1857: Compulsory education was proclaimed.
Universality of primary education in some countries.
1964: Education was extended from the age of six to fourteen.
1970: General Law of Education marked the start of a process directed at
overcoming the backward nature of Spain’s education system.
1980’s: Experimental reform of secondary education.
The General Law of Education and Financing of Educational Reform 14/1970
and the Organic Law on the Right to Education 8/1985 declared education to be
a public service.
Middle 1980’s: Universal access to basic education became a reality.
1986: Gap between Spain and other countries of the European
Union.
1990: Ministers of Education from the Organisation for Economic Cooperation
and Development met to discuss how to provide quality education and training
for all. Developed countries tried to combine quality with equity. LOGSE
established a 10-year period of compulsory schooling and promoted
professional training.
Beginning of 1990’s: Spain’s participation in several international studies.
1995: Organic Law of Participation aimed at developing and modifying some of
the provisions established in the LOGSE directed at quality enhancement.
Secondhalfofthe20thcentury
ConsolidationofPrimaryEducation,generalisedaccesstoSecondaryEducationandmoreambitiousgoalsineducation
forbothsexes.
End of the 20th century: all young Spaniards attended educational
institutions at least between the ages of 6 and 16. Gap of 1986 was narrowed.
Middle1990’s: attention focused on the need to improve the quality of the
education received by young people.
3. 21STCENTURY
- Beginning of the 21st century: Spanish society is convinced of the need to
improve the quality of education and to ensure that the benefits reach all young
people.
- 2002: Organic Law on Quality in Education.
- 2004: 47th International Education Conference organised by UNESCO expressed the
same concern as the one in 1990. More countries tried to combine quality with equity. The
Ministry of Education and Science published “A quality education for all and shared by
all”.
