In a major blow to the
Congress in poll-bound
Kerala, senior leader PC
Chacko on Wednesday
resigned from the party alleg-
ing group interest in deciding
party candidates for the com-
ing Assembly elections. Chacko
also alleged the national lead-
ership of the party has not been
active for the last two years.
He, however, did not
announce his future plans but
made it clear on his views on
the BJP, saying the saffron
party “is not a political factor”
in the southern States.
Chacko’s resignation comes
at the backdrop of prominent
leaders of State unit quitting the
grand old party in Kerala ahead
of the Assembly polls where the
Congress pinned hopes. Most
significantly resignations of
MLAs falling within the
Parliamentary constituency of
former party chief Rahul
Gandhi has brought worries for
the Congress. Assembly polls in
Kerala will he held on April 6
and results will be declared on
May 2.

senior leader to quit the grand

Scindia. Scindia joined the BJP

Madhya Pradesh State leader-
ship and is now a Rajya Sabha
member.
Amid demand from a
group of 23 senior Congress
leaders for an organisational
overhaul of the party, Chacko,
who once headed the Joint
Parliamentary Committee on
2G Spectrum during the sec-
ond UPA rule, has alleged
party leadership has been
defunct for the last couple of
years. He also alleged unde-
mocratic ways in selection of
candidates for the Kerala
Assembly polls.
Referring to the period of
vacuum created in the party’s
national leadership after Rahul
Gandhi quit the post of
Congress president following
the party’s defeat in the 2019
Lok Sabha polls, Chacko said,
“the Congress had been head-
less for the last one-and-a-half
years”.
“There was no one in the
party at the national level
recalling the situation that
forced Sonia Gandhi, who is
facing health issues, to take
leadership of the party,” he
said.
“I have sent my resignation
letter to Congress president
(Sonia Gandhi) and to Rahul
Gandhi. This decision, I have
been deliberating for the last
many days,” said Chacko at a
Press conference in the nation-
al Capital.
“No democracy left in the
Congress. Candidate list has
not been discussed with the
State Congress committee,” he

Parliament on Wednesday
passed the National Capital
Territory of Delhi Laws (Special
Provisions) Second
(Amendment) Bill, 2021, to
regularise unauthorised
colonies.
While the Rajya Sabha had
passed the Bill on February 9
in the first leg of the Budget
Session, the Lok Sabha passed
it on Wednesday amid
Opposition ruckus over farm
laws.
Minister of State
(Independent Charge) of
Housing and Urban Affairs
Hardeep Singh Puri said in the
Lok Sabha that the Bill would
give protection to unauthorised
colonies from sealing till
December 31, 2023.
“There is a public percep-
tion that the issue of unautho-
rised colonies has been delayed
by some political parties when
they were in office,” Puri said
while replying to a debate on
the Bill.
The House later passed
the Bill by a voice vote.
Puri said the problem of
unauthorised colonies predates
the assumption of office by the
Narendra Modi dispensation in
2014, but no previous
Government took this issue up
with any degree of seriousness.
“In 1947, 17 per cent of
India’s population lived in
cities. The population of Delhi
was 8 lakh at that time.... The
1951 census showed Delhi’s
population at 22 lakh. The
2011 census showed Delhi’s
population at 1.6 crore. There
will be another census this
year and I expect the popula-
tion of Delhi to be close to 2
crore, if not higher,” Puri said.
It is a matter of great shame
that between 2006 when the
process of regularisation start-
ed and 2014, all the
Governments which were in
power in the city of Delhi did
nothing, Puri said and sought
cooperation from parties to
bring relief to the citizens of
Delhi.
Citing a letter received by
his Ministry from the Delhi
Government in 2019 seeking
the extension of timeline for
conducting survey of unau-
thorised colonies, Puri said
that it is then the Modi
Government decided to bring
this Bill.
The Bill replaces the
Ordinance which was brought
in December last year to extend
protection from punitive action
to unauthorised colonies, JJ
clusters and constructions in
Delhi’s rural areas built on
agriculture land for another
three years till December 2023.
The law will extend the
legal protection for scores of
illegal constructions and unau-
thorised colonies in the nation-
al Capital from demolition or
sealing till December 2023.
There are around 1,700
unauthorised colonies in Delhi.
The NCT of Delhi (Special
Provisions) Second
Amendment Bill, 2021, is an
extension of a similar law first
passed in 2011. When the 2011
law had expired, the govern-
ment had in 2014 enacted the
law again to grant a fresh
extension.

