The meeting comes
ahead of voting to the
Punjab Assembly on

Pradesh government on
Friday informed the Su-
preme Court that it had
withdrawn 274 notices
issued for recovery of
damages to public prop-
erties during the anti-
Citizenship (Amend-
ment) Act protests.
The state Additional
Advocate General Ga-
rima Prashad conveyed
this to the bench of Jus-
tices D Y Chandrachud
and Surya Kant, which
accepted the same and
appreciated the “fair
gesture”.
The Bench also di-
rected that recoveries
made in consequence of
the proceedings that
had been withdrawn, be
refunded. Though the
state urged the court to
direct status quo on re-
coveries already made
till the Tribunals de-
cide the matter, the
Bench said that when a
proceeding itself is
withdrawn, all conse-
quent actions, too, will
have to go.

Chandigarh: The Congress on Friday released its manifesto
for the February 20 Punjab Assembly polls, promising
`1,100 per month for women, eight free cooking gas cylin-
ders per year and one lakh government jobs. The party also
promised to end the mafia raj by creating corporations for
the sale of liquor and sand mining. Addressing the media,
state party chief Navjot Singh Sidhu said the party’s govern-

Friday said that
the IED recovered and
neutralized in Old
Seemapuri was meant
to target public places
and such activities are
not possible without lo-
cal support.
Addressing media
persons, Asthana said,
“An IED was recovered
in Ghazipur on Janu-
ary 17, a similar IED
was recovered and neu-
tralized in Old Seema-
puri yesterday. As per
probe, these IEDs were
prepared to target pub-
lic places, such activi-
ties are not possible
without local support.”
He further said the
special cell and investi-
gative teams are trying
to pre-empt every such
incident in Delhi and
expose any local or for-
eign network.

linkages. We’re trying

Noida: Over 580 people have been penalised for
creating nuisance after consuming liquor at pub-
lic places across Noida and Greater Noida in UP.
The action was taken on Thursday evening on the
instructions of Police Commissioner Alok Singh,
they said. “Action was taken against 589 people who
were found creating nuisance after drinking in public
places across all police station areas in the com-
missionerate,” police said. The offenders have been
booked under IPC section 290 and issued challans
for penalty, the police added.

en-centric initiative
started by the Delhi Po-
lice to help women file
complaints or get guid-
ance from women offi-
cials, at the GB road, it
has been revamped to
cater to sex workers.
Seema said her part-
ner sold her to a brothel
owner around 20 years
back and she wishes to
leave the place now.
“We had no daily
earning during the pan-
demic. I am still strug-
gling to make ends
meet. My daughters
couldn’t attend online
classes. I am now trying
to learn stitching and
painting. We have been
making handkerchiefs
and scarves. Though
the earning is little, the
booth is a blessing. My
daughters are depend-
ent on me and I don’t
want them to live here
forever. This place is a
great place to start
something new,” said
Seema.
Seema’s friend, a
28-year-old graduate
from Bangalore, was
abandoned by her
friend at the GB road
around 10 years
back. The friend had
cheated her on the pre-
text of providing her
with a job in Delhi but

New Delhi: Two la-
bourers got injured
while demolishing a
building in south Del-
hi’s Greater Kailash
area on Friday, police
said.
TheGreaterKailash-1

am that some labourers
got injured after a por-
tion of a building col-
lapsed.
Police reached the
spot and found that
house number E-162
was being demolished
for new construction.
During the demolition
of the second floor, a
portion of the rear
wall suddenly collapsed
and two labourers
were injured in the inci-

said.
The injured were
identified as Harvesh
(28), who has a major
injury on his head, and
Ajaypal (22), who has a
minor injury on his leg.
Both of them are resi-
dents of Badaun in Ut-

