claim of an extra ballot
by Nationalist Congress
Party (NCP) chief
Sharad Pawar in the Ra-
jya Sabha elections held
on Friday, Shiv Sena su-
premo and Maharashtra
Chief Minister Uddhav
Thackeray has informed
his allies that it is each
man for himself in the
June 20 Legislative
Council (Vidhan Pari-
shad) elections.
ElectionstothesixRa-
jya Sabha seats from Ma-
harashtra saw the BJP
securing three Upper
House berths in the Par-
liamentforitsnominees.
On the other hand, the
Congress got one of it s
candidates elected by ex-
pending all its 44 first
preference votes on Im-
ran Pratapgarhi. And
the NCP elected Praful
Patel with 43 votes. This
means that three prom-
ised votes were denied to
the Shiv Sena and that is
why the party is smart-
ing now.
While the Shiv Sena
needed MLA votes from
its Maha Vikas Aghadi
alliance partners to
elect its second Ra-
jyaSabhacandidateSan-
jay Pawar, in the state
Legislative Coun-
cil polls, it
faces a prob-
lem of plen-

wise it stands to lose out
on votes for both its can-
didates.

Sanjay Raut, who was
elected by the skin of his
teeth, played down the
simmering anger within
the Sena on Sunday. He
toned down his ‘outrage’
and refrained from level-
ling accusations on any-
one directly. “We have

our party,” he said, add-
ing that the Sena will
consider its next move.
Both senior NCP and
Congress leaders includ-
ingwaterresourcesmin-
ister Jayant Patil and
Nana Patole respectively
exhibited confidence in
being able to contain fis-
sures in the MVA alli-
ance. However, the Se-
na’s displeasure has
been evident. While the
MVA alliance partners
will most likely survive
the current disaffec-

come self-reliant unless
rural development is
made a contributor to
the country’s economy.
Addressing the 41st con-
vocation ceremony of
the IRMA Shah said
that institute is playing

“The aspect of rural
development is to make
villages convenient. For
this, remote connectiv-

Mumbai: After regis-
tering a victory in the
Rajya Sabha election
from Maharashtra,
the Bharatiya Janata
Party (BJP) has now
set its eyes on June 20
state council polls for
10 vacant seats. Elec-
tions are slated to be
conducted through
secret ballot, unlike
the RS polls.
“We are aware that
despite winning three
seats in the Rajya Sab-
ha, the Legislative
Council election will
not be easy for us. But,
we are confident main-
ly because of the inter-
nal conflict within the
Maha Vikas Aghadi.
We will register a vic-
tory in at least five
seats,” said Leader of
Opposition Devendra
Fadnavis.
The quota of votes for
the Council election is
27, and based on that,
opposition BJP can
elect four of its MLCs
while six of its mem-
bers will be retiring.
The ruling MVA had
proposed that in return
to making the Rajya
Sabha election unop-
posed, it would ensure
victory of the fifth BJP
candidate, which the
BJP declined. The MVA
is confident of winning
six seats, of which, two
seats may go to each of
the MVA constituents,
namely Shiv Sena, Na-
tionalist Congress Par-
ty (NCP) and Congress.
The Rajya Sabha
polls, which saw BJP
getting 123 votes, has
given the party confi-
dence that it will en-
sure the victory of five
candidates by ensuring
a few more votes from
the MVA. The contest
for the 10th seat is like-
ly to be between Prasad
Lad of BJP and Bhai
Jagtap of Congress.
Shiv Sena Spokes-
person Sanjay Raut
said that the MVA is
prepared to battle for
Legislative Council
seats. “We are sure to
have five seats. We re-
quire some extra votes
from others for the
sixth seat. We will work
on that,” he said.
Congress has 44
MLAs which will en-
sure victory of one of
its candidates, that is,
former minister Chan-
drakant Handore.
Meanwhile, Jagtap,
who is the Mumbai
Congress chief, would
require 17 more votes
to ensure his berth in
the Council.

Talking to reporters
on Sunday, Raut said,
“If the ED’s control is
given to us for two days,

too will vote for us.”
The Shiv Sena’s chief
spokesperson had on
Saturday described
BJP’s victory on three
RajyaSabhaseatsinMa-
harashtra as the “man-
date of horse-trading”.

In the fiercely-con-
tested polls for the total
six seats on Friday, Se-

The BJP won all the
three seats it had con-
tested.
Speaking to reporters
in Ahmednagar, Vikhe
Patil claimed the Sena

hands with the NCP and
Congress after the 2019
Assembly elections.

hour delay in the
counting of votes.
“The BJP has giv-
en a severe jolt to
Maha Vikas Aghadi.
It is such a jolt that
Uddhav Thackeray
has no right to re-
main in power.
When they have
lost, they should
have resigned on
their own,” the Un-
ion minister of
state for social jus-
tice and empower-
ment told reporters
in Jammu.
He said one is de-
clared a winner even
if the margin is one
vote or two votes.

a loyal supporter of the
MVA government and
will continue to be one,”

AFTERMATH
The Shiv Sena’s chief spokesperson had on Saturday
described BJP’s victory on three Rajya Sabha seats in Ma-
harashtra as the “mandate of horse-trading”. He had also
accused the Election Commission of India (ECI) of siding
with the opposition party, which he claimed “put pressure”
on the poll panel. Some horses were up for sale at a higher
price and shifted sides despite assurance of their votes to
our candidate, he had said.

