Application: The Civil Service System How do public administrators become public administrators? Who recruits, selects, and hires them? How are they paid, promoted, and evaluated? The civil service system is similar to the human resources (HR) department at a private organization. That is, it is concerned with all of the issues and tasks related to employment within the organization. Since the "organization" in this case is the government, there also are many differences between the civil service system and the human resources practices at most private companies. Government organizations have very specific, rigid processes for recruitment, selection, promotion, and appraisal of employees. Many of these processes have been in place since the 19th century. For example, prospective civil servants must pass exams before even being considered for a government position. This is part of the merit system, which is one of the foundational principles of the civil service system. The merit system is based on the idea that the most qualified person should fill each position, rather than a person who simply has the "right" political connections. In addition, government positions all are given a specific classification, which determines the rate of pay. Although these rules sound logical in theory, in practice they often become extremely complicated, leading to dishonesty and inefficiency. As a result, efforts at civil service reform are common and span throughout history, from the Pendleton Act of 1881, to President George W. Bush's push for competitive sourcing in 2001. Five issues dominate a contextual discussion of public HRM in the United States:

What are the realities of public employment as opposed to the myths used to reinforce alternative values and systems?
· Personnel managers and the technical specialists they supervise do only a small part of HRM. Others share this responsibility: elected officials establish policies and fund systems; appointed officials design systems; and personnel managers develop policies and procedures. However, managers and supervisors utilizing HR policies, rules, and practices to accomplish organizational goals perform most human resources management daily. How do they work together in practice?
· Those performing the shared roles that comprise public HRM work in a variety of personnel systems. How do the patterns of law and policy that characterize each system affect HRM practice in a given organization?
· How do these shared HRM roles and functions translate into structures and administrative behavior in a given organization?
· How do the evolving values and systems described in Chapter 1 affect the roles and competencies, and therefore the experience and training, required of those who aspire to careers in public HRM as either specialists or general public administrators?
By the end of this chapter, you will be able to:

determine the implementation of land and building tax payments in rural and urban areas, public service
motivational practices and tax service models in Banyuasin Regency. The method used is descriptive qualitative
through observation and interviews with related parties and the community as taxpayers in the Talang Kelapa
and Tanjung Lago sub-districts and using literature studies. From the results of the study it can be seen that the

undoubtedly will gain even more momentum as we
move further into the silly season of the presidential
campaign.
In contrast, this article provides more evidence that
managing in government is distinctly diff erent from
managing in the private sector. While those of us who
have devoted our careers to government may take this
on faith, much of the general public has a diff erent
view.
One key area of diff erence relates to the public and
private sector workforces. Th ese diff erences include
what motivates our employees to serve—and succeed—
in government and how leaders who understand these
motivations can apply this knowledge. As documented
in “Pulling the Levers” and elsewhere, this understand-
ing should inform how government agencies select,
develop, motivate, advance, and retain talent.
Th is research also can be linked to the critical issue of
why public sector leaders should focus on improving
employee engagement and the steps leaders can take
to drive higher levels of engagement. Other research
has documented that employee engagement can be
a powerful force for individual and organizational
eff ectiveness. In the private sector, this translates into
superior fi nancial performance as well as lower turno-
ver, less employee lost time, and fewer accidents. Th e
latter impacts clearly translate to the public sector.
Moreover, research on employee engagement that
specifi cally focuses on government shows that agencies
with higher levels of engagement have more success
achieving their strategic goals.

OPM maintains accountability for change in personnel management policies or procedures which results in improved Federal personnel management. OPM has played both a policy and research role in pay for performance systems. In the 1980’s many agencies collaborated with OPM to initiate demonstration projects and OPM reported to Congress on the status and results of those projects to prepare guidance on government-wide policy. OPM also gained information through agency inspections and program reviews to ensure compliance with the civil service laws and regulations.
Going forward, I believe agencies need the flexibility to design programs that meet their mission, culture and needs. Each agency should be able to go directly to Congress to obtain specific legislation that would enable them to establish their own pay systems. OPM should not be part of the process of developing or approving plans, however they can manage and evaluate a program’s success to ensure compliance with government-wide guidelines after the program has been implemented. Meeting the needs of the individual agency should be the larger focus instead of identifying similarities in all systems across the government.

A number of agencies have been outside the traditional title 5, pay systems such as the Federal Aviation Administration, the Transportation Security Administration, the Department of Homeland Security, NSA and GAO. Such authorities have been granted by law or in some cases as part of a demonstration system such as the China Lake acquisition demonstration project the Department of Defense initiated in the mid-to-late 1990s. So what most of these revised pay structures have in common is that they were/are efforts to meet specific unique agency needs to recruiting and retaining talent.

