§ 59013(e), (e) (1–2)
Specific Purpose
If a substantial threat to a consumer's health or safety is identified, this provision allows the
Department to direct the regional center to obtain alternative or additional services and supports for
the consumer. The Department may consider notifications from the Department of Social Services
of health and safety risks. This provision also allows the Department to request relocation of the
consumer under certain conditions, and requires an Individual Program Plan meeting be convened
within two working days to review the service and support needs of the consumer.

This adoption is directed by Section 4698(h) of the Welfare & Institutions Code and Section

consistent with Section 4698(i) of the Welfare & Institutions Code.

Specific Purpose
This provision requires that the regional center mail the director's decision to the CCH administrator
within two working days of signature.
Rationale for Necessity
This adoption is necessary to ensure the CCH receives the official decision in writing, and
provisions can be made to relocate consumers should the contract ultimately be terminated This is
consistent with Title 17 Sections 54382 and 54384, with a shortened time frame.
§ 59016(h)
Specific Purpose
When a CCH appeals a contract termination, this provision specifies that the contract termination is
suspended pending the outcome of the appeal.
Rationale for Necessity
This adoption is necessary to avoid unnecessarily relocating consumers, and allow time for
relocation of consumers to appropriate placements if so required pending the outcome of the appeal.

Visibility and Consistency
I was facilitating a social media workshop for a writers group in Richmond, Virginia called Agile
Writers and a gentleman raised his hand. He was working on writing a book however his book
wasn't out yet. He said to me, "My book is not out and I don't have anything to sell, so I'm not on

Analysis Of The East Los Angeles College Transfer Center
The department that I reviewed using the Council for the Advancement of Standards (CAS) was the
East Los Angeles College (ELAC) Transfer Center. I am currently doing my graduate assistantship
at the ELAC Transfer Center. Therefore, I thought it would be a more meaningful experience to
choose this department to review using the CAS standards because it offers the opportunity to learn
more about the department and probably provide my supervisor suggestions that can help improve
the department to be more effective in serving students. I interviewed two individuals in the
department in order to get some insight on how well of a job the department is dong in adhering to

I would recommend that the ELAC Transfer Center mission be disseminated throughout the office
space to reinforce the message of their mission statement every time one of the employees views it.
Program
The primary elements of the department are academic advising, transfer application assistance,
transfer assistance, academic counseling. As a strength, the program is intentional in providing
students with reliable information to transfer, since the information is always changing. Also, the
department is strong in implementing services such as conferences, workshops, summer programs,
and campus tours that with assist students in the transfer process. Another strength of the department
is a consistent collaboration with other programs within the institution to benefit the students such as
collaboration with programs like Puente and EOP&S in which these programs bring their student to
the Transfer Center to attend Transfer 101 workshops. An area in which the department was
inconsistent with the CAS standards was in not having established student learning outcomes. In
addition, the department was also inconsistent in their program design not using multiple formats to
deliver the information, for example lacking a video presence, not doing enough to engage with
parents, therefore being unconsidered of their student population.

On a lighter note, we talked about limit setting in class and I did find it interesting the rule and regulations that came along with limit setting. I enjoyed the statement "A limit is not needed, until it is needed," because it still allows the autonomy of the children choosing things while still protecting yourself in situations that are deemed necessary. I did find it surprising when it was mentioned that some children can spend entire classes setting limits and making choices on what to do once a limit is not respected. I also like that we talked about how consistency is key, because that is applicable anywhere in a child's life, they need consistency in their life to a certain point in order to be well functioning. One of the reading that we did was a print out combination of powerpoint's and worksheets for limit setting. One new thing that I learned was the ACT of limit setting, Acknowledge, Communication, and Target. In this the therapist is expected to acknowledging the child's feelings, State or define the limit, and then provide an alternative for the child. This made it very clear and helpful to understand how to set a limit in an appropriate and not in an imaginative limiting way.
