar in Rampur - has been deferred as
the matter is pending in the Allahabad High Court.
Dalit-Brahmin combination has fetched
Mayawati good dividends in the past as Brahmins
began to vote for the Dalit party in large numbers.
From 38 percent in the 2012 elections, the Brahmin
vote percentage increased to 80 percent in the 2017
assembly election to 72 percent and 82 percent in
2014 and 2019 Lok Sabha elections, respectively.
But as the results showed these votes did not trans-
late into enough seats for the BSP either in the UP
assembly or in the Lok Sabha. The party has only
18 seats in the present House, while the BJP has
306, including five of those going to polls.

Satish Chandra Mishra set about addressing issues
concerning Brahmins “who are discontent” with the
present government of Yogi Adityanath which is ac-
cused of being pro-Thakur. But Mayawati has been

tion has been passed by
the State Legislature
under entry 25 of the
Concurrent List to the
7th Schedule of the
Constitution.
“This entry is subject
to entry 66 of the Union
List, under which the
Parliament has exclu-
sive powers to make
laws in relation to coor-
dination in institutions
for higher education or
research. Therefore,
regulations issued un-
der UGC Act, 1956 and
universities in Odisha
recognised by UGC un-
der section 12 (b) of the
Act are bound by the
extant UGC provi-
sions,” the letter said.
The Bill is also in
complete contradiction
to PM’s visionary NEP
2020, he added.

railways is working on
a plan to upgrade all its
trains capable of run-
ning at a maximum
speed of 130 kmph and
beyond with special air-
conditioned coaches in
a bid to upgrade its high
speed network, the rail-
way ministry said.
There will be no sleeper
coaches in these identi-
fied trains. The minis-
try clarified that the
decision will only im-
pact high speed trains
and all existing mail
and express trains with
a maximum speed of up
to 110 kmph will con-
tinue to ply with sleeper
coaches. “AC coaches

to be above 130 kmph .

COVID-19 count crossed
the 70-lakh mark on
Sunday, as per the Min-
istry of Health and
Family Welfare.
According to the
MoHFW, the COVID-19
count in the country is
at 70,53,807, including
8,67,496 active cases.
The number of cured
and discharged or mi-
grated patients has also
crossed 60-lakhs and is
at 60,77,977 in the coun-
try. With 918 deaths,
the toll due to the dis-
ease now stands at
1,08,334.
Maharashtra contin-
ues to be the worst-af-
fected State with
2,36,947 active cases.
However, 12,29,339 pa-
tients have been cured
and discharged in the
state, while the disease
has claimed 39,732 lives
so far.
Karnataka with
1,18,870 active cases and
5,61,610 recoveries is
also severely affected by
the pandemic. Mean-
while, Delhi has 21,955
active cases, while
2,76,046 patients have
been cured and dis-
charged in the union
territory. Further,
ICMR said that a total
of 8,68,77,242 samples
tested for 10,78,544 sam-
ples were tested on Sat-

New Delhi: A total of
322 projects with a
length of 12,413 Km

der the ‘Bharatmala
Pariyojana’ till August
2020, said the Ministry

the Ministry said that it

devotees are required
to follow proper social
distancing by keeping
a distance of two me-
ters and have to wait
for their turn. The
guards have been sta-

ple and they will take
temperature of devo-
tees who will get entry
only after clearing

‘TRANSFERmers’!

he transfer and
postings of IAS
officers in Ra-
jasthan is always the
most looked upon devel-
opment, purely because
the shuffle gives out
many valuable hints
and facts, about offi-
cials.
While officers
abound who have not
been changed from
their position since the
current government
came to power, there are
many who have been
transferred five times
in the past 22 months of
the government and
there is a post where
five different officials
have been given post-
ings in a span of afore-
mentioned time!
The recent example
is of 1997 batch IAS He-
mant Gera who has
been transferred not
once or twice but five
times in the current dis-
pensation.
In 2018, Gera was Sec-
retary, Disaster Man-
agement and as the new
government took over,
it shifted Gera to the
post of Secretary, Medi-
cal Education. From
there, he was sent into
Finance department
where he spent merely
9 months and in July
2020 he was made Secre-
tary, Food and Civil
Supplies.
But here too, Gera
could not sit comforta-
bly, as within 3 months,
he was removed from
the post.
In the recently re-
leased transfer list,
Gera has been accorded
the position in DOP,
once held by Roli Singh
and interestingly
enough, babus and offi-
cials in Secretariat are
already placing bets on
the fact if Gera will stay
put on this seat for long
or not?
It is worth noting
here that in his 23-year
long career as a bureau-
crat, Gera has been
transferred 20 times.
However, an honest and
young officer, Gera en-
joys the goodwill of a
hardworking and out-
standing IAS officer.
Now see the contrast
in this example of Dun-
garpur Collector. Prior
to the previous transfer
list released on last
Monday, Suresh Kumar
Ola happened to be the
fourth Collector of
Dungarpur under the
current government.
First it was Chetanram
Devra, then Alok Ran-
jan followed by Kana
Ram and now Ola.
Even Banswara dis-
trict, adjoining Dun-
garpur, ‘boasts’ of a
similar story as five
Collectors have been
changed there. These
include Bhagwati Pras-
ad Kalal, Ashish Gupta,

