people were killed and
323 people sustained in-
juries at a football sta-
dium in Indonesia after
fans invaded the pitch,
causing a stampede,
forcing cops to respond
with tear gas in East
Java province. A clash
broke out between sup-
porters of Javanese
clubs Arema and Perse-
baya Surabaya after the
former were defeated at
the match in Malang
Regency, East Java.

3.5 kg of heroin, worth
over `14 crores, from
Sri Ganganagar’s An-
upgarh town. Police in-
formed the drugs en-
tered the Indian terri-
tory from Pakistan with
the help of a drone at
Kailash Post in Sri Gan-
ganagar district. “BSF
officials opened fire af-
ter they spotted a drone
crossing international
border. The drone, how-
ever, could not be shot
down due to dark in the
night,” police said.

1965, as compared to

birthday, were much
higher as he had
emerged as a hero after
the India-Pakistan war.
Recalling Shastri’s
last birthday, Anil, a

said, “Thousands of

walks of life had gath-

and told him to take
money from my mother
for the distance covered.”
When the country was

refused to send wheat,
Shastri had appealed to
the people to undertake
fast, but not before asking
his own children to make
the same sacrifice. “He
checked whether we, the
children in the family,
could observe fast. Only
after he was convinced
that children in the family
could do so, he appealed
to the people of the
country to go without food
for sometime,” Anil said.

New Delhi (PTI): With
Delhi hitting the head-
lines for a record num-
ber of people tying the
nuptial knot during the
wedding season every
year, the numbers are
not reflected in the of-
ficial records as only
about 57,000 marriages
were registered here in
the last three years.
Officials say a large
number of Delhiites do
not get their weddings
registered till they need
the marriage certificate
for visa or other pur-
poses.
Considered a wed-
ding hub, the national
capital hosts thousands
of marriages every day
during the wedding sea-
son between October
and December and Jan-
uary and March.
On some “auspi-
cious” days, the num-
ber crosses the 20,000-
mark often leading to
traffic snarls with wed-
ding processions and
wrongly parked vehi-
cles on roads.
According to the Rev-
enue Department data,
11 districts received a
total of 62,811 applica-
tions, out of which
56,918 marriages were
registered between Oc-
tober 1, 2019 and August
31, 2022.
Southwest district
had the highest number
of marriage registra-
tions at 9,122, followed
by Shahdara at 8,157,
northwest at 6,712,
south at 6,299 and west
at 6,279, the data
showed.
Northeast district
had the least number of
marriage registrations.
Of the 1,058 applica-
tions received, 918 reg-
istrations were done,
the data showed.

Noida: Amid growing
concerns about the en-
vironment, the Noida
Police has sought a fleet
of electric vehicles for
patrolling and other du-
ties in city areas, ac-
cording to officials.
Besides this, the po-
lice have written to the
local authorities with a
request for replacing
over 60 vehicles with
newer models, high-
lighting their dilapidat-
ed condition and main-
tenance costs of over Rs
2 crore so far.
The commissioner-
ate currently has
around 400 vehicles, in-
cluding those on emer-
gency 112 service. The
request to local authori-
ties is for replacement
of 66 vehicles which are
in bad shape while the
EVs have been sought
from the state govern-
ment in addition to the
existing fleet.
Police Commissioner
Alok Singh said a pro-
posal for introducing
electric vehicles has
been discussed with
government bodies and
approval is awaited.
“Electric Vehicles are
the way forward,” the
Noida police chief said.
Separately, he said his
department has written
to the local Noida Au-
thority as well as the
Greater Noida Author-
ity for replacing a fleet
of vehicles which were
provided by them near-
ly a decade ago.
Officials said the po-
lice have asked for re-
placement of a total of
66 vehicles which are
older than eight years
and most of them hav-
ing clocked almost two
lakh kilometers.
Moreover, the police
have spent around Rs 2
crore in maintenance
of these 66 vehicles
which now frequently
report breakdown and
stay out of use, accord-
ing to the letters. —PTI