Union Cabinet on
Wednesday approved cre-
ation of Pradhan Mantri
Swasthya Suraksha Nidhi
(PMSSN) as a single non-
lapsable reserve fund for health
from the proceeds of health
and education cess. All health
schemes including Ayushman
Bharat will benefit by the cre-
ation of PMSSN as a non-
lapsable reserve fund.
“The major benefit will be:
Enhanced access to universal 
affordable health care through
availability of earmarked
resources, while ensuring that
the amount does not lapse at
the end of financial year,” said
the Government in a statement.
The Government said the
salient features of this PMSSN
are proceeds of share of the
health and education cess will
be credited to this new fund.
“Accruals into the PMSSN will
be utilised for the flagship
schemes of the Ministry of
Health  Family Welfare
namely, Ayushman Bharat —
Pradhan Mantri Jan Arogya

In a major lapse of security,
Bengal Chief Minister
Mamata Banerjee on
Wednesday got “seriously”
injured when 7-8 people
allegedly pushed her while she
was addressing a small crowd
at Ranichak area in
Nandigram.
The CM who sustained
injuries to her leg, face hip and
chest was rushed back to
Kolkata’s state-of-art SSKM
Hospital. A team of doctors
treating her described her con-
dition to be “stable,” adding she
had been administered local
anesthesia in her injured leg
due to “excruciating pain.”
Though X-Ray and other
reports revealed no abnormal-
ity in her condition.

The no-confidence motion
brought in by the Congress
against the BJP-JJP
Government in Haryana was
defeated on Wednesday with 55
members of the Assembly vot-
ing against the motion while 32
members from the Opposition
camp backing it.
At the end of a marathon
six-hour discussion on the
motion, Speaker Gian Chand
Gupta announced the 55-32
break up in the House. The 55
members who voted against the
motion included 39 from the
BJP, 10 of ally Jannayak Janta
Party, five Independents and
one from the Haryana Lokhit
Party.
Thirty members of the
Congress and two
Independents, who had earli-
er withdrawn support, backed
the motion. In the 90-member
Haryana Assembly, currently
having an effective strength of

Independents, five of whom are
supporting the Government,

Replying to the Motion,

The Delhi Government
would send elderly people
to visit the Ayodhya temple free
of cost once the construction of
Ram temple is complete.
“I would like to put forth in
front of the senior citizens of
Delhi that once the temple is
constructed, I would ensure

Persons with intellectual dis-
abilities such as cerebral
palsy, down syndrome and
autism are at a higher risk of
dying due to Covid-19 than the
general population and should
be vaccinated on priority basis,
researchers have said calling it
as “a profound realisation” that
was not “fully appreciated until
now”.
They reached this conclu-
sion after examining records of
64 million patients from 547
healthcare organisations
between January 2019 and
November 2020 to understand
the impact of the Covid-19
pandemic on patients with
intellectual disabilities.

The ruling CPI(M) on
Wednesday announced
names of 83 candidates it is
fielding for the April 6 election
to the Kerala Legislative
Assembly. The party has cho-
sen not to field five Ministers
in the Pinarayi Vijayan Cabinet
and 33 of its sitting MLAs.
The party which has been
campaigning for the empow-
erment of women has 12
women candidates in the list
out of which eight are new

Punjab Vigilance Bureau on
Wednesday claimed to have
unearthed a big scam worth
crores of rupees under the
Pradhan Mantri Jan Arogya
Yojana – ‘Ayshmaan Bharat’
scheme, in which the State’s pri-
vate hospitals have obtained
health insurance claims from
insurance company, IFFCO-
TOKIO, on the basis of “fake
bills” for treatment of benefi-
ciary patients possessing smart
health cards.
Contrary to this, the
IFFCO-TOKIO had rejected
hundreds of insurance claims
pertaining to Government
hospitals causing a huge loss to
the state exchequer. “On the
basis of inputs received from
credible sources, it has come to
light that several well-known
private hospitals — based in
Jalandhar, Hoshiarpur, and
Kapurthala districts — have
prepared hefty fake bills on the
names of smart card holders for
their treatment under
Ayushman Bharat scheme and
took insurance claims from
IFFCO TOKIO,” said the state

