In line with generally accepted theories of evolution, Dinosaur extinction is currently believed to be due to climate change due to various causes. However this is not correct, being inconsistent with known facts. There are only two possibilities. Human civilization has existed for a very short time on Earth. If we take the existence of Earth as equivalent to one year in time. Then human civilisation only appears on the last second of the last hour of the last day in the Earth’s year. Human has been fighting each other since the beginning of history. In the last century, we had two World Wars, when millions were killed. But I am the luck generation that miraculously never experienced wars, although the drums of wars are never too far away. We have arsenals of weapons that could destroy the world many times over. In my life time, I have also seen many of our children, marrying people of different races too. Our greatest enemy is ourselves. If we can survive this, there is the whole universe to explore. In designing studies on social problems and in policy arenas, researchers build on these findings from earlier studies, often with new topics in the same or a related field, or with new populations, research design, or research methods.
This is described in your research text in the context of identifying elements to study, together with their relevance and relationships, as “investigators integrate their ideas, the observations of others, the research literature, and their own research” (O’Sullivan, Rassel, & Berner, 2008, p. 7). Just as scholarly researchers base their study designs on related research literature, so, too, must they investigate and apply various theories. Theories, in both researchers’ own and related disciplines, are built on and developed from earlier theories. In order to understand and be able to apply theories to research in public policy and administration, one must “appreciate the historical contexts through which it has developed and the cultural milieus during which important contributions were made to its body of ideas and knowledge” (Shafritz, Ott, & Jang, 2016, p. 2).

How do public administrators become public administrators? Who recruits, selects, and hires them? How are they paid, promoted, and evaluated? The civil service system is similar to the human resources (HR) department at a private organization. That is, it is concerned with all of the issues and tasks related to employment within the organization. Since the "organization" in this case is the government, there also are many differences between the civil service system and the human resources practices at most private companies. Government organizations have very specific, rigid processes for recruitment, selection, promotion, and appraisal of employees. Many of these processes have been in place since the 19th century. For example, prospective civil servants must pass exams before even being considered for a government position. This is part of the merit system, which is one of the foundational principles of the civil service system. The merit system is based on the idea that the most qualified person should fill each position, rather than a person who simply has the "right" political connections. In addition, government positions all are given a specific classification, which determines the rate of pay. Although these rules sound logical in theory, in practice they often become extremely complicated, leading to dishonesty and inefficiency. As a result, efforts at civil service reform are common and span throughout history, from the Pendleton Act of 1881, to President George W. Bush's push for competitive sourcing in 2001. Operation “Blue Star” is the only event in the history of Independent India where the state went into war with its own people. Even after about 40 years it is not clear if it was culmination of states anger over people of the region, a political game of power or start of dictatorial chapter in the democratic setup.
The people of Punjab felt alienated from main stream due to denial of their just demands during a long democratic struggle since independence. As it happen all over the word, it led to militant struggle with great loss of lives of military, police and civilian personnel. Killing of Indira Gandhi and massacre of innocent Sikhs in Delhi and other India cities was also associated with this movement.

Life on Earth evolved in the ocean and it may have been "seeded" in the oceans but comets or meteors splashing into those ancient oceans. Life existed in the ocean for almost 3 billion years BEFOR E it moved out on to land. Respond to the following: A)What might comets and/or meteors have had that might have "seeded" life in the oceans? (They did NOT bring whole organisms like bacteria) . B)What had to happen on Earth before life could move out of the oceans (the crust of the Earth had long since have cooled off).Hint i t had to do with the conversion of the atmosphere due to photosynthesis . Remember that life existed in the oceans for almost 3 billion years before it spread on to land (both plant and animal). Also PLANTS existed for about 2 billion years before the first animals evolved . Think about the biological differences between plants & animals and that is the key to this question.
