6. LEGAL FOUNDATION OF CURRICULUM
Curriculum development must be governed by laws
promulgated by the constitution. The national legislative body
promulgates laws that govern the Philippines education system.
With these laws, educators plan, design, implement and evaluate
the curriculum at all levels of education.
In the Philippines, there are three levels of education,
namely: elementary, secondary, tertiary. Public and private
elementary and secondary education falls under the
jurisdiction of the department of education (DepED)

THE PHILIPPINES CONSTITUTION
1. 1899 CONSTITUTION- - Article 23
2. 1935 CONSTITUTION- Article XIV Section 5
3. 1973 CONSTITUTION - Article XIV Section 8
4. 1987 CONSTITUTION - Article XIV Section 1-5
8. 1899 CONSTITUTION
(also called the Malolos Constitution), expressly provided in Article 23 of Title
IV that “public education shall be free and obligatory in all schools of the
nation.”
1935 CONSTITUTION,
Specifically under Article XIV, Section 5 which was enacted for the
Commonwealth government, stated that the "Government shall establish and
maintain a complete and adequate system of public education, and shall
provide at least free primary instruction, and citizenship training to adult
citizens."
1973 CONSTITUTION
This was carried over to the 1973 Constitution that took effect
during the regime of the dictator Ferdinand Marcos.
9. 1987 CONSTITUTION
The Constitution of the Philippines (Filipino: Saligang Batas
ng Pilipinas) is the supreme law of the Philippines. The
constitution currently in effect was enacted in 1987, during
the administrations of President Corazon C. Aquino, and is
popularly known as the “1987 constitution.”
10. EDUCATION
Assert that the state shall protect and promote the right of all
citizen to quality education at all levels, and shall take appropriate
steps to make such education accessible to all (Article XIV,
Section 1).

DEPARTMENT OF THE PHILIPPINES
Commission on Higher Education (CHED)
Republic act no. 7722: also known as the higher education act of 1994
Department of Education (DepED)
Order no. 34 of 2021, republic Act 9155, otherwise called the governance
of basic education
Technical Education and Skills Development Authority (TESDA)
Republic act no. 7796 is the government agency tasked
to manage and supervise technical education and skills (TESD)
in the Philippines.

1. Act No. 74
This is one that has to be remember by all Filipino teachers. This act
establish and legalized system of public schools in the country
2. Republic Act No. 4670
Known as the “Magna Carta for Public School Teachers”. This was
approved on June 18, 1966 to promote and improve the social and
economic status of public school teachers, their living and working
conditions, their employment and career prospects.
3. Republic Act No. 1079
Approved on June 15, 1959, it provided that Civil Service
eligibility shall be permanent and shall have no time limit.

Known as the “Free Public Secondary Education Act of 1988”, it was
approved on May 26, 1988
5. Republic act no. 10533
Known as the “Enhanced Basic Education Act of 2013, approved on
May 15, 1013 and signed by Benigno S. Aquino iii
