In the fiscal year of 2014, U.S Immigration and Customs Enforcement (ICE) stated that they
conducted approximately 315,943 removals of individuals (ICE, 2014). This number includes
undocumented immigrants, permanent residents, children, asylum seekers, and victims of human
trafficking. The United States holds on average 380,000 to 442,000 persons in immigrant detention
facilities per year (CIVIC, 2015). Immigrant Detention Centers hold individuals with migrant status
who are in waiting of their removal proceeding decision made by the Department of Justice.

The United States and United Nations have passed many similar declarations directed towards the
treatment of convicted persons, some even regarding racially motivated violations. Though accounts
of non–governmental organizations (NGOs) and detainees state that many immigrant detention
facilities violate these declarations and even the rules within the Detention Operations Manual –
2008 Performance Based Standards. Some of the major complaints within the current immigrant
detention systems describe that there is incompetent health care, detainees' experiences with
physical and sexual abuse, overcrowding, discrimination from facility staff, and racism within the
system (Jawetz and Patel, 2008). Dental and medical care have unreasonable long delays, and also
ignore health requests made by detainees. This increases the risks of detainees' health and waiting
for medical attention can extend their stay in the center. Overcrowding within cells and sleeping
areas causes distress and tension within the detainees and can increase the risk of abuse from other
detainees and faculty. Sexual and verbal abuse is from guards and other detainees, especially within
the detention centers in jails and prisons. These abuses are often unreported due to the trouble
detainees have contacting people outside the institute.

In Australia, research involving the participation of humans must be conducted in accordance with
agreed ethical considerations as set out in the National Statement on Ethical Conduct in Research
Involving Humans (NHMRC 1999). Research on asylum seekers and refugees has not always been
morally neutral. Policies current for Australia's immigration are passionately debated in today's
society. Defining ethical responsibilities for our research is complex when working with exposed
populations and different cultures with idiosyncratic and sometimes conflicting definitions of what
is ethical (Willis & Gonzalez, 1998). Researchers have the obligation to respect all participants for
autonomy of individuals, to maximize potential benefits and minimse possible harms, and the
obligation to act fairly reflecting on the cultural and social implications of the research (Mares &
Jureidini, 2004). Throughout the study our team made a conscious effort to maintain the
confidentiality of each participant. All information provided by participants will be used solely for
the proposed research and will be securely stored in James Cook University department of Social
Science.

juvenile detention system is broken because all troubled teens should be treated for instead of
punished, rising recidivism rates are caused by punishment itself. The youth spends a lot of time that
could be spent in a classroom behind bars. This issue is like a butterfly effect affecting society. The
youth should be getting treated instead of being punished, serving punishment is the root of the
problem. Justice cannot be served with racism floating throughout the air, racism pollutes the
verdict.First off, wasted time is a wasted effort and time is something that can't be received
back.Juveniles are humans and have minds, actions, and feelings like every human being, it has to
be kept in mind that control can't be kept over everyone. Think about owning a restaurant, logically
an owner won't want to remain open in business if work is slow, get very little customers, receive
bad reviews, use tools in an unsafe manner endangering people around you. Well I wouldsay a
detention facility is very similar. If it's not bringing any benefit to the youth or their families, then
what is the purpose of having these facilities as a form of punishment? Facts are provided based off

inadequate. A subsequent chapter addresses the question of public safety,finding that states where
juvenile confinement was sharply reduced in recent years experienced more favorable trends in
juvenile crime than jurisdictions which maintained or increased their correctional facility

