A public offering of shares by

Chandigarh: The Congress on Friday released its manifesto
for the February 20 Punjab Assembly polls, promising
`1,100 per month for women, eight free cooking gas cylin-
ders per year and one lakh government jobs. The party also
promised to end the mafia raj by creating corporations for
the sale of liquor and sand mining. Addressing the media,
state party chief Navjot Singh Sidhu said the party’s govern-
ment will procure oilseed, pulses and corn from farmers.

Jaipur: The High Court on Friday heard the PIL filed by
student outfit ABVP demanding a CBI probe into the
REET irregularities. The next hearing of the case has now
been posted to 24th Feb. Submitting the reply, state govt
claimed before the Bench of Chief Justice Akil Kureshi
and Justice Uma Shankar Vyas that the SOG is investi-
gating the matter in the right direction and it will submit
a factual report after the investigation is completed. He
also accused the ABVP of filing the PIL unnecessarily and
levelling baseless allegations against the SOG and other
govt officers, the outfit is also trying to mislead the court.

zen was killed when a
speeding car, driven by
a 13-year old minor hit
him near the Chitra-
koot stadium on Thurs-
day. According to eye-
witnesses, the car, first
hit a bike from the rear.
When people went rush-
ing to the spot, the boy
got frightened and
started driving on back
gear to escape from the
scene. But in the pro-
cess, he hit the elderly
person and kept drag-
ging him under its
wheels for almost a 100
metre. The police have
not been able to trace

his birthday on Feb 13
and demanded a mobile
phone as gift.
His parents assured
him of buying it after he
clears his 12th board
exam with good marks.
They were shocked on
Friday when they saw
him hanging from ceil-
ing fan with his moth-
er’s saree.

formed that his parents
broke open the door and
rushed the boy to SMS
hospital where he was
declared brought dead.
Rajkumar said that

dict and he had gone si-

midnight hung himself.

are politically motivated”. In
his prepared speech Loong
underlined the importance
of MPs with good values and
clean image in a democracy.
He described India’s first
Prime Minister Jawaharlal
Nehru and Israel’s David Ben
Gurion as “exceptional”, of
“great courage”, “immense
culture” and “outstanding
ability”. The comment has
not gone down well with In-
dia lodging its objection with
Singapore’s High Commis-
sioner and calling the com-
ments “uncalled for”.
But what is there to object?
Is the objection to a foreign
leader talking about Indian
lawmakers having a criminal
background, or praising
Nehru? Lawmakers with
shady backgrounds are a
harsh reality about Indian de-
mocracy
. The Association of
Democratic Reforms report
said in 2019 that 43 percent of
newly-elected MPs have crim-
inal charges against them.
The numbers were 26 percent
higher than in 2014.