anniversary of Mahat-
ma Gandhi in London,
the city which he noted
was where Gandhiji’s
“story began” as an
apostle of peace and
non-violence.
At a ceremony bring-
ing together members
of the Indian diaspora,
parliamentarians and
community leaders at a
historic statue of Ma-
hatma Gandhi at Tavis-
tock Square, the High
Commissioner noted
that the commemora-
tion of October 2 as the
United Nations’ Inter-
national Day of Non-
Violence is testament to
the enduring universal
message and legacy of
Bapu’s message.
“My life is my mes-
sage; in those few words
he carried a wealth of
wisdom,” said Do-
raiswami, in his ad-
dress.
“His life was one that
was lived in simplicity,
in strife and in an effort
to bring out from each
of us the best that we
could be the more we
engage with it, the more
we realise that his mes-
sage contained a wis-
dom and a value that
remains universal,” he
said.
The ceremony con-
cluded with a Buddhist
prayer for peace, con-
ducted by monks at the
foot of the bronze statue
of Mahatma Gandhi,
famously seated in
prayer and meditation.

‘Overlapping’ symptoms confuse docs
as Dengue cases rise, while Covid ebbs
New Delhi (PTI): Amid
a spike in dengue cases
in the national capital,
many people down with
viral infection are ex-
hibiting “overlapping
symptoms” of COV-
ID-19 and the vector-
borne disease, leaving
both patients and doc-
tors perplexed about
the exact diagnosis.
Dengue symptoms in-
clude high fever, head-
ache, rash and muscle
and joint pain, which
are quite similar to that
of COVID-19.
In such a situation it
has become difficult to
ascertain whether a
person suffering from
fever, body ache and
headache is Covid posi-
tive or not, doctors said.
“Covid cases are de-
clining right now, but
the virus is still there. I
am still seeing Covid
cases in my OPD. In the
last 3-4 days, two cases
were detected in OPD
and one later in an ICU.
However, on an average,
dengue infection is on
rise right now,” said Dr
Suranjit Chatterjee, a
senior consultant at
Apollo Hospitals.
“We are prescribing
both Covid and dengue
test to ascertain the in-
fection,” he said.
New Delhi (PTI): Amid
rising cases of dengue in
the capital, civic authori-
ties conducted fogging
drives at various Ramlila
maidans in Delhi, officials
said on Saturday. Besides,
spraying of insecticide is
also being done at various
Durga Puja pandals in the
city, they said. “Gener-
ally, Ramlila committees
request us to conduct
fogging drives, but this
year, we have taken action
on our own,” a senior
official said. He acknowl-
edged that rising cases of
dengue is a factor.

the walkathon was
flagged off by BJP MP
Mahesh Sharma.
“Recent times have
witnessed unabated vi-
olence against doctors
especially those in-
volved in Critical Care
in ICUs. The intensive
care specialists feel that
they are the soft tar-
gets,” said a statement.

6-yr-old boy killed as ‘human sacrifice’ in Delhi; 2 arrested
New Delhi (PTI): Two
men allegedly killed a
six-year-old boy as “hu-
man sacrifice” by slit-
ting his throat and at-
tacking him on the
head in South Delhi’s
Lodhi Colony, police
said on Sunday
.
Accused Vijay Ku-
mar and Amar Kumar
are natives of Bihar
and they have been ar-
rested, police said, add-
ing they were under the
influence of drugs
while committing the
crime.
The accused and the
boy’s parents were
working as construc-
tion labourers. Vijay
and Amar have con-
fessed to the crime and
said they killed the boy
to gain “prosperity”.
All of them were living
in the same slum, po-
lice said.
At around 10:30 pm
on Saturday, when the
boy was going to his
shed, the accused called
him to their cooking
space and killed him by
first attacking on his
head and then slitting
histhroat,DeputyCom-
missioner of Police
(South) Chandan
Choudhary said.
Based on the state-
ment of the boy’s fa-
ther, a case was regis-
tered under Sections
302 (murder) and 34
(common intention) of
the Indian Penal Code,
police said.
In his complaint, the
boy’s father said some
women were singing
bhajansattheconstruc-
tion site after dinner
andhissonwasaround.
However, when they
were about to leave for
their respective sheds,
the boy went missing.
The complainant
said he noticed blood
oozing out of their shed
and he opened the door
only to see his son’s
body beneath the cot.
A crime team along
with experts from the
Forensic Science Lab
inspected the spot and
the body was shifted to
AIIMS Trauma Centre,
the DCP said.