Akola: A tremor of 3.5 magnitude was recorded on
Saturday evening in Akola, officials said. Meteorolog-
ical Department Scientific Assistants Milind Dharkite
and Kartik Vanve said the tremor was recorded at
5:41 pm and the epicenter was around 21 km from
Akola city. No injury or damage to the property has
been reported due to the tremor, Resident Deputy
Collector Sanjay Khadse said.
Murbad: A 42-year-old man saved a woman and her
two daughters from drowning while he was carry-
ing out the last rites of one of his relatives at Kalu
River near Sangam village. The man, Anil Gondhali
of Manivali village in Murbad, saw the three falling
into the water while washing clothes at the weir built
on the river. Gondhali was half-a-kilometre away
but still jumped into the river, swam towards them
and managed to pull all the three out. The three
were unconscious and were taken to a hospital and
were discharged on Saturday after being on oxygen
support for three days. Gondhali was felicitated for
his bravery by the Murbad police.
Mumbai: The launch of girders at Delisle road over
bridge at Lower Parel has been postponed to Mon-
day as WR now plans to undertake this work after
midnight for four consecutive days. WR said that
launch of the 90 m long girder will be done with help
of push technique as the girder weighs more than
1,000 ton. WR’s chief public relations officer Sumit
Thakur said, “All the preparations have been done
meticulously at the launch site. We hope to complete
the work smoothly, without hampering the rail traffic
that runs beneath the under-construction bridge.”
The ROB was shut for traffic in July 2018 after it was
declared unsafe by a team of IIT experts.
Mumbai: A 35-year-old man held a 19-year-old
college girl by the neck and tried to kiss her while the
teenager was waiting to board a train at Khar railway
station on Thursday, police said. The accused ap-
proached the girl from behind and was nabbed after
she screamed for help. This is the second case of an
assault on a college student on railway premises this
week. The accused, Alok Kanojia, was caught by the
railway police patrolling on platform number 4. He
had come to Mumbai from Jabalpur two days ago.
The Government Railway Police (GRP) at Bandra
railway station arrested Kanojia under the section of
the IPC for outraging the modesty of a woman.

Mumbai: As schools
get ready to begin the
new academic year
from Monday, the
government has is-
sued COVID-19-relat-
ed guidelines for
schools amid increas-
ing COVID-19 cases in
the state. While the
guidelines insist on
booster shots for
both teaching and
non-teaching staff,
schools have been
asked to encourage
vaccination among
children over the age
of 12.
Following Education
Commissioner Suraj
Mandhare’s initial
guidelines issued on
Thursday, which clari-
fied any confusion
about the date of school
reopening, the school
education department
issued a Government
Resolution (GR) regard-
ing the start of the new
academic year.
Apart from reiterat-
ing the school reopen-
ing dates, the June 10
resolution also lists
various precautions
that schools should
take if any students
test positive for COV-
ID-19.
According to the
guidelines, if both ini-
tial doses are complet-
ed, local education de-
partments at different
wards must ensure
complete vaccination
of teaching and non-
teaching staff, includ-
ing the precaution dose.
Furthermore, they
must raise awareness
about the importance
of COVID-19 vaccines
and encourage people
to make arrangements
for them if necessary.
Schools are also being
asked to encourage vac-
cination for children
over 12-years-of age.
The guidelines make
no mention of masks,
which asked schools
and parents to adhere
to local administra-
tion’s guidelines.
“The schools are ex-
pected to create aware-
ness among parents to
avoid sending their
wards to schools if
there are any COVID-
19-related symptoms. If
any student is found
having such symptoms
while on the school
premises, the manage-
ment is expected to pro-
vide an isolation facili-
ty followed by adminis-
tering the test – either
antigen or RT-PCR. If
any student tests COV-
ID-19 positive all other
children, who came in
close contact should be
tested for Covid,” states
the resolution.
Meanwhile, Mand-
hare issued another set
of orders instructing
schools to celebrate
the first day of
school, which is two
days after the reopen-
ing. The idea behind
this initiative is to
create a happy and en-
ergetic atmosphere in
schools so that students
are excited to come
back to school.

port on genetic se-
quencing from BJ
Medical College and
Sassoon General Hos-
pital on Saturday has
diagnosed a 37-year-
old man from Pune
with the BA.5 sub-
variant of Omicron.
According to officials,
he returned from
England on May 21
and has been fully
vaccinated.
“His sample was pro-
cessed at the Indian In-
stituteof ScienceEduca-
tionandResearch,Pune.
“The patient, who had
mild symptoms, was di-
agnosed with COVID-19
on June 02 and cured af-
ter being in home isola-
tion,” said Dr Pradeep
Awate, Maharashtra
surveillance officer.
Dr Rajesh Kar-
yakarte, state coordina-
tor for genome sequenc-
ing, said, “There was no
major symptom and the
authorities are keeping
a close watch on ICU
and hospital admis-
sions. We are also track-
ing the variant, and so
far sporadic cases of
BA.4 and BA.5 sub-var-
iant of Omicron are be-
ing diagnosed.”
Incidentally, Maha-
rashtra had reported its
first cases of COVID-19
infection with BA.4 and
BA.5 sub-variants in at
least seven cases in
Pune. Thane district
has reported 543 new
COVID-19 cases for the
third day in a row, rais-
ing its infection count
to 7,13,653, an official
said on Sunday. These
new cases were record-
ed on Saturday, he said.
Maharashtra on Sun-
day reported 2,946 fresh
coronavirus cases, in-
cluding 1,803 in Mum-
bai, and two fatalities,
while the number of ac-
tive cases rose to over
16,000. A total of 1,432
patients recovered from
coronavirus infection
in the last 24 hours in
Maharashtra.

