2. ``Ad valorem rate’’ means rate based upon the value of the goods.
`` Specific rate’’ means rate based on unit, quantity, measurement etc.
Example Ad valorem rate:
Given:
Value of goods: $20,000
Ad valorem rate: 5%
$20,000 x 5% = $1,000
Example Specific rate:
Given:
10,000 sacks of rice
$40/ sack
10,000 sacks x $40/ sack = $400,000
3. ``Anchorage’’ means a place with sufficient depth of where vessels
anchor or may ride at anchor within the harbor.
4. ``Approaches’’ means the water area at the port entrance via which
vessels navigate to take for the sheltered or protected water areas in
the port.
6. ``Arrastre’’ a person/entity who/which performs portside cargo
handling operations, e.g. receiving, handling, custody, security and
delivery of cargo passing over piers, quays or wharves, transit shed/
warehouses and open storage within the jurisdictional area of
responsibility of the authorizes contractor operator.
7. ``Average Draft ofVessel’’ derived by adding the drafts upon arrival
and upon departure of all vessels and dividing them by 2.
``Draft’’ means the depth/level of the vessel below the water line,
measured vertically from this water line to the lowest part of the
hull.
8. ``Authority’’ means the Philippine Ports Authority created by P.D 505
dated July 11, 1974, as amended by substitution by P.D 857 dated
December 23, 1975.
``Bad Order Container’’ means container that is physically damage
which may allow exposure of cargoes to adverse conditions, natural
elements and pilferages.
``Beam ofVessel’’ the width of a vessel at the widest point, or a point
alongside the ship at the midpoint of its length.
9. ``Berthing’’ means the maneuvering of a vessel from the anchorage or
pilot station to a berth, including the action to make fast the vessel
alongside.
10. ``Bill of Lading’’ means the written contract of carriage of goods
whereby the common carrier for a consideration agrees to deliver on
behalf of the consignor of goods to the consignee at a specified
time.
11. ``Bollard’’ means a strong post on a ship or dock for holding a hawser
fast.
16. ``Bulk Cargo’’ cargo that is unpacked or undivided into parts and
handled in mass. It may come in any of the following forms: solid,
pulverized, liquid, semi-liquid or gas.