treatment, the DCP

New Delhi: In a bid to
go green, the New Delhi
Municipal Council
(NDMC) is considering
topurchaseonlyelectric
vehicles for official use
and enforcement drives.
The council has also de-
cided to stop buying and
hiring petrol and CNG
vehicles, officials said.
They added that
NDMC currently has
around 80 electric cars
for official purposes and
a large number of vehi-
cles have been allotted
to the heads of depart-
ments. Also, NDMC ar-
eas have the highest
number of electric
charging stations in
Delhi.
“We have decided to
go completely green and
our mission is to reduce
pollution in and around
the New Delhi area in
the coming days. All
new vehicles that are be-
ing purchased for offi-
cial use are EVs,” a sen-
ior NDMC official, who
did not wish to be
named, said.
Officials said that the
council is also focusing
on measures to ramp up
the electric charging in-
frastructure system in
the Luytens zone. Cur-
rently, there around 30-
35 charging station at
the NDMC building. Be-
sides these, there are
around 60 more across
the New Delhi area.
“The target is 100 sta-
tions by the end of this
financial year. It takes
about 45 minutes-1 hour
to charge a car and the
waiting period will
come down as charging
stations increase,” offi-

boy at Khyala on Thurs-
day.
As per the police, the

Sandeep Suri, resident
of Vishnu Garden, used
to visit Raghubir Nagar

New Delhi: Delhi Uni-
versity (DU) has clari-
fied that admissions to
its post-graduate and
PhD programmes in the
upcoming academic
session 2022-23 will be
held as per practice and
on the basis of the Delhi
University Entrance
Test (DUET) conducted
by the National Testing
Agency (NTA).
However, the univer-
sity is yet to take a deci-
sion on whether under-
graduate (UG) admis-
sions will take place
through the Central
Universities Common
Entrance Test (CUCET)
or Delhi University En-
trance Test.
“It is notified that ad-
missions to Post Gradu-
ate and PhD pro-
grammes for the aca-
demic session 2022-23
of the University of
Delhi shall be on the ba-
sis of the Delhi Univer-
sity Entrance Test
(DUET) as per past
practice. Further de-
tails related to admis-
sions shall be released
soon,” Registrar
Vikas Gupta said in a
notification dated Feb-

a 20-year-old wom-
an at her residence
in Hauz Khas area
after meeting on a
dating app, police
said. They said the
27-year-old accused
was arrested two
weeks ago and was
released on bail by
court.
The matter came
to light after allega-
tions of police inac-
tion were made on
social media on
Thursday. Accord-
ing to police, an FIR
was registered on
January 20 on the
complaint of the
woman. She alleged
that she was sexu-
ally assault at her
residence by a man
she came into con-
tact with through a
popular dating app,
they said.
The accused, who
hails from Sonepat,
was arrested on
February 2. He was
residing in Old Ra-
jendra Nagar area
in the national capi-

alleging that the agree-

Metro Rail Corporation
(DMRC), pursuant to
whichanarbitralaward
of over Rs 4,600 crore
was earlier passed
against the corpora-
tion, was “fraud on pub-
lic money”.
A bench headed by
Justice Manmohan said
the PIL, filed by lawyer
Manohar Lal Sharma
who alleged that the
agreement would result
in the Delhi metro “go-
ing into the hands of
Anil Ambani”, was mis-
conceived, half-baked
and without any basis.
The bench, also com-
prising Justice Navin
Chawla, said the court
cannot examine under
PIL jurisdiction the al-
legations of the peti-
tioner when the con-
tract in question has
been scrutinised by the
high court as well as the
Supreme Court at the
time of testing the va-
lidity of the arbitral

Ayodhya (UP): Amid the ongoing electioneering for
the Uttar Pradesh Assembly elections, BJP national
president JP Nadda on Friday visited the construc-
tion site of the Ram temple in Ayodhya. Construc-
tion work of the Ram temple is stated to be in full
swing. Nadda was seen talking about the temple
construction with the workers. The third phase
of the construction of the Ram temple began at
Ramjanmabhoomi in Ayodhya on January 24 with
the laying of the granite stones for the plinth.

