Today, I had the opportunity to review Professor Sylvester Monye's latest book, "The Concession of Asaba International Airport: Balancing Politics and Policy Execution.” The review was attended by former President Goodluck Ebele Jonathan, GGFR, Governor Sheriff F. Oborevwori of Delta State, former Senate President, H.E Dr Abubakar Bukola Saraki CON, former SGF Boss Mustapha, CFR, and former President Chief Olusegun Obasanjo, GCFR, who chaired the event.
The book offers a master class in policy management in a complex political environment and sheds light on the challenges and intricacies involved in such a monumental project. It was a privilege to gain insight into the experiences and perspectives shared in the book, and I believe it offers valuable lessons for future policymakers and governments undertaking similar endeavours.
Congratulations to Professor Monye on this insightful and thought-provoking work.

The research looked into operations and performance of Eldoret International Airport as a public
utility. Based on the study, this paper seeks to evaluate performance by establishing whether cargo tonnage of
industrial and commercial nature have been increasing or decreasing ever since the inception of the Airport.
The research adopted a case study design with the population of interest being centred within the Airport.
However efforts were made to seek information from relevant Ministry officials and stakeholders in Eldoret
town. The data needed was obtained through face-to-face interviews with various Airport officials. A
questionnaire was also prepared and used to gauge the peoples' attitudes and general feelings on the presence
and eventual use of the facility in the region. Tables, graphs and charts were used in the analysis of the data.
The data analysis revealed that since the beginning of operations aircrafts have been increasing in the Airport.
However, both cargo and passengers in terms of tonnage and numbers have been respectively decreasing. The
reducing trend was noticed from 2003 when the government surprisingly slapped a ban on cargo and other
flights from using the Airport. Two types of recommendations are given. It is instructive to learn that people
around Eldoret do not have an affinity for aircraft flights. This is unlike those around Kisumu who have a
higher preference for flights. As such, the entrepreneurial spirit of the people around the catchment area of the
Airport is still low.

Timely delivery of construction projects is a very vital issue that cannot be
overlooked if the goals of the projects are to be achieved and for the projects to be
completed to client’s requirements at reasonable cost. This study investigates the
relationship between time overrun and project delivery in projects procured in
compliance with Public Procurement Act, (PPA) 2007 among Public Tertiary
Institutions (PTIs) in Southwest, Nigeria. The objectives of the study are to determine
the level of compliance with PPA, 2007 among PTIs in Southwest Nigeria, the extent
of time overrun in projects they procured and the relationship between time overrun
and compliance with PPA, 2007. Structured questionnaires were used to collect data
from Procurement Officers representing the 44 PTIs in southwest, Nigeria. Data
collected were analysed using descriptive statistics for the level of compliance with
the act and the extent of time overrun. Pearson product moment correlation was used
to express the relationship between the level of compliance with the Act and project
time overrun. The study concluded that the level of compliance with the Act is low and
that there were time overruns in projects procured by PTIs, but that the level of
compliance with the Act does not contribute to delay among the Institutions. The study
recommended additional efforts by the regulatory authorities monitoring and over
sighting the implementation and compliance with the Act so as to ensure the
achievement of the goal of the procurement Act as well as successful project delivery
in the Institutions

