In over thirty years of experience as an owner representative, project manager, designer
and field representation for a variety of building types such as: health care, educational,
residential, hotels, museum, restaurants, retail and manufacturing projects, I have
acquired a broad understanding of the required engineering and design disciplines to
direct projects from concept and design to construction and successful handover.
Drawing on my experiences with consultants and contractors during the
design/construction phase, I have developed a thorough understanding of how design and
construction disciplines work together to achieve successful projects.
As a team leader I established priorities for project deliveries that requires an integrated
design/construction team, to emphasizes requirements of local and international building
regulations, the control of the design/construction process to meet budget, quality, time
schedule and foremost, to meet owners and operators goals.
In recent years, I continued to develop an interest in combining my knowledge of
sustainable design with the advantages of indigenous construction methods, to achieve a
balance that accommodates human needs, without diminishing the health and
productivity of the natural systems.
My continuing investigation into the fundamental purpose and definition of architecture
encouraged me to participate in various design competitions in the past, such as The
Greater Egyptian Museum (August 2002) and The World Trade Center Memorial (May
2003).

2009/2013 Project Management International (PMI)
Cairo, Egypt
Managing Director for design and construction renovation of a 250-room
five star hotel in downtown Cairo. The public areas included two
restaurants and bars, function rooms, conference facilities, casino and
health club, for a total building area of 335,000 sqf.
The project budget estimated as $70 Million, with two-year construction
duration.
Project terminated during tender phase due to local political situation.
2000/2009 SMPI
Rome, Italy
Architectural/Construction consultant and owner representative for the
below listed projects:
COLAB International
Dubai, U.A.E.
Office Manager with primary task to monitor and coordinate with
SAMA-Dubai projects for Madinat Jumeirah and Creek Front
Development, to maintain International Design and Construction
Standards, Owners program requirements and manage office staff,
procedures and policies.
NAKHEEL
Dubai, U.A.E.
Owners representative for apartment complex, located on The Jumeirah.
Project consists of twenty luxury apartment buildings, ten to thirteen
stories, and five clubhouses, for a total project area of 757,500 gross
square meters (2408 apartments with required parking and five
clubhouses). Primary task is monitoring and coordinating the work of
all consultants for the project to maintain international design and
construction standards and Owners program requirements.
As part of the NAKHEEL development team, evaluated the design
concepts and construction strategies for Phase II, consisting of the
Marina Residences (928 apartments and 30 townhouses with required
parking) and the Village Center (1000 apartments, 38 townhouses, two
levels of retail, required parking and integrated monorail station).
CDC  SASAKI - Prime Architect
Cairo, Egypt
Technical Consultant for the American University Cairo campus, located
on a 260-acre site in the city of New Cairo, designed by a team of
international architects. The campus provide for the School's academic
departments, administration, student and social life programs, recreation,
sports, and support facilities within a new complex.
The total program for the University is approximately 180,000 gross
square meters. As part of the prime architect's team, I was charged to
insure that the intentions of the design architects are conveyed to the
local Contract Document Architects and incorporated into the
construction documents. I assisted in the general management of the
project and supervised quality assurance for the project design and the
contract documents, ensuring that quality levels are consistent with
international standards and coordinated all project requirements between
the Owner, Master Planner and A/E international and local consultants.
Saudi Egyptian Tourist Development Company
Cairo, Egypt
Technical Consultant for a 40-story 380-guestroom hotel tower. With a
total gross area of 88,861 square meters, the hotel complex has extensive
conference and banqueting facilities, a shopping gallery with cinemas
and conference center, a nightclub, a multi-theme food court, a revolving
roof restaurant and an underground parking structure for 750 cars. My
prime responsibility consisted of providing quality control for all
construction activities, coordination of flow of information between the
contractor and the design consultants, response to contractors request for