the resignation has

pending against them, in-

many of these allegations
are politically motivated”. In
his prepared speech Loong
underlined the importance
of MPs with good values and
clean image in a democracy.
He described India’s first
Prime Minister Jawaharlal
Nehru and Israel’s David Ben
Gurion as “exceptional”, of
“great courage”, “immense
culture” and “outstanding
ability”. The comment has
not gone down well with In-
dia lodging its objection with
Singapore’s High Commis-
sioner and calling the com-
ments “uncalled for”.
But what is there to object?
Is the objection to a foreign
leader talking about Indian
lawmakers having a criminal
background, or praising
Nehru? Lawmakers with
shady backgrounds are a
harsh reality about Indian de-
mocracy
. The Association of
Democratic Reforms report
said in 2019 that 43 percent of
newly-elected MPs have crim-
inal charges against them.
The numbers were 26 percent
higher than in 2014.
TheSupremeCourtandthe
ElectionCommissionof India
are both taking a stern view
of increasing criminalization
of politicsbutallpoliticalpar-
ties just can’t do without
them. Yet, the Singaporean
prime minister could have
avoided making the remark.
Invoking and praising

omparisons are odious. But,
comparisons are part of life.
A cricket bat isn’t a bat with-
out the willow for reference.
Hence, the equation — a
unique object, or organisa-
tion, halts assessment and
comprehension, because it is
singular. This explains for
human aptitude to ‘invent-
ing’ technologies.
It’s not that animals don’t
invent; they use tools to carve
and manipulate environmen-
tal objects to improve their
quality of life. Chimps, for ex-
ample, peel off twigs to make
better termite traps, while
beavers arrange logs and
sticks to make handy ‘dams.’
Yet, one fact remains: each of
such species does not boast of
a single ‘miracle’ invention.
Most conventionalists, as
the British philosopher-aca-
demicKarlPopperexpressed,
seem to, however, feel that
this simplicity would be per-
plexing, also astonishing, if
we were bound to believe,
with the realists, that the
laws of nature reveal to us an
inner, a structural, simplici-
ty of our world beneath its
outer appearance of great
diversity. The German phi-
losopher Immanuel Kant’s
idealism, likewise, sought to
illuminate this simplicity by
saying that it is our own in-
tellect which imposes its
laws upon nature. Most con-
ventionalists, yet again, treat
this simplicity as our own
creation. For them, however,
it is not the effect of the laws
of our intellect imposing
themselves upon nature,
thus making nature simple
— for they would often reso-
lutely believe that nature is
simple. Agreed that the ‘laws
of nature’ are simple; and,
what most conventionalists
embrace, or espouse, are our
own free creations, or inven-
tions, as also our arbitrary
decisions and conventions.
This is the true perception
of reality, or fundamental
characteristic of the human
species — one that may have
determined our origin during
the evolution narrative. The
supposition — our technolo-
gy is, doubtless, a natural and
inescapable progression, be-
cause we are supposedly the
most intelligent, thinking
species, influenced by every
code of the universe. Our in-
telligence may not always be
rational, but what is impor-
tant is the stunning sequence
of our own biological charac-
teristics. The fact also is we
have our endoskeleton based
onthe‘lever’principle,unlike
large animals that need to be
necessarily viewed in the con-
text of metazoans — earthly,
ratherthanmarinecreatures.
Scholars reckon that a suit-
able comparison for human
technology exists — the
evolved technology of living
organisms. Hence, the big
question—couldwecontinue
to characterise biology as
technology? Maybe, yes. How-
ever,thetruthremainsthatbi-
ological technology has been
shaped by natural selection.
Besides, it’s agreed that our
commonplace templates in-
volveexternalconstraints,yet
the paradox is differences of-
ten arise either from history,
or refined differences in natu-
ral contexts. Such disparities
may, again, be just the right
grist for our own technology
mill, as we move increasingly
towards a position compara-
ble to biological systems —
one that promptly guides ge-
neticelements.Whatdoesthis
connote? That our biological
world includes an array of
technologies — mechanical,
chemical and computational.
The only difference being the
technology fulcrum of bio-
logical chemistry — it needs
analyses, just as much as the
technology of biological com-
putation remains unfath-
omed.
The similarity between en-
gineering and biomechanics,
likewise, is rich enough to
supplyextraordinaryinsights
intobothbiologicalchemistry
and bio-computation. Prokar-
yotes, for example, are bio-
chemical geniuses, directing
chemistry to make their liv-
ing and identifying their
roles; yet, they do extraordi-
narily little orchestration of
external mechanical forces.
Research suggests that the ab-
sence of structural metals, in
biology
, is proof that animals
would be far better off, if only
they had them. You may not
agree with such a hypothesis,
thoughyou’dbetemptedtofor
a reason, or two.
Here’s another analogy.
The pliability of metals ex-
plains for our elevated tough-
ness, but organisms have
found other routes to attain
it. Also, if ‘elasticity’ under-
lies the usage of metals in hu-
man technology
, there’s noth-
ing like the mechanism at
work that would allow an
animal to mend a deformed
tooth. The argument is obvi-
ous — that the metals we use
in our technology, iron and
aluminium, were ignored by
evolution because their poor
presence in seawater holds
no weight when investigated
from a pertinent geological
standpoint. When free oxy-
gen was a scarce commodity,
over three billion years ago,
iron and uranium were deli-
cately soluble, while the great
iron deposits in a part of our
living planet are just enough
evidence of the ‘crystallisa-
tion’ of ‘that’ iron which
helped oxidative photosyn-
thesis to really come of age.
The inference is simple —
as we approach true nano-
technology and biotechnolo-
gy
, cultivated comparisons of
the two will perpetually
transform the way we look at
either paradigm. For all the
good reasons.