In the first module I choose to discuss the airline industry. This has been something that I am passionate about as well as have studied for the last 5 years. Using firsthand experience, management guidance and research on the web, I will continue this paper for the external environmental scan. As a potential future leader of the company, it is important to evaluate many factors of business to remain successful. Economic, geographical, technological, social, and political trends are all a concern when a leader of a successful business. This will be imperative to profiting from an industry that already has very low profit margins. Let’s get started.
First we are going to look at the current economic trends of the airlines as a whole. Reading the last document, we have established that the airlines are the first to show recession and the last the recover. Since the tragic day of September 11th the economic factors of the airlines has decided. Since then the aviation market has returned to a profitable business. There has been a 20% increase in domestic flight traffic since 2010. With over 87,000 flights a day air travel is the way to go. Although less than half of those fights are commercial, that equates to 1.73 million passengers a day. The economic trends have continued to claim and over the next 5 years aviation is projected an additional 27% increase. (Notis, 2015)
Political factors affect every profession. In the airlines it has been a problem. The biggest political issue that is facing the airlines today is Federal Aviation Regulation. In 2009 Colgan Air 3407 crashed killing all 50 people on board. The National Transportation Safety Board released a statement stated that it was pilot error due to inexperience. The FAA then changed pilot regulation from pilots needing 495 Hours of total flight time to 1500 hours to get in entry level position in the airlines. This has created a problem because 4 year graduating pilots only have about 300 hours. Every position requires more hours which makes it difficult for young pilots to join the airlines. With an increase in air travel and decrease in pilots due t regulation it has created a pilot shortage. Since September 11th there as been a further decrease in pilots as they were furloughed and found other positions. With changing politics and pilots from dessert storm ready to retire, political trends have created a major shortage over the next 5 years.
Currently regulation and political factors drive part of the societal trends. Do to the recession and change in regulation. There have been political changes. Due to low profit margins the attacks on the twin towers put commercial aviation into a tailspin. Not only has that but more recently, the Malaysia Airlines effected how people see air travel. The events of September 11, 2001, were certainly most tragic, and as a result future, concerns regarding the security of airports, and the aviation system in general have been addressed in a much more proactive manner. Prioritizing airport security has resulted in rapid developments in security technology and significantly increased security funding, and has led to addressing issues long considered a concern by many members of the traveling public. Protecting against unknown future threats is an imperfect science, and as such, the future of airport security will always be an unknown entity. The development of infrastructure has long been recognized as critical to economic growth and
development as it facilitates economies of scale, reduces costs of trade, and is thus central to specialization
and the efficient production and consumption of goods and services. This informed efforts at provision of
infrastructure at both national and sub national levels. However, there are evidences to show that
infrastructure provisioning is often characterized by numerous obstacles. It is against this backdrop that
this paper examined these constraints within the context of Gombe Metropolis in North Eastern Nigeria
using both primary and secondary sources. The result showed that weak political will, corruption,
financial, institutional, and topographical constraints constitute some of the major challenges faced in
developing a viable infrastructure in Gombe. Nevertheless, the paper went further to demonstrate that
depoliticization of infrastructure projects, Alternative sources of infrastructure financing, government
diversification policy, new infrastructure policy and reforms constitute the prospect for developing a robust
infrastructure for sustainable economic development in Gombe and by implication, North Eastern Nigeria.
TECHNOLOGY-BASED FDI, MANUFACTURING OUTPUT AND ECONOMIC GROWTH: A COMPARATIVE...IAEME Publication
The inflow of technology-based FDI into a country helps to develop the manufacturing
sector which brings about an increase in aggregate output which boosts economic growth. It
is against this backdrop that this study examined the link between technology-based FDI,
manufacturing output and economic growth in Nigeria and Malaysia, using the Vector
Autoregression (VAR) model, pointing out the lessons Nigeria can learn from the Malaysian
economy. The secondary data used in this study was obtained from the World Bank and the
United Nations Conference on Trade and Development (UNCTAD) spanning between 1980
and 2017. The result from this study showed that Malaysia’s FDI inflows are directed towards
the manufacturing sector than the Nigerian economy, and this explains why the Malaysian
manufacturing sector is more developed than that of Nigeria. Therefore, the study
recommended that Nigeria should direct FDI to the manufacturing sector, as this will boost
the growth rate of the economy

I had the honour of presenting my reflections on the autobiography of Professor Isaac Folorunso Adewole, titled "Uncommon Grace." As someone deeply invested in documentation and history, I found Professor Adewole's decision to narrate his journey from humble beginnings to occupying one of the highest offices in the land both inspiring and invaluable.
In this eloquently written memoir, Professor Adewole provides a comprehensive account of his life, from his ancestral roots to his time as Minister of Health in Nigeria. The unique aspect of this autobiography is that he portrayed himself authentically without taking the help of third-party narratives, which is often seen in accounts of high-ranking officials.
His upbringing was greatly influenced by his father's commitment to education. He became a prominent figure in advocating for the rights of the underprivileged through trade unionism. His story is one of unwavering determination, resilience, and faith. His experiences, including both successes and struggles, provide priceless lessons on leadership, perseverance, and the alignment of personal values with public service.
While reading "Uncommon Grace," I was struck by the deep leadership lessons that are embedded within its chapters. Professor Adewole stresses the importance of inclusivity, servant leadership, and planning, which are all highly relevant in today's complex world. His commitment to accountability, as well as his primary responsibility as a researcher, serves as a guiding light for aspiring leaders across various disciplines.
During his tenure as the Vice Chancellor of the University of Ibadan, he led with visionary leadership and transformative impact. His accomplishments have been meticulously documented in the book, which can serve as a blueprint for rejuvenating institutions and promoting academic excellence.
In the latter part of his autobiography, Professor Adewole shares his experiences as a Minister, detailing the challenges he faced while serving the public with integrity and courage. His reflections on the complexities of public service, coupled with his commitment to the well-being of the nation, offer practical insights for policymakers and citizens alike.
I have carefully read "Uncommon Grace" and it is more than just a memoir. It is a timeless book that is hard to put down once you start reading. While intellectuals may continue to debate whether uncommon grace was made possible by uncommon preparation or the other way around, I applaud Professor Adewole for sharing his ideas, knowledge, and experience with the public. I highly recommend this book to everyone.

