Education to legality has as its object the nature and function of
rules in social life, the values of democracy, the exercise of
citizenship rights.
Educating to legality means developing and disseminating the
culture of civil values, enabling the acquisition of a deeper
understanding of the rights of citizenship, starting with the
awareness of reciprocity among people with the same dignity.

Much of the problems that threaten peaceful coexistence and in
general the lives of citizens depend not only on economic or natural
factors, but also by interventions in the public sphere that neglect
the interest of the community to privilege particular interests.
The principle of legality in democracy is a means of
preventing these risks.

And the principle of meeting youngsters in
the schools, on which the Carabinieri's
program is based, has this purpose,
directing the children, at the time of

Il TPC e la sensibilizzazione del pubblico
Bisogna sempre tenere presente che l’oggetto primo della tutela
operata dal TPC sono i beni culturali, e che nei in tali beni, per
l’ordinamento italiano, il concetto di tutela non può essere separato
da quello di fruizione.
“(…)la tutela consiste nell'esercizio delle funzioni e nella disciplina
delle attività dirette, sulla base di un'adeguata attività conoscitiva, ad
individuare i beni costituenti il patrimonio culturale ed a garantirne la
protezione e la conservazione per fini di pubblica fruizione(…)”

Fruition of institutions and places of culture of public affiliation
1. The State, the Regions, other territorial public entities and any other
public body and institution shall ensure the enjoyment of the items
contained in the establishments and places specified in Article 101, in
compliance with the fundamental principles laid down in this Code
Code of Cultural Heritage and Landscape, Art. 102

The requirements of fruition are so felt by the legislator that Article
104 Fruition of private Cultural Property states:
1. It may be subject to public visits for cultural purposes:
a) the cultural heritage property referred to in Article 10, paragraph 3,
letters a) and d), which are of exceptional interest;
b) collections declared under Article 13

Making it enjoyable means guaranteeing the possibility that citizens,
irrespective of their intended purpose, can access, in the proper
ways, cultural heritage, irrespective of property ownership.
Not everithing can be considered protected because, despite the
efforts of the FF.OO. (and in particular of the TPC), there are critical
areas.

Among all is, due to the vastness of the delinquent phenomenon that
threatens, the archaeological heritage still buried.
The Superintendency, the Operational Centers located on the
territory and the FF.OO. can not always guarantee the effective
protection of this heritage.
While its enjoyment is allowed by those for whom illegal looting and
illegal pursuit are main activity of livelihood.
But this possibility is limited to privates, galleries, sometimes
museums.

The recovery of items by Police guarantees the protection but not the
immediate enjoyment, since the actions in flagrante of crime or the
recovery have legal effects.
Items recovered are nothing but seized material available to the
Judicial Authority as they constitute the end, proceeds or means of
the offense being challenged.
The period of time between recovery and the possibility of "definitive"
use can be lengthy and characterized by several obstacles.

From this need to allow the enjoyment of the objects, descend the
exhibition initiatives of the Carabinieri for Protection of Cultural
Heritage, initiatives that have an additional end, on focusing the
attention of the observers:
 The damage that the work of criminals does to scientific research,
especially archaeological;
 The complexity of investigations leading to the recovery of the
items.