liminary findings, Uppal said
that Vigilance Range, Jalandhar,
SSP Daljinder Singh Dhillon
have unearthed this fraud in
which several fake medical
bills of private hospitals had
been cleared by the insurance
company, while the reim-
bursement bills forwarded by
the Government hospitals were
rejected.
“In this connection, major
negligence has been seen at the
end of concerned Deputy
Medical Commissioners and
doctors of the state hospitals or
primary health centres,” he
said.
The major reason for
rejecting the insurance claims
of government hospitals by
the company was to get extra-
ordinary financial benefits of
Rs 52,06,500. “As a result, the
Punjab Government has
incurred a total financial loss of
to the state exchequer during
the last one year from these
three aforesaid districts,” said
Uppal. During investigations, it
has came to light that a well
known hospital of Sultanpur
Lodhi in Kapurthala district
had claimed Rs 4,43,98,450
for the treatment of about
1,282 patients. Out of these, 519
claims have been rejected.
“On the basis of these med-
ical bills, Punjab State Health
Authority has passed claims of
this Hospital to the tune of Rs
4,23,48,050. Then, IFFCO
TOKIO insurance company
reimbursed the claimed
amount to the tune of Rs
1,86,59,150 to the said hospi-
tal,” said Uppal.
Revealing the modus
operandi of the administration
of the hospital under investi-
gation (name withheld not to
hamper investigations), the
Vigilance chief further
informed that a patient named
Paramjeet Kaur of Turna village
in Jalandhar district was admit-
ted to the hospital for operat-
ing gall bladder stone but due
to her personal reasons, she did
not undergo the operation.
“In this regard, the hospi-
tal prepared a fake medical bill
of Rs 22,000 for this patient and
took reimbursement claim
form IFFCO-TOKIO under
the Ayushman Bharat health
insurance scheme,” he said.
Citing another case, Uppal
said one Sukhjinder Kaur of
Sidhupur village was admitted
to the same hospital for gall
bladder operation. “She pre-
sented her smart health card
issued by the Punjab
Government, but the Hospital
director asked the patient that
her treatment could not be
done with one smart card. The
hospital director then told the
patient to either deposit Rs
25,000 in cash or bring six-
seven smart cards to avail the
benefit of treatment. After this,
Sukhjinder’s family submitted
three smart cards belonging to
her family members to the
hospital,” he said.
Uppal said that to cover up
the “fraud”, the Hospital shoot
fake videos of Sukhjinder’s
family members lying on hos-
pital beds and took their sig-
natures on blank papers. “The
Hospital administrator also
instructed them to reply on
receiving a phone call by say-
ing that they underwent an
operation. But all three of them
had no ailment,” said Uppal
adding that the hospital
claimed falsely Rs 25,000 each
of three persons for operating
only Sukhjinder Kaur which
raised the suspicion that the
Ayushman Bharat scheme was
being rigged on a large scale by
this hospital.
As per reliable input and
figures, as many as 4,828 claims
of 77 private hospitals were
rejected during the last one year
by the IFFCO-TOKIO health
insurance company. The
amount of rejected insurance
claims of private hospitals is
approximately Rs 5,59,96,407.
The VB has also learnt
that 1,015 claims, of approxi-
mately Rs 52,06,500, of 35
Government hospitals were
rejected during last one year by
IFFCO-TOKIO.

Haryana Chief Minister
Manohar Lal Khattar on
Wednesday said the State
Government would continue to
procure crops on Minimum
Support Price (MSP) as earli-
er and the mandi system will
continue in the State and would
be further strengthened.
Replying before voting on
the no-confidence motion
moved by the Congress party
during the ongoing budget
session here, Khattar said that
the three new agricultural laws
of the Central Government
are optional and not mandato-
ry in any way. He said that
from the very first day of our
Government, we have taken
care of the interests of every
section of the society, be it
farmers, employees, youth,
traders, labourers and have
taken a number of welfare
decisions for them. In first
two years, I have visited all 90
assembly constituencies in the
State and announced a number
of developmental projects for
every region without any dis-
crimination, he added.
Khattar said that at present,
10 crops are being procured by
the present state government at
MSP which is much more than
the number of crops being pro-
cured by the neighboring States.
He said that even the MLA of
the ruling party in Punjab,
Navjot Singh Sidhu has also
appreciated the crop procure-
ment system of Haryana
Government. He said that last
year, more than 50 percent crop
payment was directly made into
the bank accounts of the farm-
ers. This year, it has been decid-

Referring to the data given
by a private institute CMI on
unemployment rate in Haryana
, the Chief Minister apprised
the House that CMI has report-
ed 23.7 percent unemploy-
ment rate in Haryana for the
year 2020 whereas, it was 7 per
cent as per the survey con-
ducted by National Statistical
Organization. He said that
Leader of the Opposition,
Bhupinder Singh Hooda has
misled the House saying that
tax rate on manure and fertil-
izer in the State has increased
upto 28 percent. However, even
today, tax on fertilizer in
Haryana is only 5 percent.
Referring to the pro-farm-
ers initiatives taken by the pre-
sent State Government, the
Chief Minister said that 19
types of vegetables and fruits
have been brought under the
ambit of Bhavantar Bharpai
Yojana. He said as against the
target of setting up 1000 FPOs
in the state, 486 FPOs have
already been formed. Apart
from this, 1.07 lakh farmers
have been registered under the
Pashudhan Credit Card Scheme
started on the lines of Kisan
Credit Card Scheme. He said
that a special campaign has been
launched in four districts under
the Micro Irrigation Scheme for
water conservation. Under this,
a provision of subsidy up to 85
percent has been made for the
purchase of Micro Irrigation
equipment so that the precious
water could be saved. Similarly,
a provision has been made to
give 75 to 85 percent subsidy on
agricultural implements.

In the backdrop of the sudden
surge in Covid-19 cases in
the union territory of
Chandigarh, the UT
Administration on Wednesday
imposed fresh restrictions on
the number of people in indoor
and outdoor gatherings.
From now onwards, the
maximum number of people
for indoor gathering will be 100
or 50 per cent of the capacity
of the venue, whichever is
lower while the number is kept
at 200 for outdoor gathering.
The restriction is put on all
kinds of gatherings including

Bill, 2021, to impose a new tax
of Rs 216 crore on the people

AAP MLAs staged a walk-out
from the assembly. Raising the
issue, AAP MLA Aman Arora
said that during the presenta-
tion of the budget on Monday,
the Government had said that
no new tax would be imposed
on the people, however, two
days later, the Government
introduced a new bill to impose
a new tax.
“This Bill was introduced
in the Assembly but the
Government very cleverly
withdrew it. Today, after all the
work, this tax bill has been
introduced.
This new tax would be
levied on diesel, petrol and all
immovable properties which
would impose an additional
burden of Rs 216 crore on the
people.
People are already suffering
from inflation. Petrol, diesel
prices are skyrocketing and
this tax will further increase
fuel prices,” he said.