Yesterday in Lagos, I had the honour of delivering a lecture titled “If this Giant Must Walk; Manifesto for a New Nigeria“ at the Inaugural Memorial Lecture of Prince Emeka Obasi, founder and publisher of Business Hallmark and the inspirational figure behind the Public Policy Research and Analysis Centre - promoters of the revered Zik Leadership and Governance Awards.
My lecture focused on the challenges of nation-building in Nigeria and how we can approach them in a way that promotes progress and unity. I discussed the many sources of concern about our country’s future prospects, including violent conflicts, revisionist contestations of the Amalgamation Act of 1914, discontent with the Nigerian economy, and dysfunctions in the federal system.
Central to my lecture was the call to address these challenges by crafting a new manifesto for Nigeria. This manifesto, I proposed, should champion integrity, compassion, character, competence, and commitment to national unity and progress within a framework of democratic governance and cultural diversity. I firmly believe that by doing so, we can guide Nigeria to stride forward with pride and purpose.
I want to thank the Board and Management of the Public Policy Forum for their kind invitation to speak at this important event and for their commitment to promoting public policy research and analysis in Nigeria. My gratitude also to the late Prince Emeka Obasi, a true inspiration and a builder of bridges across divides, for his contributions to the country. My thoughts are with his family and loved ones.

CHALLENGES AND PROSPECTS OF INFRASTRUCTURE DEVELOPMENT IN GOMBE METROPOLIS, N...John1Lorcan
The development of infrastructure has long been recognized as critical to economic growth and
development as it facilitates economies of scale, reduces costs of trade, and is thus central to specialization
and the efficient production and consumption of goods and services. This informed efforts at provision of
infrastructure at both national and sub national levels. However, there are evidences to show that
infrastructure provisioning is often characterized by numerous obstacles. It is against this backdrop that
this paper examined these constraints within the context of Gombe Metropolis in North Eastern Nigeria
using both primary and secondary sources. The result showed that weak political will, corruption,
financial, institutional, and topographical constraints constitute some of the major challenges faced in
developing a viable infrastructure in Gombe. Nevertheless, the paper went further to demonstrate that
depoliticization of infrastructure projects, Alternative sources of infrastructure financing, government
diversification policy, new infrastructure policy and reforms constitute the prospect for developing a robust
infrastructure for sustainable economic development in Gombe and by implication, North Eastern Nigeria.
TECHNOLOGY-BASED FDI, MANUFACTURING OUTPUT AND ECONOMIC GROWTH: A COMPARATIVE...IAEME Publication
The inflow of technology-based FDI into a country helps to develop the manufacturing
sector which brings about an increase in aggregate output which boosts economic growth. It
is against this backdrop that this study examined the link between technology-based FDI,
manufacturing output and economic growth in Nigeria and Malaysia, using the Vector
Autoregression (VAR) model, pointing out the lessons Nigeria can learn from the Malaysian
economy. The secondary data used in this study was obtained from the World Bank and the
United Nations Conference on Trade and Development (UNCTAD) spanning between 1980
and 2017. The result from this study showed that Malaysia’s FDI inflows are directed towards
the manufacturing sector than the Nigerian economy, and this explains why the Malaysian
manufacturing sector is more developed than that of Nigeria. Therefore, the study
recommended that Nigeria should direct FDI to the manufacturing sector, as this will boost
the growth rate of the economy

Uncommon Grace The Autobiography of Isaac FolorunsoKayode Fayemi
I had the honour of presenting my reflections on the autobiography of Professor Isaac Folorunso Adewole, titled "Uncommon Grace." As someone deeply invested in documentation and history, I found Professor Adewole's decision to narrate his journey from humble beginnings to occupying one of the highest offices in the land both inspiring and invaluable.
In this eloquently written memoir, Professor Adewole provides a comprehensive account of his life, from his ancestral roots to his time as Minister of Health in Nigeria. The unique aspect of this autobiography is that he portrayed himself authentically without taking the help of third-party narratives, which is often seen in accounts of high-ranking officials.
His upbringing was greatly influenced by his father's commitment to education. He became a prominent figure in advocating for the rights of the underprivileged through trade unionism. His story is one of unwavering determination, resilience, and faith. His experiences, including both successes and struggles, provide priceless lessons on leadership, perseverance, and the alignment of personal values with public service.
While reading "Uncommon Grace," I was struck by the deep leadership lessons that are embedded within its chapters. Professor Adewole stresses the importance of inclusivity, servant leadership, and planning, which are all highly relevant in today's complex world. His commitment to accountability, as well as his primary responsibility as a researcher, serves as a guiding light for aspiring leaders across various disciplines.
During his tenure as the Vice Chancellor of the University of Ibadan, he led with visionary leadership and transformative impact. His accomplishments have been meticulously documented in the book, which can serve as a blueprint for rejuvenating institutions and promoting academic excellence.
In the latter part of his autobiography, Professor Adewole shares his experiences as a Minister, detailing the challenges he faced while serving the public with integrity and courage. His reflections on the complexities of public service, coupled with his commitment to the well-being of the nation, offer practical insights for policymakers and citizens alike.
I have carefully read "Uncommon Grace" and it is more than just a memoir. It is a timeless book that is hard to put down once you start reading. While intellectuals may continue to debate whether uncommon grace was made possible by uncommon preparation or the other way around, I applaud Professor Adewole for sharing his ideas, knowledge, and experience with the public. I highly recommend this book to everyone.

