Senior Business Analyst; October 2014 until August, 2016
Helped to develop BA Boot Camp for newly developed PMO Office at the State’s largest IT entity;
while incorporating feedback from a variety of newly absorbed agencies. Worked on multiple internal
IT projects including: implementation of an Enterprise HelpDesk solution, BA Tools, and enhanced
Project Management applications. Gathered, analyzed, and assessed functionality from multiple
perspectives: technical, functional, performance, user, and business. Worked with eclectic team to
develop strategies for testing, training, and documentation. Conducted extensive Research and
Development of new ideas, processes, projects, outcomes, ROI, feasibility, and more.
Information Systems Manager: October, 2013 through October, 2014
Worked as Project Manager/Business Relations Manager for ‘Natural Resources Business Segment’ of
the Office of Management and Enterprise Services; and helped out with “Public Safety” sector as well.
I managed all IT Operations as acting IT Director at the Oklahoma Historical Society. Our agency had
just formed, assuming responsibility for all technological needs for all State agencies, Offices, and
Commissions. Thus, during this period, “we wore many (IT) hats” during this initial phase.
Information Systems Manager; April 2002 until September, 2013
April 2002 – June 2004; February 2006 – August 2007;and September 2011 – 2013:
Supervised 5-6 Full-Time staff plus 5-6 technical temps/interns while managing IT Operations section;
including HelpDesk, Network operations, Tele-Communications, Mobility Support, and Provisioning.
Outcomes:
Consolidated the agency’s divisional IT budgets and leveraged the pooled money to re-
architect the entire network; replacing 80% of servers as well as 50% of agency PC’s in a three-
month window of time. Saved nearly $100K in immediate savings and yielded a network that
achieved 99+% uptime for the subsequent years.
Reorganized the HelpDesk and re-engineered the processes to go from 100+ open tickets at
any one time to less than 10; response time narrowed from over a day to an hour or less.
Participated with OPM on multiple occasions to re-write tests and position requirements.
Originated petition and led the push to create the “Network Administrator” classification.
June 2004 – February 2006
Assigned to manage both IT and non-IT projects for the Division Director of Administrative Services;
leading R & D efforts in many areas, including finance, IT, administration, building operations, and
telecommunications. Also wrote technology grants for IT section; fulfilling EPA mandates for data-
management within our internal programs.
2. Outcomes:
Researched and introduced DEQ to alternative natural-gas billing structure via program
initiated by Corporation Commission; yielding $10K+ in yearly savings.
Audited Telecommunications bills and discovered what turned out to be a previously
undiagnosed error on our monthly billing; yielding a $25K refund by the TelCom, and
covering our entire agency phone bill for the next year (then we switched companies).
Researched, wrote, and coordinated over $1.6 million in technology grants to date; funding
further infrastructure developments and multiple Enterprise data systems throughout our
agency’s
Managed all agency telecommunications and the origins of our agency’s Mobility support.
August 2007 – September 2011

includes database administration, programming, web-development, project management, business
analysis,etc.

Charged with reshaping a section that had “issues” yet much talent; credited with turning
group into a more professional, and enjoyable group
Implemented processes including 3-tiered development environment, change management
process, tracking projects via TFS and/or SharePoint, and collaboration with other
development entities (EPA, vendors, other State agencies, etc.)
Served as lead on multiple “special projects” for EPA; conducting strategic assessments of
technology moratoriums and evolving data reporting standards.
Served as co-lead for “special projects” commissioned by the Environmental Information
Technology Leadership Council of Environmental Council of States.
Frequent speaker at EPA/ECOS national Network Exchange Conferences; and the Inter-Tribal
Technology Council., providing consultation to many Indian tribes and dozens of states in the
realm of achieving EPA reporting requirements.
Lead the team that was the first in the Nation to achieve the very difficult CROMERR (Cross-
Media Electronic Reporting Regulation) requirement; and provided consultation to many that
followed.
Participated as DEQ representative on collaborative OSF endeavors; such as ELM
configuration/implementation, and conducting the RFP for Online Permitting.
Asked to serve as Advisor to OKCCC Computer Sciences Department and Board
Information Systems Applications Specialist (acting Planning Specialist)
June 2001 – April 2002
Upon sudden departure of all three senior Network management staff (due to Network disaster =
Nimda virus), assigned to function as acting Project Manager; with task to modernize network and
avoid another similar disaster. Functioned as Network Administrator, PlanningSpecialist, and
Systems Analyst for agency MIS team. Coordinated/managed agency-wide projects as follows:
Network Security; Virus Protection; Hardware Acquisition; Software Compliance; Network Migration;
and PC Deployment. Each project involved multiple personnel, teams from all divisions, resource
planningand purchases, implementation, etc. Duties included: MIS budget-planning; long-term
strategic planning; liaison activities to all divisions, development of documentation of operational
procedures for Network activities
Outcomes:
Coordinated and led the team that was tasked with recovery from the “Network Disaster” in
which half of all servers and 80% of agency PC’s were infected.
Developed plan, budget, and high-level endorsement for radical redesign of network based on
functional roles rather than organizational chart.

3. Worked as Project Applications Specialist for world-wide leader in software/hardware designed to
provide item-processing/imaging to banks/credit-card companies. Functioned as on-site manager for
integration of hardware/software/consulting packages; engaging company specialists as needed.
Coordinated with local mainframe and network administrators to integrate our multi-server solutions
into their existing security scheme. Acted as Systems Analyst of local processes; providing guidance
and consultation to their operational staff and MIS managers.
Outcomes:
Installed and configured hardware/software solutions in Miami, Newark, Little Rock,
Baltimore, Philadelphia, NYC, and Atlanta.
Assisted in training of newer staff.
This job was 20-25 days per month in the air or on the road; 60 hours minimum work-week.

Information Systems Applications Specialist
Assigned as Information Systems Coordinator for the Agency’s Western division (all counties west of
Interstate #35); perform liaison functions to Regional management, leading task-force groups,
evaluation projects; Information-systems projects, etc. Performed network administration duties and
user-support for agency. Planned infrastructure modernization, software configuration, and database
development.
Training Specialist I & II; March 1997 – May 1999
25% of time spent on curriculum development and delivery; organizing/leading project teams for the
development of agency programs and the subsequent training of agency personnel. Planned and
selected the participants for, and managed an agency-wide project to develop a “Training Academy”
for line personnel. This was a two-year project which yielded an 8-week long core training program
for all OJA field staff.
75% of time spent establishing and maintaining a 20-station, dual-boot PC network. Conducted
research for planningof overall system; purchased all hardware/software and set up Local Area
Network(LAN), and integrated into an AS-400 based Wide Area Network (WAN). Maintained NT
network as System Administrator. Installed, developed, revised, and independently maintained a
custom database for training records; and further modified software into a functional database for
Human Resources Unit, for use as a position-control system to assess affirmative action status, and
various other HR functions..
Outcomes:
Was technical lead and developer for team that won a “Quality Oklahoma” award.
