COLLECTIVE
ACTION
Achieving our development
goals, including climate
mitigation, will also depend
on scaling up private capital
flows. This requires enhanced
mobilization of the private
sector with its financial
resources and its innovative
strength, as promoted by the
G20 Compact with Africa.
Our work together is all about
solidarity and collective action,
to reduce the challenges facing
developing countries and to
fulfill our global agenda. This
also requires improving the
business environment, imple-
menting common standards,
adequate capacity building,
and reducing perceived risks.
We will continue to press for
progress, leveraging other
important events, including
the G20 Summits in India and
Brazil, the SDG Summit, and
the COPs, starting with COP28
in the United Arab Emirates
this year. In all of our upcom-
ing international works and
negotiations, we will seek to
advance concrete actions
that deliver on the promise of
the SDGs, for our prosperity,
people, and planet.
e are urgently
working to de-
liver more for
people and the
planet. Multiple,
overlapping shocks have
strained countries’ability to ad-
dress hunger, poverty, and in-
equality; build resilience; and
invest in their futures. Debt
vulnerabilities in low- and mid-
dle-income countries present a
major hurdle to their economic
recovery, and to their ability to
make critical long-term invest-
ments.
We are urgently working to
fight poverty and inequalities.
An estimated 120 million peo-
ple have been pushed into ex-
treme poverty in the last three
years and we are still far from
achieving our United Nations
Sustainable Development
Goals by 2030. We should thus
place people at the center of our
strategy to increase human wel-
fare everywhere on the globe.
We want a system that better
addresses development needs
and vulnerabilities, now
heightened by climate risks,
which could further weaken
countries’ ability to eliminate
poverty and achieve inclusive
economic growth. Climate
change will generate larger and
more frequent disasters, and
disproportionately affect the
poorest, most vulnerable popu-
lations around the world. These
challenges cross borders and
pose existential risks to socie-
ties and economies.
We want our system to de-
liver more for the planet. The
transition to a “net-zero” world
and the goals of the Paris cli-
mate agreement are an oppor-
tunity for this generation to
unlock a new era of sustainable
global economic growth. We
believe that just ecological
transitions that leave no one
behind can be a powerful force
for alleviating poverty and sup-
porting inclusive and sustain-
able development. This re-
quires long-term investment
everywhere to ensure that all
countries are able to seize this
opportunity. Inspired by the
historic Kunming-Montreal
Global Biodiversity Frame-
work, we also need new eco-
nomic models which recognize
the immense value of nature for
humanity.
We are convinced that pov-
erty reduction and protection of
the planet are converging ob-
jectives. We must focus on just
and inclusive transitions to en-
sure that the poor and most vul-
nerable can fully reap the ben-
efits of this opportunity, rather
than disproportionally bearing
the cost. We recognize that
countries may need to pursue
diverse transition paths in line
with the Paris agreement’s 1.5°
Celsius limit, depending on
their national circumstances.
There will be no transition if
there is no solidarity, economic
opportunities, or sustainable
growth to finance it.
We are convinced that pov-
erty reduction and protection of