are both taking a stern view

them. Yet, the Singaporean
prime minister could have

THE QUINTESSENCE OF
INVENTION  DESIGN
omparisons are odious. But,
comparisons are part of life.
A cricket bat isn’t a bat with-
out the willow for reference.
Hence, the equation — a
unique object, or organisa-
tion, halts assessment and
comprehension, because it is
singular. This explains for
human aptitude to ‘invent-
ing’ technologies.
It’s not that animals don’t
invent; they use tools to carve
and manipulate environmen-
tal objects to improve their
quality of life. Chimps, for ex-
ample, peel off twigs to make
better termite traps, while
beavers arrange logs and
sticks to make handy ‘dams.’
Yet, one fact remains: each of
such species does not boast of
a single ‘miracle’ invention.
Most conventionalists, as
the British philosopher-aca-
demicKarlPopperexpressed,
seem to, however, feel that
this simplicity would be per-
plexing, also astonishing, if
we were bound to believe,
with the realists, that the
laws of nature reveal to us an
inner, a structural, simplici-
ty of our world beneath its
outer appearance of great
diversity. The German phi-
losopher Immanuel Kant’s
idealism, likewise, sought to
illuminate this simplicity by
saying that it is our own in-
tellect which imposes its
laws upon nature. Most con-
ventionalists, yet again, treat
this simplicity as our own
creation. For them, however,
it is not the effect of the laws
of our intellect imposing
themselves upon nature,
thus making nature simple
— for they would often reso-
lutely believe that nature is
simple. Agreed that the ‘laws
of nature’ are simple; and,
what most conventionalists
embrace, or espouse, are our
own free creations, or inven-
tions, as also our arbitrary
decisions and conventions.
This is the true perception
of reality, or fundamental
characteristic of the human
species — one that may have
determined our origin during
the evolution narrative. The
supposition — our technolo-
gy is, doubtless, a natural and
inescapable progression, be-
cause we are supposedly the
most intelligent, thinking
species, influenced by every
code of the universe. Our in-
telligence may not always be
rational, but what is impor-
tant is the stunning sequence
of our own biological charac-
teristics. The fact also is we
have our endoskeleton based
onthe‘lever’principle,unlike
large animals that need to be
necessarily viewed in the con-
text of metazoans — earthly,
ratherthanmarinecreatures.
Scholars reckon that a suit-
able comparison for human
technology exists — the
evolved technology of living
organisms. Hence, the big
question—couldwecontinue
to characterise biology as
technology? Maybe, yes. How-
ever,thetruthremainsthatbi-
ological technology has been
shaped by natural selection.
Besides, it’s agreed that our
commonplace templates in-
volveexternalconstraints,yet
the paradox is differences of-
ten arise either from history,
or refined differences in natu-
ral contexts. Such disparities
may, again, be just the right
grist for our own technology
mill, as we move increasingly
towards a position compara-
ble to biological systems —
one that promptly guides ge-
neticelements.Whatdoesthis
connote? That our biological
world includes an array of
technologies — mechanical,
chemical and computational.
The only difference being the
technology fulcrum of bio-
logical chemistry — it needs
analyses, just as much as the
technology of biological com-
putation remains unfath-
omed.
The similarity between en-
gineering and biomechanics,
likewise, is rich enough to
supplyextraordinaryinsights
intobothbiologicalchemistry
and bio-computation. Prokar-
yotes, for example, are bio-
chemical geniuses, directing
chemistry to make their liv-
ing and identifying their
roles; yet, they do extraordi-
narily little orchestration of
external mechanical forces.
Research suggests that the ab-
sence of structural metals, in
biology
, is proof that animals
would be far better off, if only
they had them. You may not
agree with such a hypothesis,
thoughyou’dbetemptedtofor
a reason, or two.
Here’s another analogy.
The pliability of metals ex-
plains for our elevated tough-
ness, but organisms have
found other routes to attain
it. Also, if ‘elasticity’ under-
lies the usage of metals in hu-
man technology
, there’s noth-
ing like the mechanism at
work that would allow an
animal to mend a deformed
tooth. The argument is obvi-
ous — that the metals we use
in our technology, iron and
aluminium, were ignored by
evolution because their poor
presence in seawater holds
no weight when investigated
from a pertinent geological
standpoint. When free oxy-
gen was a scarce commodity,
over three billion years ago,
iron and uranium were deli-
cately soluble, while the great
iron deposits in a part of our
living planet are just enough
evidence of the ‘crystallisa-
tion’ of ‘that’ iron which
helped oxidative photosyn-
thesis to really come of age.
The inference is simple —
as we approach true nano-
technology and biotechnolo-
gy
, cultivated comparisons of
the two will perpetually
transform the way we look at
either paradigm. For all the
good reasons.

leader with an immense
hold in the grass-root
and has never been ac-
tive in day-to-day poli-
tics. He has not played
the same role in legal
matters as Kapil Sibal,
Abhishek Manu Singh-
vi or Vivek Tankha. De-
spite this, he continued
to get his work done by
managing some kind of
jugaad within the Con-
gress. He was a Rajya
Sabha member thrice.
Think, how many such
leaders will be there in
Congress or BJP, who
were sent to Rajya Sab-
ha thrice? After this, he
became a minister at
the Center by aligning
his Punjabiyat to Man-
mohan Singh. He left
the Congress just be-
fore the voting for the
ongoing Assembly in
Punjab. Everyone
knows that his stay or
leaving has no effect
on the Congress, but
his resignation is be-
ing covered by the me-
dia as if it has spelt
doom for Congress.
That’s when it seems
that his resignation
has been done under
some plan. By the way,
the immediate reason,
doing the round, is
that he was asking for
a ticket for the assem-
bly in Punjab for his
son, which the Con-
gress did not give.
He realised that even
for him it will be diffi-
cult to get anythin in
Congress, so he became
a part of the ‘big game’
of damaging the Con-
gress, thinking that he
might get something
from there. Congress
leaders have such
greed for trading their
position for favors that
any party is using
them. However, five
days before the polling,
his resignation seems
to be a calculated move
because immediately
after his resignation,
leaders like Ghulam
Nabi Azad, Anand
Sharma, Manish
Tewari, etc. have given
statements saying that
the resignation has
been done under a
plan. However, its ef-
fect will not be seen
now but only after the
election results.