Yesterday in Lagos, I had the honour of delivering a lecture titled “If this Giant Must Walk; Manifesto for a New Nigeria“ at the Inaugural Memorial Lecture of Prince Emeka Obasi, founder and publisher of Business Hallmark and the inspirational figure behind the Public Policy Research and Analysis Centre - promoters of the revered Zik Leadership and Governance Awards.
My lecture focused on the challenges of nation-building in Nigeria and how we can approach them in a way that promotes progress and unity. I discussed the many sources of concern about our country’s future prospects, including violent conflicts, revisionist contestations of the Amalgamation Act of 1914, discontent with the Nigerian economy, and dysfunctions in the federal system.
Central to my lecture was the call to address these challenges by crafting a new manifesto for Nigeria. This manifesto, I proposed, should champion integrity, compassion, character, competence, and commitment to national unity and progress within a framework of democratic governance and cultural diversity. I firmly believe that by doing so, we can guide Nigeria to stride forward with pride and purpose.
I want to thank the Board and Management of the Public Policy Forum for their kind invitation to speak at this important event and for their commitment to promoting public policy research and analysis in Nigeria. My gratitude also to the late Prince Emeka Obasi, a true inspiration and a builder of bridges across divides, for his contributions to the country. My thoughts are with his family and loved ones.

I had the honour of delivering the Keynote Address at the 34th Annual Conference of the Nigerian Political Science Association (NPSA) in Lokoja. The conference theme, "Governance and Nation-Building in Nigeria: Some Reflections on Options for Policy," is relevant and timely.
The challenges of nation-building are manifesting worldwide, including our continent and country. Violent conflicts and subterranean discord and discontent are prevalent, and the revival of irredentist ethno-regional and religious identities further complicates the situation. I believe that the conference was a great opportunity to discuss these challenges and reflect on practical policy options.
I salute the President of the NPSA, Professor Hassan Saliu, for his leadership and the Executive Committee's effort to mobilize the membership despite a paucity of resources and the prevailing tough economic times. I am optimistic that the NPSA will continue to thrive, and I urge all of us to work towards the continued stability and unity of our country.

I had the honour of delivering a keynote lecture titled "Sustainable Leadership Strategies for a Troubled Nation: Reflections of a Scholar-Politician" at the Induction Ceremony for postgraduate students in the Public Governance and Leadership Programme at the Abuja Leadership Centre, University of Abuja.
In my presentation, I focused on demystifying leadership in the African governance context and highlighted the role of leadership in promoting a just and sustainable peace. While acknowledging significant investments in leadership development in Africa, I emphasised the limitations of focusing solely on individual leaders without a robust institutional framework. Successful leadership, I argued, involves teamwork within a well-established infrastructure, addressing complex interplays of policies, politics, and power.
I stressed that leadership goes beyond placing the right individuals in office; it requires managing socio-political currents, consensus-building, and addressing structural drivers of conflict, such as poverty and inequality. Leaders must invest in managing diversity, leading by example, and addressing root causes to promote just peace. I highlighted the importance of a well-thought-out plan when transitioning from campaigning to governing and the need for policies to align with a sustainable and well-consulted plan.
The following outlines strategies that, in my belief, can contribute to the improvement of good governance in our challenging environment. First, understand that leadership is teamwork, not a solo effort. Two, pay attention to the big picture with a nuanced understanding of societal dynamics and focus on solutions; three, have a realistic plan based on wide consultations but be flexible; four, think through how to put a team together and also fund your promises to the electorate; five, don't ignore your civil service or suffocate your government with external consultants; six, own your communication and engage the electorate constantly; seven, change in government is often incremental, not revolutionary. What makes incremental change enduring is sustainability. Eight, sustainability rests on seamless succession and succession planning since governance is a continuum.
Timeless Aketi - Tribute to Arakunrin OluwaRotimi AkeredoluKayode Fayemi
Bisi and I attended the Service of Songs and Night of Tributes held in honour of our dear friend and former Governor of Ondo State, Arakunrin OluwaRotimi Akeredolu. Aketi was exceptional – a sagely intellectual, a dogged lawyer and activist, and a patriotic nation builder. He was one of the most iconic leaders in our region and country before succumbing to his last fight.
Many will fondly remember him as an irrepressible defender of the defenceless and a loud, often undiplomatic voice of the voiceless. As Chairman of the South West Governors Forum, he led from the front in the establishment of the Western Security Network - popularly known as Amotekun. As a patriot and a nationalist, he never lost sight of our common goal - the quest for public good and the building of a prosperous, united, safe, and secure nation.
However, the unanswered question lingers: how can death snatch such a person so full of life from the uncompleted work of national rebirth and renewal? I’ve asked myself the same question repeatedly because every death diminishes us. We all wish Aketi were here with us, but we take solace in the memories we shared, the kindness and wisdom he shared with all and sundry, the service he rendered to the good people of Ondo State, and the necessary battles he fought on behalf of a better Nigeria.
Nigeria has been shortchanged by the loss of this consistent advocate of justice, fairness, and equity. But the struggle must continue, as he would have wanted. Our nation has lost a gem; indeed, one of the brightest in our firmament – I have lost my friend.