reau (NCB) unit seized
4.88 kg of charas con-
cealed in a special cav-
ity made inside a wa-
ter purifier, an NCB
official said on Sun-
day, adding that two
people were arrested
in connection with the
seizure.
The drug was to be
senttoAustraliathrough
a courier service.
Acting on a tip-off, the
NCB seized the drug on
Friday
. The value of the
seized contraband was
not revealed by the NCB.
The NCB has arrest-
ed the consignor and a
courier agent on Satur-
day
. During the prelimi-
nary questioning of the
duo, it has been found
that the courier fran-
chise owner is also in-
volved in drug traffick-
ing. The courier agent
used to send parcels
without verification of
the consignor’s identity
and had also sent sev-
eral of such parcels
many times on the in-
structions of the “main
receiver”.
A fake identity was
used by the consignor to
ship the parcel through
courier.
“This network has
sent many such types of
parcels in the past. The
kingpin had created lay-
ers in the delivery net-
work,” the official said.
Villagers say won’t part with land for Metro carshed

ber of villagers from
Murdhe, Rai and
Morva in Thane dis-
trict’s Bhayander re-
gion have expressed
opposition to the ac-
quisition of their cul-
tivable lands for the
construction of a
metro carshed.
The carshed, for the
13.5 km Metro Line
number 9 between Da-
hisar in Mumbai and
Bhayander, is expected
to come up over 27.70
hectares of land.
Ashok Patil, Presi-
dent of the Bhumiputra
Samajik Samanvay San-
stha, a group formed by
disgruntled villagers to
carry forward their
fight, on Sunday said
some 300 property own-
ers and their kin will be
affected if land is ac-
quired for the carshed.
The carshed is to
come up 2.5 km from
their villages, and the
Maharashtra govern-
ment and Mumbai Met-
ropolitan Region Devel-
opment Authority want
to take over land of vil-
lagers instead of opting
for salt pan plots or a
privately held plot of
225 acres in the vicinity,
he alleged.
The Centre and the
Maharashtra govern-
ment are locked in a dis-
pute over the ownership
of 100 acre land in the
Kanjurmarg area. The
former has claimed that
adecreeinthenameof a

to the land was obtained
fraudulently and should
be held as null and void.

to the key stakeholders. In
fact, the clash between legisla-
tiveintent,judicialinterpreta-
tion and the ground level is-
sues which administrators
havetofaceisperhapsinevita-
ble.Thisinevitabilityperhaps
explains the title of Gur-
charan Das’s book ‘The Diffi-
culty of Bring Good’ – for if
beinggoodwaseasy
,mostpeo-
ple would prefer to do so, and
the world would neither need
the state, not Raj Dharma!
In the Indian context , there
are three additional points
which add to the complexity :
we have a carefully crafted
compromisebetweentheFun-
damental Rights and the Di-
rective Principles of State
Policy , contradictions be-
tween rights of individuals as
citizens of India  rights
which emanate from their
membership of a community
– SC/ST/OBC/Minority com-
munity , and last but not the
least ,a very wide disparity in
the economic, social, cultural,
intellectual endowments with
which people are born .
Overtime,manyof theseis-
sues are resolved, but newer
ones emerge for we live in a
world in which the expecta-
tions of stakeholders will al-
ways exceed the capacity of
the state to fulfil them. When
the state expands its capacity
,
it extends its powers, includ-
ing those of coercion. The
very first amendment to the
Constitution saw the dilution
of theRighttoFreedomof Ex-
pression,aswellasof theFun-
damental Right to Property
and endorsement of sedition
laws. In fact, without the first
amendment, the abolition of
Zamindari would have been
rendered difficult, if not im-
possible. The main argument
proffered by the state was that
addressing issues of hunger
and employment took prece-
dence over any other Right
enshrinedintheConstitution.
Over the years, there was a
political consensus on land
reforms as well the need to
strengthen the PDS and some
kind of an employment guar-
antee, and finally in the first
decade of this century
, the
Right to Work and the Right to
Food were adopted in a rare
showof bipartisanconsensus.
As things stand today
, The Na-
tional Food security Act cov-
ers nearly seventy percent of
thepopulationandofferscere-
als, pulses, oil, and sugar at
affordable rates. PDS outlets
across the country as well as
welfare schemes like Mid-day
meal and ICDS centres for ex-
pectant and lactating mothers
have addressed the issue of
hunger and absolute depriva-
tion. Besides,theMGNREGA,
has ensured that the landless
and the marginal farmers
haveatleastahundreddaysof
employment in a year. Be-
tween these two rights, the is-
sue of Roti (basic food) has
been resolved.
In the hierarchy of basic
needs, next to Roti is Kapda –
clothing. Till three decades
ago, many state governments
ran the ‘dhoti- saree scheme’
to provide two sets of clothes
to the BPL families before the
festival season. To the best of
my knowledge this has been
discontinued in all states, for
the‘market’hasaddressedthe
needs of all segments of soci-
ety
, including those at the Bot-
tomof thePyramid(BoP).The
expansionof thetextileindus-
try
, coupled with availability
of recycled clothes, rejects
from brands and export sur-
pluses have ensured that al-
most everyone in the country
– from the workers at con-
struction sites to nursing as-
sistants – have access to
clothes as well as footwear.
Thus, we have the interest-
ing proposition under which
thestateensuredRoti,andthe
markets provided Kapda.
Working in tandem they have
also been able to address the
issue of Bijli(power), Sadak
(roads) and Paani(water).
While the state has offered
subsidy for the consumption
of some basic units of water
and electricity to very house-
hold, the tolling at the high-
ways has generated resources
fortheroadbuildingprogram.
However, with respect to a
roof over every head - neither
the state, nor the market has
a grip over the situation. This
is further complicated by the
fact that the judiciary is giv-
ing two sets of instructions.
While on the one hand some
High Courts have directed
the district administration
and municipal authorities to
remove all encroachments
and report compliance to the
court:TheSChasheldinCha-
meli Devi versus the state of
UP that the right to shelter is
a fundamental right available
to every citizen and it was
read into Article 21 of Funda-
mental Rights and Article 39
of Directive Principles of
State Policy of Constitution
of India as encompassing
within its ambit, the right to
shelter to make the right to
life more meaningful.
Isitnotcommonknowledge
that an overwhelming major-
ity of those who live in the
most precarious conditions in
Malin Bastis or JJ clusters be-
long to the BoP
, and do not
havethewherewithaltoowna
roof over their head? The liv-
ing conditions in the slums –
whether authorised or unau-
thorised – are not such that if
a person can afford to, she will
not move out. Is it not obvious
that the land on which their
dwelling unit is built is an en-
croachment? If this be case,
then threat of removal actu-
ally makes the occupants of
these unauthorised colonies
‘electoral fodder’ for parties?
As the occupation is not legal,
the threat of eviction, coupled
with prospects of regularisa-
tion keep voters in a state of
permanent dependency
.

