3. NGOs Definition & Introduction
“A non-profit organization that operates independently of any government,
typically one whose purpose is to address a social or political issue.”
Introduction:
Many NGOs work for humanitarian, human-rights or ‘single-issue’ causes in
‘peacetime’ in our own countries
Local NGOs also vital for outcomes
Even wider range of ‘civil society’ actors, crucial i.e. for Security Sector Reform
Self-motivated’, free choice of action
But not always ‘self-financed’ - agents of aid delivery, recipients of aid

4. History of NGOs
NGO means non-governmental organization its works under the provisional social welfare
department. International Non-Governmental organizations have long back dating history to least
1839.There were 1083 NGOs in the 1914.
History of NGOs in Pakistan:
In the Pakistan now many NGOs working for social welfare. The history of Pakistani NGOs has
its roots back in time of partition. Although not directed to as NGOs at that time, many voluntary
organizations were contrived to provide humanitarian aids to refugees pouring into the country
and help victims of communal riots.
It is difficult to estimate to the number of NGOs in Pakistan. Only rough estimate are possible.
In a publication of UNDP in 2001, number was suggested to be 8,000 to 16,0000. If non-
registered NGOs could be anywhere 25,000 to 35,000.

5. Some laws of NGOs
There are six laws under which NGOs operate in Pakistan
Societies Registration Act, 1860 (for professional, cultural and educational bodies)
The Trusts Act 1882, (it provides legal cover for private acts of charity)
Cooperative Societies Act, 1952
The Voluntary Social Welfare Agencies ( Registration and Control) Ordinance, 1961 (to
regulate and assist the development of NGOs undertaking welfare activities)
The Companies Ordinance, 1984 (it allows NGOs to set themselves as profit companies)
Income Tax Ordinance, 2001 (this Act sets out the tax exemptions which NGOs are eligible
for)
The foreign NGOs and those in receipt of government funding are required to register with the
Economics Affairs Division and Central Board of Revenue respectively.

7. Roles of NGOs
Non-governmental organizations are one very crucial and significant sector in the development of
every country especially talking about Pakistan which is still a developing country and is striving
hard to sustain their efforts for attaining the development. Role of NGOs in Pakistan Development.
NGO’s are those respective organizations which are not under the control neither federal nor the
provincial government but are being owned by either the foreign country’s groups or even
domestic people who are working for the beneficial of the humanity and for the cause of national
survival and development.
In Pakistan there are so many NGO’s which are working hard for the survival of humanity and for
the sake of people. NGO’s are playing one of the very crucial roles in the development of Pakistan
because they are taking care of those sectors, those people which were neglected by the both
federal and provincial government. The working of NGO’s has so many benefits for a country and
helps them attain the development because the major benefit is that they share the burden with
the local government. In Pakistan the government is not that much stable neither they have
unlimited resources which can enable them to work on such projects but through the introduction
and working of several renowned NGO’s they have shared the burden with the government as the
load of such activities have been reduced.

9. How we can Improved NGOs system in our state
If the biggest problem of registration is solved many problems regarding
availing the funding from international donors can be resolved.
The streamlining of work of NGOs is necessary to complement their role as
well as of the government.
Proper regulatory framework is needed to avoid corruption and elite capture of
NGOs.
NGOs work can be improved through monitoring, accountability and capacity
building.