jectives. We must focus on just

with the Paris agreement’s 1.5°
Celsius limit, depending on
their national circumstances.
There will be no transition if
there is no solidarity, economic
opportunities, or sustainable
growth to finance it.
Delivering on that consensus
should start with existing fi-
nancial commitments. Collec-
tive climate-finance goals must
be met in 2023. Our total glob-
al ambition of $100 billion of
voluntary contributions for
countries most in need, through
a rechanneling of special draw-
ing rights or equivalent budget
contributions, should also be
reached.
No country should have to
wait years for debt relief. We
need greater and more timely
cooperation on debt, for both
low- and middle-income coun-
tries. This starts with a swift
conclusion of solutions for
debt-distressed countries.
A top priority is to continue
ambitious reform of our system
of multilateral development
banks, building on the existing
momentum. We are asking de-
velopment banks to take re-
sponsible steps to do much
more with existing resources
and to increase financing ca-
pacity and private capital mobi-
lization, based on clear targets
and strategies in terms of pri-
vate finance contribution and
domestic resource mobiliza-
tion. These financial resources
are essential, but this reform is
about far more than money. It
should deliver a more effective
operational model, based on a
country-led approach. We also
need our development banks to
work together as an ecosystem
and with other public agencies
and streamlined vertical funds,
as well as with philanthropists,
sovereign wealth funds, private
finance, and civil society where
appropriate, to deliver the
greatest impact.
Technology, skills, sustain-
ability, and public and private
investment will be at the core
of our partnerships, which will
seek to support voluntary tech-
nology transfer, a free flow of
scientific and technological tal-
ents, and an inclusive, open,
fair, and nondiscriminatory
economy. We will promote an
agenda of sustainable and in-
clusive investment in develop-
ing and emerging economies,
based on local economic value
added and local transformation
– for example of fertilizer value
chains. This comprehensive
approach will require new met-
rics to update our accountabil-
ity instruments.
Public finance will remain
essential to achieving our
goals. We should start by
strengthening our instruments
(the International Develop-
ment Association, the IMF’s
Poverty Reduction and Growth
Trust and Resilience and Sus-
tainability Trust, the Interna-
tional Fund for Agricultural
Development, the Green Cli-
mate Fund, and other conces-
sional windows of our banks,
as well as the Global Shield
against Climate Risks). But we
acknowledge that meeting our
development and climate goals
will require new, innovative,
and sustainable sources of fi-
nance, such as debt buy-backs,
engagement from sectors that
prosper thanks to globaliza-
tion, and more trusted carbon-
and biodiversity-credit mar-
kets. This is true of the fight
against hunger, poverty, and
inequality; adaptation to cli-
mate change; and efforts to
avert, minimize, and redress
loss and damage.
Increasing resilience through
a comprehensive suite of finan-
cial instruments is a high prior-
ity. We need a stronger global
safety net, based on pre-ar-
ranged approaches, to mitigate
and adapt to the effects of cli-
mate change, especially when
disasters hit. This implies cli-
mate and other disaster-resil-
ient deferral mechanisms, in-
surance nets, and emergency-
response financing, including a
more sustainable model for
humanitarian aid.

G20 EDUCATION MINISTERS’ MEET
Dharmendra Pradhan outlines 5 outcomes of meeting
PTI

he G20 coun-

five major areas including
capacitybuildingofteach-
ers, role of education as
critical enabler of human
dignityandempowerment
globally and recognising
important role of green
transition and digital
transformation, Union
Education Minister Dhar-
mendra Pradhan said on
Thursday.
Pradhan outlined the
five outcomes after a
meeting of G20 Educa-
tion Ministers here.
“The G20 countries
have agreed upon role of
education as critical ena-
bler of human dignity
and empowerment glob-
ally.The countries agreed
upon the need to work
together for resilient, eq-
uitable, inclusive and
sustainable future
through education,” he
told a press conference.
“G20 nations have a
unanimous view that ed-
ucation is not only about
academic learning but
also developing life,
technical, vocational
skills to make learners
future ready. There is
also unanimity among
G20 nations on role of
teachers in promoting
education, focus to be on
capacity building. The
counties have also re-
solved to recognise role
of digital transformation,
green transition, women
empowerment and edu-
cation for sustainable de-
velopment,” he added.
At the meeting, minis-
ters of the G20 grouping

outcome documents,
marking the culmination
of the extensive delibera-
tions carried out over the
past several months with-
in the education working
group track.