information (RFI), change orders and shop drawings between the sit
office, the consultants' office and the contractor, the final punch list and
the certificate of completion sign off.
1999–2000 HOK Architects
New York, NY
Project Architect with responsibilities for completing and coordinating
the production of the design and construction documentation for a major
hospital project in Canada. A $300,000,000 project to expand existing
facilities through a major addition involving new Emergency
Department, Surgical Suites and supporting facilities, Radiology and
imaging facilities, and patient beds, including renovations of much of
the remainder of the existing hospital plant.
1979–1999 Rogers, Burgun, Shahine and Deschler, Inc., Architects
New York, NY
Project Architect/Project Manager responsible for development of
design and contract documents, coordination of disciplines, and
construction phase services including site observation and contract
administration. Experience with this firm included posting to
construction and on-site consulting assignments in Iraq (1982-1983) and
Saudi Arabia (1987-1989), during which I provided policies and
procedures for design and construction of major projects. Projects that
involved construction services, including on-site observation and
administration, included:
Kingdom of Saudi Arabia, Ministry of Health
Riyadh, Saudi Arabia
King Fahd Medical City, a $580,000,000, 1,350-bed hospital complex
including a 500-bed general hospital which contains a 50-bed
rehabilitation unit, a 300-bed pediatric hospital, a 250-bed maternity
hospital and a 300-bed psychiatric hospital. It also included an
ambulatory care building, an administration building, a services
building, a laundry, 3,000 units of staff housing, a community center and
a mosque, a shopping center, a school, a day care center, and a
recreational center with surface parking facilities for the entire complex.
Site architect during the construction phase of this project, as the
owner’s representative, while attached to the Ministry of Health.
General Services Administration Office of International Projects
Washington, DC
Architectural / Medical Equipment Consultants, HEACOM Project, on-
site architectural and medical equipment consulting services to the
Ministry of Health, including technical review of drawings, development
of design and code standards, and related consulting services. Major
responsibilities involved the development of construction procedures
and policies, codified in standard package, and tested through on-site
observation and supervision of key projects, including the King Fahd
Medical City Project.
State Organization of Buildings, Ministry of Works and Housing
Baghdad, Iraq
Baghdad Medical City, site architect (1982 to 1983), responsible for
construction supervision of three of the major components of this
$328,000,000 multi-building complex:
VIP Hospital Building, 250-beds
Children’s Hospital, 240-beds
Support Services Building.
R.H. Sanbar Projects, Inc.
New York, NY
Luxury Condominium Apartment Building, a 15-story, $15,000,000
reinforced concrete building containing 105 residential units and
ground-floor commercial space. Provided construction supervision and
contract administration services for this project.
The Brooklyn Hospital – Caledonian Hospital, Brooklyn Hospital
Center
Brooklyn, NY
Modernization and Expansion, Phase III, a $40,000,000 addition and
renovation project consisting of a vertical lamination to the existing
structure, allowing the conversion of a single-corridor nursing building
into a double-corridor raceway nursing unit, as well as replacement of
the surgical suite, a new labor/delivery suite and clear separation of
clean/soiled areas, central services supply, pathology laboratory and
administrative department. Provided on-site construction observation,
supervision and contract administration services for the project.
The Brooklyn Hospital – Caledonian Hospital
Brooklyn, NY
Caledonian Unit Expansion and Modernization, a 150,000 sf,
$21,000,000 addition, inclusive of bed replacements, emergency room,
surgical suite and dietary facilities, renovations of existing buildings
with physical therapy, radiology, and bed space areas. Provided on-site
construction observation, supervision and contract administration
services for the project as well as preparation of the construction
documents.
The Jamaica Hospital Medical Center
Queens, NY
Major Modernization Phase 2, a 110,000 sf, $20,375,000 project to
create a modern 24-room outpatient suite, a 10,000 sf expansion to
ambulatory surgery facilities; a rehabilitation medical facility with
physical therapy, an endoscope suite, a cardiology department;
psychiatric intake unit, psychiatric outpatient services and department
offices; a traumatic brain injury unit; and support functions.