Ram temple began at
Ramjanmabhoomi in

24 with the laying of

New Delhi: The SC on Friday issued notice to the
CBI seeking its response on a bail plea by Indrani
Mukerjea, the
prime accused
in the murder
of her daugh-
ter, Sheena

Mukerjea, who
is currently in
judicial custody
of a special CBI court, filed her bail plea last week
but the hearing was postponed to Monday after
the SC failed to receive a copy. Arguing for bail,
senior advocate Mukul Rohatgi, appearing for
Indrani Mukerjea, told the Supreme Court: “She
has been in jail for six-and-a-half years... this trial
will not even in the next 10 years.” 185 witnesses
have yet to be examined (and) no witnesses have
been examined in the past 18 months,” he told a
bench headed by Justice L Nageswara Rao.

them to get relief from
the court. That's when
it seems that he is pres-
surizing the BJP lead-
ers by intimidating
them that if they want
to survive, then the ac-
tion against Raut will
have to be stopped.

Bio-CNG plant in Indore today
PM inaugurates

Indore: Nearly 400
buses in Indore will
soon run on Bio-CNG
to be generated from
waste at a plant which
will be virtually inau-
gurated by Modi here
in Madhya Pradesh
on February 19, civic
officials said on
Thursday
.
The plant has been
set up in 15 acres of a
trenching ground of
the Indore Municipal
Corporation in the
Devguradia area with
an investment of Rs
150 crore through the
public-private part-
nership (PPP) mode,
they said.The civic
body has claimed it to
be the largest such
Bio-CNG plant in
South Asia. The plant
is capable of produc-
ing 19,000 kg of Bio-
CNG per day from 550
tonne of wet waste (of
fruits, vegetables, raw
meat, stale food, green
leaves and flowers)
and a part of this gas
produced will soon be
used to run 400 buses
in the city, officials in
the civic said.These
buses are currently
running on diesel and
they would be con-
verted to operate on
Bio-CNG in a phased
manner, they said. In
the first-phase, 55 Bio-
CNG buses will start
running in the city
from this month itself,
they added.According
to an official, the In-
dore Municipal Cor-
poration has not spent
a single rupee on this

Justice System project
approved by goverment
New Delhi: The Modi
Government has ap-
proved the implementa-
tion of the Inter-Opera-
ble Criminal Justice
System (ICJS) project
by the Ministry of
Home Affairs at a total
cost of Rs. 3,375 crore
during the period from
2022-23 to 2025-26.
Under the guidance
of the Union Minister
of Home Affairs Amit
Shah, Phase II of the
ICJS project will be a
step towards ensuring
effective and modern
policing. The project
will be implemented as
a Central Sector
Scheme. The ICJS sys-
tem would be made
available through a ded-
icated and secure cloud-
based infrastructure
with high speed connec-
tivity. National Crime
RecordsBureau(NCRB)
will be responsible for
the implementation of
the project in associa-
tion with National In-
formatics Center (NIC).
The project will be im-
plemented in collabora-
tion with the States and

notified comprehensive
guidelines on Extended
Producer Responsibility
(EPR) for plastic packag-
ing, Union Environment
Minister Bhupender
Yadav said. Announcing
the notification of the
new Plastic Waste Man-
agement (Amendment)
Rules, 2022 through so-
cial media late on Thurs-
day night, Yadav said
the guidelines provide a
framework to strengthen
the circular economy of
plastic packaging waste
and promote alternatives
to plastic.

turned in Jaisalmer on
Thursday, two students
were killed and 8 other
persons injured when a
roadways bus hit a
school van near Pal-
sana RIICO area on
Jaipur-Sikar highway
on Friday. The victims
were identified as Jatin
(11) and Satyam (8).
The collision was so
strong that the van
overturned and two stu-
dents died on the spot.

