Abstract Studying institutions that offer Distance Education (DE) can be a good exercise for understanding this flexible and equitable form of education. One such institution is the Open University Malaysia (OUM). OUM has promoted and exemplified Open and Distance Education in Malaysia and in Southeast Asia since its establishment in 2000. This paper presents OUM’s history, mission, vision, and education philosophy. Furthermore it will analyze the components that enable this DE institution to fulfill its mission, such as its courses, learner support framework, technologies, quality assurance mechanisms, and quality management systems. It will conclude with the author’s thoughts and suggestions for the improvement of the said institution, as well as a reflective and comparative assessment of his own DE institution in the Philippines.