AB Building Chiller Replacement, architectural coordination for
installation of replacement chiller to service main hospital building.
Woodhaven Center Ambulatory Care Clinic

Renovation of two floors of an existing commercial building to create a
6,600 sf primary care clinic with 7 internal Medicine/Family Practice
examination and consultation rooms, 4 Obi/Gyn examination and
consultation rooms, and 4 pediatrics examination and consultation
rooms.

Renovation to an old post office building to create a 17,700 sf satellite
primary care clinic with 24 examination rooms and eight consultation

A freestanding satellite primary care clinic of 18,000 sf containing 32
examination and consultation rooms for internal Medicine/Family

A two–phased renovation to an existing small industrial building to
create a 16,810 sf primary care satellite clinic for international
Medicine/Family Practice, Ob/Gyn and Pediatrics.
Island Rehabilitation Services, Queens Dialysis Center
Queens, NY
Renovation to 11,300 sf former commercial/restaurant space to create a
25-station outpatient dialysis unit for Jamaica Hospital.
Lenox Hill Dialysis Center
Manhattan, NY
Renovations to create 24-station outpatient dialysis facilities with office
and support areas.

Alterations to relocate existing respiratory beds and redesign nurses’
station to accommodate expanded monitoring.

into one, and create a new pediatric play area and a new parent waiting

115 Christopher Columbus Boulevard Clinic, a Pediatric and Dental
Clinic facility containing 8 examination rooms and 4 dental operatories
with supporting facilities.

psychiatric unit to a standard medical/surgical unit, and create new
administrative offices.
Connecting Skyway Bridge, an estimated $400,000 project consisting of
an enclosed elevated pedestrian bridge to connect the new 40-bed
nursing unit in the Assunta Pavilion with the existing heart center.

St. Elizabeth Ann Rehabilitation and Health Care Center, a new 240-bed
facility with 120 beds intended for AIDS patients, constructed at a cost
of $21,925,000.
Conversion of M/S LTC beds to ventilator-dependant beds, renovations
to several patient rooms to create additional ventilator-dependant LTC
bedrooms.

New 200-bed Nursing Home, a $13,200,000 200-bed long-term care
facility.
New York City Board of Education/ School Construction Authority

DeWitt Clinton High School Modernization Renovations, Bronx, NY, a
$13,500,000 continuous program of alterations and renovations to an
existing school, includes reconfigurations to bring the facility up to code
standards, window replacements, roofing and parapet repairs, and other
system upgrades.

East Addition: Pediatrics Emergency and LDR Facilities, an addition of
approximately 50,000 sf to contain a 34-bed in-patient pediatric nursing
unit, labor/delivery facilities, and an expansion of the psychiatric
emergency facilities.

Project Architect providing design coordination, tender evaluation and
negotiation, scheduling, quality and cost control during construction, and
final approvals for the Essex House Hotel Renovation.

SPASS MERDJANOFF, AIA 677 West End Ave Apt 3B New York, N.Y. 10025 E-mail: spassmer@gmail.com In over thirty years of experience as an owner representative, project manager, designer and field representation for a variety of building types such as: health care, educational, residential, hotels, museum, restaurants, retail and manufacturing projects, I have acquired a broad understanding of the required engineering and design disciplines to direct projects from concept and design to construction and successful handover. Drawing on my experiences with consultants and contractors during the design/construction phase, I have developed a thorough understanding of how design and construction disciplines work together to achieve successful projects. As a team leader I established priorities for project deliveries that requires an integrated design/construction team, to emphasizes requirements of local and international building regulations, the control of the design/construction process to meet budget, quality, time schedule and foremost, to meet owners and operators goals. In recent years, I continued to develop an interest in combining my knowledge of sustainable design with the advantages of indigenous construction methods, to achieve a balance that accommodates human needs, without diminishing the health and productivity of the natural systems. My continuing investigation into the fundamental purpose and definition of architecture encouraged me to participate in various design competitions in the past, such as The Greater Egyptian Museum (August 2002) and The World Trade Center Memorial (May 2003).   • 2. PROJECTS 2009/2013 Project Management International (PMI) Cairo, Egypt Managing Director for design and construction renovation of a 250-room five star hotel in downtown Cairo. The public areas included two restaurants and bars, function rooms, conference facilities, casino and health club, for a total building area of 335,000 sqf. The project budget estimated as $70 Million, with two-year construction duration. Project terminated during tender phase due to local political situation. 2000/2009 SMPI Rome, Italy Architectural/Construction consultant and owner representative for the below listed projects: COLAB International Dubai, U.A.E. Office Manager with primary task to monitor and coordinate with SAMA-Dubai projects for Madinat Jumeirah and Creek Front Development, to maintain International Design and Construction Standards, Owners program requirements and manage office staff, procedures and policies. NAKHEEL Dubai, U.A.E. Owners representative for apartment complex, located on The Jumeirah. Project consists of twenty luxury apartment buildings, ten to thirteen stories, and five clubhouses, for a total project area of 757,500 gross square meters (2408 apartments with required parking and five clubhouses). Primary task is monitoring and coordinating the work of all consultants for the project to maintain international design and construction standards and Owners program requirements. As part of the NAKHEEL development team, evaluated the design concepts and construction strategies for Phase II, consisting of the Marina Residences (928 apartments and 30 townhouses with required parking) and the Village Center (1000 apartments, 38 townhouses, two levels of retail, required parking and integrated monorail station).

