1. Tata Steel is the largest steel company of the country and at present stands as the 10th largest steel
firm in the world. The company with its headquarters in Jamshedpur operates in 20 countries with a

It is essential to keep this as the backdrop to discuss the change management at Tata Steel, to
assimilate the entire process and appreciate why it is rated as one of the most difficult change
brought in the history of any industry in the country.
WINDS OF CHANGE–THE INESCAPABLE ROUTE
The Necessity
6. The Indian trade, industry and economy had been stagnating in the years preceding 1991 due to
Govt regulating the industry, and state protection policies of licensing, high tariffs and administered
prices. These protectionist policies made our industries complacent and curtailed the competitive
spirit of the firms, making them inefficient in the intensely competitive global market. The state of
Indian economy was in such doldrums that there was a necessity for the Indian Govt to implement
drastic fiscal policies and a controlled deregulation.
7. The Economic Turnaround of 1991. The state of the Indian economy made the govt realise that
they could no more remain isolated from the world economy, and therefore, brought in economic
liberalisation and free economy. Deregulation, free flow of goods within and outside the country and
encouragement of foreign technology became the order of the day. The new policies brought in a

However, the 1973–4 oil crisis put a brake on the fast pace of steel production growth and further
led the global steel industry into a transformation era lasting two decades. The period 1975–2000
was characterized by production stagnation, in terms of scale, and structural transformation driven
by widespread technological innovation which created 75% of the categories of steel products used
today. Current Global Scenario In the year 2000, the World Crude Steel production was 848 million
tonnes, showing an impressive growth of 7.6% over the previous year. The world steel consumption
also rose by almost 8%. The international steel trade constituted around 303 million tons or 40.5%
of the production. In 2001 and 2002, world crude steel production was 833.70 million tonnes and
886.70 million tonnes, respectively. The following significant developments have been witnessed
recently in the global steel scenario: There has been a spate of mergers and acquisitions all over the
world in the steel industry. This is a relatively new development in the steel industry and is not
confined only to companies within the same country but often involved cross border acquisitions

The main highlight of the Union Budget 2012–13 for the steel industry was the proposal to reduce
basic customs duty on plant and machinery imported for setting up or substantial expansion of iron
ore pellet plants or iron–ore beneficiation plants from 7.5 per cent to 2.5 per cent. The other
proposals relating to the steel sector are as under:

* Coating material for manufacture of electrical steel from 7.5 per cent to 5 per cent * Nickel ore
and concentrate and nickel oxide/ hydroxide from 2.5 per cent or 7.5 percent to Nil * To enhance
export duty on chromium ore from Rs 3,000 per tonne to 30 per cent ad valorem * To enhance basic
customs duty on non–alloy, flat–rolled steel from 5 per cent to 7.5 per cent

2.1 History
In 1907, Jamsetji Tata, an industrialist, established Indians biggest and first steel plant. At the same
time it was Asia's initial private sector steel company. The reason of Tata Steel's establishing was
that Jamsetji had the idea of developing an iron and steel industry in his own country.

2.2 Strategic drift
One significant point in position analysis is the strategic drift, which is defined and illustrated
(exhibit 1.1) in appendix 1.
Since its establishment, Tata has shown a strategy of incremental change. Arguably, that point was
important because so the group might vary within the current market. In the nineteenth – century
steel was seen as an unprofitable section. Even more than 50 independent steel producers went into
bankruptcy in the USA (Business Monitor International Ltd, 2010: 54).
In the late twentieth century, demand growth was strongly low. In contrast, the twenty –first century
saw a boom in demand. For instance, Tata bought weaker players internationally, such as NatSteel in
2004, which was Tata Steel's first overseas acquisition, and the Anglo – Dutch giant Corus in April
2007. Through the investment in Corus, Tata has created a manufacturing and marketing network in

In order to sustain its competitiveness and profitability, Nucor shall consider going global.
Generally, the criteria needed for Nucor to go global are intellectual capital, psychological capital
and social capital.
Next, Nucor have to implement 5 new strategies to make it more global which are playing big in
major markets, standardizing the core product, concentrating value–adding activities in a few
countries, adopting a uniform market positioning and marketing mix and integrating competitive
strategy across countries. Then Nucor shall plan the company human resource by implementing
strategies like centralization of global authority, domestic/international split and mixture between
the local and current manager.
In short, looking at the good culture that Nucor have now (i.e. performance based culture,

development of a model for adjusting the mix of products to compensate for different levels of
power shortages at various times in the day. Prior to describing this project, the presenters show how
they used a productmix model to improve profitability, comparing its results to those of their
previous strategy of maximizing output. The electricity shortage model built on this one with the
added element of incorporating the fixed costs associated with the adjustments necessary to
