As part of the curriculum of CM-307 Site Development the students met with
professional constructors at the construction site of the Franklin D. Roosevelt Four
Freedoms Park Project from 9:00 AM until 12:00 PM on Saturday, April 9, 2011.
The Franklin D. Roosevelt Four Freedoms Park is a public park designed by the late
Louis I. Kahn, and currently under construction on the south point of Roosevelt
Island in the East River of New York City. Sciame is the Construction Manager for
the project. Fehringer Surveying provides site surveying and establishes
benchmarks and axis lines for the project. Project completion is anticipated in the
spring or summer of 2012.
The students were introduced to the surveyor’s equipment:
- CST Berger AK-10 Automatic Level
- Rod
- Trimble S6 Total Station
The students worked under the supervision of a licensed surveyor to confirm an
elevation at the far end of the site from an established benchmark. The students
learned about front sights and back sights. The students worked in two groups of
four students each and recorded the elevations from the benchmark. The actual

elevation difference was 12.0 feet, the surveying teams surveyed elevation
differences of 11.985 feet and 11.95 feet. The surveying sheets are attached.
Following the surveying exercise, the students were given a demonstration of the
capabilities of a Trimble S6 Total Station to provide layout for a theoretical
foundation to set stake points. The labor saving advantages of Global Positioning
System (GPS) based surveying technology was discussed, as well as the continuing
need to understand and apply sound surveying principles in order to avoid costly
errors in the field.

- Goals of site surveying
- The different means and methods of surveying
- Assessing accuracy and cost for different surveying methods
- Assessing site access
- Developing a site logistics plan
- Developing a site development phasing plan
- Developing accurate scope of work for the sub-contractors
- Coordinating the schedule of work for multiple sub-contractors
- Reviewing cost of leasing equipment: cranes, excavation equipment, etc.
- Working with the A/E team to identify and resolve constructability issues