Shelter will we be able to

innovative financial, legal
and technology packages to

trillion by 2047 , we will
have to factor in the
burgeoning need and
demand for ecologically
sustainable, financially
stable, culturally enriching
habitations in which
children and women have
amenities to ensure their
development as per the SDGs
to which India is a
signatory.

dered why electronic
voting machines, used
in four LS elections and
127 assembly polls since
2004, are not deployed
in polls to elect the Pres-
ident and VP of India.
The EVMs are based
on a technology where
they work as an aggre-
gator of votes in direct
elections such as the LS
and state assemblies.
Voters press the button
against the name of the
candidate of their
choice and the one who
bags the maximum
number of votes is de-
clared elected. But the
election of the Presi-
dent is held in accord-
ance with the system of
proportional represen-
tation by means of sin-
gle transferable vote.
The EVMs, officials ex-
plained, are not de-
signed to register this
system of voting. The
EVM is an aggregator
of votes and under the
system of proportional
representation. In other
words, a different type
of EVM would be need.
Subsequently, in 1989,
Parliament amended
the Representation of
the People Act, 1951.

for hypothyroidism, say researchers. The
study, to be presented at ENDO 2022, found
that these vaccines do not cause significant
fluctuations in thyroid function and are not

Construction work of
nearly 4.8 lakh homes
worth `4.48 lakh crore
are currently stuck or
significantly delayed
across seven major cit-
ies, although builders
have completed 37,000
such units so far this
year, according to
property consultant
Anarock.
For its research, An-
arock has taken only
those housing projects
that were launched in
2014 or before across
seven cities -- Delhi-
NCR, Mumbai Metro-
politan Region, Kolka-
ta, Chennai, Bengalu-
ru, Hyderabad  Pune.
As per the data,
36,830 languishing
homes were completed
in these cities between
Jan 2022 and May 2022.
At the end of May
2022, Anarock said that
4,79,940 units worth
`4,48,129 crore were
stuck in various con-
struction stages across
these seven cities.
The property mar-
kets of these seven cit-
ies were saddled with
about 5.17 lakh units
worth `4.84 lakh crore
at the end of 2021 cal-
endar year.
“Developers remain
committed to complet-
ing their projects and
are capitalizing on the
ongoing demand for
ready-to-move homes,”
said Prashant Thakur,
Senior Director  Head
- Research, Anarock.
“What is notable is
that they are maintain-
ing momentum despite
considerable head-
winds from increased
input costs, which
have gone through the
roof in the last five
months. The fact that
housing demand has
remained strong in
last two years obvious-