expressed condolences

were killed in a car-bike
collision near Maniraj
Hotel in Nathdwara on
Friday. Efforts were on
to identify two other
youths riding bikes.
In Barmer, two peo-
ple died on the spot in a
collision between a tem-
po and a taxi near Meli
village in Siwana area.
According to the infor-
mation, Chhagnaji, who
worked as a drummer
in bandoli programme
in Meli village, and Mi-
tharam of Jinpur rode
in a tempo to their vil-
lage. While going to-
wards the road, the
speedy car coming from
Sivana hit the tempo, in
which both the people
in the taxi died.

archer from India, who

field of archery at the
world level. Limbaram
has represented India
in many international
championships includ-
ing three Olympic
Games and won medals.
In 1992, he won the gold
medal in the Asian Ar-
chery Championship
held in Beijing by set-
ting a world record. In
the 1992 Barcelona
Olympics, Limbaram
missed out on a medal
by just 1 point. In 1991,
he was awarded the Ar-
juna Award. Limbaram
was awarded the Padma
Shri award in 2012.
Limbaram was also
the chief coach of Ra-
jasthan team. Recently,
former MP Raghuveer
Singh Meena had writ-
ten a letter to the Union

reason for giving a sen-
ior officer a paltry re-
sponsibility could not
be understood.
Till the year 2016,
RAS officers would be
posted on this post and
in the past six years,
junior officers of In-
dustries Departments
were being given the
additional charge. Due
to the state govern-
ment’s apathy, the
Bunkar Sangh
had come to the
verge of collapse.
The organization
whose turnover
in the year 2016
was Rs 26 crore,
d r o p p e d
down to
m e r e l y
Rs 3
crore in
t h e
current year and the
majority of the depot
and showrooms in dis-
tricts have been locked.
But the manner in
which Naveen
M a h a j a n
has started
his work
after tak-
ing over
the reins,
it seems
that the
‘Ache Din’ of Bunkar
Sangh are here. The
biggest work undertak-
en by Mahajan is a re-
vision of handloom
rates, a work which
was pending for almost
a decade as the last
time rates were revised
was in the year 2013.
Even though inflation
increased, the Bunkar
Sangh had to operate at
its old rates and since it
was facing losses, the
business was also clos-
ing down.
It is the Industries
department’s responsi-
bility to ascertain the
rates, but in the past 10
years, almost half a
dozen HODs came and
went, but no one took
the initiative of revi-
sion rates. However,
within a month of tak-
ing charge, on Febru-
ary 10, Mahajan has
got a revised rate list
issued by the Indus-
tries Department and
has got the item rates
to increase as much as
40 per cent.
It is believed that it
is due to Mahajan’s
seniority and pressure
thus created that the
work could be done as
officials of the Indus-
tries Department
could not say ‘no’ to
him. Societies linked
with Bunkar Sangh
are happy and elated
as the business will
gather momentum as a
result of which quality
will also improve. The
interest which Ma-
hajan is taking in
Sangh’s work, it seems
that the ‘glory days’ of
Sangh will be back
soon. Efforts are being
made to take a loan of
Rs 8 crore from SIDBI
which will be used for
training, moderniza-
tion, and renovation.
Societies will be moti-
vated and awarded for
doing good work.
Furthermore, the
Bunkar Sangh is being
registered on the GoI’s
portal due to which or-
ders of various depart-
ments under the Cen-
tral government can
also be received.
Breathing ‘Naveen’ life in defunct Bunkar Sangh!
It is therefore a blessing in disguise
that the reins of once defunct Bunkar
Sangh has fallen in the hands of bold,
result-oriented, senior, and experienced
officer like Mahajan and it is highly
possible that with Mahajan at helm,
the annual turnover record of Rs 26
crore may be broken!

states who have dedi-
cated agriculture budg-
ets. CM Gehlot will pre-
sent the first-ever dedi-
cated agri budget for
Rajasthan on 23rd Feb-
ruary after the annual
state budget. A separate
agri budget will send a
strong message to the
entire political frater-
nity and farmers, espe-
cially after the inci-
dents that have tran-
spired in the past 14
months. Farmer loan
waiver can be the big-
gest issue in the agri-
culture budget. The
state government has
waived all types of
loans of farmers’ coop-
erative banks, but the
loans of farmers taken
from commercial banks
have not been waived.
Now the Gehlot govt
might focus on one-
time settlement of the
commercial bank
loans with
farmers
bearing only 10% of the
total settled amount
while the state govt
takes the financial
load of the balance
90%. It is also a fact
that some time back,
cases of farmers’ land
being auctioned by
banks in Dausa, Jaipur
and Alwar districts due
tonon-paymentof loans
of commercial banks
came to light. However,
Chief Minister Ashok
Gehlot had immediate-
ly instructed them to
stop such auctions.