“This should have made
the GSDP 5.37 lakh crore in
2020-21 but the FM had fudged

The BJP-JJP Government in
Haryana did not have any
difficulty on the floor test on
Wednesday, comfortably
defeating the no-confidence
motion moved against it by the
main opposition Congress. The
motion was defeated following
division of votes.
At the end of a marathon
six-hour discussion on the
motion, Speaker Gian Chand
Gupta announced in the House
that 55 members had voted
against the motion while 32
legislators had backed it.
In place of secret voting,
which former Chief Minister
Bhupinder Singh Hooda had
earlier demanded in the House,
the Speaker first asked the
members favouring the motion
to rise from their seats and
those against it were asked to
stand. A headcount was done
later. The 55 members who
voted against the motion
included 39 from the BJP, 10 of
ally Jannayak Janta Party, five
Independents and Gopal
Kanda from Haryana Lokhit
Party.
The BJP has 40 members
in the Assembly which includes
the Speaker.
Thirty members of the
Congress and two
Independents - Balraj Kundu
and Sombir Sangwan - who
had earlier withdrawn sup-
port, backed the motion. The
opposition camp would have
needed 45 members to win the
no confidence motion.
In the 90-member Haryana
Assembly, currently having an
effective strength of 88 mem-
bers, the ruling BJP has 40
members, the JJP 10 and the
Congress 30. Seven are
Independents, five of whom are
supporting the government,
while one member is of the
Haryana Lokhit Party.
While the ruling BJP-JJP
was batting on a comfortable
wicket with numbers on their
side, moving the motion, the
first no-trust vote which 16-
month old Khattar govern-
ment faced, Leader of
Opposition Hooda claimed the
ruling dispensation has lost
people’s trust. He also said it
would expose those who were
claiming to stand in favour of
farmers if they vote against the
motion.
Referring to farmers
protesting near Delhi’s borders
against the Centre’s new farm
laws for more than 100 days,
Chief Minister Khattar reached
out to opposition telling them
that they should stop instigat-
ing the peasants and instead
come forward and tell farmers
to end their agitation.
Deputy Chief Minister and
JJP leader Dushyant Chautala
sought to assure that the gov-
ernment will protect the inter-
ests of farmers. He said man-
dis and MSP will continue,

cies,” he said. On the farmers’
issue, Hooda demanded inclu-
sion of nearly 250 farmers, who
have died during their ongoing

The Leader of Opposition
claimed it was the BJP-JJP gov-
ernment which stopped farm-
ers, used water cannons and
even dug roads so that they
could not march towards Delhi
in November. “The govern-
ment should know it cannot
break farmers by such tactics,”
he said. Hooda said farmers
and their family members
including women, children are
sitting at the protest sites on
Delhi Haryana borders and
their sons are serving the
nation at the border.
Lashing out at BJP leaders,
senior Congress leaders alleged:
“Some leaders say only Punjab
farmers are protesting against
agri-laws; Khalistani, Pakistani,
Chinese agenda behind farm-
ers’ agitation…..” He said farm-

The tenth Chief Minister of
Uttarakhand Tirath Singh
Rawat who is the Member of
Parliament from Garhwal
Parliamentary constituency is
from a simple family and has a
very humble background. Born
on April 9, 1964 to Kalam
Singh Rawat and Gaura Devi in
Seeron village of Aswalsyun
Patti in Pauri district Rawat did
his early schooling from his vil-
lage. He did his graduation
from Garhwal University in
Sociology and like his prede-
cessor Trivendra Singh Rawat
did a diploma in journalism.
He joined Rashtriya
Swayamsevak Sangh (RSS) at
the age of 20 years. He was
active in student politics as well
and was elected as president of
HNB Garhwal University stu-
dents union. Rawat also func-
tioned as general secretary
(organisation) of Akhil
Bharatiya Vidhyarthi Parishad
(ABVP).
In the year 1997, he was
elected as a member of the UP
legislative council and later
after creation of Uttarakhand
state in 2000, became the state’s
first education minister. He
represented the Chaubattakhal
constituency in the Vidhan
Sabha from 2012 to 2017.
From 2013 to 2015 he served as
president of Uttarakhand unit
of BJP. During his term as the
BJP state president, the party
candidates of BJP won elections
to four out of five mayoral posi-
tions in addition to party can-
didates winning from all the
five parliamentary constituen-
cies in the 2014 parliamentary
polls.
However in the assembly
elections of 2017 he was denied
ticket from Chaubattakhal
assembly constituency from
where he was the sitting MLA.
In his place, Satpal Maharaaz
was given the party ticket. On
being denied the ticket, Rawat
had expressed his displeasure
but remained faithful to the
party. The party made him its
candidate for the Garhwal Lok
Sabha constituency in the 2019
elections. In this election he
defeated his Congress rival
Manish Khanduri - son of his
mentor and former CM, BC
Khanduri- by a record margin
of over 2.85 lakh votes.