Power Minister RK Sin-
gh has said.
A massive addition in
the generation capacity
,
integrating the country
into one transmission
grid and strengthening
of the distribution sys-
tem during eight years
of the Modi govern-
ment is ensuring the 23
to 23.5 hours of electric-
ity supply, he said.
India’s electricity de-
mand on June 9 was re-
corded at an all-time
high of 2,10,792 mega-
watts, and 4,712 million
units of electricity were
consumed.
Power plants are op-
erating at full throttle to
meet this demand, and
the government has or-
dered coal import to
meet the shortfall in do-
mestic supplies.
“The whole power
sector has changed (in
last 8 years),” Singh
said. “Before (2014), we
were power deficit, load
shedding was endem-
ic”.
According to a sur-
vey by an NGO, the av-
erage availability of
power in rural areas
was about 12.5 hours at
the national level. “To-
day it is 22.5 hours,” he
said.
A power deficit na-
tion with an average
shortage of anywhere
between 17 and 20%, In-
dia has been trans-
formed into a power
surplus country
.
Detailing the steps,
he said in 8 years,
1,69,000 MW of capacity
was added to take elec-
tricity generation ca-
pacity to over 4,00,000
MW (or 400 gigawatts).
Against this, the peak
demand is just 215 GW.
Power plants operate
at run rates much lower
than their capacity.
This in the case of re-
newable energy units,
such as solar power, is
just one-fifth of the rat-
ed capacity
.
Also, the whole coun-
try was connected into
one grid with one fre-
quency after 1.66 lakh
circuit kilometres of
transmission lines were
laid. This was supple-
mented by strengthen-
ing of the distribution
system with the re-
placement of old lines,
the addition of high
and low tension lines,
transformers, substa-
tions and feeder lines.
“Today, India is the
world’s largest single
frequency electricity
grid,” he said. 	
“Earlier, we could
transfer about 37,000
MW (of electricity)
from one corner to the
other. Now we can
transfer 1,12,000 MW.”

New Delhi (PTI): In-
dustry body ISA has
sought the govern-
ment’s immediate in-
tervention to check
coking coal price,
which has grown
three-fold to around
$450 a tonne.
“Coking coal prices
is something, which is
impacting the indus-
try drastically and the
production cost is im-
pacted, affecting the
steel prices,” Alok Sa-
hay, Secretary-Gener-
al of ISA said. Indian
Steel Association
(ISA) represents do-
mestic steel industry
.
Sahay said the price
of coking coal used to
be in the range of $120-
130 per tonne around a
year back.
In March 2022, cok-
ing coal prices had
peaked at about $670
per tonne, he added.
At the current price
range, the industry ex-
pert said, the cost of
coking coal alone in
steel making is around
`28K to `30K per tonne,
which works to about
40-45% of the produc-
tion cost. Besides,
there are other input
materials like iron
ore, ferroalloys, logis-
tics, fuel costs and
other fixed costs.
Loan demand is bouncing back: SBI
New Delhi (Agen-

of State Bank of India
said. Loan growth at

a banker to one out of
every three Indians, is

“Whether

capital loans

have been ris-
ing, and the ratio

book narrowed by at
least six percentage
points in recent
months,” Khara said.
“Capacity utilisation
at several sectors like
iron and steel is full,
and if we get a good
monsoon too this year,
things
will get way better.”
The rise in business
confidence and credit
demand in India comes
despite rising cost of
funds. On Wednesday,
the RBI’s rate-setting
panel raised the key
interest rate for a sec-
ond straight month.
The rising demand
for loans means
SBI will have to
shore up its
capital adequacy
ratio, since it is
hovering at less
than two per-
centage points
over the mini-
mum regulatory
requirement. The
bank’s overall capi-
tal buffer of
13.8% is the low-
est among the
top lenders in country

Tencent buys stake worth $264 mn in

Mumbai: With the ar-
rival of the monsoon
on Saturday, the BMC
has advised residents
to avoid self-medica-
tion, fearing an in-
crease in mosquito-
borne ailments.
“As cases of malaria
are rising, all precau-
tions must be taken to
preventbreedingof mos-
quitoes.Usebednetsand
window sheets,” the
BMC advisory issued
earlier this week added.
Mumbai reported 57
instances of malaria in
the first five days of
June, even before the
monsoon arrived. Most
of these cases are re-
ported from G South
(Elphinstone) and E
(Byculla) wards.
Mumbai had report-
ed 950 cases of malaria
and 94 cases of dengue
fever as of June 05, this
year. There were no re-
lated deaths reported.
According to
the BMC’s pre-
liminary investiga-
tion, the
cases have
been reported
from both res-
idential areas
and construc-
tion sites.
Since symptoms of
malaria and COVID-19
are similar, doctors ad-
vised patients to seek
treatmentassoonaspos-
sibleif theyexperienced
fever, headache, rashes,
muscle and joint pain,
vomiting, or diarrhoea.

said, “We
are in-
vestigating all

All hospitals are pre-

which had surpassed
the footfall of patients
from the previous year,”
said Dr Mohan Joshi,

Mumbai: In a huge re-
lief to residents of
Kandivali West, the
Brihanmumbai Mu-
nicipal Corporation
(BMC) has completed
construction of a pro-
tective wall to prevent
monsoon flooding.
Civic officials also de-
molished illegal en-
croachments that
were obstructing the
stormwater flow of
Poisar river.
Local residents of the
area have been facing
flooding during the
monsoon for the last few
years. After encroach-
ments cropped up in the
Poisar riverbed, it made
the river very narrow
thereby blocking the
flow of stormwater into
the Arabian Sea.
Following repeated
complaints from resi-
dents and elected repre-
sentatives, Additional
Municipal Commission-
er (Projects) P Velarasu
organized a meeting of
all stakeholders on May
09 to discuss possible so-
lutions. He then direct-
ed Deputy Commission-
er(BasicInfrastructure)
Ulhas Mahale to study
the region and recom-
mend solutions.
Accordingly, a civic
team under the supervi-
sion of Velarasu began
working on the project.
The R South ward Assis-
tant Commissioner
Sandhya Nandedkar
was tasked to remove 29
hutments built in the
riverbed. Accordingly,
Deputy Commissioner
(Zone 7) Bhagyashree
Kapse and Nandedkar
began the process of de-
molishingthehutments,
and rehabilitating their
residents. By May 20,
the demolition of these
hutments had been com-
pleted. Velarasu then
personally visited the
area on May 24, and ini-
tiated work of removing
debris and starting on
construction of a pro-
tective wall on the Pois-
ar river. A civic team
then worked non-stop to
clear the area, and build
the protective wall in 15
days. The team plans to
continue their work to
broaden the riverbed.