3 youths arrested for
stabbing man to death
New Delhi (PTI):
Three men were arrest-
ed for allegedly stabbing
to death a 21-year-old
youth in northeast Del-
hi’s Sunder Nagri area,
police said on Sunday
.
The accused have
been identified as Aal-
am, Bilal, and Faizan,
residents of Sunder Na-
gri. All three have been
booked for murder, they
said. Police said the
three killed the victim
due to an old rivalry
.
Police force has been
deployed in the area to
ward off any more con-
frontation, they said,
adding there was noth-
ing communal in it.
The Saturday inci-
dent captured on a
CCTV camera shows
three youths walking
down a lane and accost-
ing Manish who is com-
ing from the opposite
direction. The footage
further shows one of
the three grabbing
Manish by his collar
and slapping him. Oth-
er two too join him
soon, and progress to
stabbing Manish with
knives at least 20 times.
The stabbing took
place in full view of the
people, who watched
the scene from afar or
walked on even as the
three youths kept knif-
ing the victim.
According to the po-
lice,theywereinformed
about the stabbing
around 7.40 pm Satur-
day. The victim was
rushed to a hospital
where he was declared
brought dead.
“We received a PCR
call from locals about
the stabbing on Satur-
day evening. A team
rushed to the spot and
found the victim was
taken to the hospital.
He was declared
brought dead by the
doctors. During prelim-
inary inquiry, three
men were identified
and arrested,” Sanjay

said.

63, was operated upon
in Jamshedpur, follow-
ing a serious head in-
jury she suffered dur-
ing her morning walk
last month. For further
treatment she was
brought to AIIMS Trau-
ma Centre, where de-
spite best efforts she
could not be saved and
eventually declared
brain dead on Septem-
ber 30, said a doctor. She
was the sister of Ra-
bindra Agarwal, an IAS
officer posted as the ad-
ditional director of ad-
ministration at AIIMS
here.
“She was a strong
supporter of the eye do-
nation campaign and
supported the cause of
organ donation
throughout her life. She
had also qualified for
Kaun Banega Crorepa-
ti,” the doctor added.
Choudhary’s heart, a
kidney and corneas
were donated to pa-
tients at AIIMS, while
her liver will be utilised
in the Army RR Hospi-
tal. Her second kidney
was given to a patient at
RML Hospital, accord-
ing to the arrangement
by National Organ and

(IIHC) has honoured 16
Urdu writers and schol-
ars with the ‘Tahzeeb-e-
Urdu’ award for their
service to the language.
IIHC on Saturday or-
ganised a seminar on
‘Urdu: An Indian lan-
guage’ at the Indian Is-
lamic Cultural Centre
in Delhi where a resolu-
tion was passed giving
shelter to Urdu in the
name of the Centre and
the states. While speak-
ing at the seminar, San-
jay Dwivedi the Direc-
tor General of the Indi-
an Institute of Mass
Communication (IIMC)
said that Urdu is an In-
dian language and there
is no dispute about it.
“When India was one,
most of the owners and
editors of Urdu newspa-
pers were Hindus.
These newspapers
raised their voice for
independence. He said
that Gopichand Narang
expanded the knowl-
edge of the West by in-
corporating it into
Urdu. If traders are in-
vesting money in Urdu
it proves that Urdu has
a market and a future,”
he said.
IIHC Director Profes-
sor Liaquat Hussain
Moini said that the Su-
fis associated Urdu with
the local land and gave
emphasis to Urdu liter-
ature.
“Hazrat Amir Khus-
rau gave power to Urdu
and the contribution of
Munshi Naval Kishore
also cannot be forgot-
ten. When Hindu poets
were writing Naat and
Hamd, Iqbal was writ-
ing Nazm on Ram. This
inclusive feeling is the
power of Urdu. Urdu is
not the language but the
name of the culture,”
he added.