the reports circulating in social
media platforms that he would

Rawat. Rawat is at present

constituency. He would now
have to resign from his Lok
Sabha seat and get elected to

The vaccination of senior cit-
izens and the persons in the
age group of 45 to 59 years hav-
ing comorbidity are being vac-
cinated in good numbers in
Uttarakhand. A total of 13248
people were vaccinated on
Wednesday in different parts of
Uttarakhand. In the state 69780
people have been fully vacci-
nated so far as they have
received both the first and sec-
ond dose of the vaccine. A total
of 57327 senior citizens (60
Plus) have received the first
dose of the vaccine in the
state. Similarly 3059 persons in
the age group of 45-59 years
having co-morbidity have been
vaccinated. The Chief
Operations Officer (COO) of
state Covid-19 control room,
Dr Abhishek Tripathi said 197
vaccine sessions were organised
in different parts of the state on
Wednesday. In Dehradun 37
vaccine sessions were organised
in which 2025 senior citizens,
137 people with co-morbidity,
279 healthcare workers and 386
frontline workers were vacci-
nated on the day. Similarly 992
senior citizens, 124 persons
with co-morbidity, 153 health
care workers and 934 front line
workers were vaccinated in 50
vaccine sessions in Haridwar
district. Meanwhile the state
health department reported 36
new cases of the disease on
Wednesday which increased
the tally of the disease to 97565.
Death of two patients was
reported by the department on
the day which increased the
death toll in the state to 1697.
The authorities discharged 45
patients from different hospi-
tals of the state following their
recovery on Wednesday. A
total of 93858 patients have
recovered from the disease in
the state so far and the recov-
ery percentage is now at 96.20.
The state health department
reported 19 new cases of the
disease from Haridwar, 12 from
Nainital, three from Udham
Singh Nagar and one each
from Pauri and Rudraprayag.
No new case was reported
from Almora, Bageshwar,
Chamoli, Champawat,
Dehradun, Pithoragarh, Tehri
and Uttarkashi districts on the
day.
The state now has 600
active patients of the disease.

The Municipal Corporation
of Rishikesh (MCR) will
commence the biomining of
legacy waste piled up since the
last 40 years by the end of this
month. The installation of the
required pieces of machinery
has already started at the dump-
ing site where the legacy waste
has accumulated across a four-
hectare land in the Govindnagar
area. According to the tax and
revenue superintendent of the
corporation, Ramesh Rawat,
there is about 2.71 lakh cubic
metres of legacy waste accu-
mulated at the dumping site and
biomining is the best way to
effectively dispose of it. He
informed that the corporation
had already made all the
arrangements but due to certain
pending procedures, the cor-
poration could not start the
work earlier this month. Now
the MCR has all the required
permissions from the State gov-
ernment following which, the
corporation has directed a com-
pany to commence legacy waste
disposal project under the pub-
lic-private partnership (PPP)
mode, said Rawat. He asserted
that the installation of different
types of machinery for bio-
mining has started at the dump-
ing site and the disposal of the
legacy waste would start by the
last week of this month.
According to him, Rishikesh
would be the first city in
Uttarakhand to use the bio-
mining method for legacy waste
disposal. However, he added
that since the treatment of lega-
cy waste mostly includes glass,
rubber, fibre, plastic and even
leachate takes time, the proper
disposal through biomining
will take at least six months.

Despite having the basic
knowledge of the ill effects
of alcohol and tobacco con-
sumption, a considerable pro-
portion of the population still
consumes such substances.
While various steps are taken
to tackle the menace of drug
abuse, the focus on tackling the
abuse of alcohol and tobacco
appears to be comparatively
less. Experts point out that the
failure of people to consume
alcohol responsibly and with-
in a limit is something that
needs to be addressed.
Clinical psychologist
Mukul Sharma states, “About
sixty per cent of teenagers and
adults consume alcohol.
Whether it’s a birthday party or
basic hangouts the consump-
tion of alcohol is considered
necessary so basically now it
has become a fashion which is
wrong. In case you want to
drink for some reason then it
must be responsible drinking
and it should be consumed in
limit because overconsump-
tion of anything is harmful.”
Expressing his view on this,
25-year-old Rohit Shukla said,
“Alcohol and tobacco are legal-
ly sold despite the harm they
can cause. Maybe this is because
it is highly accessible and prof-
itable as the revenues generat-
ed from alcohol and cigarettes
are huge. People need to be wor-
ried about the fairly common
consumption of alcohol and
tobacco because the damage is
much more severe in this case.”
A consumer of alcohol
who wishes to remain anony-
mous said that the choice of
using the product lies in the
hands of the user. “It is impor-
tant to know whether you can
stop once you’ve started con-
sumption. If a smoker really
wants to stop smoking then
there are different ways to do
that.” On being asked about the
option of prohibition, she
opined that banning alcohol
and tobacco in India seems
improbable. Strict laws and
better regulations regarding
the consumption of alcohol and
tobacco would be more useful,
she added.
Meanwhile, suggesting a
solution to this problem
Sharma said, “Consumption
of alcohol is increasing year
after year so as a solution a limit
can be set by the government.
For example during the Covid
lockdown due to lack of avail-
ability the consumption rate
decreased automatically so
such initiatives might work
and also, parents need to be
more attentive as they have a
major role in preventing their
children from consuming such
things.”