ments will serve as a

enstrual leave in India
continues to be a sub-
ject of debate due to the
prevalent social stigma
surrounding menstrua-
tion. Despite efforts to
advance gender equality, menstruation
remains a taboo topic, leading to dis-
criminationagainstindividualswhotake
leave. The lack of awareness among em-
ployers and colleagues further exacer-
bates the problem, underscoring the ur-
gent need to challenge these taboos and
enhance understanding for effective
policy implementation. This article ex-
plores the barriers faced and offers rec-
ommendationstopromotegenderequal-
ity in the workplace.
In India, menstrual leave is not le-
gally recognized as a statutory right
under labour law. However, some com-
panies have voluntarily implemented
menstrual leave policies, including Cul-
ture Machine, Matrubhumi, Magzster,
Gozoop, Wet and Dry, IndustryArc,
Zomato, and Swiggy. These policies
aim to address gender equality issues
and acknowledge the challenges wom-
en face. However, concerns exist re-
garding potential discrimination and
misuse of these policies.
BENEFITSOFMENSTRUALLEAVE
Menstrual leave policies offer several
benefits to women in the workplace.
They contribute to improved health and
well-being by providing an opportunity
to focus on menstrual symptoms, pro-
mote increased productivity by allowing
time for recovery, reduce absenteeism,
recognise the challenges women face,
and enhance job satisfaction and em-
ployee morale.
IMPACTOFMENSTRUALLEAVEPOLICIES
Studies have shown positive results in
terms of women’s health and well-being
whenmenstrualleavepoliciesareimple-
mented. These policies have led to a re-
duction in menstrual pain and improved
mental health. However, implementing
such policies in India faces challenges,
including stigma and taboo around men-
struation, lack of awareness among
women, absence of a national legal
framework, implementation difficulties
for small and medium-sized enterprises,
and cultural norms related to long work-
inghoursandlimitedleave.Overcoming
these challenges is crucial to effectively
promote gender equality and address the
specific needs of women in the work-
place. Amendments to Various Labor
Laws: Implementing menstrual leave
policies in India would require amend-
ments to existing labour laws. This in-
cludes recognizing menstrual leave as a
formofleavewithwagesintheFactories
Act, establishing it as leave for female
employees in the Shops and Establish-
ments Act, considering menstrual-relat-
ed health issues under the Employees’
State Insurance Act, categorizing it
separately in the Maternity Benefit Act,
andaddressingmenstrual-relatedharass-
ment under the Sexual Harassment of
Women at Workplace Act. Careful con-
sideration is necessary to define and
regulate the leave, prevent misuse, and
avoid reinforcing gender stereotypes.
CONCLUSION
Implementing menstrual leave policies
can bring numerous benefits to women
in the workplace, including promoting
gender equality, improving women’s
health and well-being, increasing pro-
ductivity, and reducing absenteeism.
However, breaking the stigma around
menstruation and avoiding the rein-
forcement of harmful stereotypes are
essential aspects of successful policy
implementation. Open discussions and
societal shifts are necessary to support
these policies.While challenges and ob-
jections exist, the potential positive im-
pact of menstrual leave policies makes
them a crucial step toward achieving
gender equality in the workplace.
Suggestions and the Way
Forward: To effectively
implement menstrual
leave policies, fostering a
supportive workplace cul-
ture, providing flexible work ar-
rangements, maintaining privacy
through self-attestation, establishing
clear guidelines, encouraging open
communication,ensuringfairtreatment,
and regularly reviewing the policy are
essential. Making the policy legally
mandated and considering the needs of
marginalized groups, such as trans men
and individuals with diverse gender
identities, is crucial. Furthermore, com-
prehensive measures that encom-
pass flexible work hours,
childcare facilities, and
equal pay should be
adopted to collectively
promote gender
equality and foster a
compassionate and
empathetic work-
place culture.
MENSTRUATION BENEFITS BILL 2017
The Menstruation Benefits Bill 2017, also known as the Period Leave Bill, is a pro-
posed law in India aiming to provide paid leave to female employees during men-
struation. It acknowledges menstruation as a natural process, seeks to eliminate
stigma and discrimination, and mandates employers to provide adequate facilities
for menstrual hygiene. The bill has sparked debates regarding its potential impact
on gender equality and labour rights but has not yet been enacted into law.

