An experienced senior manager, who is used to managing in a variety of roles across Civil,
Rail and Nuclear design and construction sector, both in the UK and overseas.
A Chartered Civil Engineer with a proactive attitude and proven project success utilising
project management techniques and methodologies in highly regulated and media sensitive
areas. Possessing excellent communications skills and able to work effectively at all levels
to achieve goals, with extensive experience of the project and construction management
environment gained from a wide variety of project areas including; Nuclear QC1 new build
and design management, heavy Civils, rail infrastructure and permanent way, petrochemical,
industrial, capital equipment source and procurement, steel structures, land and marine piling,
M&E, and medium high rise building, in various roles for contractor, consultant and client.
He is a manager with an international dimension, used to leading and working within multi-
disciplined teams and projects for clients, consultants and contractors with professional,
expatriate and local personnel in the United Kingdom, Australia, Malaysia, UAE, Pakistan,
South Africa, Holland and Saudi Arabia.
He is familiar and experienced in working with most forms of contract and methods of
procurement and is trained in programme/project/construction management as well as
motivational techniques, risk management and analysis, track safe and competent and a QC1
practitioner.
CAREER/EXPERIENCE HISTORY
2003 to date Project Director, Jacobs Engineering, Reading, - UK.
2006 to date PM and Senior Construction Manager at AWE, UK
Most recently a client PM for 1st stage of a new facility being built to nuclear construction
standards. Prior to this I managed the finalisation of a high value design project, to provide
the civil, building and building services detailed and outline designs for this secure,
seismically qualified nuclear structure located within a regulated nuclear licensed site. The
design was detailed and specified to the highest standard of QA/QC, namely QC1. This has
involved managing a large multi disciplined nuclear external design consultant to provide a
build to print design. The design, which was subject to independent and Regulatory review,
provided substantiation to support the project’s Nuclear Safety Case, to assist this, I
introduced innovative 3D CAD rebar design for the densely reinforced structures, a first within
the parent business.
To reach this point, the design process required extensive stakeholder engagement and
integration with other internal parties and disciplines such as the Engineering Design
Authority, Local Planning Authority, Nuclear Safety (Assurance), Construction and Process
Plant and Equipment disciplines. I managed these interfaces to provide a successful and
accepted civil build design. In parallel with final stages of design I also led a team to compile
and prepare NEC3 ITT documentation for the first package of shell and core construction
(Value ~ £45m). Following the tender return and evaluation process, I have been delegated
as the Clients Construction Project Manager for this initial build package.
Other projects I have previously managed at AWE include design and procurement of a 12
cell IVA machine from in the US, Hydrodynamic Shock Physics gas gun feasibility
development/procurement and constructability on the Orion project and minor IT upgrade
projects. I am experienced in the statutory requirements and safe systems required for
working within a nuclear licensed site. I also have a good understanding of the MoD’s
requirements capture, concept, feasibility, cost and risk modelling procedures pertaining to
project investment.
June 2003 to Dec 2005; PM Network Rail. Several design projects; to increase line traffic
capacity, involving P-Way remodelling and realignment, signalling alterations and gauge
clearance designs for the Felixstowe to Nuneaton (F2N) Route Clearance, a programme to
accept 9’6” container traffic. As client’s PM, I successfully managed a £16m project requiring
an 8 week total blockade in Anglia Region involving 24 x 7 working with slab track, signals
and switch renewal through Ipswich tunnel and station. The project was situated in a
residential area with SSSI environmental constraints.
2002-2003; Senior Project Manager, Freelance, Perth, Australia.
Managing client side, the final stages of scoping, design co-ordination and tender document
preparation for a construction management procurement of a new regional head quarters for
news media and production for the Australian Broadcasting Corporation. As “tilt up”
construction began I managed the activities of the Construction Manager as clients Contract
Administrator under a bespoke form of construction management contract.
2001-2002; Director of Operations, URS O’Brein Kreitzberg - UK.
Appointed to manage PM within the UK (this involved ~40staff). Directly involved as SPM for
the feasibility, funding, design and tender process of an under floor wheel lathe project for a
LUL Infraco to provide a facility within an operational depot to re-profile wheel sets on the car,
negating the current practice of removal from the bogie. I was instrumental in generating the
business case, sourcing and selecting the bespoke equipment and managing the design to
tender document stage.
I was also responsible for other operational projects and PM business development within the
UK, focussing on partnering arrangements in bidding for rail transportation projects.
2000-2001; Railtrack plc, Project Delivery, Southern, SPM
A freelance position, managing infrastructure regeneration projects throughout the zone,
totalling £56m in value. These involved upgrade and maintenance of existing buildings and
structures. I was designated the planning supervisor in accordance with CDM regulations.
1997-2000; Govt of New South Wales, Australia,
Regional Roads Manager and Project Director
Responsible for the care, planned maintenance and control of alpine public roads and
infrastructure within Kosciuszko National Park, this is home to Australia’s ski industry and the
Snowy Mountains Hydroelectric scheme. The post provided many organisational as well as
climatic challenges within a World Biosphere Reserve subject to strict environmental
legislation controlling any activity. My main role was to initiate and implement the change
from direct and day labour methods of working, to term, schedule of rates and lump sum
contracts. My most significant achievement was to be appointed to project direct a project to
reconstruct a large landslide site above and within the ski resort of Thredbo, NSW. This
project was high profile as the landslide devastated the operation of the resort in mid season
and inflicted a number of fatalities. As an alpine area, the geology was very complex and the
prime focus of the subsequent Coroners enquiry. Consequently there was a significant need
to adequately explore and assess design options and the realistic, economic possibilities of
risk reduction. Initiated and managed an extensive quantitative risk assessment by eminent
geo-technical consultants, which resulted in a series of remediation projects.
This work formed the basis for a State government approach for alpine risk reduction
strategies and the submission for treasury funding, the negotiation of which I played a key
role. The series of projects were spread over 92km. The projects were a mix of D&C bridge
replacement, schedule of quantities and lump sum, fixed price. As always I took a very
hands-on approach to ensure a high continuing standard of project delivery. This ultimately
provided a very satisfactory outcome to the government, local community, business and NSW
winter tourism.

My first post client side; A fire certification project (following the Kings Cross fire
disaster) for major London terminus stations. Co-ordinating design and contractor
management within an operational railway environment. I also managed a number of
small bridge replacements and permanent way realignment projects.

High spec, hi-rise complex and aircraft composites manufacturing facilities.