Almost a year after they met
last before the full outbreak
of the coronavirus pandemic
forced a nationwide lockdown,
the BJP’s parliamentary party
on Tuesday lauded Prime
Minister Narendra Modi for his
“handling” of Covid-19 even as

other Opposition members

the jurisdiction of Gujarat has
been acquired. Land from the
Dadra Nagar Haveli too has
been acquired.
But there is hardly any
progress on the Mumbai-
Ahmedabad bullet train after
the new Government came to
power in the state in 2019. He
said only 24 per cent of land
required for the work under
the jurisdiction of
Maharashtra has been
acquired.
“The work on high-speed
railway is not progressing in
Maharashtra. The work in
Gujarat is moving at fast pace
but it has stopped in
Maharashtra,” he said.
Replying to a question on
the same issue by Manoj
Kotak, BJP MP from
Northeast Mumbai, Goyal said
even the land from where the
bullet train is to start from
Mumbai has not been handed
over to Centre.
“In such a case how can
there be a railway between
Mumbai and Nagpur. It's
beyond my understanding,”

arbitration law that would

team has been sent to Odisha
to help the State Government
in controlling the unprece-
dented forest fire in Similipal
National Park in Mayurbhanj
district.
The panel will tender
expert technical advice for
early dousing of the forest
fires, Javadekar tweeted.
The expert team consists
of Amit Mallick, IGF of
National Tiger Conservation
Authority, Subratt Mahapatra,
DDG of the ministry's region-
al office in Bhubaneswar and
Arti Chaudhary of Indian
Council of Forestry Research
and Education as the fire
expert.
They have also been asked
to assess the status of the fire
incidents in the biosphere
reserve, give their advice to the

the forest area and provide the
status of loss of forest and

with poaching, if any.
The team will be working
there till the state attains nor-

After the increase in fares of
EMU trains, the railways
has now made platform tick-
ets costlier as well. The ten-
rupee platform ticket has been
priced at Rs 50. Also, 250 fine
on not having the platform
ticket will be charged and
money of the last train on
Station from first station to
Aligarh Junction will also be
taken. However, not a single
ticket was sold on the first day.
The ticket checking staff did
not find any person who could
enter the station premises
without a travel ticket.
Earlier people had to buy a
platform ticket of 10 rupees.
Now this ticket has been made

ate and deal with the conse-
quential legal matters for the
protection of GI/ Certification

India and foreign jurisdictions.

Wednesday claimed to have
'uncovered' a sinister plot
hatched by the two Pakistan-
based terror outfits Jaish-e-
Mohammad (JeM) and
Lashkar-e-Tayyebba (LeT) to
carry out IED and 'fidayeen'
attacks in Pampore area of
South Kashmir's Pulwama.
To execute the terror plot
Pakistan-based handlers had
successfully ‘radicalised’ local
youth using various social
media platforms and ‘apps’.
According to a police
spokesman, a total number of
seven terrorist associates have
been arrested by the police
while tracking down their foot-
prints to avert the terror strike.

In a development that set the
Maharashtra government on
a collision course with the
Centre, the Mumbai police on
Wednesday booked former BJP
minister and the current
Administrator of Dadra and
Nagar Haveli and Daman and
Diu Praful Khoda Patel for his
alleged involvement in the cir-
cumstances leading to the
seven-time MP Mohan Delkar
committing suicide.
A day after the
Maharashtra announced the
setting up of a Special
Investigation Team (SIT) to
probe the circumstances into
the death of Mohan Delkar
who committed suicide in a
Mumbai hotel, the Marine
Drive police registered an FIR
into the case.
Patel has been booked
under the provisions of Indian
Penal Code and Scheduled
Caste and Scheduled Tribe
(Prevention of Atrocities) Act,
1989.
The Marine Drive police
had initially filed an Accidental
Death Report (ADR) in con-
nection with the incident
which has been converted into
an FIR.
While announcing the
formation of an SIT to investi-
gate Delkar’s death,
Maharashtra Home Minister
Anil Deshmukh had said the
State Assembly on Tuesday:
“The deceased MP Delker’s
wife Kalaben Delkar and son
Abhinav Delkar met the chief
minister and me and request-
ed us for thorough investiga-
tions into her husband’s death.
He was a seven-time MP and
was being constantly harassed.
We would go deep into the
case. We are setting up an SIT
to investigate the entire inci-
dent’.
Deshmukh had said that in
the suicide note recovered by
the police, Delkar had named
Praful Khoda Patel, a former
BJP minister in Gujarat and the
current administrator of Dadra
and Nagar Haveli and Daman
and Diu, for allegedly harass-
ing him and trying to finish off
his political and social
career.
It may be recalled that 58-
year-old Delkar was found
hanging in a hotel in the
Marine Drive in south Mumbai
on February 22. Fifty-eight-
year-old Delkar is suspected to
have committed suicide by
hanging himself. The police
had recovered a 16-page sui-
cide note from the hotel room
where Delkar’s body was
found.
On February 24, the rul-
ing Congress – which is one of
the three constituents in the
MVA government in
Maharashtra had turned the
needle of suspicion towards
Administrator of the Union
Territory (UT) of Dadra, Nagar

