Responsible for the development and execution of special projects related to the transition of
public hospitals to private management and the operation of the LSU Health Care Services
Division. Negotiated over 500 professional services contracts and purchasing agreements;
managed dozens of hospital facility appraisals across the state; executed leases and property
management contracts for LSU properties; developed and managed Request for Proposals and
Cooperative Endeavor Agreements for the delivery of public health care services; coordinated
the quality and accountability components of the LSU public hospital telemedicine program.
Duties include ongoing development of proposals for federal funding, grants, agreements and
oversight of assigned projects.

Executive Management Consultant
Management and policy advisor to the Secretary of the Department of Health and Hospitals on
health care reform and public health. Managed the Governor’s Health Care Reform Panel, a
panel of national experts with expertise in the health care arena including recruitment of panel
members, process management; program development; and recommendation implementation
and monitoring. The Health Care Reform Panel issued numerous recommendations with over 15
of them resulting in implementation through administrative or legislative changes, including but
not limited to reforming the State’s long-term care system, limiting junk foods in school vending
machines, using local health care funds to improve access to primary care, reducing the costs of
prescription drugs, etc. Managed the Louisiana Healthcare Redesign Collaborative post
Hurricane Katrina resulting in the development of a long term plan to return health care to
citizens in New Orleans and the surrounding areas and to recruit and retain health care
professionals in the same geographic areas. One example related to this collaborative includes
the development of proposals and receipt of over eight million dollars in federal grants funds,
used to recruit and retain physicians and nurses to the public hospital and associated clinics in
New Orleans. Other administrative and project management duties as assigned.

Development, dissemination and analysis of the first statewide needs assessment in LA
comprised of three tiers of study and dissemination of over 5000 surveys – needs assessment for
parents of children with emotional and behavioral disorders (EBD), professionals serving
children with EBD and Teachers and School Administrators of Classes of children with EBD.
Analysis of study guided the development of a statewide plan for children with EBD.
Development of Louisiana’s first statewide organization of parents and family members with
children with EBD, as a state chapter of the National Organization of Families Helping Families
and recognition of such organization with the first parent president selected as parent of the year
on a national level.
Development and preparation of white papers, reports, grants, contracts, planning and budgeting
documents, staffing of statewide Child and Adolescent Service System program Leadership
Council and committees.
