Profile David has over 22 year’s experience in rail across the UK, working
across a variety of complex and challenging infrastructure projects
both as a consultant and contractor in various senior capacities.
Throughout his career David has been responsible for the successful
development of a number of high profile and challenging projects,
taking many of these projects from initial concept through to
completion of construction. He has extensive experience in working in
a multi-disciplinary environment and is experienced in leading design
teams, many of which have included specialist sub-consultants. David
is committed to achieving great business performance,
safely, whilst always striving to surpass client and
business expectations. In David’s current role of Divisional
Director for Jacobs he has senior responsibility for the financial and
technical performance of the Scottish Rail business unit including
review/agreement of bespoke contracts and NEC formats and
responsibility for achieving corporate approvals in line with governance
requirements of a multi-national corporation. This includes assessment
and management of critical risks and achievement of client and
business sustainability objectives. More recently David has been
actively involved in the pursuit and commercial agreement for various
infrastructure works as part of the Sellafield Nuclear Plant
Infrastructure Alliance.
David has a successful track record of business growth in terms of
turnover and margin having achieved turnover growth of 100% over
the last 3 years aligned with a 15% in Net Margin in the same period
and permanent headcount growth of 100% whilst maintaining one of
the highest levels of staff retention in the sector.
David is very active on a voluntary front and dedicates a lot of time
away from work to the development of young athletes in both basketball
and football.

Rail Director (Scotland)
2009 –2015
David is directly responsible for the management, performance and
recruitment of a 50+ team of Engineers, Project Managers and Commercial
Managers based at the Jacobs headquarters in Glasgow. Focusing on the
Rail Market David is responsible for the successful pursuit of strategic
contracts, execution of works in a safe manner to achieve complete client
satisfaction and to realise/exceed the business objectives at all time. During
his period in this role David has led a significant shift in the strategic direction
of the Rail business helping achieve significant growth in the business whilst
continually surpassing business and client performance indicators. Over the
last 36 months David has led the Jacobs business on the £750m Edinburgh
to Glasgow Improvements Programme (EGIP) initially working closely with
Head of Rail at Transport Scotland to carry out a strategic validation review
of the project. Since this time Jacobs has become an integral part of the
Alliance vehicle currently undertaking the complete delivery of the EGIP
works. Parallel to this he led an international team of structural engineers
undertaking in excess of 500 structure assessments on behalf of Network
Rail, these were all completed within a condensed 16 month period to ensure
Network Rail compliance with an ORR requirement. David has spent the last
15 months playing a pivotal role in the mobilisation of the EGIP alliance
responsible for the total project delivery, leading the selection and
appointment of the Jacobs Project Director and Senior Delivery team and
leading the contractual negotiations and agreements for the initial/ Alliance
form contracts in the UK Rail arena. David has also achieved the successful
off-shoring of EGIP works required to achieve demanding programme whilst
offering best value for the alliance and its clients.
Presently David is working to secure significant works from the Sellafield
Infrastructure Alliance and is leading all commercial discussions with the
Alliance partners on behalf of the business.
3. Jacobs Engineering
Senior Project Manager
2007 –2009
David was responsible for the commercial and technical delivery of multiple
contracts and frameworks across the UK for Network Rail, Transport
Scotland and the DfT. On numerous occasions David acted on behalf of the
client after providing Project Management of the design works and was often
responsible for contractor selection and management of construction,
commissioning and handback. These works included 25+ Access for All
schemes funded by Department for transport and Transport Scotland
involving the design and installation of multiple footbridges, ramps and
passenger lifts across the UK, various network rail enhancement and
renewals studies including Glasgow South Suburban Renewals, various
station enhancement schemes including Gourock Station, and numerous
structure inspections and repairs across Network Rail. David also spent a
period working on the Manchester Metrolink Scheme on behalf of the project
director to implement streamlined design processes with the various partners
and achieve design agreement with the client, MPT.
Amec Spie (now Colas Rail)
Engineering & Projects Manager
2002 –2007
David was responsible for the pursuit and delivery of various major works on
behalf of Amec Spie in Scotland, these included the redevelopment works at
Waverley Station, the installation of Hot Axle Box Detectors on the West
Coast Main Line and the installation of 450km of fibre optic cable and
associated cable route upgrades as part of the Network Rail FTN
programme. David also spent a considerable period working with the
business in Paris developing pursuit strategies for Light Rail schemes in the
UK & Europe
Parsons Brinckerhoff
Head of Telecoms (North)
2000 – 2002
During his time at PB David was predominantly working on the West Coast
Main Line programme as part of the Major Works group. This team was
tasked with the closure of key sections of the route and undertaking
significant infrastructure works in a condensed closure period. David was
responsible for managing the successful temporary and permanent works
associated with all non-signalling systems.

David joined Thales as part of the Thales acquisition of Racal- BRT. Over
the years David developed his skills firstly as a telecom design engineer
working on various minor and major schemes including operational renewals
and retail investment. David moved through the ranks culminating in him

accounts in the UK

David holds an Honours Degree in Electrical & Electronic Engineering
David is also a full member of the Institute of Engineering and Technology