Panchayat polls conclude peacefully

Jaipur: In the fourth
and last phase of the
panchayat elections in
the state that were held
on Saturday, 83.47 per
cent voter turnout was
recorded.
The highest turnout
of 94.03% was recorded
in Sam panchayat sami-
ti in Jaisalmer.
The election took
place in 897 gram pan-
chayats of 32 Panchayat
samitis in the fourth
phase. A total of 4,629
candidates were in the
fray for the post of Sar-
panch and 11,373 con-
tested elections for the
post of panch. 26 Sar-
panch and 3,714 panch
were elected unopposed
in the fourth phase.
The state election
commissioner PS Meh-
ra said that the elec-
tions were held in a free
and fair manner in all
the four phases with
support of the voters,
election officers and po-
lice personnel.
He informed that vot-
er turnout in first phase
was 83.50% while in the
second and third phas-
es, it was 84.67% and
83.69% respectively.
With the election of up-
sarpanch under the
fourth phase on Sunday,
the process of panchay-
at elections-2020 has
ended. SEC said that
despite corona pandem-
ic, voters reached the
polling stations and
took part in election
process while following
Covid-19 related proto-
cols like wearing face
masks and maintaining
social distancing.

MBC received 2191 government jobs under 5% reservation

Gehlot government of
the state, after the enact-
ment of the 5 percent
reservation law for the
Most Backward Classes
(MBC) on February 13,
2019, youth of MBC cat-
egory castes have re-
ceived government jobs
in 2191 posts in various
departments. Moreover,
for future recruitments,
1409 additional posts
have been created and
reserved for MBC.
The present govern-
ment has given the ben-
efit of 5 percent reser-
vation to other MBC
castes, including Gur-
jars, in the new recruit-
ments as well as in the
previous recruitments
that are under process.
Due to this, 26 addition-
al candidates of this
category were selected
in RAS Exam 2016 and
22 additional candi-
dates will be selected in
RAS Exam 2018.
In 2008, the then BJP
government passed a
bill to provide 5 percent
reservation to MBC, but
it was not signed by the
Governor. However, the
law came into force in
the year 2009 after a
strong effort by the Con-
gress government.
The state govern-
ment made special ef-
forts to ensure the pro-
tection of the interests
of the backward classes
and while implement-
ing the provision of 5
percent reservation on
February 13, 2019, gave
its benefit to all the re-
cruitments under pro-
cess. Even for the re-
cruitments for which
the result of the exami-
nation had come, but
the appointments were
not given, additional
posts were created by
giving the benefit of
reservation.
Notably, extremely
backward classes could
not be given the benefit
of 5 percent reservation

examinations, appoint-

sued before the notifica-
tion of 5 percent reser-

provision to give 1 per-

backward classes in the
recruitments. There
was a provision of 1
percent reservation at
the time of release and
results of the Nursing
Recruitment Examina-
tion-2013. Currently
ANM recruitment 2018
has also been complet-
ed. For this reason, 4
percent additional posts
could not be created in
these recruitment.
District Councils also
issued appointment or-
ders even before the no-
tification of 5 percent
reservation was issued
under REET-2018 Level
I. Therefore, there is
also a legal hurdle in
creating additional 4
percent posts in REIT-
2018 also.

