Employment
Overview
I have forty years’ experience working in the Construction sector including Major PFI Projects together with
traditional Civil Engineering and Design and Build schemes, from pre-qualification through tender, delivery
and final close out. My early experience involved major Building projects and I became a Chartered Civil
Engineer in 1983, and have been responsible for the total delivery of major schemes since 1995.
I have operated in the capacity of Director for a number of companies for over 16 years, and have been
responsiblefor thedevelopment and implementation of corporate strategies and procedures;the settingand
successful delivery of targets; and the establishment of businesses, organisations and integrated teams of
highly experienced and international professionals. I have experience of dispute resolution in terms of
mediation, adjudication, arbitration and litigation.
I was appointed to the Board of Directors of John Mowlem Northern Civil Engineering (2000) and in 2002
assumed responsibility for Highways and Major Projects: Mowlem Infrastructure (UK Wide). Following the
saleof John Mowlem plc to Carillion in 2006,I took up the post of ManagingDirector for Bilfinger Berger UK
Ltd, a wholly owned subsidiary of Bilfinger Berger AG. In 2011 I joined Balfour Beatty Civil Engineering as
Director of Air, Water and Rail Projects and at the end of 2014 I was invited to take up the role of Project
Director on the £600m Mersey Gateway Project.
Experience 2014 to Date
Project Director: Mersey Gateway
To directand represent the Design and Construction of the Project, which is being executed as a PFI, leading
a joint venture formed by three international contractors. The scheme is a 2.5km tolled road bridge across
the River Mersey comprising a three pylon cable stayed bridge across the river (1 km) and 1.5 km elevated
approach viaducts over the salt marshes together with 7 km of associated roadworks.
2011 to 2014
Sector Director: Balfour Beatty Major Civil Engineering: Rail, Air, Water & Urban Regeneration.
The role involved Director representation of a number of major Civil Engineering projects predominantly in
the rail market,includingBlackfriars Station/Bridgeupgrade(£540m) and two projects fromthe Crossrail suite
of contracts including International Joint Ventures for SCL tunnelling (£350m) and station building (£120m),
together with significantinputinto newwork winningand,the overall functionality of a major civil engineering
business.I represented one of the Design and Build consortia (Balfour Beatty/Bouygues TP/Egis) atBoard level
in its’ bid for the Mersey Gateway Project and represented the CJV on the SPV Steering Group.
2006 to 2011
Managing Director: Bilfinger Berger UK Ltd.
Charged with establishing a fully functioning Civil Engineering business within the UK and Ireland, I had
responsibility for initiatingand implementingmanagement systems to the relevant ISO accredited Standards,
2. together with all aspects of the industry necessary to tender, win, execute and final accountcivil engineering
projects in theUK. After establishingtheUK Civil businessin 2004,Bilfinger Berger successfully tendered DBFO
1 in Belfast (completed 2009) where I was the CJV Board Member, as well as the Edinburgh Tram Network
(£230m civils),together with systems partner Siemens. Delivery of this exactingprojectwas challenging,with
much experience of contractual disputes being gained. I was also responsible for the successful tender and
subsequent execution of the M80 Stepps to Haggs DBFO contract (£280m awarded January 2009) with
Bilfinger’s Investment arm, BBPI. Bilfinger Berger UK Ltd. was a 50% shareholder in the CJV and the Lead
Company. I further represented Bilfinger on our DBFO-2 bid in Northern Ireland.
2000 to 2006
Regional/Operations Director:- Mowlem plc
Responsiblefor Major Contracts in theUK includingthewhole spectrum of the construction process,fromfull
market research, winning work, design, construction, final account and aftercare. As Strategic Account
Director within Mowlem for the Highways Agency I represented the Group in the HA’s Major Projects
Community and the Speeding up Delivery suite of conferences. As a result I am fully conversant with the
Highways Agency, Local Government, Transport Scotland and Welsh Assembly procurement procedures in
respect of Design and Construct, Framework and Early Contractor Involvement forms of contractor
engagement. Duringthis timeI developed a focused (bestin class) submissions departmentfor Major Projects
across Mowlem.My early career included design and construction experienceatNuclear New Build Heysham
II, offshore oil platform construction, papermills, water and sewage treatment facilities, gas and coal fired
power stations, office buildings, library/museum, warehouses and housing estates.
Current
Activities
Havingsat on the Boards of Directors of major contractors and established a viableUK business for Bilfinger
Berger as a Statutory Director, I returned to my first love, the challenge of running a major construction
project. I am now preparing for the next phaseof my career and am seeking opportunities to put the wealth
of knowledge, expertise and experience I have gained to good use.