  • 4. EMMANUEL MACRON The writer is President of France COLLECTIVE ACTION Achieving our development goals, including climate mitigation, will also depend on scaling up private capital flows. This requires enhanced mobilization of the private sector with its financial resources and its innovative strength, as promoted by the G20 Compact with Africa. Our work together is all about solidarity and collective action, to reduce the challenges facing developing countries and to fulfill our global agenda. This also requires improving the business environment, imple- menting common standards, adequate capacity building, and reducing perceived risks. We will continue to press for progress, leveraging other important events, including the G20 Summits in India and Brazil, the SDG Summit, and the COPs, starting with COP28 in the United Arab Emirates this year. In all of our upcom- ing international works and negotiations, we will seek to advance concrete actions that deliver on the promise of the SDGs, for our prosperity, people, and planet. e are urgently working to de- liver more for people and the planet. Multiple, overlapping shocks have strained countries’ability to ad- dress hunger, poverty, and in- equality; build resilience; and invest in their futures. Debt vulnerabilities in low- and mid- dle-income countries present a major hurdle to their economic recovery, and to their ability to make critical long-term invest- ments. We are urgently working to fight poverty and inequalities. An estimated 120 million peo- ple have been pushed into ex- treme poverty in the last three years and we are still far from achieving our United Nations Sustainable Development Goals by 2030. We should thus place people at the center of our strategy to increase human wel- fare everywhere on the globe. We want a system that better addresses development needs and vulnerabilities, now heightened by climate risks, which could further weaken countries’ ability to eliminate poverty and achieve inclusive economic growth. Climate change will generate larger and more frequent disasters, and disproportionately affect the poorest, most vulnerable popu- lations around the world. These challenges cross borders and pose existential risks to socie- ties and economies. We want our system to de- liver more for the planet. The transition to a “net-zero” world and the goals of the Paris cli- mate agreement are an oppor- tunity for this generation to unlock a new era of sustainable global economic growth. We believe that just ecological transitions that leave no one behind can be a powerful force for alleviating poverty and sup- porting inclusive and sustain- able development. This re- quires long-term investment everywhere to ensure that all countries are able to seize this opportunity. Inspired by the historic Kunming-Montreal Global Biodiversity Frame- work, we also need new eco- nomic models which recognize the immense value of nature for humanity. We are convinced that pov- erty reduction and protection of the planet are converging ob- jectives. We must focus on just and inclusive transitions to en- sure that the poor and most vul- nerable can fully reap the ben- efits of this opportunity, rather than disproportionally bearing the cost. We recognize that countries may need to pursue diverse transition paths in line with the Paris agreement’s 1.5° Celsius limit, depending on their national circumstances. There will be no transition if there is no solidarity, economic opportunities, or sustainable growth to finance it. Delivering on that consensus should start with existing fi- nancial commitments. Collec- tive climate-finance goals must be met in 2023. Our total glob- al ambition of $100 billion of voluntary contributions for countries most in need, through a rechanneling of special draw- ing rights or equivalent budget contributions, should also be reached. No country should have to wait years for debt relief. We need greater and more timely cooperation on debt, for both low- and middle-income coun- tries. This starts with a swift conclusion of solutions for debt-distressed countries. A top priority is to continue ambitious reform of our system of multilateral development banks, building on the existing momentum. We are asking de- velopment banks to take re- sponsible steps to do much more with existing resources and to increase financing ca- pacity and private capital mobi- lization, based on clear targets and strategies in terms of pri- vate finance contribution and domestic resource mobiliza- tion. These financial resources are essential, but this reform is about far more than money. It should deliver a more effective operational model, based on a country-led approach. We also need our development banks to work together as an ecosystem and with other public agencies and streamlined vertical funds, as well as with philanthropists, sovereign wealth funds, private finance, and civil society where appropriate, to deliver the greatest impact. Technology, skills, sustain- ability, and public and private investment will be at the core of our partnerships, which will seek to support voluntary tech- nology transfer, a free flow of scientific and technological tal- ents, and an inclusive, open, fair, and nondiscriminatory economy. We will promote an agenda of sustainable and in- clusive investment in develop- ing and emerging economies, based on local economic value added and local transformation – for example of fertilizer value chains. This comprehensive approach will require new met- rics to update our accountabil- ity instruments. Public finance will remain essential to achieving our goals. We should start by strengthening our instruments (the International Develop- ment Association, the IMF’s Poverty Reduction and Growth Trust and Resilience and Sus- tainability Trust, the Interna- tional Fund for Agricultural Development, the Green Cli- mate Fund, and other conces- sional windows of our banks, as well as the Global Shield against Climate Risks). But we acknowledge that meeting our development and climate goals will require