New Delhi: After open-
ing a front against their
own government, keep-
ing the state govern-
ment under a thirty five
day ‘siege’ and return-
ing only after the assur-
ance by top brass of
Congress party that
their ‘travails’ will be
heard, the rebel camp in
Rajasthan appears to be
a confused lot. While
their leader - Sachin Pi-
lot - may be placed com-
fortably, there are re-
ports that the ‘foot sol-
diers’ are now worried
over the delay of report
of the three member
committee, of Ahmed
Patel, KC Venugopal
and Ajay Maken,
formed by party matri-
arch Sonia Gandhi, to
address Rajasthan is-
sues.
Although several
weeks have passed
since, there appears lit-
tle ‘forward movement’
in the matter as Covid
has also stalled the pro-
gress. One major factor
of the report, which is
even eagerly awaited by
the non-rebels, is the
fact that political ap-
pointments and cabinet
expansion will be done
only once the report is
submitted. And it is this
reason that Pilot camp
legislators are a bit flus-
tered and wondering as
to how long do they
have to wait still, and
stay out of ‘power’?
While the confusion
prevails, on the other
hand, Gehlot camp lead-
ers are trying to ‘cosy
up’ to the rebels and ‘se-
duce’ them to their side.
The confusion is height-
ened with the ‘offers’
being doled out by the
Gehlot camp leaders to
entice the rebels in join-
ing their ‘cause’ and
therefore the rebels are
in a fix if they should
actually wait for the
three member commit-
tee report or if they
should jump side to Ge-
hlot camp and accept
the offer, so that at least
they could get develop-
mental works, transfers
and postings done in
their respective areas.
However, there is a
faction in the party that
believes that cabinet ex-
pansionandpoliticalap-
pointments will be con-
ducted during Navratra,
however,knowledgeable
sources claim that it is
highly unlikely consid-
ering the three member
committee report has to
be tabled first.
While Congress has
its own share of prob-
lems, its rival party -
BJP - has been keenly
watching the entire de-
velopment and some of
thesaffronpartyleaders
are awaiting for the pos-
sibility of ‘Operation
Lotus - 2.0’, a develop-
ment which still looms
large as a threat over the
current regime. There
are a few highly ambi-
tious BJP leaders who
are waiting for the ‘po-
litical developments’
since they believe that
those MLAs who will be
left out of the power pie,
could be lured in to the
saffron side since they
would be ‘aggrieved’ of
not being given their
due position!
However, it would be
fool hardy to consider
that Chief Minister
Ashok Gehlot would
never come to know of
this ‘design’ and there-
fore the political mas-
termind that Gehlot is,
has already formulated
not just ‘Plan-A’ but
even ‘Plan-B’ as well!
Interestingly, even
though Gehlot managed
to prove his majority on
the floor of the house
nearly two months
back, one question
haunting the congress-
men is on the final cul-
mination of operation
lotus; has it really end-
ed (?) and if not, then
when is the second
‘strike’ going to be? At
this juncture, Gehlot
camp is extremely curi-
ous to know what has
happened with the ‘ad-
vance payments’ alleg-
edly made to a few rebel
MLAs by ‘unknown
forces’ in Jaipur and
New Delhi. Whether
this amount has been
refunded to the ‘rele-
vant’ people or still it is
being kept with almost
two dozen MLAs to
‘strike’ in future on the
first available ‘opportu-
nity’?

ter Dr Raghu Sharma
on the occasion of In-
ternational Day of the
Girl Child launched IM-
PACT (Integrated Sys-
tem for Monitoring of
PCPNDT Act) Applica-
tion on Sunday from his
residence.
He said that in-
creasing difference in
sex ratio is a serious
subject. The Health
Department is con-
stantly making ef-
forts to reduce this
difference and the
IMPACT App is an im-
portant step in this
direction. The Health
Minister said that the
IMPACT App will ease
the action taken un-
der PCPNDT Act and
the inspection activi-
ties. The concerned
officer can immedi-
ately upload the in-
spection report from
the spot through this
App. This will make it
easier to manage the
real time data.
Dr Sharma said that
there are 3,600 regis-
tered sonography cen-
tres in the state in both
private and govern-
ment sectors, of which
around 2,000 centres are
functional. This App
will make the work of
registered sonography
centres easy. These cen-
tres can upload their
daily report along with
the entry of Form F
that is filled at the time
of sonograpy of preg-
nant woman through
this IMPACT App. A
feedback system for the
sonograpy centre oper-
ators has also been de-
veloped in this App. NIC
developed this applica-
tion.

dent M Venkaiah Naidu
on Sunday conveyed his
condolences to the fam-

lance driver Aarif
Khan from Delhi, who
passed away due to cor-
onavirus on October 10,
following months of
selfless and unrelenting
service during the pan-
demic.
The Vice President
said that the deceased’s
service symbolises the
core of Indian philoso-
phy of ‘share and care’
and prayed for eternal
peace for the departed
soul. “My condolences
to the bereaved family
members of ambulance
driver, Aarif Khan of
Delhi. He rendered self-
less service by ferrying
close to 200 bodies of
COVID-19 patients for
their last rites. It is sad-
dening to learn that he
succumbed to the Coro-
navirus,” Naidu’s tweet
read.
“His acts of kindness
symbolise the core of
Indian philosophy of
‘share & care’. May his
soul rest in eternal
peace,” he added in a

those who have power
in India, are also the
ones responsible for
flouting and breaking
of rules. It is perhaps
for this reason that sev-
eral times the govern-
ments have to accrue
additional sums of
money to get a job done
simply because one or
the other babu might
have interest in any
project which might be
getting affected and
therefore the entire set
up is changed.
Something on simi-
lar lines appears to
have happened in the
Energy Department. A
senior babu from the
department, who en-
joys ‘extreme’ powers
at his disposal, came to
know of a 33 KV elec-
tricity line passing
through a piece of land
belonging to his family
located between Chomu
and Chandwaji. The
work for erecting the
line had been complet-
ed as poles had been
installed, and while
electricity is a basic ne-
cessity these days, the
land from which such
high tension lines pass
is automatically deval-
ued due to the constant
threat and safety haz-
ard posed by lines.
Therefore to save his
‘personal interest’, the
senior officer started
pressurizing the engi-
neers to shift the elec-
tric line! Realising what
the official was asking
them to do, the engi-
neers declined at first,
however, the ‘bade sa-
hab’ threatened of dire
consequences if the en-
gineers did not ‘act’ ac-
cording to his ‘whims
and fancies’, and there-
fore they succumbed to
the sahab’s pressure
and voila, the area from
where the line passed a
few days back, is now
completely bereft of it
while some other unfor-
tunate being’s land is
‘trampled’ upon.
Those in the energy
department in the
know-how of things,
claim that the babu’s
activities tantamount
to misuse of office and
therefore falls under
the category to be regis-
tered a case against!
Therefore it now re-
mains to be seen if the
matter is handed to Sec-
retary, Personnel De-
partment or DG, ACB
for correct investiga-
tion into the matter. No-
tably, this sahab was in
the ‘limelight’ recently
after an IAS put in his
voluntary retirement
papers on account of
the feud with this ‘sa-
hab’ over his ‘wrongful
means’ of running the
department and in-
volvement in a tender
over 100 crores.

