4. BP WREP Pipeline Project
The Western Route Export Pipeline (WREP) is an existing 530mm diameter crude oil pipeline that
transports crude oil from Sangachal, Azerbaijan to SUPSA Terminal, Georgia. The crude oil is exported via
a 914mm diameter pipeline from SUPSA Terminal to a CALM Buoy offshore SUPSA in the Black Sea, and
finally onto offshore VLCCs. Georgia is a mountainous region with varying elevations to contend with.
The WREP Sectional Replacement Project (SRP) is replacing sections of the pipeline to reduce the risk of
geohazards and high-risk river crossings. This project will replace one river crossing in Azerbaijan, and two
river crossings and three land sections of pipeline in Georgia.
BP has contracted Baker Hughes International (BHI) as the lead contractor to engineer and perform the de-
waxing, de-oiling and cleaning activities associated with replacement of the pipeline sections. The de-
waxing and inline cleaning of the existing WREP sections is performed to enable cut-out of the existing
sections and tie-in of the newly constructed sections. Double-block Isolation is achieved using a
combination of main line valves and line stops. Prior to cut-out, BHI shall drain the oil from between the
isolation line-stops. Following sequential tie-in, the replaced sections will be filled with product and the
pipeline re-started.
Third party contractors are to be engaged to work under the control of BHI, while under the authority and
accountability of BP. These contractors are involved in the hot tapping / line stops and tie-in, directly
assisting with the scope of work. Lifting management is also required on a third party contracting basis.
Implementation of the WREP Sectional Replacement Project will be completed during the summer months
of 2018 and 2019.
