National Strategy for Water Related Disaster Prevention, Response and Mitigation
Minimize people dead and injured Reduce economic loss caused by disaster, reduce environmental destruction to ensure  sustainable development Preparedness, response and alleviation of consequences. Preparedness is very important Strategy was developed based on the guideline that the Government and community work together Combine inherited traditional experience with modern technologies and knowledge
Measures Non-structure Enhance the capacity of forecast  Ensure that development plan, building codes of  socio-economic structures and residential areas  Training and capacity building have been provided for all level Ensure the co-coordinative guidance and closely cooperation among forces of search and rescue Ensure the safety of reservoirs, dikes, especially crowded residential areas and political, economic. Complete the fishery communication system

Implementing further national programmes: Program on completing legal documents and normative acts Program on consolidating organizational mechanism Plan establishment and review Programs on strengthening warning and forecast capacities Programs on community awareness raising Programs on protective forest plantation and protection: Programs on disaster management capacity and science, technology application
Measures   (cont.) Structuring measures: Upgrade and build structures suitable for each region’s disaster characteristics  Construct reservoirs upstream for flow regulation and flood-mitigation Expanse flood discharge openings for railroad bridges and sluices Construct erosion prevention structures  Enhance dyke system, upgrade and improve sluices underneath  dykes, paving dyke surface  Construct storm shelters for boats and ships. Construct residential clusters for flood resistance and storm avoidance. Construct salinity intrusion prevention and freshwater keeping structures .

Responsibilities According to their own functions and duties, ministries, sectores and localities will be responsible for implementing content, objectives, responsibilities and solutions of the Strategy efficiently. Ministry of Planing and Investment, Ministry of Finance arrange annual investment resources according to the Law on State Budget and other funding resources to implement efficiently the National Strategy. MARD and Central Commitee for Flood and Storm Control will preside over the implementation of National Strategy People’s Committee, Committee for Flood & Storm Control and Search&Rescue at province, city levels steer its departments to implement the National Strategy.
