Project Delivery is a contractual agreement between the project sponsor/investors, contractors and the management normally it is used to in design and construct of the project (Young, 2013). There are a number of strategy of deliverance including traditional method and a design build. A single entity provides both the design and construction of the project (Must meet the both the design and performance requirement specified). Design and Build is primarily based on the interest of the client and emphasize on the client value of his/her money (Newton, 2013). Delivery team member representation mainly depends on the project budget, professional and support staff resources. The conditions between the contractor and designer serve to; minimize project cost, follow schedule and scope of work (Newton, 2013).
The design and build approach brings the whole process under a single directly controlled by the client for greater effectiveness, integration and better constructability (Young, 2013).Development of a effective delivery strategy significantly affects the project (Berkun & Berkun, 2008). The strategies adopted is largely determined by investor’s involvement. A design and build is an collaborative form with seven delivery stage (Ojo and Ikpo, 2013). The procurement technique and route influence the partnering between the design consultant and main constructor also collaborating with the investors, fostering better communication. In this form, integrated project delivery system in assimilated into the project (Newton, 2013).
Three procurement route are mainly used, namely; Traditional/Design-bid-build, Design and Build and design and construct. Each varying with the method used to procure or rather the line of communication between the project participants.
Traditional (Design-bid-Build): It’s a single-stage where the consultant team develop the project schematics fully, penalties imposed on lateness makes it time-conscious. On the other hand, the contractor have no or limited responsibility.
Design and Build: the main contractor designs and construct the project beforehand. In this form, a single point of references is used enhancing responsibilities for the project deliverance. However, its applicable mostly for small projects where emphasize of the design is not made.
Develop and construct; similar to design and build but the design is completed before the contractor is appointed. A lot of opportunities are neglected or miss though.