This is a possibility as the Shiv Sena suffered its first po- litical loss to the BJP in the Rajya Sabha elec- tions on Friday . The Sena blames its MVA alliance partners Nationalist Congress Party and Congress of having forsaken its sec- ond candidate Sanjay Pa- war, despite having com- mitted nine and two ad- ditional MLA votes. ElectionstothesixRa- jya Sabha seats from Ma- harashtra saw the BJP securing three Upper House berths in the Par- liamentforitsnominees. On the other hand, the Congress got one of it s candidates elected by ex- pending all its 44 first preference votes on Im- ran Pratapgarhi. And the NCP elected Praful Patel with 43 votes. This means that three prom- ised votes were denied to the Shiv Sena and that is why the party is smart- ing now. While the Shiv Sena needed MLA votes from its Maha Vikas Aghadi alliance partners to elect its second Ra- jyaSabhacandidateSan- jay Pawar, in the state Legislative Coun- cil polls, it faces a prob- lem of plen- ty. It stands to elect its two candi- dates Sachin A h i r a n d Aamsha Padvi easily, with additional votes to spare. The Congress, on the other hand, needs al- liance votes this time to elect both its MLC aspir- ants Bhai Jagtap and Chandrakant Handore. It will have to placate the Sena over the Rajya Sab- ha voting fiasco other- wise it stands to lose out on votes for both its can- didates. Sena Spokesperson andnewlyelectedRSMP Sanjay Raut, who was elected by the skin of his teeth, played down the simmering anger within the Sena on Sunday. He toned down his ‘outrage’ and refrained from level- ling accusations on any- one directly. “We have the proper details of those persons who did not transfer their vote to our party,” he said, add- ing that the Sena will consider its next move. Both senior NCP and Congress leaders includ- ingwaterresourcesmin- ister Jayant Patil and Nana Patole respectively exhibited confidence in being able to contain fis- sures in the MVA alli- ance. Elec- tions are slated to be conducted through secret ballot, unlike the RS polls. “We are aware that despite winning three seats in the Rajya Sab- ha, the Legislative Council election will not be easy for us. But, we are confident main- ly because of the inter- nal conflict within the Maha Vikas Aghadi. We will register a vic- tory in at least five seats,” said Leader of Opposition Devendra Fadnavis. The quota of votes for the Council election is 27, and based on that, opposition BJP can elect four of its MLCs while six of its mem- bers will be retiring. Murbad: A 42-year-old man saved a woman and her two daughters from drowning while he was carry- ing out the last rites of one of his relatives at Kalu River near Sangam village. The man, Anil Gondhali of Manivali village in Murbad, saw the three falling into the water while washing clothes at the weir built on the river. Gondhali was half-a-kilometre away but still jumped into the river, swam towards them and managed to pull all the three out. The three were unconscious and were taken to a hospital and were discharged on Saturday after being on oxygen support for three days. Gondhali was felicitated for his bravery by the Murbad police. Mumbai: A 35-year-old man held a 19-year-old college girl by the neck and tried to kiss her while the teenager was waiting to board a train at Khar railway station on Thursday, police said. The accused ap- proached the girl from behind and was nabbed after she screamed for help. This is the second case of an assault on a college student on railway premises this week. The accused, Alok Kanojia, was caught by the railway police patrolling on platform number 4. He had come to Mumbai from Jabalpur two days ago. The Government Railway Police (GRP) at Bandra railway station arrested Kanojia under the section of the IPC for outraging the modesty of a woman. CRUCIAL READ dose for staff, vaccines for students First India Bureau Mumbai: As schools get ready to begin the new academic year from Monday, the government has is- sued COVID-19-relat- ed guidelines for schools amid increas- ing COVID-19 cases in the state. While the guidelines insist on booster shots for both teaching and non-teaching staff, schools have been asked to encourage vaccination among children over the age of 12. Following Education Commissioner Suraj Mandhare’s initial guidelines issued on Thursday, which clari- fied any confusion about the date of school reopening, the school education department issued a Government Resolution (GR) regard- ing the start of the new academic year. Apart from reiterat- ing the school reopen- ing dates, the June 10 resolution also lists various precautions that schools should take if any students test positive for COV- ID-19. According to the guidelines, if both ini- tial doses are complet- ed, local education de- partments at different wards must ensure complete vaccination of teaching and non- teaching staff, includ- ing the precaution dose. Furthermore, they must raise awareness about the importance of COVID-19 vaccines and encourage people to make arrangements for them if necessary. Schools are also being asked to encourage vac- cination for children over 12-years-of age. The guidelines make no mention of masks, which asked schools and parents to adhere to local administra- tion’s guidelines. “The schools are ex- pected to create aware- ness among parents to avoid sending their wards to schools if there are any COVID- 19-related symptoms. If any student is found having such symptoms while on the school premises, the manage- ment is expected to pro- vide an isolation facili- ty followed by adminis- tering the test – either antigen or RT-PCR. If any student tests COV- ID-19 positive all other children, who came in close contact should be tested for Covid,” states the resolution. Meanwhile, Mand- hare issued another set of orders instructing schools to celebrate the first day of school, which is two days after the