who, it alleged, was among the

Mathura: Power supply has been paralysed
and few camps were partially uprooted fol-
lowing high intensity dust storms and
heavy showers the previous night in
Vrindaban Kumbh, officials said on
Wednesday. “While civil and cleanliness
work has been completed, the work for
power supply is in progress”, said Nagendra
Pratap, CEO, Uttar Pradesh Braj Teerth
Vikas Parishad.
He said there were no injuries with
maximum damage done only to hoardings
and gates of different camps housing
seers, Mahamandaleshwar and temples.
Improvised cultural auditorium has
also been affected due to rain and high

Thirteen electric poles in Vrindavan

13-year-old rape survivor was
killed on Wednesday in a road
accident outside a health cen-
tre in Kanpur's Ghatampur
area, where the girl was taken
for a medical examination,
police said.
Interacting with media
persons, the aggrieved family
claimed that the girl's
father was killed in a planned
manner.
The prime accused in the
rape case, Golu Yadav, son of a
police sub-inspector, was
arrested earlier and efforts
were underway to nab his
brother Saurabh and friend

While the medical exami-
nation of the rape survivor was
going on at the community
health centre (CHC) in
Ghatampur, her father went out

to the injuries.
An FIR has been registered
under relevant sections of the
IPC and the matter is being

girl was allegedly raped by her
uncle and left in an uncon-
scious state in a village in
Mohanganj area here, police
said on Wednesday.
The incident took place on
March 8 when the girl was sup-
posed to be taken by her uncle
to her maternal aunt's place but
instead was escorted to an
orchard where she was raped
by him, the victim's mother
alleged in the FIR.
The mother said the
accused left her daughter in the
field in an unconscious state
after committing the rape and
fled the place. She came to
know about it on Monday
when someone saw the girl
lying motionless in the orchard.