What role, if any, should central management agencies like OPM have in developing & managing such systems?
OPM maintains accountability for change in personnel management policies or procedures which results in improved Federal personnel management. OPM has played both a policy and research role in pay for performance systems. In the 1980’s many agencies collaborated with OPM to initiate demonstration projects and OPM reported to Congress on the status and results of those projects to prepare guidance on government-wide policy. OPM also gained information through agency inspections and program reviews to ensure compliance with the civil service laws and regulations.
Going forward, I believe agencies need the flexibility to design programs that meet their mission, culture and needs. Each agency should be able to go directly to Congress to obtain specific legislation that would enable them to establish their own pay systems. OPM should not be part of the process of developing or approving plans, however they can manage and evaluate a program’s success to ensure compliance with government-wide guidelines after the program has been implemented. Meeting the needs of the individual agency should be the larger focus instead of identifying similarities in all systems across the government.

A number of agencies have been outside the traditional title 5, pay systems such as the Federal Aviation Administration, the Transportation Security Administration, the Department of Homeland Security, NSA and GAO. Such authorities have been granted by law or in some cases as part of a demonstration system such as the China Lake acquisition demonstration project the Department of Defense initiated in the mid-to-late 1990s. So what most of these revised pay structures have in common is that they were/are efforts to meet specific unique agency needs to recruiting and retaining talent.
We also have special pay structure for the semi-independent-governmental United States Postal Service, judges in the federal courts system, and senior executive service who fall outside of the GS system.
Specifically, the pros of such independent pay systems are as follows:
Variable Pay: Such pay systems allow the agency to set a rate of pay commensurate with an individual’s qualifications vice competing against.

Principal/Agent Theory economic that makes clear accountability relationship management (Agent) to
shareholders (Principal), Have the effect of creating new public management .This theory highlights
important issues regarding the accountability of state structures that distinguishes private structures.This
theory of public administration causes agents to act and be accountable to their citizens' interests.
Although the Principal/Agent theory does not provide a complete solution for administration
accountable, but accountability relationships which reveal a positive step in improving accountability.
This theory is one of the factors citizen relationship management. In this article we will examine the
relationship between Principal/Agent theory and citizen relationship management.

In designing studies on social problems and in policy arenas, researchers build on these findings from earlier studies, often with new topics in the same or a related field, or with new populations, research design, or research methods.
This is described in your research text in the context of identifying elements to study, together with their relevance and relationships, as “investigators integrate their ideas, the observations of others, the research literature, and their own research” (O’Sullivan, Rassel, & Berner, 2008, p. 7). Just as scholarly researchers base their study designs on related research literature, so, too, must they investigate and apply various theories. Theories, in both researchers’ own and related disciplines, are built on and developed from earlier theories. In order to understand and be able to apply theories to research in public policy and administration, one must “appreciate the historical contexts through which it has developed and the cultural milieus during which important contributions were made to its body of ideas and knowledge” (Shafritz, Ott, & Jang, 2016, p. 2).
An illustration of the networks, connections, and processes among three theories in a theoretical framework will provide the visual that may help to stimulate your thinking about your work on a theoretical framework, and its relationship to your literature synthesis .
Examine the literature in your readings and search peer-reviewed journal articles, to analyze how the theoretical frameworks you are considering using have been used in other research. In 1–2 pages, justify your selection of the two theoretical frameworks you identified in this week’s Discussion. In what way are the theoretical frameworks applicable to your proposed research? Provide examples from the literature. Explain the appropriateness to public policy and administration.

For every historical figure known for making significant, if not revolutionary, shifts in society, there were many people working in support of addressing the same social issue. It is a disservice to the person and his or her peer activists to ignore the many individual contributions that result in and depend on social change. Having a good understanding of the history of social movements is essential to creating social change today. For this assignment, you explore an example of social change from history and consider the individual and collective roles involved.
To prepare for this Assignment:
Read Loeb’s reflection on Rosa Parks (2010, p. 1) in the Learning Resources for an example of individual versus collective efforts to promote social change.
Use the Walden Library to research and locate an article on one of the following social movements: African American civil rights, Chicano movement, American Indian or ”Red Power” movement, women’s rights, LGBT (lesbian, gay, bisexual, and transgender) rights, or disability rights.
As you review selected resources, look for both direct and indirect references to the human resources required to transform this issue into a movement.

Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.

- 1. Application: The Civil Service System How do public administrators become public administrators? Who recruits, selects, and hires them? How are they paid, promoted, and evaluated? The civil service system is similar to the human resources (HR) department at a private organization. That is, it is concerned with all of the issues and tasks related to employment within the organization. Since the "organization" in this case is the government, there also are many differences between the civil service system and the human resources practices at most private companies. Government organizations have very specific, rigid processes for recruitment, selection, promotion, and appraisal of employees. Many of these processes have been in place since the 19th century. For example, prospective civil servants must pass exams before even being considered for a government position. This is part of the merit system, which is one of the foundational principles of the civil service system. The merit system is based on the idea that the most qualified person should fill each position, rather than a person who simply has the "right" political connections. In addition, government positions all are given a specific classification, which determines the rate of pay. Although these rules sound logical in theory, in practice they often become extremely complicated, leading to dishonesty and inefficiency. As a result, efforts at civil service reform are common and span throughout history, from the Pendleton Act of 1881, to President George W. Bush's push for competitive sourcing in 2001. In this assignment, you examine what the civil service system comprises, as well as how it might be improved.