New Delhi: In a bid to
lessen pollution in the
Yamuna by preventing
free flow of effluents
into it, the Delhi govern-
ment has decided to con-
nect all unauthorised
colonies and villages
withaunifiedsewersys-
tem. Various projects in
this direction planned
by Delhi Jal Board were
approved by DyCM
Manish Sisodia, an offi-
cial statement said.
Under these projects,
Delhi government will
conduct a study on new-
ly constructed lakes to
assess the groundwater
flow. The existing capac-
ity of Rohini Lake 1 and
2 will also be increased.
“Capacity of Keshop-
ur Phase-I STP will be
increased from 12 MGD
to 18 MGD, this will help
in better treatment of
wastewater,” the state-
ment quoted Sisodia as
saying. The government
will build a chamber to
connect Sant Nagar, Sin-
ghu, Shahbad, Pradhan
Enclave etc. with house
sewer connection.

The Intangible Heritage List

tial election may
seem farcical but
it gives the Gan-
dhi family a
much-needed reprieve from
dissidence. As per an assur-
ance Sonia and Rahul Gan-
dhi gave to the Congress
Working Committee none
from the family is contesting
this poll despite demands
from some of their loyalists
that the scion should lead the
party. That has not stopped
people from calling this elec-
tion a fixed match.
Yet, the Gandhis’ control
over the party will not weak-
en given that the two candi-
dates in fray so far- Mallikar-
jun Kharge and Shashi Tha-
roor - are old loyalists of the
Gandhis besides being vet-
eran Congressmen. Tharoor,
though, is also a member of
the G23 and asserted that
“he is a candidate for
change”. Ashok Gehlot and
Digvijay Singh, on the other
hand, may have pursued a
line independent of that pre-
ferred by Sonia or Rahul
Gandhi. Manish Tiwari,
who is a member of the dis-
sident camp, who considered
filing his nomination but did
not, would have fallen in the
latter category.
By giving up their claim on
the party president’s post,
Sonia and Rahul Gandhi
have technically addressed
the dissidents’ main demand
that no Gandhi should lead
the party
. That also frees the
party from the charge of be-
ing run by members of the
Gandhi family
. At 80, Kharge
has seen the party’s high and
lows and survived several
party presidents.
He is too old to be a rub-
ber stamp president for ei-
ther Sonia Gandhi or her
son Rahul. Kharge has said
that “there is no G23 camp
now”. Perhaps, it is too ear-
ly to say that.