Governmentwillformu-
late a new policy for the
regulation of kutcha
settlements in the state.
The decision was tak-
en in a meeting chaired
by UDH minister Shanti
Dhariwal. He instructed
officials to prepare the
draft of the policy while
consideringahighcourt
order in the Bhanwar
Singh case.
UDH will send the
proposal for approval to
the cabinet. Sources
said for regularizing,
the cut-off date can be
revised from 15.8.2009 to
December 18. Also, the
condition of not selling
the plot for 10 years can
also be removed.
At the same time, ex-
ercise is going on to in-
crease the cut-off date
for the regulation of
colonies settled on agri-
cultural land. The exist-
ing cut-off date is 17th
June 99, which may now
be changed to December
2018. Officers said that
changes in the Land
Revenue Act are neces-
sary to increase the date
which will provide re-
lief to thousands of plot
holders.
Sources said that the
ratio will also be revised
to 70:30 instead of 60:40
in plot and facility area.

have to be given to get
the lease of the plot. In

The accident happened a day after two students were killed and around 20 others injured when a speeding school bus overturned in Jaisalmer on Thursday. P7 DR SUDHIR BHANDARI APPOINTED RUHS VC Jaipur: SMS Medical Col- lege principal Dr Sudhir Bhandari, who is also the official physician of CM Ashok Gehlot, was appointed as the Vice- Chancellor of Rajasthan Univer- sity of Health Sciences (RUHS) by Governor Kalraj Mishra on Friday. After his predecessor Dr Rajababu Panwar retired last month, Dr Bhandari was given the additional charge of RUHS VC. G ingapore Prime Minister Lee Hsien Loong’s re- mark that “Nehru’s India has become one where, ac- cording to media reports, al- most half the MPs in Lok Sabha have criminal charges pending against them, in- cluding charges of rape and murder, though it is also said many of these allegations are politically motivated”. In his prepared speech Loong underlined the importance of MPs with good values and clean image in a democracy. He described India’s first Prime Minister Jawaharlal Nehru and Israel’s David Ben Gurion as “exceptional”, of “great courage”, “immense culture” and “outstanding ability”. The comment has not gone down well with In- dia lodging its objection with Singapore’s High Commis- sioner and calling the com- ments “uncalled for”. But what is there to object? Is the objection to a foreign leader talking about Indian lawmakers having a criminal background, or praising Nehru? Lawmakers with shady backgrounds are a harsh reality about Indian de- mocracy . The Association of Democratic Reforms report said in 2019 that 43 percent of newly-elected MPs have crim- inal charges against them. The numbers were 26 percent higher than in 2014. Yet, the Singaporean prime minister could have avoided making the remark. But, comparisons are part of life. A cricket bat isn’t a bat with- out the willow for reference. Hence, the equation — a unique object, or organisa- tion, halts assessment and comprehension, because it is singular. This explains for human aptitude to ‘invent- ing’ technologies. It’s not that animals don’t invent; they use tools to carve and manipulate environmen- tal objects to improve their quality of life. Chimps, for ex- ample, peel off twigs to make better termite traps, while beavers arrange logs and sticks to make handy ‘dams.’ Yet, one fact remains: each of such species does not boast of a single ‘miracle’ invention. Most conventionalists, as the British philosopher-aca- demicKarlPopperexpressed, seem to, however, feel that this simplicity would be per- plexing, also astonishing, if we were bound to believe, with the realists, that the laws of nature reveal to us an inner, a structural, simplici- ty of our world beneath its outer appearance of great diversity. The German phi- losopher Immanuel Kant’s idealism, likewise, sought to illuminate this simplicity by saying that it is our own in- tellect which imposes its laws upon nature. Most con- ventionalists, yet again, treat this simplicity as our own creation. For them, however, it is not the effect of the laws of our intellect imposing themselves upon nature, thus making nature simple — for they would often reso- lutely believe that nature is simple. Agreed that the ‘laws of nature’ are simple; and, what most conventionalists embrace, or espouse, are our own free creations, or inven- tions, as also our arbitrary decisions and conventions. This is the true perception of reality, or fundamental characteristic of the human species — one that may have determined our origin during the evolution narrative. The supposition — our technolo- gy is, doubtless, a natural