INDIAN GOVT. SPENDS BILLION FOR ENHANCING
PRIMARY EDUCATION BUT YET NOTHING IS
ACHIVED
CAUSE OF PROBLEM
Unawareness of poor people about benefit of education
The primary teachers are unable to create awareness or
not interested about this
Undirected incentive to improve the education standard
People lost their faith on govt. schools
The teaching in govt. primary school are not sufficient.
There is no strict action of govt.
PROPOSED SOLUTION
 Govt. school should be run by private authority
 The mid day mill should be provi.ded to poor at free of cost ,but
for reach people there should be some minimum charges.
 The school authority should allowed to collect donation.
 The educational system should not be burden to govt.
 The private authority who run the school must get incentive of
profit or donation collection.
 There should not be extra appointment of permanent teaching or
non teaching staff.
 The temporary appointment of staff must be done by the private
authority
 The authority must selected on experience or merit based
DETAIL STEPS IN IMPLIMENTATION OF SOLUTION
 The private schools are much reputed comparing to govt. school due to qualitative and strict guideline
of administration. so govt. school should be run by private authority.
 The govt. should take a minimum joining or monthly fee for operating the school but for the poor,
govt. should pay, means govt. should take a minimum fee from wealthy peoples.
 The duty of joining of students in the school should be given to the authority, and also incentive
should be given to authority per joining of each student.
 The loss of money in term of mid-day miles should be stopped.
 the authority should be allowed to take unmandatory donation from local people for running of
school, and 5% -10% of amount donation should be given to authority as incentive.
 The authority should get incentive for good result of school, and should get extension of lease for
good result.
 The students should have the authority of complaining about wring functioning of school. The
authority should be penalized if complain is proved.
 The authority lease should be canceled if the work of authority is not good.
 The appointment of teachers should be by private authority like appointment in English medium
schools or like sisumandir schools.
 The administration cost should be fixed not monopoly.
 The authority should try that the educational system should not be a burden to govt.
 The overall inspection of system should be done by govt. authority and the authority have right to
take necessary steps.
MERIT OF SOLUTION IN COMPARE TO EXISTING SYSTEM
 The school authority are not doing their work sincerely due to lack of self-
interest, the private authority will work sincerely because they can get
profit from it like private business.
 The strike in govt. organization are high compare to private ,that can
avoided.
 We can get money in term of donation from the rich.
 The awareness will also increase as the authority get profit from it.
 The running should be strict, because the authority will get incentive and
penalty over it.
 The rich family also send their children to govt. schools ,means primary
education will get its value over the population.
 Due to presence of good students the competitive surrounding in school.
 The inspection of govt. authority will create fear in private administration.
INFRASTUCTURE AND FINANCE
The private authority will use the infrastructure of govt.
school.
The money for administration will come from
School fee
Donation
Govt. incentive
The money saved from salary
of permanent staff
IMPACT OF SOLUTION
The primary education will not be a burden to govt.
The go t. school ill get it’s lost reputation.
Easy and economic employment of educated persons.
Finance will come through donation.
The awareness will surely increase.
Save of money in non directional use.
Scaling of success of plan
The no. of joining of students.
The amount of donation from public.
Result of school.
Profit from the system.
CHALLENGES MAY COME
May some non cooperation from population occur.
May the corruption will play measure role.
May be initially costly.
MONITARING MECHANISM
The govt. official should be their for
inspection of system.
A panel of former judge which will decide the
penalty or punishment in case of corruption or
fraud.
The education system losing its value due to lack of
qualitative administration and awareness. the govt. official
are not doing the work properly. The private authority will do
work sincerely because for them it is profit making. The
Population may get their faith on govt. educational system.