he 1865 Indian Forest Act rep-
resented the first attempt of
the colonial state to bring
about a comprehensive legis-
lation on the subject. Its pri-
mary aim was to assert the
monopoly of the British over
the Indian forest land. It em-
powered the government to
declare any land covered
with trees, or brushwood or
jungle as a government for-
est and make rules to man-
age it. As mentioned in the
first article in the series, the
task was to secure teak wood
for railway sleepers by creat-
ing a government monopoly
over teak. However, as the
forest department had still
not been organized, the de-
termination of whether the
land in question was under
forest or not, was determined
by the Revenue officials.
Over the next two dec-
ades, the Forest depart-
ment became more or-
ganized, and forest offi-
cials pointed out the la-
cunae in the 1865 Act
(from the point of view
of the Forest depart-
ment). Thus, the Indian
Forest Act was revised in
1878, and the principal
fallout was that it trun-
cated the centuries-old
traditional use by commu-
nities of their forests. The
provision of this Act es-
tablished a virtual State
monopoly over the for-
ests in a legal sense on one
hand, and on the other, as-
serted that the customary
use of the forests by the vil-
lagers was not a ‘right’, but a
‘privilege’ that could be with-
drawn at will. This was, in
effect the disenfranchise-
ment of the forest dwellers
over their traditional rights
over access and livelihoods.
The 1878 Act divided for-
ests into three categories- re-
served, protected and village
forests. The Reserved forests
were called the ‘best forests
and the villagers could not
take anything from these for-
ests, even for their own use.
For house building or fuel,
they could take wood from
protected or village forests,
but in effect they were at the
mercy of the forest officials.
By one stroke of the pen, the
organic relationship between
the forest dweller and the for-
est was extinguished.
This was followed by the
first formal Forest Policy in
1894 in which the exception
clauses took precedence over
the stated objectives. There-
fore, we shall talk of the ex-
ceptions before the general
policy. The three exceptions
were that permanent cultiva-
tion should come before for-
estry and that the of satisfac-
tion of local needs at non-
competitive rates would
take precedence over reve-
nue: but it was left to the
Forest department to de-
fine what the local need
was, and, and what exactly
was ‘non- competitive’.
Last but not the least was
the realization of ‘maxi-
mum revenue’.
The general policy was
the normative statement
regarding the of adequate
forest cover for preserva-
tion of physical and cli-
matic conditions and ful-
filment of the needs of the
people – observed more
in breach than in practise.
This was followed by the
Indian Forest Act, 1927 which
is still on the statute book,
though it has been amended
many times and supplement-
ed with state legislation as
well. It created the fourth cat-
egory of Non-government
Forest, besides introducing
regulatory measures were in-
troduced to prohibit/control
quarrying of stones, burning
of limeorcharcoal,thecollec-
tion of any manufacturing
process,orremovalof anyfor-
est produce in any such forest
and the breaking up or clear-
ing for cultivation, for build-
ing and for herding cattle.

Consumer spending expected to be high
New Delhi (PTI): Coming
out of the pandemic, con-
sumers in India have ex-
pressed a strong desire to
buy more discretionary
products during the festive
season, according to De-
loitte’s Global State of Con-
sumer Tracker.
Deloitte’s latest analysis
indicates that consumers
are willing to increase
spend on both travel and
hotel stays. They also in-
tend to buy either a new or
used vehicle within the
next six months.
“Despite concerns over
inflation, the planned
spending over the next
four weeks will see spike
across age groups in all
categories,” Deloitte said.
Consumers’ intent to
purchase clothing, elec-
tronic and home furnish-
ing, and recreation, enter-
tainment and leisure, indi-
cates a positive spending
pattern triggered by the
upcoming festive season.
“The survey findings
clearly indicate that con-
sumers plan to increase
their discretionary spend
by 30% (on items such as
recreation and entertain-
ment, restaurants, and lei-
sure travel) in August
2022, compared with April
2022,” it said.

New Delhi (PTI): In a bid to enable regional rural banks (RRBs) to
raise resources by listing on stock exchanges, the government has
issued draft guidelines that set certain
basic criteria, including net worth of
at least `300 crore during the previ-
ous three years. They should also have
capital adequacy above the regulatory
minimum level of 9% in each of the
preceding three years. The RRBs should
have a track record of profitability and
earned operating profit of minimum `15 crore for at least three
out of the previous five years, according to the draft guidelines.
CONCESSIONAL IMPORT DUTIES ON EDIBLE OILS
IN PLACE TILL MARCH 2023: FOOD MINISTRY
New Delhi (PTI): Concessional import duties on specified edible
oils are in place till March 2023, the food ministry said on Sunday.
This decision was taken on August 31,
2022 by the CBIC in order to boost do-
mestic supply and keeping retail prices
under control. The food ministry said
that the CBIC’s decision of extending
existing concessional import duties on
specified edible oils is in place till March
2023. “The concessional customs duty
on edible oil import has been extended by another 6 months,
which means that the new deadline will now be March 2023.”