In my capacity as Visiting Professor, I delivered a keynote lecture on 'Shifts in Global Power Relations and Implications for Africa,' organised by the African Leadership Centre in the School of Global Affairs at King’s College London.
In my lecture, I discussed three interconnected arguments concerning shifts in global power relations and their implications for Africa. First, I emphasised the role of history in shaping these dynamics. Second, I talked about the pace, process, context, and implications of global power shifts. Finally, I highlighted Africa's centrality in reshaping the world and stressed the importance of it becoming a co-rule maker in the emerging new world order.
The world, including Africa, faces numerous conflicts and challenges, from tensions between Russia and Ukraine to crises in the Middle East and various conflicts within Africa. These issues underscore the necessity to reassess traditional assumptions in international governance. Climate change, pandemics, inequality, demographic shifts, and declining trust in governments further complicate the global landscape.
Scholars discuss the emergence of a multipolar global order which indicates a transition filled with doubts and fears. The need for enlightened leadership is important, but the current political space is dominated by narrow nationalism, xenophobia, and militarism. Some even suggest the world might be on the brink of a third world war.
Amidst this, existential threats extend beyond military conflicts to climate change, triggering fires, floods, hurricanes, and migrations. Africa, too, faces security challenges influenced by global dynamics. The continent experiences turbulence from external factors like the COVID-19 pandemic, economic crises, and climate change. Despite historical successes in collective responses to challenges, regional peace initiatives appear to be losing momentum.
Visionary leadership is essential for Africa to navigate the evolving global order. The continent's demographic advantage could be leveraged to collectively influence the new world order. The current geopolitical landscape, evident in voting patterns and attendance at international summits, indicates Africa's potential to play a key role. However, the continent needs to move beyond donor-recipient dynamics in engagements with other nations and establish a clear, shared agenda.
To address weaknesses in engaging with the changing world order, Africa must fill gaps in policy and leadership. Tackling structural drivers of conflict, particularly poverty and inequality, is necessary for sustainable peace. Investment in developing leadership capacities is essential for navigating this rapidly changing world.

Last week, I had the honour of addressing the topic "How to Make Nigeria Work" during the 60th birthday celebration of my dear friend and comrade, Professor Udenta Udenta.
However, it was intriguing to witness the diverse reactions to my speech, which regrettably, have been misrepresented and sensationalised in the media. The sensationalised portions of my presentation have also sparked counterarguments from analysts and critics who did not listen to my full speech and only depended on media snippets. In light of these developments and to ensure an accurate record, I find it necessary to clarify my statements.
I have no doubt in my mind that I have not exhausted all the factors that can make Nigeria work for the benefit of all her citizens and residents. However, I also have no doubt that the subsequent conversation by analysts will not only add new points but also amplify some of the points I have highlighted, rather than misconstrue or sensationalise them.

In continuation of my engagement as a Visiting Professor at the African Leadership Centre, I participated in a roundtable discussion on ‘The Challenge of Leadership: Continuity & Change in Nigeria,’ moderated by Prof Funmi Olonisakin at King's College, University of London. I shared my insights on democratic leadership, the challenges our democracy faces, the false dichotomies between civil society and political society, and the implications of Nigeria's political economy of oil.
Nigeria serves as a complex case study in the journey towards democracy. In the past two decades, our democracy has undergone significant changes, but opinions on progress varies between pessimism and optimism. Meeting the high expectations set after 1999 has been challenging, and we must shift our mindset to see progress as an ongoing struggle.
It is important not to generalise stagnation across all sectors, as there are pockets of progress throughout the country. Rather than solely focusing on outcomes, we should assess the quality and content of democratic and governance reforms. Long-term change requires recognising the cumulative impact of small, incremental shifts, including often overlooked partial reforms at the sub-national level with lasting effects. Transformation rarely happens through a single dramatic shift but results from a complex mix of evolving factors.
Despite the challenges, there are individuals dedicated to reforming Nigeria's governance. The question remains: can we achieve significant improvements even with good intentions and an increase in reform-minded individuals in politics?