Ravi Ruia through his
son-in-law Nishant Kan-
odia’s company invest-
ed around Rs.400 crore
in Deepak Kochhar’s

is, if the loan goes to
ABG Shipyard, what
has it got to do with
Ruia’s investment? The
takeaway is that Rishi
Agarwal, the most

buses in Indore will
soon run on Bio-CNG
to be generated from
waste at a plant which
will be virtually inau-
gurated by Modi here
in Madhya Pradesh
on February 19, civic
officials said on
Thursday
.
The plant has been
set up in 15 acres of a
trenching ground of
the Indore Municipal
Corporation in the
Devguradia area with
an investment of Rs
150 crore through the
public-private part-
nership (PPP) mode,
they said.The civic
body has claimed it to
be the largest such
Bio-CNG plant in
South Asia. The plant
is capable of produc-
ing 19,000 kg of Bio-
CNG per day from 550
tonne of wet waste (of
fruits, vegetables, raw
meat, stale food, green
leaves and flowers)
and a part of this gas
produced will soon be
used to run 400 buses
in the city, officials in
the civic said.These
buses are currently
running on diesel and
they would be con-
verted to operate on
Bio-CNG in a phased
manner, they said. In
the first-phase, 55 Bio-
CNG buses will start
running in the city
from this month itself,
they added.According
to an official, the In-
dore Municipal Cor-
poration has not spent
a single rupee on this

Scheme. The ICJS sys-

vey. The survey of 350

number of those who
classify themselves as

New Delhi: Revising
the outlook on state
finances to “improv-
ing” in FY23 from
“neutral”, India Rat-
ings expects the aggre-
gate fiscal deficit of
the states to come in at
3.6% of their gross do-
mestic product from
3.5% in FY22 on the
back of robust reve-
nue growth. The agen-
cy had earlier forecast
the fiscal deficit of the
states to print in at
4.1%.
The upward revi-
sion is due to the bet-
ter-than-expected
growth in revenue re-
ceipts and higher
growth in the nominal
GDP in FY22, India
Ratings said in a note.
The agency also es-
timates the national
nominal GDP to grow
17.6% this fiscal, high-
er than the previous
estimate of 15.6%.
Accordingly, the
agency expects gross
and net market bor-
rowings by the states
in FY22 to be lower
than at `6.6 lakh crore
and `4.6 lakh crore, re-
spectively
, than its pre-
vious estimate of `8.2
lakh crore and `6.2
lakh crore.
Their gross and net
market borrowings
are estimated at `7
lakh crore and `4.63
lakh crore, respective-
ly, in FY23 due to an
improvement in
states’ aggregate rev-
enue receipts and
higher tax devolution
from the Centre.
The quality of the
fiscal deficit, which is
revenue deficit as a
percentage of fiscal
deficit, is likely to im-
prove in FY22 and
FY23, after deteriorat-
ing in the previous
two fiscals of 2020 and
2021 due to the impact
of the pandemic on
the states’ revenue re-

