SUMMARY
A Resolution authorizing the Mayor to
execute a cooperative agreement with
Bexar County to be included in the
County’s population count for Urban
County applications to Housing and Urban
Development (HUD) for the Community
Development Block Grant (CDBG) and
HOME Program

BACKGROUND
Bexar County has begun its re-qualification
process as an Urban County
HUD CDBG and HOME Program for the
fiscal years 2019, 2020 and 2021.
The County is requesting that the City join
them in qualifying for the next three-year
Urban County entitlement

BACKGROUND
Cooperative agreement allows
County to include all of the City’s population in the grant
application
Receive a formula share of entitlement funds through
HUD’s CDBG and HOME Program
Funds may be used for certain activities directed
towards
Revitalizing neighborhoods
Economic development
Improved community facilities and services – such as
water, sewer, street paving and sidewalks

BACKGROUND
Eligibility for CDBG and Home program funding is mostly
dependent on income criteria from the census tract
information
70 percent of funds must be used for activities that benefit
low and moderate income
Could qualify for public improvement projects

POLICY ANALYSIS
This agreement continues existing City
policy to utilize grant funds to support City
projects.

FISCAL IMPACT
The City becomes eligible to apply for
CDBG and HOME Program funding
through the Bexar County formula share of
entitlement funds.