economic slump due to
Covid-19 has hit Ra-
jasthan brutally, Chief
Minister Ashok Gehlot
is still going all out to
keep the development
agenda high on govern-
ment’s priority so as to
keep the morale of in-
vestors, market and
public on a high. More-
over, keeping with the
tradition of ‘gifting’
something to people on
Diwali, if all goes well,
Gehlot would gift the
Ring Road project and
Sikar Road Transport
Nagar project to Jaipu-
rites in the next few
weeks!
This major feat
would not have been
possible without the
team of UDH Minister
Shanti Dhariwal and
JDC Gaurav Goyal,
whose ‘pagfera’ into the
JDA has been the most
‘blessed’! At one point
of time JDA did not
even have money to pay
its staff, and now, on the
pragmatic lines of the
Rajasthan Housing
Board, JDA is also
walking steadily to-
wards being cash rich
as Dhariwal and Goyal
are working together
on several projects of
importance.
First among these
projects is the ring road
which will start func-
tioning in the next few
days and all of 47 kilo-
meter of length of the
project will be used for
vehicular movement.
The project was
launched in 2005 during
the first tenure of then
Chief Minister Vasund-
hara Raje and it was
during the previous
Ashok Gehlot govern-
ment (2008-2013) when
in 2011 the foundation
stone for the project
was laid. Nearly three
years back, an ‘enthusi-
astic’ officer from JDA
toiled hard and got the
encroachments re-
moved from the project
and as a result the pro-
ject could finally see
the light of day. Unfor-
tunately, later on, no
one could take care or
monitor the project for
quiet sometime.
However, it was only
after Gaurav Goyal
came at helm of JDA
that the dynamic offic-
er pulled out the files
that were accumulating
dust over the past sev-
eral years and he actu-
ally started working on
it, not just seated in of-
fice, but in the field too.
Notably, the credit for
this project also goes to
Highways Minister Ni-
tin Gadkari since it was
after Vasundhara Raje
contacted him for help,
that NHAI was made a
partner in the project.
Therefore the NHAI
has made plan for inau-
guration of the ring
road along with the
stone laying of the clo-
ver leaf project too.
It is believed that the
JDA could amass any-
where between 8-10
thousand crore rupees
in revenue through sale
of land under the ring
road project.
Similarly, on the pat-
tern of ring road, the
days of Sikar road’s
Transport Nagar pro-
ject also seem to be
heading for a change,
since after nearly dec-
ade did Dhariwal took
stock of the project and
gave Gaurav Goyal the
responsibility to make
this project ‘operation-
al’. for the past several
years, a ‘tussle’ has
been ongoing between
JDA and allotees on the
rates and as although a
twelve fold increase has
been made in the rates,
transporters are disin-
terested in shifting.
Therefore Dhariwal-
Goyal team is now look-
ing to find a mid-way in
the matter even as old
allottees have started
construction on their
allotted land.
Therefore excited
with this positive devel-
opment Dhariwal could
call a meeting of the
JDA officials and take a
concrete step to allevi-
ate all the problems
faced by this project
and thus paving way for
the two ‘Diwali Gifts’ to
be announced by CM
Ashok Gehlot!

we do nothing to change
this image. We would
rather stay mad. What’s
worse is we contribute to
this image. So do we have
a right to be upset? I