and inescapable progression, be- cause we are supposedly the most intelligent, thinking species, influenced by every code of the universe. Our in- telligence may not always be rational, but what is impor- tant is the stunning sequence of our own biological charac- teristics. The fact also is we have our endoskeleton based onthe‘lever’principle,unlike large animals that need to be necessarily viewed in the con- text of metazoans — earthly, ratherthanmarinecreatures. Scholars reckon that a suit- able comparison for human technology exists — the evolved technology of living organisms. Hence, the big question—couldwecontinue to characterise biology as technology? Maybe, yes. How- ever,thetruthremainsthatbi- ological technology has been shaped by natural selection. Besides, it’s agreed that our commonplace templates in- volveexternalconstraints,yet the paradox is differences of- ten arise either from history, or refined differences in natu- ral contexts. Such disparities may, again, be just the right grist for our own technology mill, as we move increasingly towards a position compara- ble to biological systems — one that promptly guides ge- neticelements.Whatdoesthis connote? That our biological world includes an array of technologies — mechanical, chemical and computational. The only difference being the technology fulcrum of bio- logical chemistry — it needs analyses, just as much as the technology of biological com- putation remains unfath- omed. The similarity between en- gineering and biomechanics, likewise, is rich enough to supplyextraordinaryinsights intobothbiologicalchemistry and bio-computation. Prokar- yotes, for example, are bio- chemical geniuses, directing chemistry to make their liv- ing and identifying their roles; yet, they do extraordi- narily little orchestration of external mechanical forces. Research suggests that the ab- sence of structural metals, in biology , is proof that animals would be far better off, if only they had them. You may not agree with such a hypothesis, thoughyou’dbetemptedtofor a reason, or two. Here’s another analogy. The pliability of metals ex- plains for our elevated tough- ness, but organisms have found other routes to attain it. Also, if ‘elasticity’ under- lies the usage of metals in hu- man technology , there’s noth- ing like the mechanism at work that would allow an animal to mend a deformed tooth. The argument is obvi- ous — that the metals we use in our technology, iron and aluminium, were ignored by evolution because their poor presence in seawater holds no weight when investigated from a pertinent geological standpoint. When free oxy- gen was a scarce commodity, over three billion years ago, iron and uranium were deli- cately soluble, while the great iron deposits in a part of our living planet are just enough evidence of the ‘crystallisa- tion’ of ‘that’ iron which helped oxidative photosyn- thesis to really come of age. The inference is simple — as we approach true nano- technology and biotechnolo- gy , cultivated comparisons of the two will perpetually transform the way we look at either paradigm. He has not played the same role in legal matters as Kapil Sibal, Abhishek Manu Singh- vi or Vivek Tankha. De- spite this, he continued to get his work done by managing some kind of jugaad within the Con- gress. He was a Rajya Sabha member thrice. Think, how many such leaders will be there in Congress or BJP, who were sent to Rajya Sab- ha thrice? After this, he became a minister at the Center by aligning his Punjabiyat to Man- mohan Singh. He left the Congress just be- fore the voting for the ongoing Assembly in Punjab. Everyone knows that his stay or leaving has no effect on the Congress, but his resignation is be- ing covered by the me- dia as if it has spelt doom for Congress. That’s when it seems that his resignation has been done under some plan. By the way, the immediate reason, doing the round, is that he was asking for a ticket for the assem- bly in Punjab for his son, which the Con- gress did not give. He realised that even for him it will be diffi- cult to get anythin in Congress, so he became a part of the ‘big game’ of damaging the Con- gress, thinking that he might get something from there. Congress leaders have such greed for trading their position for favors that any party is using them. However, five days before the polling, his resignation seems to be a calculated move because immediately after his resignation, leaders like Ghulam Nabi Azad, Anand Sharma, Manish Tewari, etc. have given statements saying that the resignation has been done under a plan. The plant has been set up in 15 acres of a trenching ground of the Indore