reopen- ing. In fact, without the first amendment, the abolition of Zamindari would have been rendered difficult, if not im- possible. The main argument proffered by the state was that addressing issues of hunger and employment took prece- dence over any other Right enshrinedintheConstitution. Over the years, there was a political consensus on land reforms as well the need to strengthen the PDS and some kind of an employment guar- antee, and finally in the first decade of this century , the Right to Work and the Right to Food were adopted in a rare showof bipartisanconsensus. As things stand today , The Na- tional Food security Act cov- ers nearly seventy percent of thepopulationandofferscere- als, pulses, oil, and sugar at affordable rates. PDS outlets across the country as well as welfare schemes like Mid-day meal and ICDS centres for ex- pectant and lactating mothers have addressed the issue of hunger and absolute depriva- tion. Besides,theMGNREGA, has ensured that the landless and the marginal farmers haveatleastahundreddaysof employment in a year. Be- tween these two rights, the is- sue of Roti (basic food) has been resolved. In the hierarchy of basic needs, next to Roti is Kapda – clothing. Till three decades ago, many state governments ran the ‘dhoti- saree scheme’ to provide two sets of clothes to the BPL families before the festival season. To the best of my knowledge this has been discontinued in all states, for the‘market’hasaddressedthe needs of all segments of soci- ety , including those at the Bot- tomof thePyramid(BoP).The expansionof thetextileindus- try , coupled with availability of recycled clothes, rejects from brands and export sur- pluses have ensured that al- most everyone in the country – from the workers at con- struction sites to nursing as- sistants – have access to clothes as well as footwear. Thus, we have the interest- ing proposition under which thestateensuredRoti,andthe markets provided Kapda. Working in tandem they have also been able to address the issue of Bijli(power), Sadak (roads) and Paani(water). While the state has offered subsidy for the consumption of some basic units of water and electricity to very house- hold, the tolling at the high- ways has generated resources fortheroadbuildingprogram. However, with respect to a roof over every head - neither the state, nor the market has a grip over the situation. This is further complicated by the fact that the judiciary is giv- ing two sets of instructions. While on the one hand some High Courts have directed the district administration and municipal authorities to remove all encroachments and report compliance to the court:TheSChasheldinCha- meli Devi versus the state of UP that the right to shelter is a fundamental right available to every citizen and it was read into Article 21 of Funda- mental Rights and Article 39 of Directive Principles of State Policy of Constitution of India as encompassing within its ambit, the right to shelter to make the right to life more meaningful. For its research, An- arock has taken only those housing projects that were launched in 2014 or before across seven cities -- Delhi- NCR, Mumbai Metro- politan Region, Kolka- ta, Chennai, Bengalu- ru, Hyderabad Pune. As per the data, 36,830 languishing homes were completed in these cities between Jan 2022 and May 2022. At the end of May 2022, Anarock said that 4,79,940 units worth `4,48,129 crore were stuck in various con- struction stages across these seven cities. The property mar- kets of these seven cit- ies were saddled with about 5.17 lakh units worth `4.84 lakh crore at the end of 2021 cal- endar year. “Developers remain committed to complet- ing their projects and are capitalizing on the ongoing demand for ready-to-move homes,” said Prashant Thakur, Senior Director Head - Research, Anarock. “What is notable is that they are maintain- ing momentum despite considerable head- winds from increased input costs, which have gone through the roof in the last five months. A massive addition in the generation capacity , integrating the country into one transmission grid and strengthening of the distribution sys- tem during eight years of the Modi govern- ment is ensuring the 23 to 23.5 hours of electric- ity supply, he said. India’s electricity de- mand on June 9 was re- corded at an all-time high of 2,10,792 mega- watts, and 4,712 million units of electricity were consumed. Power plants are op- erating at full throttle to meet this demand, and the government has or- dered coal import to meet the shortfall in do- mestic supplies. “The whole power sector has changed (in last 8 years),” Singh said. “Before (2014), we were power deficit, load shedding was endem- ic”. According to a sur- vey by an NGO, the av- erage availability of power in rural areas was about 12.5 hours at the national level. “To- day it is 22.5 hours,” he said. A power deficit na- tion with an average shortage of anywhere between 17 and 20%, In- dia has been trans- formed into a power surplus country . Detailing the steps, he said in 8 years, 1,69,000 MW of capacity was added to take elec- tricity generation ca- pacity to over 4,00,000 MW (or 400 gigawatts). Against this, the peak demand is just 215 GW. Power plants operate at run rates much lower than their capacity. This in the case of re- newable energy units, such as solar power, is just one-fifth of the rat- ed capacity . Also, the whole coun- try was connected into one grid with one fre- quency after 1.66 lakh circuit kilometres of transmission lines were laid. This was supple- mented by strengthen- ing of the distribution system with the re- placement of old lines, the addition of high and low tension lines, transformers, substa- tions and feeder lines. “Today, India is the world’s largest single frequency electricity grid,” he said. “Earlier, we could transfer about 37,000 MW (of electricity) from one corner to the other. Now we can transfer 