Andrew Carline
AUCKLAND INFRASTRUCTURE TEAM LEADER
Andrew Carline has more than 25 years’ experience in the engineering
industry specialising mainly in the civil and structural areas. Andrew has
over 12 years of experience in civil design and has worked on a variety of
civil projects ranging from roading, drainage and earthworks design for
healthcare providers, the New Zealand Defence Force, the University of
Auckland and others, primarily using Autodesk Civil 3D software. He has
also been Assistant Project Manager on several projects and has
experience with GIS systems.
Andrew is highly conversant with the Auckland Council’s TP90 Erosion
and Sediment Control and TP10 Stormwater Management guidelines. He
holds a current Site Safe passport.
As AKL Infrastructure Team Leader he manages a team of 23 and is
responsible for weekly utilisation and forward workload planning as well
as project delivery.
Andrew has a record of good communication and has received positive
feedback from both internal and external clients for his ability to respond
quickly and to ensure that work is completed to a high standard to
achieve high levels of client satisfaction.
Relevant Project Experience
Matakana Link BCI (Auckland Transport)
Project Manager for a Business Case for Investigation for the proposed
Matakana Link Road which will need to be constructed prior to the opening of
the Puhoi to Warkworth RoNS. The report covers previous transport option
investigations for the area and recommends areas where further or more
detailed investigation is required in order to provide a detailed business case
for further funding.
Auckland Transport TFUG
Route planning and optioneering for Auckland Transport’s “Transport for
Future Urban Growth” initiative. This involved using Autodesk Infraworks 360
and Civil 3D to establish horizontal and vertical alignment options for a
number of sites including Warkworth, Redhills, Silverdale/Wainui and South
Auckland. Reporting included rough-order quantities as well as working in
with local developers around proposed town centres.
CRL Enabling Works
3D road design and temporary traffic management scheme for the Victoria
Street enabling works for the City Rail Link. The project involved the deep
shaft construction and pipe jacking of a new stormwater line across Albert
Street in preparation for the tunnelling operation of the main CRL works. As a
result of the shaft excavation it was necessary to narrow Victoria Street to
two lanes and create an overlaid road surface to manage surface stormwater
and protect existing in-ground services. Vehicle tracking was also undertaken
for the narrow lanes created by the works. The diversion is currently in
operation and will remain in place until near the end of 2017.
Sunnyheights Residential Development
Roading and earthworks lead designer plus QA for erosion and sediment
control for a proposed 650 lot subdivision for a designated Special Housing
Area in North Auckland. The project has been granted resource consent. The
terrain is particularly steep in this area and finding a balance between
meeting AT road design criteria whilst attempting to achieve a balanced

earthworks model and satisfying urban design and planning criteria had
proven to be extremely challenging for this project.
NCI AMETI Construction Oversight
Andrew was Assistant Project Manager for the construction phase of the NCI
Accommodation Works project. His role included attendance at weekly site
meetings, construction sequencing meetings, site inspections, contractor
liaison and general communications between NCI, Fletcher Construction,
subcontractors and Auckland Transport as well as addressing daily queries
from the contractor regarding operational matters on site.
NCI AMETI Accommodation Works Project
Andrew was Assistant Project Manager and Lead Designer for this $6M
project which involved the design of a new access road, car park and
dangerous goods store for a large packaging facility in Mt Wellington. His
duties included civil and drainage design using Civil 3D software,
communications and overall coordination of a large project team including
planning and consenting, geo-contamination, geotechnical, structural,
electrical and hazardous materials. As assistant PM duties included client,
Iwi and contractor liaison plus financial project management. Andrew also
appeared as Expert Witness for NCI during the AMETI NoR hearing.
Air New Zealand Centra Garage Washdown Project
Andrew was Assistant Project Manager and lead designer for a trade waste
interceptor solution to separate and contain emulsified oils from the heavy
vehicle washdown process at Auckland International Airport. This required
analysis of several different treatment options for the contaminated runoff
and the recommendation of a solution which best fit the requirements of the
client’s usage. The project scope subsequently expanded to include an
optioneering report for three different washdown treatment solutions,
including a fully self-contained system with zero discharge into trade waste.