Common Ground: Leading Charge at the SubnationalKayode Fayemi
It was a delight to attend the unveiling of a photo book titled "Common Ground: Leading Charge at the Subnational." This beautifully curated collection, masterfully crafted by Ayo Ogunro, my personal photographer, captures the period from 2019 to 2022 when I had the honour of serving as the chairman of the Nigerian Governors Forum (NGF). The book was introduced to the public during a farewell dinner held for outgoing governors in Abuja.
Within the pages of this exquisite coffee table book lie the moments that defined our tenure and contributed to its success. It artfully portrays how the policies and agenda formulated at the NGF, with the unwavering support of my fellow governors and my Deputy, H.E Aminu Tambuwal of Sokoto State, made a substantial impact on poverty reduction, national economic recovery, governance reforms, as well as infrastructural and sustainable development across our dear nation.
I firmly believe that effective governance and meaningful public engagement rely on meticulous record keeping and documentation. Therefore, I extend my thanks to Ayo Ogunro for his skilful dedication in capturing and preserving my experiences during my time in office. Through his exceptional work, we have immortalised the transformative journey we undertook, ensuring that its legacy endures for generations to come.

Reflecting on my experience of governing at the sub-national level, having left office just six months ago, this event provided an opportunity to address the challenge of management at all levels in Nigeria.
There are many assumptions about what happens in the states and local governments, even in academic environments. Although people in government may appear omniscient from the outside, they often feel stretched beyond breaking point by the weight of expectations and the sheer complexity of meeting them.
During election campaigns, contestants often make grandiose claims about their vision and ability to solve problems. However, once in office, they realize that governing involves finding real solutions to real problems that affect real people. Good intentions are not enough, and people demand results with the urgency of now.

I had the honour of speaking at a Ministers-Mayors Dialogue, titled "A City-Basin Approach to Water Security in Africa: Solutions and Commitments," which was organised by the United Cities and Local Governments of Africa (UCLG-Africa) and the Organisation for Economic Co-operation and Development (OECD) during the UN's 2023 Water Conference in New York.
This event provided an opportunity to discuss how city-basin governance can be leveraged to enhance water security in African municipalities and unlock their potential to achieve SDG 6 through the Action Plan of Mayors, Local and Regional Governments for Water Security.

This is a unique offering from the writing stable of Professor Sylvester Monye. As a
student of politics and policy, I consider the Concession of Asaba International
Airport: Balancing Politics and Policy Execution a master class in policy
management in a complex political environment. As a politician privileged to have
had the experience of building an airport from scratch, I could relate to many of the
challenges highlighted in the 250 page, four part, ten chapter book published by the
Africa Institute for Public Policy. As the Senior Policy Adviser to Governor Ifeanyi
Okowa saddled with the responsibility of making the Asaba International Airport
work without constituting a financial burden on the state, the perspective of the book
throughout is one from the inside looking out. From the outside, people at the heart of
government look all powerful, on the inside, they often feel helpless, stretched
sometimes beyond breaking point by the weight of expectations on the one hand and
the sheer complexity and difficulty of meeting them on the other. This was exactly the
position Professor Monye found himself in when he was given the task. The airport
has become “an accident waiting to happen”, an embarrassing albatross on the neck
of the new Okowa government, having been downgraded and decertified by the
regulatory authority barely a month before its inauguration and the media scrutiny
was intense.
To the ordinary eye, building an airport should simply fall into the category of
provision of infrastructure in any state, purely a bricks and mortar issue. In reality
though, this seemingly straightforward “bricks and mortar” issue in a complex
political environment assumes a different context which took the project two decades
to completion and concession. We learned in the book that the idea of an airport was
initiated by the James Ibori administration with the full design for the airport
produced before the exit of that government, (that is if we discount the procurement
of the land on which the airport is now built by the first MilitaryAdministratorof the
state from Chief Sonny Okogwu), physical construction of the airport began and was
completed under Governor Emmanuel Uduaghan with the operation of commercial
flights, whilst the airport also experienced downgrading and suspension of operations
before the exit of the Uduaguan administration as well as comprehensive
reconstruction, recertification and concessioning under Governor Ifeanyi Okowa.