across the globe by
2032 and telecom oper-
ators Bharti Airtel and
Reliance Jio are suita-
bly placed to benefit
from the surge in In-
dia, a Credit Suisse re-
port has said. The re-
port said metaverse
has enormous poten-
tial to further expand
screen time and drive
more bandwidth con-
sumption. “Internet
traffic is already 80%
video and has been
growing at a 30%
CAGR. Our team pro-
jects that even modest
metaverse usage could
drive a further 37%
CAGR in the next dec-
ade to 20x current data
usage,” the report
said.
Augmented reality
and virtual reality
technologies are ex-
pected to see a boom as
these are the technolo-
gies that are required
for accessing the
metaverse.
According to the re-
port, while 5G will sup-
port the metaverse eco-
system, the emergence
of 6G will enhance
metaverse use cases.
“While it is too early
to determine the im-
pact of metaverse on
Indian telcos’ reve-
nues, we believe Airtel
(with 17% of revenues
from fixed line) and Jio
are well placed to ben-
efit from surge in data
usage driven by
metaverse in the latter
half of this decade,”

try’s GDP is likely to
grow at 5.8% in the
third quarter of fiscal
2022, according to an
SBI’s research report.
The country’s econo-
my expanded by 8.4% in
the second quarter of
2021-22, to cross pre-
pandemic levels. How-
ever, the GDP growth in
July-September period
was slower than the
20.1% expansion in the
previous quarter.
The National Statisti-
cal Office (NSO) will
declare the GDP esti-
mates for Q3 FY 2021- 22
on February 28.
“As per SBI Nowcast-
ing Model, the forecast-
ed GDP growth for Q3
FY22 would be 5.8%,
with a downward bias.
The full year (FY22)
GDP growth is now re-
vised downwards to
8.8% from our earlier
estimate of 9.3%,” the
report said on Friday
.
The Nowcasting
Model is based on 41
high frequency indica-
tors associated with in-
dustry activity, service
activity, and global
economy.The real GDP
will be around `2.35
lakh crore more / 1.6%
higher than the FY20

New Delhi: Vedanta has
earmarked $15 billion for
foray into the electronic
chip and display manu-
facturing space, and plans
to scale up the investment
to as much as $20 billion.
Vedanta’s group firm
Avanstrate, which will
spearhead the semicon-
ductor business, expects
to roll out electronic chips
and displays from Indian
manufacturing plants by
2025, the official of the
group’s semiconductor
arm said on Friday. “Sem-
iconductor is a long-term
business. We are looking
at about $10 billion on
display. Right now we are
looking at $7 billion in
semiconductors that may
also go up by another $3
billion to further extend
it. First 10 year we have
engaged to invest up to
$15 billion. We will evalu-
ate further investment at
a later stage,” Avanstrate
managing director Akarsh
Hebbar said. Avanstrate
has applied for setting up
a semiconductor plant
and a display manufac-

see Muslims as a vote
bank only but considers

Khan, who dons a
burqa, has campaigned
for the BJP candidates
in the first and second
phase of the assembly
elections and is set

She is usually accom-
panied by female mem-
bers of the BJP as well

ty’s minority cell during

“I have done door-to-
door campaigning and
held small meetings
with the female voters

paigning for the party in
central and eastern UP
districts,” Khan, who

suing law, Khan came
into the spotlight in 2017

her instant triple talaq.
“The harassment I
suffered just after mar-
riage gave me strength

has begun the process to
make deities owners of
the temple land instead
of priests, Law Minister
Pramod Kumar said on
Friday
. The Law Depart-
ment will soon issue a
circular, removing the
names of priests from
the revenue records to
protect the properties
from unauthorised
claims, Kumar told the
decision that is likely to
have widespread socio-
political ramifications
in the state. “A priest
cannot be treated as
landowner (‘bhuswa-
mi’), and the revenue
records will now have
the name of the deities
of the shrines.”
It would help in deal-
ing with large scale ir-
regularities in temple
land as priests have
been buying and selling
those as owners, he said.
“The Bihar govt will
simply implement the
SC judgment passed on
September 6, 2021. The
SCbenchof JusticesHe-
mant Gupta and AS Bo-
panna had ruled that
‘there is no mandate un-
der the law’ that the
name of pujari or man-
ager is required to be
mentioned in the reve-
nue records since the
deity as the juristic per-

