2. Summary
• The purpose of this item is to update council on
status of the following issues:
• Broadway/Ellwood Construction
• Olmos Basin Cleanup
• City Financial Position
• Water Rate Study
• Public Works Update
• School District Bond Construction Progress
• 5K Run Spring 2018
3. Broadway/Ellwood
• Contractor is primarily focused on utility
construction along Broadway and Ellwood
• Late January and February they will
excavate the parking garage
• We are acquiring about 18 acre feet of
water; revenue of approximately $106K
4. Olmos Basin Cleanup
• Letter received from Mayor of San Antonio
agreeing in principle to extend the lease
for property in Alamo Heights
• COAH and COSA met to discuss next
steps in the cleanup process
• Contractor ready to begin maintenance
operation, need right of entry to public
property
5. Personnel Update
• Staff has completed enrollment for new
insurance/benefit programs and the 2018
program is now active
• Current openings are 2 in Fire, 3 in Police
and 2 in Public Works. Total turnover in
2017 was 17 positions
• New TMRS rates went into effect on Jan
1(7% deduction, 2 to 1 match, 17.09%
contribution rate)
6. City Financial Position
• General Fund position remains strong:
• Total revenues $3.9M or 39% of budget
and total expenses $2M or 21% of budget
as of Dec. 31
• Utility Fund revenues: $866K and
expenses are $329K

• Fiscal year 2018 Budget estimates
approximately $1.5 million available for
Street Maintenance Program (SMP)
• Every year the Utility Department works
ahead of the program to make infrastructure
improvements. Most of which are due to
main size and condition.

13. Water Rate Study
• RFP issued and six proposals have been
received
• Cost should be in the $24K to $26K range
• Anticipate asking council approval in Feb.
2018 and study should take approximately
90 days to complete after award
14. School District Bond Construction
• Staff comments on Central Plant have
been addressed by the school district;
permit to be issued soon
• School district currently working on plans
for new “common building” which should
go to ARB this month
• Considering possible relief from some
permit/building review fees
15. 5K Run
• Should be bigger and better than last year
• Dates being considered are April 7 or April
14
• Same route to be used, hopefully more
sponsors and some refinements in
execution