In spite of the challenges experienced in the twenty years it took to get Asaba
International Airport concessioned and operational, successive administrations
never reneged on their commitment to accomplishing the task, even though the
making of Asaba the political capital of Delta State remained controversial and
neverreallygainedthesupportofcertaincriticalstakeholdersintheState.Professor
Monye extensively examined the contentious political dynamics that is uniquely
Deltan, speaking to all the founding leaders from General Ibrahim Babangida who
created the state to Chief EK Clark, Chief Mrs Rita Ogbebor to Professor Sam
Oyovbaire and all the Governors from James Ibori to Emmanuel Uduaguan and
Ifeanyi Okowa. He gave insight into the historic tension among the majorethnicities
in Delta - the Urhobo, the Itsekiri, Ijaw and theAnioma to give vent to his eventual
conclusion that public projects even when technically appropriate can suffer an
irreparable damage from the politics of appropriation. It is credit to all the leaders
that they were able to rise above their strong filial links and promoted a balance of
power that has not only seen rotation of Governors among the main ethnicities
spread across the three senatorial districts in spite of the prevalent fear of Urhobo
domination but also the promotion of the major cities in the state as economic hubs.
Beyondthepoliticsoflocationandthebalanceofpowersandinterestinthestate,the
most fascinating aspect of the book relates to the lessons drawn on project planning,
management and execution. Understandably, Professor Monye has brought his
extensive experience as an International Business Management scholar and an
erstwhile SpecialAdviser on Performance Monitoring and Evaluation to President
GoodluckJonathantobearonthisaspectofthebook,drawingusefullessons forthe
benefit of future governments and policy makers that may want to embark on big
ticketprojectssuchasthis.Someofthelessonsthatcanbegleanedfromthebookinclude
but are not limited to: the importance of moving from careful planning to strategy to
policy in delivering sustainable projects. For example, whilst there was a vague
justification for the construction of an airport, there was no Masterplan that carefully
articulateswhatthevisionisandhowit'sgoingtobesuccessfullydeliveredandsustained
overthelongterm,especiallygiventheproximityofBenin,OsubiandOwerriAirports.

It would appear that this is a problem with virtually all the airports in Nigeria, if we
are to go by a recent statement by the Honourable Minister for Aviation and
Aerospace Development, himself a proud Deltan, Mr Festus Keyamo SAN. He
conceded in a television interview that none of the Federal airports has a Masterplan
withalongtermperspectiveofwhattheairportseekstoachieve.Yetthesustainability
of any airport demands “more than just a passing interest… it has to be run like a
business enterprise, not just a social service”. It is again to the credit of Professor
Monye’s team in Delta State that they were able to achieve a course correction by
successfully producing a Master Plan for the Asaba International Airport. A bigger
credit goes to Governor Okowa in promoting professional competence, insisting on
what is best for the state and giving a free hand to his team for the accomplishments
made.
InspiteoftheboldmovebyGovernorUduaghantocontinuefromwhereGovernorIbori
stoppedbyactivatinftheairportdesignleftbyhispredecessor-agovernmentinwhichhe
was SSG, in Professor Monye’s view, it would appear that the decision to jettison the
originalarchitecturaldesignconsultantsandthereluctanceofanexperiencedcontractor-
Julius Berger - to take up the project for security reasons - constituted the first major
impediment towards achieving the Governor's vision. Coupled with the lack of a
masterplan, the subsequent process in which the eventual contractor(ULO) became
instrumentalinprocuringthenewsupervisoryconsultantsledtoasituationinwhichthe
contractorendedasJudgeandjuryintheproject.AccordingtoProfessorMonye,“itwas
more catastrophic for the state that the contractor was allowed to have a say in the
engagement of ‘his own supervising consultant`. It is not done anywhere. Therefore, it
shouldnothavecometoanyoneasasurprisethatboththecontractorandtheconsultants
became friends.“(p44) With the collusion of a complicit bureaucracy, the sabotage of
Governor Uduaghan’s bold vision was complete and it was no surprise that the project
experiencedrepeatedcostvariationinwhichthecontractoriginallyawardedforN6.8billion
in May 2008 was revised upward to N21.2 billion by September 2014 and according to
ProfessorMonye,byJanuary2015,“DeltaStateGovernmenthadinvestedinexcessof40
BillioninthedevelopmentoftheAirport.

“ (p. 41). Even at that, the alliance between the contractor and the supervisory
consultant became immensely harmful to the project as was noticed in the shoddy
quality of the construction work.And since the work did not enjoy rigorous oversight
by Government engineers anyway, the dream of a state of the art airport had
foundered but not irreparably.
Now with a functioning airport, even if at a sub-optimal level, many would have
thought the problem of the airport was over. But as graphically captured by Professor
Monyeinthebook,thechallengeofsustainabilityhadjustbegan.Indeed,theoverhead
costofrunningtheairportbythestatehadbecomeunsustainable.Thetotaloperations
cost spent by the Delta State Government on the airport between 2011 and 2016 was
N2, 546,988,955.00 (inclusive of NAMA, NIMET and FAAN) charges. And for the
corresponding period, the airport only generated a total revenue of N115, 292,794.00.
By the time Governor Okowa came on board in May 2015, the airport had been
downgraded with a long list of conditions to be met from the aviation regulatory body
iftheairportwastoavoidbeingcompletelyshutdown.Atthetime,Nigeriawasalready
tottering at the edge of an economic recession and oil prices had plummeted in the
internationalmarkettothelow$20s,sofederalandstates’financeswerealreadyindire
straits. In this context, the decision by Governor Okowa not to romantically attach
himself to what was fast becoming a white elephant project without taking decisive
measures was commendable. While he remained committed to seeing through the
vision of a functional airport in the State, he had come to the conclusion that his
government was not in a position to manage the airport. So, in agreeing to meet the
conditions laid down by the aviation regulator, he also decided on the immediate
concessioning of the airport and the hiring of a transaction Adviser to work with his
own team led by Professor Monye. Chapters Four, Five and Six of the book went into
great detail on the engagement of the TransactionAdviser, the Feasibility Report and
Master Plan produced and the Stakeholder engagement undertaken to get the buy-in
of critical stakeholders. (For example, the team felt it was important to engage and
secure the support of Governors Ibori and Uduaguan that initiated and constructed
the airport.)

