This document discusses placeholders and guidance for the transparency framework for reporting on climate actions and progress towards nationally determined contributions (NDCs) under the Paris Agreement. It outlines 12 placeholders for elements of the transparency framework, including guidance for accounting for NDCs, reporting of mitigation policies and measures, and tracking progress towards NDCs. It raises questions about how the transparency framework will account for different types of NDCs and how progress will be technically reviewed under the framework.
