• The zoning plan describes the allowed use of
land (for example agricultural or camping) or
the use of buildings (for example shop or bar
or student house).
• It can be very detailed, for example the
minimum distance between house and road,
or the maximum height of a building.

• When changing the description of use there
also need to be an analysis of the effects on
the water system.
• For example, how to deal with precipitation
when agricultural area is changed to urban
area. Create extra storage?? Water levels??
• When changing the zoning plan, the water
assessment is obligatory
5. Ledgers (leggers)
Ledgers (from the Dutch water act)
The water authorities should draw up ledgers on waterways /
ditches. This is a register which states the requirements to be
met by a waterway with respect to its situation, form, size and
construction. The ledger should also clearly indicate the
management borders of waterways and their protection
zones.
For example: a water-restraining structure often belongs
to a protection zone in which activities are only permitted
provided that stringent requirements are satisfied so that the
stability of a dike is not jeopardized.

8. Meeting for discussing the change of
zone plan
• Make a list of all subjects which have to do
with the water system, the things that have to
change, and if you expect problems.
9. Stakeholders
• Developer / Consulting agency
Wants to build his project with the highest profit?
But the Developer needs the “approval” of the other stakeholders to get
the zoning plan changed
• Municipality
More inhabitants is most of the time positive , more tax for example.
Municipality will be the owner of the public area (roads, unpaved) and is
responsible for the maintenance of the public area.
Municipality or province is organizing the procedure of changing the
zoning plan
• Water board
Responsible for water quantity and water quality surface water. Level
agreement, access for maintenance.
The water assessment (watertoets) is an important instrument
• Inhabitants
Inhabitants living nearby can have problems with nuisance because of
more people living next to them. Or poor view. So often they are afraid the
value of their property will decrease.
During construction there can be nuisance (safety, noise, vibrations)
On the other hand the local shopkeepers will be happy to have more
potential clients