CDC SASAKI - Prime Architect Cairo, Egypt Technical Consultant for the American University Cairo campus, located on a 260-acre site in the city of New Cairo, designed by a team of international architects. The campus provide for the School's academic departments, administration, student and social life programs, recreation, sports, and support facilities within a new complex. The total program for the University is approximately 180,000 gross square meters. As part of the prime architect's team, I was charged to insure that the intentions of the design architects are conveyed to the local Contract Document Architects and incorporated into the construction documents. I assisted in the general management of the project and supervised quality assurance for the project design and the contract documents, ensuring that quality levels are consistent with international standards and coordinated all project requirements between the Owner, Master Planner and A/E international and local consultants. Saudi Egyptian Tourist Development Company Cairo, Egypt Technical Consultant for a 40-story 380-guestroom hotel tower. With a total gross area of 88,861 square meters, the hotel complex has extensive conference and banqueting facilities, a shopping gallery with cinemas and conference center, a nightclub, a multi-theme food court, a revolving roof restaurant and an underground parking structure for 750 cars. My prime responsibility consisted of providing quality control for all construction activities, coordination of flow of information between the contractor and the design consultants, response to contractors request for information (RFI), change orders and shop drawings between the sit office, the consultants' office and the contractor, the final punch list and the certificate of completion sign off. 1999–2000 HOK Architects New York, NY Project Architect with responsibilities for completing and coordinating the production of the design and construction documentation for a major hospital project in Canada. A $300,000,000 project to expand existing facilities through a major addition involving new Emergency Department, Surgical Suites and supporting facilities, Radiology and imaging facilities, and patient beds, including renovations of much of the remainder of the existing hospital plant.
  • 4. 1979–1999 Rogers, Burgun, Shahine and Deschler, Inc., Architects New York, NY Project Architect/Project Manager responsible for development of design and contract documents, coordination of disciplines, and construction phase services including site observation and contract administration. Experience with this firm included posting to construction and on-site consulting assignments in Iraq (1982-1983) and Saudi Arabia (1987-1989), during which I provided policies and procedures for design and construction of major projects. Projects that involved construction services, including on-site observation and administration, included: Kingdom of Saudi Arabia, Ministry of Health Riyadh, Saudi Arabia King Fahd Medical City, a $580,000,000, 1,350-bed hospital complex including a 500-bed general hospital which contains a 50-bed rehabilitation unit, a 300-bed pediatric hospital, a 250-bed maternity hospital and a 300-bed psychiatric hospital. It also included an ambulatory care building, an administration building, a services building, a laundry, 3,000 units of staff housing, a community center and a mosque, a shopping center, a school, a day care center, and a recreational center with surface parking facilities for the entire complex. Site architect during the construction phase of this project, as the owner’s representative, while attached to the Ministry of Health. General Services Administration Office of International Projects Washington, DC Architectural / Medical Equipment Consultants, HEACOM Project, on- site architectural and medical equipment consulting services to the Ministry of Health, including technical review of drawings, development of design and code standards, and related consulting services. Major responsibilities involved the development of construction procedures and policies, codified in standard package, and tested through on-site observation and supervision of key projects, including the King Fahd Medical City Project. State Organization of Buildings, Ministry of Works and Housing Baghdad, Iraq Baghdad Medical City, site architect (1982 to 1983), responsible for construction supervision of three of the major components of this $328,000,000 multi-building complex: VIP Hospital Building, 250-beds Children’s Hospital, 240-beds Support Services Building.
  • 5. R.H. Sanbar Projects, Inc. New York, NY Luxury Condominium Apartment Building, a 15-story, $15,000,000 reinforced concrete building containing 105 residential units and ground-floor commercial space. Provided construction supervision and contract administration services for this project. The Brooklyn Hospital – Caledonian Hospital, Brooklyn Hospital Center Brooklyn, NY Modernization and Expansion, Phase III, a $40,000,000 addition and renovation project consisting of a vertical lamination to the existing structure, allowing the conversion of a single-corridor nursing building into a double-corridor raceway nursing unit, as well as replacement of the surgical suite, a new labor/delivery suite and clear separation of clean/soiled areas, central services supply, pathology laboratory and administrative department. Provided on-site construction observation, supervision and contract administration services for the project. The Brooklyn Hospital – Caledonian Hospital Brooklyn, NY Caledonian Unit Expansion and Modernization, a 150,000 sf, $21,000,000 addition, inclusive of bed replacements, emergency room, surgical suite and dietary facilities, renovations of existing buildings with physical therapy, radiology, and bed space areas. Provided on-site construction observation, supervision and contract administration services for the project as well as preparation of the construction documents. The Jamaica Hospital Medical Center Queens, NY Major Modernization Phase 2, a 110,000 sf, $20,375,000 project to create a modern 24-room outpatient suite, a 10,000 sf expansion to ambulatory surgery facilities; a rehabilitation medical facility with physical therapy, an endoscope suite, a cardiology department; psychiatric intake unit, psychiatric outpatient services and department offices; a traumatic brain injury unit; and support functions. The Jamaica Hospital Medical Center Queens, NY AB Building Chiller Replacement, architectural coordination for installation of replacement chiller to service main hospital building.