LOOKOUT CIRCULARS ISSUED Chitra Ramkrishna New Delhi: The Uttar Pradesh government on Friday informed the Su- preme Court that it had withdrawn 274 notices issued for recovery of damages to public prop- erties during the anti- Citizenship (Amend- ment) Act protests. The state Additional Advocate General Ga- rima Prashad conveyed this to the bench of Jus- tices D Y Chandrachud and Surya Kant, which accepted the same and appreciated the “fair gesture”. The Bench also di- rected that recoveries made in consequence of the proceedings that had been withdrawn, be refunded. Though the earning is little, the booth is a blessing. My daughters are depend- ent on me and I don’t want them to live here forever. This place is a great place to start something new,” said Seema. Police reached the spot and found that house number E-162 was being demolished for new construction. They were shifted to the AIIMS where they are under treatment, the DCP said. —PTI New Delhi: In a bid to go green, the New Delhi Municipal Council (NDMC) is considering topurchaseonlyelectric vehicles for official use and enforcement drives. The council has also de- cided to stop buying and hiring petrol and CNG vehicles, officials said. They added that NDMC currently has around 80 electric cars for official purposes and a large number of vehi- cles have been allotted to the heads of depart- ments. Also, NDMC ar- eas have the highest number of electric charging stations in Delhi. “We have decided to go completely green and our mission is to reduce pollution in and around the New Delhi area in the coming days. All new vehicles that are be- ing purchased for offi- cial use are EVs,” a sen- ior NDMC official, who did not wish to be named, said. Officials said that the council is also focusing on measures to ramp up the electric charging in- frastructure system in the Luytens zone. Cur- rently, there around 30- 35 charging station at the NDMC building. Be- sides these, there are around 60 more across the New Delhi area. “The target is 100 sta- tions by the end of this financial year. G ingapore Prime Minister Lee Hsien Loong’s re- mark that “Nehru’s India has become one where, ac- cording to media reports, al- most half the MPs in Lok Sabha have criminal charges pending against them, in- cluding charges of rape and murder, though it is also said many of these allegations are politically motivated”. In his prepared speech Loong underlined the importance of MPs with good values and clean image in a democracy. He described India’s first Prime Minister Jawaharlal Nehru and Israel’s David Ben Gurion as “exceptional”, of “great courage”, “immense culture” and “outstanding ability”. The comment has not gone down well with In- dia lodging its objection with Singapore’s High Commis- sioner and calling the com- ments “uncalled for”. But what is there to object? Is the objection to a foreign leader talking about Indian lawmakers having a criminal background, or praising Nehru? Lawmakers with shady backgrounds are a harsh reality about Indian de- mocracy . The Association of Democratic Reforms report said in 2019 that 43 percent of newly-elected MPs have crim- inal charges against them. The numbers were 26 percent higher than in 2014. Hence, the equation — a unique object, or organisa- tion, halts assessment and comprehension, because it is singular. This explains for human aptitude to ‘invent- ing’ technologies. It’s not that animals don’t invent; they use tools to carve and manipulate environmen- tal objects to improve their quality of life. Chimps, for ex- ample, peel off twigs to make better termite traps, while beavers arrange logs and sticks to make handy ‘dams.’ Yet, one fact remains: each of such species does not boast of a single ‘miracle’ invention. Most conventionalists, as the British philosopher-aca- demicKarlPopperexpressed, seem to, however, feel that this simplicity would be per- plexing, also astonishing, if we were bound to believe, with the realists, that the laws of nature reveal to us an inner, a structural, simplici- ty of our world beneath its outer appearance of great diversity. The German phi- losopher Immanuel Kant’s idealism, likewise, sought to illuminate this simplicity by saying that it is our own in- tellect which imposes its laws upon nature. Most con- ventionalists, yet again, treat this simplicity as our own creation. For them, however, it is not the effect of the laws of our intellect imposing themselves upon nature, thus making nature simple — for they