drive technology in elec-
tric versions of its sports
utility vehicles going
ahead. The home-grown
auto major currently does
not offer four wheel drive
trims in any of its existing
product range which in-

company aims to have a
portfolio of ten electric

power consumption grew
13.31% on an annual ba-
sis to 127.39 billion units
(BU) in September 2022
and 11.65% during the
first six months of this
fiscal, as per government
data. The double-digit
growth highlights recov-
ery in economic activities
following the pandemic-
induced lockdown, ex-
perts said. They are also
of the view that demand

rich got richer during the
pandemic has become
more evident with research
data showing just 20% of
the population are leading
the discretionary con-
sumption wagon as the rest
are still recovering.

survey results, she says
that the rich will continue
to drive consumption de-
mand, with more than 70%
of respondents anticipat-
ing their income will in-
crease in 2023.
INFLATION MAY COME DOWN
TO 5.2% NEXT FISCAL: RBI
New Delhi (PTI): Persis-
tently high inflation re-
mains a key policy concern
for the Reserve Bank,
which has raised rates ag-
gressively so far this year,
but the pressure might
ease next fiscal assuming
normal rains and further
normalisation of global
supply chains without any
exogenous shocks, accord-
ing to an RBI report.
The Reserve Bank of In-
dia (RBI) expects retail in-
flation to come under con-
trol at 5.2% in the next fi-
nancial year beginning
April,downfrom6.7%ithas
forecastforthecurrentyear.
“For 2023-24, assuming a
normalmonsoon,aprogres-
sive normalisation of sup-
ply chains, and no further
exogenous or policy shocks,
structural model estimates
indicate that inflation will
average 5.2%,” RBI said in
its ‘Monetary Policy Report
September 2022’.
The central bank is man-
dated to keep retail infla-
tion in a range of 2-6%.
However, inflation has
been above the RBI’s up-
per tolerance level since
January 2022 mainly due
to adverse supply shocks
amid geopolitical tensions
arising out of the Russia-
Ukraine war since late
February.
Both the countries are
keysuppliersof foodgrains,
edible oil, fertilisers and
energy resources such as
crude oil and natural gas.
Even as inflation has
eased from its April peak of
7.8%, it remains at unac-
ceptablyhighlevels,thecen-
tral bank said in the report.
The Reserve Bank of In-
dia projects the inflation to
remain above the upper
tolerance level of 6%
through the first three
quarters of 2022-23 (till De-
cember) and expects it to
come under control from
January 2023 onwards.
Even as the forecast for
the next fiscal looks sooth-
ing, upside risks remain on
a host of factors such as
further ratcheting up of
geopolitical tensions, high-
er crude and commodity
prices, longer than expect-
ed supply chain disrup-
tions and escalation in
global financial market
volatility due to aggressive
monetary policy actions.

and diesel sales in India as
economic activity picked up

soon raised the demand, in-
dustry data showed.
The sales in petrol rise
by 13.2% to 2.65 million
tonnes in September in
comparison to 2.34 million
tonnes of consumption in
September 2021.
Diesel posted a handsome
22.6% rise in sales in Sep-
temberto5.99milliontonnes
when compared to Septem-
ber last year.
The fuel, which had seen
a near 5% drop in sales in
August when compared to
the previous month of July
,
saw demand rise 1.3%

