Improvement Factor & Low Zero Carbon Factor introduce a required improvement in performance from the 2002 regulations Notional Building is Target.  Significant changes in Notional Building make it much more stringent than  under the previous regulation framework. The new approach has the advantage of allowing the Actual and Notional Buildings to be directly compared to identify key areas where improvement is required.