1,12,000 MW.” New Delhi (PTI): Wary of the scenario on the global and domestic fronts, foreign investors continued to with- draw from Indian equity markets and pulled out close to `14,000 crore in this month so far. With this, net outflow by foreign portfolio investors (FPIs) from equities reached `1.81 lakh crore so far in 2022, data with depositories showed. Indian Steel Association (ISA) represents do- mestic steel industry . Sahay said the price of coking coal used to be in the range of $120- 130 per tonne around a year back. In March 2022, cok- ing coal prices had peaked at about $670 per tonne, he added. At the current price range, the industry ex- pert said, the cost of coking coal alone in steel making is around `28K to `30K per tonne, which works to about 40-45% of the produc- tion cost. Besides, there are other input materials like iron ore, ferroalloys, logis- tics, fuel costs and other fixed costs. Loan demand is bouncing back: SBI New Delhi (Agen- cies): Consumer cut- backs due to raging in- flation and higher bor- rowing costs are failing to dent investment plans at Indian busi- nesses tapping the country’s biggest lend- er, a sign that a recov- ery in Asia’s third-larg- est economy is gather- ing pace. Companies are steadily drawing down from a $71 billion loan pipeline, Dinesh Ku- mar Khara, chairman of State Bank of India said. Loan growth at the 216-year-old lender, a banker to one out of every three Indians, is expected to be robust, underpinned by de- mand from businesses after two straight years of credit contraction, Khara said. That broadly mir- rors a trend where loan growth in India’s 120 trillion rupees bank- ing system is expand- ing annually at its fast- est pace in three years. On Wednesday, the RBI’s rate-setting panel raised the key interest rate for a sec- ond straight month. Tencent buys stake worth $264 mn in Flipkart from Binny Bansal New Delhi (PTI): Chi- nese technology con- glomerate Tencent has bought stake worth $264 million (about `2,060 crore) in Flipkart from its co-founder Binny Bansal through its Eu- ropean subsidiary, ac- cording to official docu- ments. Singapore-headquar- tered e-commerce firm Flipkart has operations in India only . Bansal holds around 1.84% stake in Flipkart after selling part of his stake to Tencent Cloud Europe BV . The transaction was completed on October 26, 2021 and was shared with the government authorities at the begin- ning of the current fi- nancial year. Post the transaction, Tencent arm holds 0.72% stake in Flipkart which is valued at around $264 million, as per last valuation of $37.6 billion disclosed by the e-commerce firm in July 2021. Mumbai: With the ar- rival of the monsoon on Saturday, the BMC has advised residents to avoid self-medica- tion, fearing an in- crease in mosquito- borne ailments. “As cases of malaria are rising, all precau- tions must be taken to preventbreedingof mos- quitoes.Usebednetsand window sheets,” the BMC advisory issued earlier this week added. Mumbai reported 57 instances of malaria in the first five days of June, even before the monsoon arrived. Most of these cases are re- ported from G South (Elphinstone) and E (Byculla) wards. Mumbai had report- ed 950 cases of malaria and 94 cases of dengue fever as of June 05, this year. There were no re- lated deaths reported. According to the BMC’s pre- liminary investiga- tion, the cases have been reported from both res- idential areas and construc- tion sites. Since symptoms of malaria and COVID-19 are similar, doctors ad- vised patients to seek treatmentassoonaspos- sibleif theyexperienced fever, headache, rashes, muscle and joint pain, vomiting, or diarrhoea. BMC executive health officer Dr Man- gala Gomare said, “We are in- vestigating all malaria cases individually tofindoutthe source of the disease. Investigators also revealed that Ma- hakal, alias Siddhesh Kamble, who was re- cently arrested by Pune rural police in Maharashtra, knew Moosewala was going to be murdered and was in contact with gangster Vikram Brar a week before the murder. Kamble is an al- leged member of the Lawrence Bishnoi gang, which is ac- cused of murdering Moosewala. Accordingly, Deputy Commissioner (Zone 7) Bhagyashree Kapse and Nandedkar began the process of de- molishingthehutments, and rehabilitating their residents. By May 20, the demolition of these hutments had been com- pleted. Velarasu then personally visited the area on May 24, and ini- tiated work of removing debris and starting on construction of a pro- tective wall on the Pois- ar river. A civic team then worked non-stop to clear the area, and build the protective wall in 15 days. The team plans to continue their work to broaden the riverbed. This has prompted him to file a complaint against former Mumbai top cop Param Bir Sin- gh, a builder, and two officers of the Anti-Ex- tortion Cell for allegedly pressuring him for ex- tortion, an official said. Recently ,thebusiness- man, Hemant Bankar, metwithMumbaiPolice Commissioner Sanjay Pandey , who transferred his case to ACP (crime), following which his statement was recorded. Sources said that crime branch officers could not find any un- derworldconnectionsof Bankar and dropped the MCOCA charge. Bankar had levelled allegations against a builder, two Mumbai Po- lice officers and others for allegedly filing a false extortion case against him and threat- eningtobookhimunder the MCOCA. Bankar’s statement was recorded against builder Kailash Aggarwal and others. In his complaint, he claimed that after being implicated and given bail in a false case in 2021, he was called to the Crime Branch office several times where some officers tried to pressure him to settle the case and threatened to invoke MCOCA if he did not agree. The complainant fur- ther stated that the then Mumbai police commis- sioner Param Bir Singh was aware of the matter. Bankar also named two AEC officers in his complaint.
