Today people spend large amounts of time in meetings to discuss issues, conflict may arise.
Who decides the issue? The person who is the highest position? The person who has the biggest voice?
Parliamentary procedure rules were developed to help groups conduct their meetings in an orderly manner.
The method of conducting meetings with speed and efficiency in an orderly manner.
You may think why we should learn it. Here is a reason.
This is the agenda of our regular meeting. At the early part of the meeting we have a session to discuss issue relating to club management. It is called “Business Portion”
And the rules applied here is “Parliamentary Procedure”
In a toastmasters club, each member has a right to take part in a decision of club business, more than that you are responsible for the club business.
That’s why we have to learn “Parliamentary Procedure”

Here are Principles of Parliamentary Procedure
There are couple of technical term that you may be not familiar with.
So I would like to explain them with a slide with yellow back ground.
Here is the 1st one..
Next term is Quorum.
A club have to have a quorum, when any important decision be made,
So the presiding office asks the secretary whether the quorum is met or not.
A motion is a formal proposal by a member, during a meeting, that the organization take certain
As I said before, you all have a right , and a the responsibility for club management.
So if you have any idea to make club organized, effective or jus enjoyable, you can propose your idea as a motion.
Here are couple of things you have to careful when you make a motion
No: “We plan something interesting at the next meeting”
No: “We plan to do A, B or B”
Here are examples of motions
No reason.
Immediately after stating the motion, the presiding officer should ask the maker of the motion if he or she wants to speak. The maker of the motion is entitled to speak first on the motion.
Now it is time for him or her to introduce the reason why he / her made the motion.
Must be recognized by the presiding officer before speaking.
Other very important riles for discussion
After the first speaker has been heard, the presiding officer allows others to speak, alternating between those favoring and those opposing the motion as much as possible.
The chair may ask those wishing to speak in opposition to the motion to raise their hands.
The presiding officer may ask the secretary to record the result.
By Voice: The Presiding Officerman asks those in favor to say, "aye", those opposed to say "no". Any member may move for a exact count.
By Roll Call: Each member answers "yes" or "no" as his name is called. This method is used when a record of each person's vote is required.
By General Consent -- When a motion is not likely to be opposed, the Presiding Officerman says, "if there is no objection ..." The membership shows agreement by their silence, however if one member says, "I object," the item must be put to a vote.
By Division -- This is a slight verification of a voice vote. It does not require a count unless the Presiding Officerman so desires. Members raise their hands or stand.
By Ballot -- Members write their vote on a slip of paper, this method is used when secrecy is desired..