would often reso- lutely believe that nature is simple. Agreed that the ‘laws of nature’ are simple; and, what most conventionalists embrace, or espouse, are our own free creations, or inven- tions, as also our arbitrary decisions and conventions. This is the true perception of reality, or fundamental characteristic of the human species — one that may have determined our origin during the evolution narrative. The supposition — our technolo- gy is, doubtless, a natural and inescapable progression, be- cause we are supposedly the most intelligent, thinking species, influenced by every code of the universe. Our in- telligence may not always be rational, but what is impor- tant is the stunning sequence of our own biological charac- teristics. The fact also is we have our endoskeleton based onthe‘lever’principle,unlike large animals that need to be necessarily viewed in the con- text of metazoans — earthly, ratherthanmarinecreatures. Scholars reckon that a suit- able comparison for human technology exists — the evolved technology of living organisms. Hence, the big question—couldwecontinue to characterise biology as technology? Maybe, yes. How- ever,thetruthremainsthatbi- ological technology has been shaped by natural selection. Besides, it’s agreed that our commonplace templates in- volveexternalconstraints,yet the paradox is differences of- ten arise either from history, or refined differences in natu- ral contexts. Such disparities may, again, be just the right grist for our own technology mill, as we move increasingly towards a position compara- ble to biological systems — one that promptly guides ge- neticelements.Whatdoesthis connote? That our biological world includes an array of technologies — mechanical, chemical and computational. The only difference being the technology fulcrum of bio- logical chemistry — it needs analyses, just as much as the technology of biological com- putation remains unfath- omed. The similarity between en- gineering and biomechanics, likewise, is rich enough to supplyextraordinaryinsights intobothbiologicalchemistry and bio-computation. Prokar- yotes, for example, are bio- chemical geniuses, directing chemistry to make their liv- ing and identifying their roles; yet, they do extraordi- narily little orchestration of external mechanical forces. Research suggests that the ab- sence of structural metals, in biology , is proof that animals would be far better off, if only they had them. You may not agree with such a hypothesis, thoughyou’dbetemptedtofor a reason, or two. Here’s another analogy. The pliability of metals ex- plains for our elevated tough- ness, but organisms have found other routes to attain it. Also, if ‘elasticity’ under- lies the usage of metals in hu- man technology , there’s noth- ing like the mechanism at work that would allow an animal to mend a deformed tooth. The argument is obvi- ous — that the metals we use in our technology, iron and aluminium, were ignored by evolution because their poor presence in seawater holds no weight when investigated from a pertinent geological standpoint. When free oxy- gen was a scarce commodity, over three billion years ago, iron and uranium were deli- cately soluble, while the great iron deposits in a part of our living planet are just enough evidence of the ‘crystallisa- tion’ of ‘that’ iron which helped oxidative photosyn- thesis to really come of age. The inference is simple — as we approach true nano- technology and biotechnolo- gy , cultivated comparisons of the two will perpetually transform the way we look at either paradigm. For all the good reasons. The plant has been set up in 15 acres of a trenching ground of the Indore Municipal Corporation in the Devguradia area with an investment of Rs 150 crore through the public-private part- nership (PPP) mode, they said.The civic body has claimed it to be the largest such Bio-CNG plant in South Asia. The plant is capable of produc- ing 19,000 kg of Bio- CNG per day from 550 tonne of wet waste (of fruits, vegetables, raw meat, stale food, green leaves and flowers) and a part of this gas produced will soon be used to run 400 buses in the city, officials in the civic said.These buses are currently running on diesel and they would be con- verted to operate on Bio-CNG in a phased manner, they said. Under the guidance of the Union Minister of Home Affairs Amit Shah, Phase II of the ICJS project will be a step towards ensuring effective and modern policing. Mumbai is home to the largest number of dollar