• Responsible for oversight of 1.5 Billion Dollars Agency Billing and Accounts Receivables
Management Systems, including design of system enhancements, as well as managing the
development life cycle through implementation and training.
• In 2012, led the end to end development of an in-house Medicaid episodic billing system
including the analysis, design, and oversight of development, testing and implementation
processes.
• Participated in DOH’s design process, along with several National Vendors, as industry consultant
to assist in the identification of “How to” develop Medicaid’s Episodic Billing model.
• Designed and managed the implementation of an automated Medicare Maximization billing
process reducing manual labor costs of @$350,000, semi-annually.
• Implemented VNS Choice billing and receivables processing for VNS Managed Care Insurance
Plan.
• Worked closely with External Counsel, Internal Legal department, Federal and State Government
Agencies, and major Accounting firms to ensure regulatory compliance is adhered to, self-
disclosures are properly identified, and all audit requests are fulfilled timely.
Manager Applications Development 05/00 – 01/05
• Primary Business analyst and system designer of all major modifications and enhancements to
agencies financial and reporting systems.
• Led the design, development, and implementation of Medicare’s Prospective Payment billing
methodology including participating as a beta test sight at CMS in Virginia. VNS was one of the
first agencies nationwide to implement this new methodology, including those serviced by
software vendors.
• Developed Strong working relationships with NYSDOH, HCA, and NAHC to keep VNS abreast
of regulatory changes and to ensure VNS’ reputation as an Industry Leader in bringing changes to
market.
• Recruited and Managed the EDI team to ensure VNS was HIPAA compliant and satisfied ANSI
X12 transaction requirements for billing and remittance processing.
Project Lead – Applications Development 05/90 – 04/00
• Analyzed Business processes, developed user requirements, and designed software solutions to
fully automate VNS Home Care’s Billing and AR Management systems supporting growth of
Agency from $50Million in annual billing to over $900 Million annually.
• Managed a staff of 9 analysts and developers in support of VNS’ new product development,
business analytics, and financial reporting systems,

• Responsible for support and maintenance of Division’s MSA General Ledger and financial
accounting systems, working closely with users to develop upgrade plans and user requirements.
Managed a staff of 5 who maintained and modified AP, AR and GL systems.
• Lead analyst supporting the migration of all financial and reporting systems from NY Based
mainframe systems to Phoenix, AZ based operation. Included ensuring all software was backed
up and moved properly, all scheduling was not impacted, and Phoenix based staff were trained.
Provided production support for 10 months while temporarily relocating to Arizona.

• Worked as part of team to develop AMEX’s in house Travel Reservation System for employees.
Also supported peripheral systems interfacing with MSA’s Accounts Payable and Receivables
systems.