that there is enough quan-
tity of food grain stock
availableinthecountryand
the prices of wheat, atta
and rice are under control.
The Ministry of Con-
sumer Affairs, Food  Pub-
lic Distribution said the
government regularly
monitors the prices of es-
sential commodities and
takes corrective measures
whenever required. The
government has extended
the Pradhan Mantri Garib
Kalyan Ann Yojana (PMG-
KAY) for three months till
December 2022 last week.
According to the minis-
try wheat and rice reported
a decrease in retail and
wholesale prices and the
prices of atta remained sta-
ble during last week.
The government said it
had taken proactive steps
to avoid any further price
rise and export regulations
were imposed in the case of
wheat and rice.
It added that prices of
wheat and rice had gone up
more or less, correspond-
ing to the minimum sup-
port prices (MSP) increase
during the past 2-3 years.

According to a senior BJP leader, the Ankita
Bhandari murder case came at a time when the
state was already reeling under a political crisis
over the recruitment scam, which also involved
BJP leaders, and thus it can impact the Dhami
government and the BJP in the run-up to the
2024 general election. Santhosh took feedback
on the six-month performance of the Dhami
government, which will be shared with the
central leadership and a decision will be taken
on whether to carry out a cabinet expansion or
a reshuffle. “There are likely to be some major
surprises and changes in the cabinet and it is
believed that some new faces will be accom-
modated. This will help bolster the image of the
government that took a beating after the Ankita
murder case,” according to a senior BJP leader.
It is learned that Santosh also took feedback on
the functioning of the party state unit.

after 26 people died in a
tractor-trolley accident
here, a station house of-
ficer (SHO) was sus-
pended for alleged “der-
eliction of duty” while
the tractor driver was
still absconding.

jured at the hospital
and the bereaved fami-
lies at Kortha village.
District Magistrate
of Kanpur Vishak G on
Sunday told PTI, “The
SHO of Saadh police
station has been sus-
pended for dereliction
of duty
.”
A senior police offi-
cial said that the acci-
dent spot was near Bha-
deuna village, barely a
kilometre from the
Saadhpolicestation,but
the SHO reached there
after around one hour.
“The death toll stands
at 26, while the number
of injured is nine.
There were 35 passen-
gers on the ill-fated
tractor-trolley
. The post-
mortem examination
was conducted at night.
The cremation is being
carried out at Deori
Ghat in Maharajpur,”
the DM said.
According to the eye-
witnesses, the tractor
was being driven at a
high speed despite re-
quests by the passen-
gers to slow down, Ad-
ditional Director Gen-
eral of Police (Kanpur
zone) Bhanu Bhaskar
told reporters.
“Subsequently, the
driver lost control over
the tractor and it over-
turned. The women and
children came under
the trolley,” he said.
He said that the driv-
er of the tractor is ab-
sconding.

backward Bundelkhand region has drawn praise
from PM Narendra Modi and UP CM Yogi Adity-
anath. The company, which was inaugurated by
Adityanth, has members spread across six dis-
tricts of the Bundelkhand region. During a virtual
programme based on the theme of 'Aatmanirbhar
Nari Shakti' last year, Modi lauded the initiative.

Wails of grieving families filled the air in Kortha village,
to which the victims belonged. CM Adityanath visited
the village, which is 4-5 kilometres from the accident
site, and consoled the families of the victims. “It is a
tragic incident. The government, in order to stop such
accidents, has been running many awareness pro-
grammes from time to time. I had appealed yesterday
that road safety should be a subject of priority for us. “A
large number of lives are lost in road accidents, and this
should be an issue of concern for us,” Chief Minister
Adityanath said. “Today, I had called the officials of the
transport corporation, and have categorically told them
that there is a need to run a comprehensive awareness
programme on road safety, and there is a need to con-
nect the schools, colleges and all the stakeholders,” he
said. Primarily, tractors, trolleys and trucks should be
used for the purposes they are meant to be. If these are
not used to ferry people, then we could curtail the loss
of lives in a large number, he said.
Kanpur (ANI): Five people were killed and sev-
eral injured after a speeding truck rammed into a
loader tempo in Kanpur on late Saturday night. The
incident took place at Ahirwan flyover in Kanpur. The
injured were shifted to Hallet Hospital. “An accident
took place last night at the Ahirwan flyover where
five people lost their lives and seven are severely
injured. The injured people have been shifted to
Hallet hospital for further treatment,” said Vishak G
Iyer, District Magistrate, Kanpur.

