North Carolina Turnpike Authority/Department of Transportation (NCTA) Raleigh, NC 2008-13
Chief Information Office/Director of Technology/Program Manager/Project Manager
Managed and/or contributed to all programs from inception through completion to implement North Carolina’s
first modern toll road. Activities included request for proposal (RFP) building, procurement management, contract
negotiations, detailed design documentation, change management, communication management, project
management plan, vendor/consultant management, cost and budget management. Developed and documented
processes to track deliverables using online collaboration software. Promoted teamwork and employee
development to help create trust and dialogue among all parties involved.
Selected Accomplishments at NCTA
Roadside Toll System Project Manager – Worked with vendor to design/plan/install/maintain system that
tracked every vehicle to travel on the toll road. This included managing cross functional roadway design
2. and toll design teams to implement the most advanced toll road of the time. Managing vendor to
required performance metrics and creating action plans if metrics are missed.
Back Office System Project Manager – Worked with vendor to design/plan/install/maintain system that
combined data from Roadside Toll System to create and manage customer accounts. Managing vendor to
required performance metrics and creating action plans if metrics are missed. Working with vendor to
meet Payment Card Industry Data Security Standard (PCI DSS).
Electronic Toll System Project Manager – Managed multiple vendors to design/plan/install/maintain
system that was integrated into the Roadside Toll System. Collaborated with vendor to determine best
possible offering for public Radio Frequency Identification (RFID) system and market that system to public
and other toll agencies/authorities.
Intelligent Transportation System Manager – Managed construction vendor to design and install conduit
system, vehicle detector system, closed circuit television, redundant fiber optic system and ninety foot
video wall display to provide a safe road for toll customers.
Intelligent Transportation System North Carolina Chapter (ITS) – Started working with local universities,
vendors and public sector contributors to begin an ITS NC Chapter. The goal of this chapter was to
provide a conduit for solution providers and integrators to the procurement and system designers that
were not fully aware of the technologies available to the industry.
Interoperability – Part of the team that worked with the EZ-Pass group where North Carolina became the
first associate member of the EZ-Pass group and became interoperable. Duplicated this effort with the
Florida Turnpike Enterprise (FTE), now North Carolina customers can travel on EZ-Pass and FTE toll roads
and receive one bill, the reciprocal is also true.
Toll Technology Shootout – Organized and managed technology showcase for toll industry. Purpose of
showcase was to give current vendors a platform to display current and future technologies and also give
new vendors direct access to solution providers and public sector to better visualize available/upcoming
technology enhancements.