new, innovative, and sustainable sources of fi- nance, such as debt buy-backs, engagement from sectors that prosper thanks to globaliza- tion, and more trusted carbon- and biodiversity-credit mar- kets. This is true of the fight against hunger, poverty, and inequality; adaptation to cli- mate change; and efforts to avert, minimize, and redress loss and damage. Increasing resilience through a comprehensive suite of finan- cial instruments is a high prior- ity. We need a stronger global safety net, based on pre-ar- ranged approaches, to mitigate and adapt to the effects of cli- mate change, especially when disasters hit. This implies cli- mate and other disaster-resil- ient deferral mechanisms, in- surance nets, and emergency- response financing, including a more sustainable model for humanitarian aid. SOURCE: PROJECT SYNDICATE W AGreenTransitionThat LeavesNoOneBehind WE, LEADERS OF DIVERSE ECONOMIES... ...throughout the world, are united in our determination to forge a new global consensus. We will use the ParisSummitfor aNewGlobal Financing Pact on June 22-23 as a decisive political moment to recover development gains lost in recent years and to accelerate progress towards the SDGs, including just transitions. We are clear about our strategy: development and climate commitments should be fulfilled and, in line with the Addis Ababa Action Agenda, we need to leverage all sources of finance, including official development assistance, domestic resources, and private investment. Despite efforts to advance gender equality, menstruation remains a taboo topic, leading to dis- criminationagainstindividualswhotake leave. The lack of awareness among em- ployers and colleagues further exacer- bates the problem, underscoring the ur- gent need to challenge these taboos and enhance understanding for effective policy implementation. This article ex- plores the barriers faced and offers rec- ommendationstopromotegenderequal- ity in the workplace. In India, menstrual leave is not le- gally recognized as a statutory right under labour law. However, some com- panies have voluntarily implemented menstrual leave policies, including Cul- ture Machine, Matrubhumi, Magzster, Gozoop, Wet and Dry, IndustryArc, Zomato, and Swiggy. These policies aim to address gender equality issues and acknowledge the challenges wom- en face. However, concerns exist re- garding potential discrimination and misuse of these policies. BENEFITSOFMENSTRUALLEAVE Menstrual leave policies offer several benefits to women in the workplace. They contribute to improved health and well-being by providing an opportunity to focus on menstrual symptoms, pro- mote increased productivity by allowing time for recovery, reduce absenteeism, recognise the challenges women face, and enhance job satisfaction and em- ployee morale. IMPACTOFMENSTRUALLEAVEPOLICIES Studies have shown positive results in terms of women’s health and well-being whenmenstrualleavepoliciesareimple- mented. These policies have led to a re- duction in menstrual pain and improved mental health. However, implementing such policies in India faces challenges, including stigma and taboo around men- struation, lack of awareness among women, absence of a national legal framework, implementation difficulties for small and medium-sized enterprises, and cultural norms related to long work- inghoursandlimitedleave.Overcoming these challenges is crucial to effectively promote gender equality and address the specific needs of women in the work- place. Amendments to Various Labor Laws: Implementing menstrual leave policies in India would require amend- ments to existing labour laws. This in- cludes recognizing menstrual leave as a formofleavewithwagesintheFactories Act, establishing it as leave for female employees in the Shops and Establish- ments Act, considering menstrual-relat- ed health issues under the Employees’ State Insurance Act, categorizing it separately in the Maternity Benefit Act, andaddressingmenstrual-relatedharass- ment under the Sexual Harassment of Women at Workplace Act. Careful con- sideration is necessary to define and regulate the leave, prevent misuse, and avoid reinforcing gender stereotypes. CONCLUSION Implementing menstrual leave policies can bring numerous benefits to women in the workplace, including promoting gender equality, improving women’s health and well-being, increasing pro- ductivity, and reducing absenteeism. However, breaking the stigma around menstruation and avoiding the rein- forcement of harmful stereotypes are essential aspects of successful policy implementation. Open discussions and societal shifts are necessary to support these policies. While challenges and ob- jections exist, the potential positive im- pact of menstrual leave policies makes them a crucial step toward achieving gender equality in the workplace. Suggestions and the Way Forward: To effectively implement menstrual leave policies, fostering a supportive workplace cul- ture, providing flexible work ar- rangements, maintaining privacy through self-attestation, establishing clear guidelines, encouraging open communication, ensuringfairtreatment, and regularly reviewing the policy are essential. Making the policy legally mandated and considering the needs of marginalized groups, such as trans men and individuals with diverse gender identities, is crucial. Furthermore, com- prehensive measures that encom- pass flexible work hours, childcare facilities, and equal pay should be adopted to collectively promote gender equality and foster a compassionate and empathetic work- place culture. MENSTRUATION BENEFITS BILL 2017 The Menstruation Benefits Bill 2017, also known as the Period Leave Bill, is a pro- posed law in India aiming to provide paid leave to female employees during men- struation. It acknowledges menstruation as a natural process, seeks to eliminate stigma and discrimination, and mandates employers to provide adequate facilities for menstrual hygiene. The bill has sparked debates regarding its potential impact on gender equality and labour rights but has not yet been enacted into law.
