2. Procurement of Coarse Grains
Coarse grains are procured by State Government Agencies for Central
Pool.
State Government agencies undertake procurement of coarse grains
with prior approval of Department of Food and Public Distribution,
GOI and distribute the entire procurement quantity under NFSA
within limit of allocated Rice or Wheat as the case may be.
The GOI provides the subsidy only for quantity issued under NFSA.

4. Challenges in Procurement of Coarse grains
1. Due to varied geographical, weather and soil conditions, farmers
produce different variety of coarse grains with widely varying
quality.
2. The taste and preference of consumers varies from one
State/Region to another. Therefore, taking over excess coarse grain
in a State under Central pool may not be feasible as its demand and
consumption in another State/Region is not guaranteed thereby
restricting movement to another State/Region.
3. Shelf life of coarse grains is very short compared to Wheat and Rice
which makes it difficult to store for longer period which makes it
susceptible to damage.