These chapters should not only be required reading in our MBA and MPA classes in
terms of the comprehensiveness and depth of analysis, but also compulsory texts for
public sector officials involved in the practicalities of preparing and managing complex
concessionarrangements.
Chapter7inthebookprovidesextensivedetailsontheconcessioningoftheairportwhich
was accelerated with the victory of Governor Okowa for his second term in office.
However, the concessioning process that was expected to last six weeks from
commencementofbidopeningandnegotiationsonAugust6,2019 wasonlycompleted
and approved by the State Executive Council on October 13, 2020, with Messrs
FIDC-Menzies as the preferred bidder. The entire concession agreement with the
Attorney General’s opinion covers almost a hundred pages in the book (from p. 120 -
208). It covers to the minutest detail what is expected of the government and the
concessionnaire. Although some of the conditions precedent were not met by
government as yet and there were other attempts to frustrate the concession -
comprehensivelydetailedinChapter8onPostConcessionIssuesandChallenges-such
as the vandalisation of equipment and sabotage of the Runway, and difficulty in
changing the mindset of senior government officials who wanted to continue with
business as usual even after the Concessionnaire had taken over the running of the
airport.
Notwithstanding these teething challenges, Professor Monye went on to highlight the
benefits of the Concession agreement which effectively transferred the management of
the airport to the Concessionaire by January 2021. Apart from the savings from
overhead and operational spending by the state unlike what obtained initially, the State
has received over a billion naira signature bonus at the commencement of the
Concession.Additionally, the Concessionaire has upgraded the facilities at the airport -
with the provision of free Wi-Fi services for all passengers and airport users, total
replacementoftheelectricitysystemattheairport-includingtheprocurementof new

generating sets, provision of new navigational aids and resolution of the problems
associatedwiththeC-VOR navigational aid, improved security at the airport with
better lighting, recruitment and training of over 150 new staff, renovation of the
terminal building, repair of sewage system, increase in storage capacity of jet fuel
attheairport,procurementofanewILS,installationofanautomatedcarparking
system, completion of the first 10 units of housing for staff on secondment by
regulatory authorities from Lagos andAbuja and installation of a new central air
conditioning system amongst other improvements, all at no cost to the state.
Given the impact of the agreement and the aforementioned improvements on the
resurgence in air traffic inAsabaAirport within two years of operation (368,817
passengers in 2021, 350,468 in 2022 and 263,675 in 2023), making it the third
busiest airport in the country today, after Lagos and Abuja airports, one can
already conclude that the decision to concession the airport has turned out to be
an inspired one by the Okowa administration. Yet a key lesson in addition to the
many highlighted in the book is the importance of the Government meeting some
of the conditions precedent for this initiative to be sustained over the long term.
While theAsabaAirport concession is not the first in the country in the aviation
sector,theexperienceofthefirstconcessionbetweentheFAANand Bi-Courteney
consortium and the most recent failed concession exercise in the four major
airports has underscored the need forthis success story to be sustained.The book
has highlighted some of the areas where the Delta State Government need to
buckle up and meet its own end of the agreement on internal perimeter fencing,
internal roads for security patrol, Fire service watch tower to mention a few, but
thishasnotdeterredtheConcessionairefromforgingaheadwithworkonthenew
Cargo Terminal and the Tank Farm as part of their ongoing commitment to
develop theAerotropolis as outlined in the Masterplan.

Thisisanexcellentcasestudyontheplanning,strategyandpolicyissuesrelatingto
the successful concessioning of an airport. The approach outlined by the author
could very well apply to any PPParrangement. Given the number of airports that
havebeenbuiltandarestillbeingbuiltbyvariousstategovernmentsinthecountry
and around the continent and with many of them sub-optimally utilised, there are
very useful lessons from the book on the need for clarity of vision and detailed
masterplanning process, criticality of balancing the dynamics of politics and policy
execution, importance of continuity of policy and programmes even in periods of
transition, relevance of PPParrangements especially in the quest to achieve value
for money in government projects, insistence on the integrity and transparency in
such PPPtransaction process, and ensuring effective and constant communication
with critical stakeholders.
Professor Monye is to be commended for his painstaking articulation of how the
Okowa government went about this assignment. He has provided a cure forone of
the most debilitating ailments of many privileged to serve in high office - their
reluctance or refusal to document their experience for the benefit of others who
have a lot to learn from such experiences.