mil- lionaires at 20,300 households, followed by Delhi at 17,400 Kolka- ta with 10,500. —PTI MONEY MATTERS Dollar millionaires in India rise 11% The number of Indian dollar millionaires will increase 30% to touch 6 lakh households by 2026 Metaverse to push data usage by 20 times in next 10 years Ind-Ra pegs states’ fiscal deficit at 3.6% New Delhi: Revising the outlook on state finances to “improv- ing” in FY23 from “neutral”, India Rat- ings expects the aggre- gate fiscal deficit of the states to come in at 3.6% of their gross do- mestic product from 3.5% in FY22 on the back of robust reve- nue growth. The agen- cy had earlier forecast the fiscal deficit of the states to print in at 4.1%. The upward revi- sion is due to the bet- ter-than-expected growth in revenue re- ceipts and higher growth in the nominal GDP in FY22, India Ratings said in a note. The agency also es- timates the national nominal GDP to grow 17.6% this fiscal, high- er than the previous estimate of 15.6%. Accordingly, the agency expects gross and net market bor- rowings by the states in FY22 to be lower than at `6.6 lakh crore and `4.6 lakh crore, re- spectively , than its pre- vious estimate of `8.2 lakh crore and `6.2 lakh crore. Their gross and net market borrowings are estimated at `7 lakh crore and `4.63 lakh crore, respective- ly, in FY23 due to an improvement in states’ aggregate rev- enue receipts and higher tax devolution from the Centre. The quality of the fiscal deficit, which is revenue deficit as a percentage of fiscal deficit, is likely to im- prove in FY22 and FY23, after deteriorat- ing in the previous two fiscals of 2020 and 2021 due to the impact of the pandemic on the states’ revenue re- ceipts. —PTI New Delhi: The tran- sition of digital ecosys- tem to metaverse, where a person will feel immersed in a vir- tual world, will push data usage by 20 times across the globe by 2032 and telecom oper- ators Bharti Airtel and Reliance Jio are suita- bly placed to benefit from the surge in In- dia, a Credit Suisse re- port has said. The re- port said metaverse has enormous poten- tial to further expand screen time and drive more bandwidth con- sumption. “Internet traffic is already 80% video and has been growing at a 30% CAGR. Our team pro- jects that even modest metaverse usage could drive a further 37% CAGR in the next dec- ade to 20x current data usage,” the report said. Augmented reality and virtual reality technologies are ex- pected to see a boom as these are the technolo- gies that are required for accessing the metaverse. The country’s econo- my expanded by 8.4% in the second quarter of 2021-22, to cross pre- pandemic levels. How- ever, the GDP growth in July-September period was slower than the 20.1% expansion in the previous quarter. The National Statisti- cal Office (NSO) will declare the GDP esti- mates for Q3 FY 2021- 22 on February 28. “As per SBI Nowcast- ing Model, the forecast- ed GDP growth for Q3 FY22 would be 5.8%, with a downward bias. The full year (FY22) GDP growth is now re- vised downwards to 8.8% from our earlier estimate of 9.3%,” the report said on Friday . The Nowcasting Model is based on 41 high frequency indica- tors associated with in- dustry activity, service activity, and global economy.The real GDP will be around `2.35 lakh crore more / 1.6% higher than the FY20 real GDP of `145.69 lakh crore, the report said. The report said the recovery in domestic economic activity is yet to be broad-based, as private consumption remained below pre- pandemic levels. The Budget 2022 has paved the road for the sector to grow and expand India’s footprint in the global gem and jewellery trade,” the minister said. —PTI Vedanta to invest up to $20 bn in chip biz New Delhi: Vedanta has earmarked $15 billion for foray into the electronic chip and display manu- facturing space, and plans to scale up the investment to as much as $20 billion. Vedanta’s group firm Avanstrate, which will spearhead the semicon- ductor business, expects to roll out electronic chips and displays from Indian manufacturing plants by 2025, the official of the group’s semiconductor arm said on Friday. “Sem- iconductor is a long-term business. We are looking at about $10 billion on display. Right now we are looking at $7 billion in semiconductors that may also go up by another $3 billion to further extend it. First 10 year we have engaged to invest up to $15 billion. We will evalu- ate further investment at a later stage,” Avanstrate managing director Akarsh Hebbar said.