Millennials are more
educated and aware.
There are more animal
lovers today than there
were ten years ago. There
are more environmen-
tally friendly brands to-
day, and increased aware-
ness about veganism, a
wide range of cruelty-
free products, and brands
that are claiming to be
sustainable. Everything
is so much better, except
I wonder if there are so
many enlightened souls
why are we seeing so
much garbage on the
roads? Why is our educa-
tion system still about
rote learning? Why
aren’t students taught
how to be better citizens
and assessed on their per-
formance of civic sense
instead? Why do we wor-
ship idols and abuse the
live incarnations of those
very idols? It beats me.
Recently I have come to
be associated with the
Plastic Cow Campaign,
formed by a group of
concerned animal activ-
ists in Jaipur. We deliber-
ate on how we can save
cows and our environ-
ment. It is not easy. I am
reminded of my visit to
an NGO in Udaipur
where an issue was
brought to my attention.
The volunteer told me
that cows are increas-
ingly dying because they
are consuming plastic.
Before I visited the NGO,
I segregated trash but
only because it is the
right thing to do. I never
realized plastic was such
a threat to cows. Yes the
very animal that is wor-
shipped in India, is dying
due to the inconsiderate
actions of the people who
worship it.
Of the total number of
fatalities caused in cows
by polythene, in 90% cas-
es, the animal dies due to
the failure of multiple
organs, a condition
caused due to excessive
accumulation of plastic
in the stomach. If this
doesn’t give you the depth
of the problem, I don’t
know what would.
One problem that I see
is the dumping of plastic
in all its forms on roads.
The other is that brands
are overusing plastic in
packaging. Yet another
issue I have identified is
the lack of government
initiative. Corruption is
rampant. I can go on and
on. Most of the communi-
cation unfortunately is
focused to discourage the
use of polythene bags. We
seemed to have forgotten
that it isn’t just bags that
are made of plastic; even
tape that is used to seal
your food packages can
cause the same extent of
harm as a plastic bag.
Anything thrown in the
trash becomes a health
hazard. But it is easy. We
are selfish creatures.
What happens to our
trash once it leaves our
home isn’t our lookout.

 Whether the pandemic
has zoonotic sources
is immaterial. Hygiene
and civic ethics should
not be followed simply
as an antidote to the
pandemic. It must be
engrained in us. It is
a mentality we must
adopt. Yet, despite the
pandemic, I see trash
on the road everywhere.
Educated or uneducated
families discard trash on
the road. I am appalled.
And guess what our
community animals are
feeding off this garbage.
What’s worse is we just
drive past it all.
 Now that you know that
bovines are dying due
to accidental plastic
consumption, will you
change your ways? A
question I want to get
answered.
 You can begin by writ-
ing to brands to switch
to more environmen-
tally friendly packaging.
You could also start
segregating your trash.
It would be nice to sign
your divorce with the
toxic plastic. We all
know what isn’t good
for us. Why do we then
dig graves?