Woodhaven Center Ambulatory Care Clinic Woodhaven, NY Renovation of two floors of an existing commercial building to create a 6,600 sf primary care clinic with 7 internal Medicine/Family Practice examination and consultation rooms, 4 Obi/Gyn examination and consultation rooms, and 4 pediatrics examination and consultation rooms. Old Post Office Building Primary Care Clinic Queens, NY Renovation to an old post office building to create a 17,700 sf satellite primary care clinic with 24 examination rooms and eight consultation rooms. Merrick Boulevard Primary Care Clinic Queens, NY A freestanding satellite primary care clinic of 18,000 sf containing 32 examination and consultation rooms for internal Medicine/Family Practice, Ob/Gyn, Pediatrics and Dental Care services. East New York Clinics East New York, NY A two–phased renovation to an existing small industrial building to create a 16,810 sf primary care satellite clinic for international Medicine/Family Practice, Ob/Gyn and Pediatrics. Island Rehabilitation Services, Queens Dialysis Center Queens, NY Renovation to 11,300 sf former commercial/restaurant space to create a 25-station outpatient dialysis unit for Jamaica Hospital. Lenox Hill Dialysis Center Manhattan, NY Renovations to create 24-station outpatient dialysis facilities with office and support areas. 13th Avenue, Brooklyn Dialysis Center Brooklyn, NY Expansion and renovation to add five dialysis stations, a procedure room and an administrative office space to an existing dialysis clinic. Jersey City Medical Center Jersey City, NY Obstetrics Services Renovations, alterations of 7,500 sf to improve existing obstetrics area and create an LDRP based service suite with

Alterations to relocate existing respiratory beds and redesign nurses’ station to accommodate expanded monitoring. Pediatric Inpatients Unit Alterations to consolidate two nurses’ stations into one, and create a new pediatric play area and a new parent waiting area. 115 Christopher Columbus Boulevard Clinic, a Pediatric and Dental Clinic facility containing 8 examination rooms and 4 dental operatories with supporting facilities. 6th Floor Medical/Surgical Unit Renovations to convert existing 24-bed suite containing 3- and 4- bedrooms to modern 30-bed private and semi- private room unit. 17th Floor Medical/Surgical Unit Renovations to convert an existing 24- bed nursing unit containing 3- and 4- bedrooms into a modern 30-bed nursing unit comprising private and semi-private rooms. St. Francis Hospital Roslyn, NY Ambulatory Surgery Department, 8,000 sf of renovations to expand and consolidate ambulatory surgery facilities. Medical Surgical Unit and Administrative Offices Alterations, a two- phase, 12,000 sf renovation project to convert an existing 40-bed psychiatric unit to a standard medical/surgical unit, and create new administrative offices. Connecting Skyway Bridge, an estimated $400,000 project consisting of an enclosed elevated pedestrian bridge to connect the new 40-bed nursing unit in the Assunta Pavilion with the existing heart center. Sisters of Charity Health Care System Staten Island, NY St. Elizabeth Ann Rehabilitation and Health Care Center, a new 240-bed facility with 120 beds intended for AIDS patients, constructed at a cost of $21,925,000. Conversion of M/S LTC beds to ventilator-dependant beds, renovations to several patient rooms to create additional ventilator-dependant LTC bedrooms. New York Congregational Home for the Aged Brooklyn, NY New 200-bed Nursing Home, a $13,200,000 200-bed long-term care facility.

New York City Board of Education/ School Construction Authority New York, NY DeWitt Clinton High School Modernization Renovations, Bronx, NY, a $13,500,000 continuous program of alterations and renovations to an existing school, includes reconfigurations to bring the facility up to code standards, window replacements, roofing and parapet repairs, and other system upgrades. The Jamaica Hospital Medical Center Jamaica, NY East Addition: Pediatrics Emergency and LDR Facilities, an addition of approximately 50,000 sf to contain a 34-bed in-patient pediatric nursing unit, labor/delivery facilities, and an expansion of the psychiatric emergency facilities. 1986–1987 Shimizu America Corporation New York, NY Project Architect providing design coordination, tender evaluation and negotiation, scheduling, quality and cost control during construction, and final approvals for the Essex House Hotel Renovation. Construction Manager for interior renovations, totaling over $7,500,000. Components for which construction supervision was provided included: Employee Cafeteria, budget of $200,000 Hospitality and Executive Suites, 26-guest room, budget of $1,242,000 Ben Kay Restaurant, budget of $1,200,000 Local Law 16 Renovations (fire protection system), budget of $4,190,000 Cooling Tower Replacement, budget of $510,000 Employee Locker Rooms, budget of $240,000. 1977–1997 Samuel J.