In December of 2016 The New York Times published Roger Cohen's 'Broken Men in
Paradise,' an ethnographic exposé of Australia's offshore immigration detention system. "The
world's refugee crisis," writes Cohen, "with its 65 million people on the move, more than at any
time since 1945, knows no more sustained, sinister or surreal exercise in cruelty than the South
Pacific quasi–prisons Australia has established for its trickle of the migrant flood." Cohen's Op–Ed 1
centers on interviews with detained refugees in the Manus Regional Processing Center, a facility on
a remote tropical island in Northern Papua New Guinea and the holding ground for roughly 900
adult men seeking resettlement in Australia. Since its publication, the article's comments section
has exploded with vitriol; the scathing responses are seemingly endless, and read like careful
composites of the most prevalent anti–immigration buzzwords: illegals, queue jumpers, economic
migrants, leeches, welfare tourists and Jihadists. But Cohen, too, has a lexicon for the men of
Manus Island. He calls them banished, political pawns, invisible and the walking dead. He analyzes
Australia's discursive obsession with the term boat people and the Orwellian contortions inherent in

Guantanamo Naval Base in South Eastern Cuba. The United States gained control of the
Guantanamo Bay area in the 1903 Cuban–American treaty in which the United States gained the
right to control the Cuban territory while at the same time recognizing the Cuban state sovereignty
(Nofi, 112). In the year 1970, the United States began to use part of the Guantanamo Naval Base as
a detention camp for Cubans and Haitians that were caught in the high sea trying to get into the

In the year 2004, Cuban diplomats accused the United States government for contriving the
international law by denying the prisoners in the Guantanamo Bay the right to challenge their
detention through legal action. The diplomats said that the U.S. government had to try the
Guantanamo Bay prisoners, or repatriate them to their home countries where they would be tried.
For this reason, the Cuba diplomats called for a UN investigation into Guantanamo Bay to find out
if rights were being violated. After the investigation, in 2007, the United States gave out a report in

Is Refugee Camps And Detention Centers Play A Fundamental...
Throughout the quarter we have traveled the globe contemplating the opposition between tradition
and modernity, examining a vast transnational sociocultural system, observing borders and how they
are produced and navigated, and spent a great deal of time looking at migration, immigration,
refugees, and asylum seekers. As a result, a big part of the quarter was spent considering the
enforcement institutions that make up the system of sovereign nation–states. Of great importance to
us has been the ways in which these institutions drive and make possible the movement of people by
classifying and managing them. In this essay I will argue that institutions such as refugee camps and
detention centers play a fundamental role in the stripping of and recreation of identities. I will first
examine the role of these institutions, next I will analyze the ways in which bodies are stripped of
their identities and forced to take on new ones, and third, I will examine the ways in which
individuals or groups of people pushback or resist these techniques of control and production of new

The ability to apply acquired knowledge in a situation outside the typical educational structure often
results in exceptional learning. The experience of working with the corrections officers at the Allen
County Juvenile Detention Center helped me to think critically about the application of justice.
There is much that can be said specifically about the correction officers and some of their attitudes
and actions. They do contribute to the atmosphere, however, changing other aspects such as the rules
or the actual building has been my focus. Throughout this reflection, I will cover a typical work day
with some commentary on the procedures and the environment intermixed. Working at relatively the
same time each day caused a rather repetitious experience and there were only minor changes day to
day. I will conclude with some notes about how justice "looks" at the JDC along with some
suggestions. There are two pairs of corrections officers on duty at least from three until eleven at
night. The pairs are always one male, one female. I believe this is because of dealing with gender
specific situations like showers. There are often other people who worked specifically with the

believed to be undocumented. ICE detains undocumented people for an average of one month, but
when they fight to stay in this country they can stay incarcerated over a year. I say believed and not

In response to the September 11 attacks on US soil, the US entered into a military operation in
Afghanistan in an aim to dismantle both terrorist group al–Qaeda and the Taliban government who
had sheltered them. Consequently the US began to round up hundreds of suspected terrorists, a large
number of whom were captured by Pakistani forces or bounty hunters who were subsequently paid
large sums of money. The US military requested a new facility to hold these men, so they could be
kept out of the warzone for the remainder of the war and interrogated. Guantanamo Bay was chosen