The woman iden- tified as Sita Devi had gone missing along with her three-year-old daughter Sapna, and 10-month-old son Jigar, on Saturday afternoon. The family had launched a search for them and found them dead in a water tank of an abandoned plot. On the complaint of the deceased’s mother, the police have filed a case of dowry harass- ment against the hus- band Dinesh Ghanchi. The husband had on Saturday reported his wife and children miss- ing and found them dead in the water tank past midnight. The police recovered the bodies from the wa- ter tank on Sunday morning and handed them over to the de- ceased’s parents after post mortem. The bod- ies were finally handed over to the deceased’s parents who cremated them at Shivganj vil- lage. Shanti Devi, Sita’s mother, alleged that her daughter was trapped into a relationship by Dinesh four years ago and her daughter was living in Jogapura since then. She told the police that her daughter used to complain of harass- ment by her in-laws. The women alleged that the deceased priest committed suicide and their family members were being falsely im- plicated. The Bharatiya Janta Party leaders and Brahmin Samaj mem- bers accused the police of lackadaisical atti- tude in providing secu- rity to the victim’s fam- ily as the members of an accused’s family reached the priest’s house. According to the vil- lagers, three women from the accused’s fam- ily reached the priest’s house and shouted loudly that they did not kill the priest and that he himself committed suicide. The women also said that they tried to extinguish fire in which the hand of a woman also got burnt. A lot of us struggle to cope with life’s challenges in our own ways and few of us succeed in maintaining survival mode. However, some of us unfortu- nately fails to address our psy- chological concerns and suc- cumb to them. The second week of October is observed as World Mental Health week globally every year. In view of the same, this article intends to spread awareness about sui- cide as a significant entity de- picting mental trauma. Suicide – a permanent solu- tion to a temporary problem. When pushed to extremes, the feelings of self-directed anger, frustration, emotional pain, hopelessness, or agitation can compel a person to take his/ her own life. Within the past year in India, about 41,000 indi- viduals died by suicide, 13 lac have attempted suicide, 27 lac have had a plan and 93 lac have had suicidal thoughts. Every- one has the potential for sui- cide irrespective of age, gen- der, education, occupation, re- lationship status, success, wealth, or popularity. A common notion that ‘talk- ing about suicide encourages suicidal behavior’ is a myth. Talking about suicide provides an opportunity for meaningful communication and conse- quent resolution of fears or anxieties. Asking someone if they’re suicidal makes them feel heard. Some of us may in- correctly feel that ‘youngsters who talk repeatedly about sui- cide never really attempt it’. Talking about suicide can sim- ply be a cry for help. Subtle cues of suicidal ideation can be recent suicide by a loved one, the previous attempt at suicide, preoccupation with death themes of isolation from friends. It is a misconception that once a person has the in- tent of suicide, there is no way of stopping them. Suicides can be prevented. Immediate prac- tical help during the short- lived crises by way of emotion- al support and encouragement can be valuable. Suicidal ideation in men is often missed. The social norms and stereotypes which nega- tively affect women have the same effect on men too. But psychological distress in men is rarely addressed. They are socialized into being ‘strong’ and to not cry or seek help when in distress. While suicide attempts are more common in women, completed suicides are more seen in men. Hence, there is a great need for a ‘gender- sensitive’ society responsive to the needs of everyone. While genetics have an influ- ence on an individual’s mental health, environmental influ- ences can also contribute to suicidality through traumatic encounters in early life such as bullying, violence, abandon- ment, abuse, or loss of a loved one. The presence of a physical or mental health disorder is a discrete risk factor for potenti- ating suicide, such as depres- sion, anxiety, schizophrenia, personality disorders, post- traumatic stress disorder, bipo- lar disorder, or psychoactive substance use. Stressors like academic pressures or exam failure in students, disturbed family dynamics or high ex- pressed emotions in adults, or chronic medical problems and pains or poor planning for re- tirement period in the old age population can also precipitate suicidal ideation. Other risk factors can be poor job security, family history of suicide, break-ups, access to toxic sub- stances or firearms, and lack of a support system. If a person talks casually about killing themselves, or feels hopeless or like a burden or feels trapped, it may be a warning sign. Such people may search for methods to end life, isolate self, call people to say goodbye, give away prized possessions, or make a will. On the contrary, some protective factors for diminishing sui- cidal tendency are effective care for physical and mental health, being connected with loved ones, adaptive coping and life skills, high self-esteem, having a purpose in life, and religious beliefs that discour- age suicide. Treating mental health dis- orders is vital in preventing suicidal behaviors. Taking the help of medication or coun- seling has been proven to re- duce symptoms of the mind. Providing an outlet to emo- tions through heartfelt conver- sations, daily relaxation and recreational activities such as music, sports, fitness regimes or yoga also helps to maintain emotional well-being. If a sui- cide-free society is a goal, then the suicide prevention strategy is a must in public health. Re- ducing social isolation, pre- venting social disintegration, and treating psychiatric disor- ders are fundamental to achiev- ing this objective. From here onwards, it is up to the joint efforts of mental health profes- sionals, policy planners, and the Government authorities to have wider implications of this noble idea. As is well known, ro- mance novels are among the most popular genres in contemporary literature. The field represents a vast market, likely to have sub- stantially grown over the past several months as a result of COVID-19. Ama- zon has certainly provided a major boost to romance writers, offering them a popular platform to market themselves and their crea- tions. Unlike in the past, the large majority of contem- porary romance novels promote a very progressive view of women and their role in society. Jessica Pe- terson, the author of the successful Charleston Heat series, has gone as far as to claim that the romance genre is feminist: “Ro- mance is one of the few genres that explicitly puts a woman’s dreams and de- sires, sexual and other- wise, front and center. It’s one of the many reasons I love reading it.” All Too Human The notion that romance novels propagate an image of women largely in tune with current-day feminism is still somewhat contro- versial. Yet it has found growing support. As