Lincoln Road Interchange Upgrade Project
This project involved Civil 3D modelling of reticulated stormwater drainage
and earthworks for stormwater treatment wetlands for this $150M NZTA
project which was part of the upgrade of the SH16 Northwestern Motorway.
Unitec Building 183 Extension
Andrew was Assistant Project Manager. This project involved site survey,
earthworks, and drainage design for an addition to an existing multi-storey
classroom as part of Unitec’s wider campus consolidation project.
Tauranga Eastern Link Project
Stormwater culvert Civil 3D modelling, terrain modelling, stormwater runoff
modelling for aquaplaning analysis This $300m NZTA project constituted a
23km long four lane motorway stretching from Mt Maunganui into the
Western Bay of Plenty and incorporating seven bridges. The flat swampy
terrain made this a challenging project in many respects.
Mahurangi College New Science Block
Andrew was Civil Design Manager for a replacement classroom block at
Mahurangi College, Warkworth. Obtaining information on existing services
was challenging on this project.
Long Bay Integrated Transport Improvement Plan
This project involved Optioneering and preliminary geometric road design for
the planned upgrade of East Coast Road and Glenvar Road due to projected
increased demand from the ongoing Long Bay subdivision development.
Goodman Glassworks (Christchurch) Downer EDI Site
This project involved earthworks and roading/car park design for a new
industrial yard in the Glassworks industrial development site. Drainage for

this project was via soakage into large on-site swales.
Southern Landfill Stage 2 Closure Planning Design
This project involved the design of a haul road and stormwater system for an
existing landfill site in Wellington with a view to maximising the future waste
volume prior to closure. Included volume calculations for various fill
scenarios on the site.
Leigh Marine Centre Upgrade
This project involved roading, drainage and earthworks design for a major
upgrade at the University of Auckland’s Leigh Marine Centre at Goat Island,
North Auckland. Treatment of stormwater runoff is particularly critical in this
area due to the sensitive marine environment.
Wiri Oil Depot Wetland Design
Andrew was involved in earthworks design for a new stormwater treatment
pond at the Wiri Oil depot in Manukau, which was required as part of local
government regulations for treating stormwater runoff.
Bulk Storage Terminals Mt Maunganui – Liquid Caustic Soda
Andrew was involved in earthworks and drainage design for the
refurbishment and lining of a bunded storage area for liquid caustic soda.
Strict regulations regarding spills require a compound that is lined with an
impermeable layer, but allows stormwater to be collected and pumped out
under normal conditions.
Northern Strategic Growth Area Hobsonville Road Upgrade
This project involved the concept and preliminary design of road widening
and intersections as part of the proposed Northern Strategic Gateway
developments. Road upgrades include bus priority lanes and cycle lanes,
plus a number of large capacity controlled intersections.
RNZAF Whenuapai Aircraft Rinse Rack Upgrade
This project involved paving and stormwater design for a planned upgrade to
the existing rinse rack facility, which was becoming almost unserviceable due
to flaking pavement and corroding fittings. A requirement was also to
reposition the tail wash nozzles to avoid expensive engine damage that had
been occurring due to water influent.
Waikato Hospital Redevelopment
This project involved roading, drainage and new building platform modelling
for a major redevelopment of the central healthcare facility for the Waikato
region.
Te Arai Point Proposed Development
Andrew was involved in preliminary roading layout and presentation
documents for Resource Consent application for a large proposed
development north of Auckland.
Tauranga Hospital Redevelopment
This project involved new roading and car park modelling and drainage
design for the upgrade of Tauranga Hospital.
Kensington Park, Orewa
This project involved preliminary roading and earthworks design for a large
urban subdivision north of Auckland.
Thames Hospital Redevelopment
This project involved earthworks modelling and drainage design for the new
Clinical Centre at Thames Hospital.
