 Floodplain Development Permit Review – NEW
 Other services upon request – environmental,
construction, architectural, etc.

3. BACKGROUND
 Freese & Nichols
 Serving COAH since 2007
 2015 – Initial PM & Engineering Contract
 Term: 2 years w/ a 2-year extension option
 2017 – 2-year extension option exercised
 2019 1-year contract extension approved by Council
 Currently honoring last contract executed

4. BACKGROUND CONT.
 Staff review has determined the new contract as
having addition of more management levels &
recalculating of rates within those positions, only
changes to position-related charges.
 In addition of in-house services & equipment (drones,
GPS, valve crew vehicle, pressure data logger,
microscopes etc.)

5. FISCAL IMPACT
 Set, reasonable fee schedule
 Allows for cost savings for projects
 Expense variable due to ad-hoc nature of
services