early as 2013, an article in The Atlantic endeavored to show “how romance novels came to embrace femi- nism.” A few years later, the author of an article on the genre in the online women’s magazine Bustle characterized romance novels as some of the per- haps “most rebellious books you can read right now.” Romance novels, she affirmed, are “practically the only books in which women get exactly what they want, all of the time, and aren’t asked to feel bad about it.” In some cases, romance novels can be outright sub- versive. Take, for instance, Aya de León, the Puerto Rican American author of the Justice Hustlers series — “erotic thrillers” with covers “featuring buxom women in tight, revealing clothes.” Yet once lured, the reader is confronted with a story that, as Side Chick Nation’s review on Goodreads explains, “ex- plores how climate change, colonization and a lack of appropriate response on the part of the US govern- ment played a major role in the delayed recovery in Puerto Rico in the after- math of Hurricane Maria.” To be sure, de León’s books are particularly aimed at raising readers’ consciousness. After all, the author is a lecturer in the African American pro- gram at UC Berkeley. Yet even more mainstream, commercially successful romance writers routinely weave uncomfortable top- ics into their narratives, such as violence against women, rape, sexual and occupational harassment, cheating, miscarriage — the list goes on. I n fact, on Goodreads, re- viewers routinely provide “trigger warnings” to un- suspecting readers who might be offended by cheat- ing, unprotected sex, ex- plicit sex in general (good Christian appropriate nov- els without sex scenes are referred to as “clean” as if sex was something “dirty”) — again, the list goes on. In any case, it is a fact that contemporary romance novels are a far cry from what the genre used to be in the past, one that pro- moted traditional gender roles, the stereotypical world of hospitals with shy, beautiful nurses waiting to be scooped up by a dishy chief surgeon. Today’s female protago- nists of romance novels tend to be strong, deter- mined and, most impor- tant of all, refuse to take shit from men. They are strong enough to overcome hardship, excel in their chosen professions and fight hard to get what they want — including a part- ner for life. Arguably most important of all, today’s rom-com heroines are in charge of their own sexual- ity and, equally important, deserving to get full sexual satisfaction. The minis- try clarified that the decision will only im- pact high speed trains and all existing mail and express trains with a maximum speed of up to 110 kmph will con- tinue to ply with sleeper coaches. “AC coaches become a technical ne- cessity wherever the speed of train is going to be above 130 kmph . Indian Railways is working on a massive plan to upgrade the rail network to high speed potential. According to the MoHFW, the COVID-19 count in the country is at 70,53,807, including 8,67,496 active cases. The number of cured and discharged or mi- grated patients has also crossed 60-lakhs and is at 60,77,977 in the coun- try. With 918 deaths, the toll due to the dis- ease now stands at 1,08,334. Maharashtra contin- ues to be the worst-af- fected State with 2,36,947 active cases. However, 12,29,339 pa- tients have been cured and discharged in the state, while the disease has claimed 39,732 lives so far. Karnataka with 1,18,870 active cases and 5,61,610 recoveries is also severely affected by the pandemic. Mean- while, Delhi has 21,955 active cases, while 2,76,046 patients have been cured and dis- charged in the union territory. Rajendra Chhabra T he transfer and postings of IAS officers in Ra- jasthan is always the most looked upon devel- opment, purely because the shuffle gives out many valuable hints and facts, about offi- cials. While officers abound who have not been changed from their position since the current government came to power, there are many who have been transferred five times in the past 22 months of the government and there is a post where five different officials have been given post- ings in a span of afore- mentioned time! The recent example is of 1997 batch IAS He- mant Gera who has been transferred not once or twice but five times in the current dis- pensation. In 2018, Gera was Sec- retary, Disaster Man- agement and as the new government took over, it shifted Gera to the post of Secretary, Medi- cal Education. From there, he was sent into Finance department where he spent merely 9 months and in July 2020 he was made Secre- tary, Food and Civil Supplies. But here too, Gera could not sit comforta- bly, as within 3 months, he was removed from the post. In the recently re- leased transfer list, Gera has been accorded the position in DOP, once held by Roli Singh and interestingly enough, babus and offi- cials in Secretariat are already placing bets on the fact if Gera will stay put on this seat for long or not? It is worth noting here that in his 23-year long career as a bureau- crat, Gera has been transferred 20 times. The highest turnout of 94.03% was recorded in Sam panchayat sami- ti in Jaisalmer. The election took place in 897 gram pan- chayats of 32 Panchayat samitis in the fourth phase. A total of 4,629 candidates were in the fray for the post of Sar- panch and 11,373 con- tested elections for the post of panch. 26 Sar- panch and 3,714 panch were elected unopposed in the fourth phase. The state election commissioner PS Meh- ra said that the elec- tions were held in a free and fair manner in all the four phases with support of the voters, election officers and po- lice personnel. He informed that vot- er turnout in first phase was 83.50% while in the second and third phas- es, it was 84.67% and 83.69% respectively. With the election of up- sarpanch under the fourth phase on Sunday, the process of panchay- at elections-2020 has ended. MBC received 2191 government jobs under 5% reservation Naresh Sharma Jaipur: During the cur- renttenureof theAshok Gehlot government of the state, after the enact- ment of the 5 percent reservation law for the Most Backward Classes (MBC) on February 13, 2019, youth of MBC cat- egory castes have re- ceived government jobs in 2191 posts in various departments. Moreover, for future recruitments, 1409 additional posts have been created and reserved for MBC. The present govern- ment has given the ben- efit of 5 percent reser- vation to other MBC castes, including Gur- jars, in the new recruit- ments as well as in the previous recruitments that are under process. Due to this, 26 addition- al candidates of this category were selected in RAS Exam 2016 and 22 additional candi- dates will be selected in RAS Exam 2018. In 2008, the then BJP government passed a bill to provide 5 percent reservation to MBC, but it was not signed by the Governor. However, the law came into force in the year 2009 after a strong effort by the Con- gress government. The state govern- ment made special ef- forts to ensure the pro- tection of the interests of the backward classes and while implement- ing the provision of 5 percent reservation on February 13, 2019, gave its benefit to all the re- cruitments under pro- cess. Even for the