While 4,192 people recov-

Chacko also alleged the national lead- ership of the party has not been active for the last two years. He, however, did not announce his future plans but made it clear on his views on the BJP, saying the saffron party “is not a political factor” in the southern States. Chacko’s resignation comes at the backdrop of prominent leaders of State unit quitting the grand old party in Kerala ahead of the Assembly polls where the Congress pinned hopes. Most significantly resignations of MLAs falling within the Parliamentary constituency of former party chief Rahul Gandhi has brought worries for the Congress. Assembly polls in Kerala will he held on April 6 and results will be declared on May 2. Former Kerala Congress Committee member KK Vishwanathan, KPCC secretary MS Vishwanathan, DCC gen- eral secretary PK Anil Kumar and Mahila Congress leader Sujaya Venugopal resigned from the party within a week and all held posts in Wayanad represented by Rahul Gandhi in the Lok Sabha. While MS Vishwanathan said he was resigning from the party due to failure of the Congress leader- ship in the district and neglect by the KPCC leadership, KK Vishwanathan alleged that the party was being run by a three- member team in Wayanad. Chacko, who was a former working committee member of the Congress, is the second senior leader to quit the grand old party after Jyotiraditya Scindia. Scindia joined the BJP after his resignation over dif- ferences with Congress’ Madhya Pradesh State leader- ship and is now a Rajya Sabha member. Candidate list has not been discussed with the State Congress committee,” he further alleged. ?C8Q =4F34;78 Parliament on Wednesday passed the National Capital Territory of Delhi Laws (Special Provisions) Second (Amendment) Bill, 2021, to regularise unauthorised colonies. While the Rajya Sabha had passed the Bill on February 9 in the first leg of the Budget Session, the Lok Sabha passed it on Wednesday amid Opposition ruckus over farm laws. Minister of State (Independent Charge) of Housing and Urban Affairs Hardeep Singh Puri said in the Lok Sabha that the Bill would give protection to unauthorised colonies from sealing till December 31, 2023. “There is a public percep- tion that the issue of unautho- rised colonies has been delayed by some political parties when they were in office,” Puri said while replying to a debate on the Bill. The House later passed the Bill by a voice vote. Puri said the problem of unauthorised colonies predates the assumption of office by the Narendra Modi dispensation in 2014, but no previous Government took this issue up with any degree of seriousness. “In 1947, 17 per cent of India’s population lived in cities. The population of Delhi was 8 lakh at that time.... The 1951 census showed Delhi’s population at 22 lakh. The 2011 census showed Delhi’s population at 1.6 crore. There will be another census this year and I expect the popula- tion of Delhi to be close to 2 crore, if not higher,” Puri said. It is a matter of great shame that between 2006 when the process of regularisation start- ed and 2014, all the Governments which were in power in the city of Delhi did nothing, Puri said and sought cooperation from parties to bring relief to the citizens of Delhi. Citing a letter received by his Ministry from the Delhi Government in 2019 seeking the extension of timeline for conducting survey of unau- thorised colonies, Puri said that it is then the Modi Government decided to bring this Bill. The Bill replaces the Ordinance which was brought in December last year to extend protection from punitive action to unauthorised colonies, JJ clusters and constructions in Delhi’s rural areas built on agriculture land for another three years till December 2023. The law will extend the legal protection for scores of illegal constructions and unau- thorised colonies in the nation- al Capital from demolition or sealing till December 2023. There are around 1,700 unauthorised colonies in Delhi. The NCT of Delhi (Special Provisions) Second Amendment Bill, 2021, is an extension of a similar law first passed in 2011. When the 2011 law had expired, the govern- ment had in 2014 enacted the law again to grant a fresh extension. ?=BQ =4F34;78 Union Cabinet on Wednesday approved cre- ation of Pradhan Mantri Swasthya Suraksha Nidhi (PMSSN) as a single non- lapsable reserve fund for health from the proceeds of health and education cess. All health schemes including Ayushman Bharat will benefit by the cre- ation of PMSSN as a non- lapsable reserve fund. “The major benefit will be: Enhanced access to universal affordable health care through availability of earmarked resources, while ensuring that the amount does not lapse at the end of financial year,” said the Government in a statement. The Government said the salient features of this PMSSN are proceeds of share of the health and education cess will be credited to this new fund. “Accruals into the PMSSN will be utilised for the flagship schemes of the Ministry of Health Family Welfare namely, Ayushman Bharat — Pradhan Mantri Jan Arogya Yojana (AB-PMJAY), Ayushman Bharat — Health and Wellness Centres (AB- HWCs), National Health Mission Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) and health emergen- cies during emergency and disaster,” said the statement. The party has cho- sen not to field five Ministers in the Pinarayi Vijayan Cabinet and 33 of its sitting MLAs. The major reason for rejecting the insurance claims of government hospitals by the company was to get extra- ordinary financial benefits of Rs 52,06,500. “As a result, the Punjab Government has incurred a total financial loss of to the state exchequer during the last one year from these three aforesaid districts,” said Uppal. During investigations, it has came to light that a well known hospital of Sultanpur Lodhi in Kapurthala district had claimed Rs 4,43,98,450 for the treatment of about 1,282 patients. Out of these, 519 claims have been rejected. “On the basis of these med- ical bills, Punjab State Health Authority has passed claims of this Hospital to the tune of Rs 4,23,48,050. Then, IFFCO TOKIO insurance company reimbursed the claimed amount to the tune of Rs 1,86,59,150 to the said hospi- tal,” said Uppal. Revealing the modus operandi of the administration of the hospital under investi- gation (name withheld not to hamper investigations), the Vigilance chief further informed that a patient named Paramjeet Kaur of Turna village in Jalandhar district was admit- ted to the hospital for operat- ing gall bladder stone but due to her personal reasons, she did not undergo the operation. “In this regard, the hospi- tal prepared a fake medical bill of Rs 22,000 for this patient and took reimbursement claim form IFFCO-TOKIO under the Ayushman Bharat health insurance scheme,” he said. Citing another case, Uppal said one Sukhjinder Kaur of Sidhupur village was admitted to the same hospital for gall bladder operation. “She pre- sented her smart health card issued by the Punjab Government, but the Hospital director asked the patient that her treatment could not be done with one smart card. The hospital director then told the patient to either deposit Rs 25,000 in cash or bring six- seven smart cards to avail the benefit of treatment. After this, Sukhjinder’s family submitted three smart cards belonging to her family members to the hospital,” he said. Uppal said that to cover up the “fraud”, the Hospital shoot fake videos of Sukhjinder’s family members lying on hos- pital beds and took their sig- natures on blank papers. “The Hospital administrator also instructed them to reply on receiving a phone call by say- ing that they underwent an operation. The motion was defeated following division of votes. At the end of a marathon six-hour discussion on the motion, Speaker Gian Chand Gupta announced in the House that 55 members had voted against the motion while 32 legislators had backed it. The incident took place on March 8 when the girl was sup- posed to be taken by her uncle to her maternal aunt's place but instead was escorted to an orchard where she was raped by him, the victim's mother alleged in the FIR. The mother said the accused left her daughter in the field in an unconscious state after committing the rape and fled the place. She came to know about it on Monday when someone saw the girl lying motionless in the orchard. Additional Superintendent of Police (ASP) Vinod Kumar Pandey said police is trying to catch hold of the accused who is absconding. A detailed probe is on in the matter. While 4,192 people recov- ered from the disease today, 35,418 people were presently undergoing treatment for the infection and 10,43,473 have been cured, Health minister K K Shailaja, said in a press release. In the last 24 hours ending 2 pm today, 62,486 samples were tested and the test posi- tivity rate touched 3.96 per cent. A total of 1,20,60,313 sam- ples have been sent for testing so far, according to the release. Of the positive cases, 12 were health workers, 75 had come from outside the state and 2,235 were infected through contact. As many as 1,62,766 people were present- ly under observation in various districts,including 5,118 in hos- pitals, the release said.
