2. PRADHAN MANTRI AWAS YOJANA (PMAY) HOUSING FOR ALL
India is witnessing rapid urbanization and the need of the hour is to transform our urban landscape to ensure
sufficient supply of affordable housing. This has been done by adopting a visionary approach and qualitative
improvement in the construction sector. In order to strive the collective needs of affordable housing, the Ministry of
Housing and Urban Affairs (MoHUA) launched the Pradhan Mantri Awas Yojana-Urban.
Pradhan Mantri Awas Yojana is a mission started with an aim ‘Housing for All’(HFA) scheme by NDA government
to be achieved by the year 2022,that is when India will be completing it’s 75 years of independence. The mission
started in 2015,25th June and will be attained in seven years during 2015-2022.
The hosing for all(HFA)scheme is envisioned by our Honourable Prime Minister MR. Narendra Modi. Pradhan
Mantri Awas Yojana will bring a ‘pucca house ‘toilet facilities, electricity supply and complete access. As addressed
by our prime minister in the joint section parliament on 9th June 2014.
It has two components: Pradhan Mantri Awas Yojana (Urban) PMAY-U for the urban poor and Pradhan Mantri Awas
Yojana(Gramin) PMAY-G and also PMAY-R for the rural poor.
3. Objective of PMAY scheme
Building and/ or enhancing the houses led by legatees
Promotion of ‘Affordable Housing’ for weaker section through credit linked subsidy
Rehabilitation of existing slum dwellers with private sector participation using land
as resource
Affordable housing in association with private and government funding
2 crore houses to be built across nation’s length and breadth
2 million non-slum urban poor household are proposed to be covered under the
mission
4. Target Group or Beneficiary
Indian women of all religion and castes. Every will be equal eligible no biased
treatment on basis of caste or religion.
People who come from lower income and economically weaker section of the
society.

5. Who are Eligible for this Scheme
Beneficiary max age 70 years.
The beneficiary should not have an own dwelling unit on the name of any family member in any part of
India.
The loan applicant should not have availed any central/state government subsidy or benefit for buying a
home under the PMAY scheme.
Currently, the loan applicant should not own any property under their name and along with any of the family
members (including the dependents).
The home renovation or improvement loans, self-construction loans will be allocated only for EWS and LIG
categories.
Income criteria, annual income as follows
Family residing in any ULB limit / planning / special / development / industrial area
6. 3Phases of PMAY
PMAY Phase 1 - from April 2015 to march 2017, this phase will be beginning the
development of total 100 cities that must be completed this phase.
PMAY Phase 2 - from April 2017 to march 2019,after phase 1,the development of total
number of 200 more cities will be covered.
PMAY Phase 3 - from April 2019 to march 2022,all the remaining cities of India will
complete its PMAY housing development process.
7. States and cities covered
As of 25 April 2016, the government has identified 2,508 cities and towns in 26 states for
beginning construction of houses for urban poor. Construction of 1,86,777 additional
houses for the benefit of urban poor with an investment of ₹11,169 cr with central
assistance of ₹2,797 cr was approved in February 2018, taking the cumulative total
houses approved to 39,25,240 houses including subsumed RAY scheme, of the targeted 1
crore houses by March 2022.

9. Features of PMYA scheme
The Indian government will provide an interest subsidy of 6.5% on housing loans availed
by the beneficiaries for a period of 15 years from the commencement of their loan tenure.
This scheme can well be termed as a Pro-women scheme due to its preference over to the
female applicants in the family.
During the allocation of houses under the scheme of PMAY, the preference in allocating the
ground floors will be given to the senior citizens and to the differently-abled.
All the houses built under PMYA scheme would be carried out through technology and will
have eco-friendly compliance.
10. TARGET AND PROGRESS
• Pradhan Mantri Awas Yojana (PMAY) are an initiative by the Government of India in which
affordable housing will be provided to the urban poor with a target of building 2 crore
affordable houses by 31 March 2022.
12. In Situ Slum Redevelopment
The Mission will be implemented through four verticals giving option to beneficiaries, ULBs and State
Governments. These four verticals are as below.
Slum rehabilitation grant of Rs. 1

built for eligible slum dwellers in all
such projects.
Affordable Housing through Credit Linked
Subsidy
The Credit Linked Subsidy Scheme (CLSS) is a benefit under the
Pradhan Mantri Awas Yojana which focuses on helping the
Middle Income Groups, Economically Weaker Sections, and
Lower-Income Groups in India by bringing down their housing
loan EMIs by over Rs. 2,000 per month by offering an interest
subsidy.
13. Affordable Housing Through Partnership
Under AHP, Central Assistance of Rs. 1.5 Lakh per EWS house is provided by the
Government of India.
An affordable housing project can be a mix of houses for different categories but it will be
eligible for Central Assistance, if at least 35% of the houses in the project are for EWS
category.
Subsidy for Beneficiary-led individual house construction
This is assistance to individual eligible families belonging to EWS categories to either
construct new houses or enhance existing houses on their own to cover the beneficiaries
who are not able to take advantage of any other component of the mission.
Such families may avail of central assistance of Rs. 1.5 lakh. A minimum addition of 9.0
sq.mt of carpet area to the existing house will be required to be eligible for Central
assistance under the ‘Beneficiary Led Construction’ component of the housing mission.