re- cruitments for which the result of the exami- nation had come, but the appointments were not given, additional posts were created by giving the benefit of reservation. Notably, extremely backward classes could not be given the benefit of 5 percent reservation in Nursing Recruit- ment Examination-2013 and REET Examina- tion-2018. The reason for this is that in the process of both these examinations, appoint- ment orders were is- sued before the notifica- tion of 5 percent reser- vation was issued. At that time there was a provision to give 1 per- cent reservation to the backward classes in the recruitments. There was a provision of 1 percent reservation at the time of release and results of the Nursing Recruitment Examina- tion-2013. Currently ANM recruitment 2018 has also been complet- ed. For this reason, 4 percent additional posts could not be created in these recruitment. District Councils also issued appointment or- ders even before the no- tification of 5 percent reservation was issued under REET-2018 Level I. Therefore, there is also a legal hurdle in creating additional 4 percent posts in REIT- 2018 also. More- over, keeping with the tradition of ‘gifting’ something to people on Diwali, if all goes well, Gehlot would gift the Ring Road project and Sikar Road Transport Nagar project to Jaipu- rites in the next few weeks! This major feat would not have been possible without the team of UDH Minister Shanti Dhariwal and JDC Gaurav Goyal, whose ‘pagfera’ into the JDA has been the most ‘blessed’! At one point of time JDA did not even have money to pay its staff, and now, on the pragmatic lines of the Rajasthan Housing Board, JDA is also walking steadily to- wards being cash rich as Dhariwal and Goyal are working together on several projects of importance. First among these projects is the ring road which will start func- tioning in the next few days and all of 47 kilo- meter of length of the project will be used for vehicular movement. The project was launched in 2005 during the first tenure of then Chief Minister Vasund- hara Raje and it was during the previous Ashok Gehlot govern- ment (2008-2013) when in 2011 the foundation stone for the project was laid. Nearly three years back, an ‘enthusi- astic’ officer from JDA toiled hard and got the encroachments re- moved from the project and as a result the pro- ject could finally see the light of day. Unfor- tunately, later on, no one could take care or monitor the project for quiet sometime. However, it was only after Gaurav Goyal came at helm of JDA that the dynamic offic- er pulled out the files that were accumulating dust over the past sev- eral years and he actu- ally started working on it, not just seated in of- fice, but in the field too. Notably, the credit for this project also goes to Highways Minister Ni- tin Gadkari since it was after Vasundhara Raje contacted him for help, that NHAI was made a partner in the project. Therefore the NHAI has made plan for inau- guration of the ring road along with the stone laying of the clo- ver leaf project too. It is believed that the JDA could amass any- where between 8-10 thousand crore rupees in revenue through sale of land under the ring road project. Similarly, on the pat- tern of ring road, the days of Sikar road’s Transport Nagar pro- ject also seem to be heading for a change, since after nearly dec- ade did Dhariwal took stock of the project and gave Gaurav Goyal the responsibility to make this project ‘operation- al’. for the past several years, a ‘tussle’ has been ongoing between JDA and allotees on the rates and as although a twelve fold increase has been made in the rates, transporters are disin- terested in shifting. Therefore Dhariwal- Goyal team is now look- ing to find a mid-way in the matter even as old allottees have started construction on their allotted land. We would rather stay mad. What’s worse is we contribute to this image. So do we have a right to be upset? I leave you to answer this question. Millennials are more educated and aware. There are more animal lovers today than there were ten years ago. There are more environmen- tally friendly brands to- day, and increased aware- ness about veganism, a wide range of cruelty- free products, and brands that are claiming to be sustainable. Everything is so much better, except I wonder if there are so many enlightened souls why are we seeing so much garbage on the roads? Why is our educa- tion system still about rote learning? Why aren’t students taught how to be better citizens and assessed on their per- formance of civic sense instead? Why do we wor- ship idols and abuse the live incarnations of those very idols? It beats me. Recently I have come to be associated with the Plastic Cow Campaign, formed by a group of concerned animal activ- ists in Jaipur. We deliber- ate on how we can save cows and our environ- ment. It is not easy. I am reminded of my visit to an NGO in Udaipur where an issue was brought to my attention. The volunteer told me that cows are increas- ingly dying because they are consuming plastic. Before I visited the NGO, I segregated trash but only because it is the right thing to do. I never realized plastic was such a threat to cows. Yes the very animal that is wor- shipped in India, is dying due to the inconsiderate actions of the people who worship it. Of the total number of fatalities caused in cows by polythene, in 90% cas- es, the animal dies due to the failure of multiple organs, a condition caused due to excessive accumulation of plastic in the stomach. If this doesn’t give you the depth of the problem, I don’t know what would. One problem that I see is the dumping of plastic in all its forms on roads. The other is that brands are overusing plastic in packaging. Yet another issue I have identified is the lack of government initiative. Corruption is rampant. I can go on and on. Most of the communi- cation unfortunately is focused to discourage the use of polythene bags. We seemed to have forgotten that it isn’t just bags that are made of plastic; even tape that is used to seal your food packages can cause the same extent of harm as a plastic bag. Anything thrown in the trash becomes a health hazard. But it is easy. We are selfish creatures. Things wrapped in layers of un- necessary plastic drive me up the wall. Why are we as a people so obsessed with plastic?  Whether the pandemic has zoonotic sources is immaterial. Hygiene and civic ethics should not be followed simply as an antidote to the pandemic. It must be engrained in us. It is a mentality we must adopt. Yet, despite the pandemic, I see trash on the road everywhere. Educated or uneducated families discard trash on the road. I am appalled. And guess what our community animals are feeding off this garbage. What’s worse is we just drive past it all.  Now that you know that bovines are dying due to accidental plastic consumption, will you change your ways? A question I want to get answered.  You can begin by writ- ing to brands to switch to more environmen- tally friendly packaging. You could also start segregating your trash. It would be nice to sign your divorce with the toxic plastic. We all know what isn’t good for us. Why do we then dig graves? W What if we begin to care?
