Pradhan mantri awas yojana (pmay)
1. What is Pradhan Mantri Awas Yojana?
• Pradhan Mantri Awas Yojana (PMAY) is a mission started with an aim ‘Housing For All’ (HFA) scheme
by NDA Government to be achieved by the year 2022, that is when India will be completing its 75
years of Independence.
• The mission started in 2015 and will be attained in seven years i.e. during 2015-2022.
• By the time the Nation completes 75 years of its independence, Pradhan Mantri Awas Yojana will
bring a ‘Pucca house’ for every family in urban cities with water connection, toilet facilities, 24×7
electricity supply and complete access.
Objectives – Housing for All.
• A comprehensive mission of PMAY Hosing Scheme aims to create:
• Affordable homes with water connection, toilet facilities, 24×7 electricity supply
and complete access.
• 2 crore houses to be built across nation’s length and breadth.
• Targeting the Lower Income Groups (LIG) and Economically Weaker Section of our
society (EWS), basically the urban poor by the 2022.
• 2 million non-slum urban poor households are proposed to be covered under the
Mission.
2. Parts of Pradhan Mantri Awas Yojana.
Based on the areas, this yojana has two parts:
• Pradhan Mantri Awas Yojana Urban (PMAY-U) and
• Pradhan Mantri Awas Yojana Gramin (PMAY-G).
1. Pradhan Mantri Awas Yojana Urban (PMAY-U).
At present, the Pradhan Mantri Awas Yojana Urban (PMAY-U) has around 4,331 such towns and cities under this scheme. It
also include urban development authority, special area development authority, industrial development authority,
development area, notified planning, and every other authority which is responsible for urban planning and regulations.
2. Pradhan Mantri Awas Yojana Gramin (PMAY-G).
The Pradhan Mantri Awas Yojana Gramin (PMAY-G) was formerly called the Indira Awas Yojana and was renamed in March
2016. It is targeted at promoting accessibility and affordability of housing for all of rural India with the exceptions of Delhi and
Chandigarh.
3. Four Verticals of Pradhan Mantri Awas Yojana.
The Mission will be implemented through four verticals giving options to beneficiaries, ULB and State Governments as under:
1. ‘In Situ” slum redevelopment: - Using land as a resource.
- With private participation.
- Extra FSI/TDR/FAR if required to make projects financially viable.
2. Credit Linked Subsidy Scheme: - Interest subvention subsidy for EWS and LIG for new house or incremental housing.
- EWS: Annual Household Income up to Rs.3 lakh and houses sizes up to 30 sq.m.
- LIG: Annual Household Income between Rs. 3-6 lakhs and house sizes up to 60 sq.m.
3. Affordable Housing in Partnership: - With private sector or public sector including Parasternal agencies.
- Central Assistance per EWS houses in affordable housing projects where 35% of constructed houses are for EWS
category.
4. Beneficiary-led Construction: - For individuals of EWS category requiring individual house.
- State to prepare a separate project for such beneficiaries.
- No isolated/splintered beneficiary to be covered.
4. How Pradhan Mantri Awas Yojana (PMAY) will work?
• PMAY Housing Scheme will work by providing central assistance to Urban Local Bodies (ULBs) as well as other employed agencies through
States/UTs for:
• Building onsite Rehabilitation of the existing slum-inhabitants by commencing private participation for using poor land area as a resource.
• By providing Credit Linked Subsidy.
• Initiating Affordable Housing in Partnership.
• Granting Subsidy to the beneficiary for individual house construction/enhancement.
3 Phases of PMAY.
1. PMAY Phase 1: From April 2015 to March 2017, this phase will begin the development of total 100 cities that must be completed during
this phase.
2. PMAY Phase 2: From April 2017 to March 2019, after Phase 1, the development of total number of 200 more cities will be covered.
3. PMAY Phase 3: From April 2019 to March 2022, All the remaining cities of India will complete its PMAY housing development process.