Municipal Corporation in the Devguradia area with an investment of Rs 150 crore through the public-private part- nership (PPP) mode, they said.The civic body has claimed it to be the largest such Bio-CNG plant in South Asia. The plant is capable of produc- ing 19,000 kg of Bio- CNG per day from 550 tonne of wet waste (of fruits, vegetables, raw meat, stale food, green leaves and flowers) and a part of this gas produced will soon be used to run 400 buses in the city, officials in the civic said.These buses are currently running on diesel and they would be con- verted to operate on Bio-CNG in a phased manner, they said. Till the year 2016, RAS officers would be posted on this post and in the past six years, junior officers of In- dustries Departments were being given the additional charge. Due to the state govern- ment’s apathy, the Bunkar Sangh had come to the verge of collapse. The organization whose turnover in the year 2016 was Rs 26 crore, d r o p p e d down to m e r e l y Rs 3 crore in t h e current year and the majority of the depot and showrooms in dis- tricts have been locked. But the manner in which Naveen M a h a j a n has started his work after tak- ing over the reins, it seems that the ‘Ache Din’ of Bunkar Sangh are here. The biggest work undertak- en by Mahajan is a re- vision of handloom rates, a work which was pending for almost a decade as the last time rates were revised was in the year 2013. Even though inflation increased, the Bunkar Sangh had to operate at its old rates and since it was facing losses, the business was also clos- ing down. It is the Industries department’s responsi- bility to ascertain the rates, but in the past 10 years, almost half a dozen HODs came and went, but no one took the initiative of revi- sion rates. However, within a month of tak- ing charge, on Febru- ary 10, Mahajan has got a revised rate list issued by the Indus- tries Department and has got the item rates to increase as much as 40 per cent. It is believed that it is due to Mahajan’s seniority and pressure thus created that the work could be done as officials of the Indus- tries Department could not say ‘no’ to him. Societies linked with Bunkar Sangh are happy and elated as the business will gather momentum as a result of which quality will also improve. The interest which Ma- hajan is taking in Sangh’s work, it seems that the ‘glory days’ of Sangh will be back soon. Efforts are being made to take a loan of Rs 8 crore from SIDBI which will be used for training, moderniza- tion, and renovation. Societies will be moti- vated and awarded for doing good work. Furthermore, the Bunkar Sangh is being registered on the GoI’s portal due to which or- ders of various depart- ments under the Cen- tral government can also be received. CM Gehlot will pre- sent the first-ever dedi- cated agri budget for Rajasthan on 23rd Feb- ruary after the annual state budget. A separate agri budget will send a strong message to the entire political frater- nity and farmers, espe- cially after the inci- dents that have tran- spired in the past 14 months. Farmer loan waiver can be the big- gest issue in the agri- culture budget. The state government has waived all types of loans of farmers’ coop- erative banks, but the loans of farmers taken from commercial banks have not been waived. Now the Gehlot govt might focus on one- time settlement of the commercial bank loans with farmers bearing only 10% of the total settled amount while the state govt takes the financial load of the balance 90%. It is also a fact that some time back, cases of farmers’ land being auctioned by banks in Dausa, Jaipur and Alwar districts due tonon-paymentof loans of commercial banks came to light. The decision was tak- en in a meeting chaired by UDH minister Shanti Dhariwal. He instructed officials to prepare the draft of the policy while consideringahighcourt order in the Bhanwar Singh case. UDH will send the proposal for approval to the cabinet. Sources said for regularizing, the cut-off date can be revised from 15.8.2009 to December 18. Also, the condition of not selling the plot for 10 years can also be removed. At the same time, ex- ercise is going on to in- crease the cut-off date for the regulation of colonies settled on agri- cultural land. The exist- ing cut-off date is 17th June 99, which may now be changed to December 2018. Officers said that changes in the Land Revenue Act are neces- sary to increase the date which will provide re- lief to thousands of plot holders. Sources said that the ratio will also be revised to 70:30 instead of 60:40 in plot and facility area. Also, less amount will have to be given to get the lease of the plot.