you make. Eating un-
healthy foods such as
fries, desserts and junk
food would result in an
increase in fat mass, not

Officials say a large number of Delhiites do not get their weddings registered till they need the marriage certificate for visa or other pur- poses. Considered a wed- ding hub, the national capital hosts thousands of marriages every day during the wedding sea- son between October and December and Jan- uary and March. On some “auspi- cious” days, the num- ber crosses the 20,000- mark often leading to traffic snarls with wed- ding processions and wrongly parked vehi- cles on roads. According to the Rev- enue Department data, 11 districts received a total of 62,811 applica- tions, out of which 56,918 marriages were registered between Oc- tober 1, 2019 and August 31, 2022. Southwest district had the highest number of marriage registra- tions at 9,122, followed by Shahdara at 8,157, northwest at 6,712, south at 6,299 and west at 6,279, the data showed. Northeast district had the least number of marriage registrations. Of the 1,058 applica- tions received, 918 reg- istrations were done, the data showed. On some ‘auspicious’ days, the number of weddings crosses 20,000 in the capital LOW NUMBERS Kishor Dwivedi Noida: Amid growing concerns about the en- vironment, the Noida Police has sought a fleet of electric vehicles for patrolling and other du- ties in city areas, ac- cording to officials. Besides this, the po- lice have written to the local authorities with a request for replacing over 60 vehicles with newer models, high- lighting their dilapidat- ed condition and main- tenance costs of over Rs 2 crore so far. The commissioner- ate currently has around 400 vehicles, in- cluding those on emer- gency 112 service. The request to local authori- ties is for replacement of 66 vehicles which are in bad shape while the EVs have been sought from the state govern- ment in addition to the existing fleet. Police Commissioner Alok Singh said a pro- posal for introducing electric vehicles has been discussed with government bodies and approval is awaited. “Electric Vehicles are the way forward,” the Noida police chief said. Separately, he said his department has written to the local Noida Au- thority as well as the Greater Noida Author- ity for replacing a fleet of vehicles which were provided by them near- ly a decade ago. Officials said the po- lice have asked for re- placement of a total of 66 vehicles which are older than eight years and most of them hav- ing clocked almost two lakh kilometers. Dengue symptoms in- clude high fever, head- ache, rash and muscle and joint pain, which are quite similar to that of COVID-19. In such a situation it has become difficult to ascertain whether a person suffering from fever, body ache and headache is Covid posi- tive or not, doctors said. “Covid cases are de- clining right now, but the virus is still there. I am still seeing Covid cases in my OPD. In the last 3-4 days, two cases were detected in OPD and one later in an ICU. However, on an average, dengue infection is on rise right now,” said Dr Suranjit Chatterjee, a senior consultant at Apollo Hospitals. “We are prescribing both Covid and dengue test to ascertain the in- fection,” he said. New Delhi (PTI): Amid rising cases of dengue in the capital, civic authori- ties conducted fogging drives at various Ramlila maidans in Delhi, officials said on Saturday. Besides, spraying of insecticide is also being done at various Durga Puja pandals in the city, they said. “Gener- ally, Ramlila committees request us to conduct fogging drives, but this year, we have taken action on our own,” a senior official said. Accused Vijay Ku- mar and Amar Kumar are natives of Bihar and they have been ar- rested, police said, add- ing they were under the influence of drugs while committing the crime. The accused and the boy’s parents were working as construc- tion labourers. Vijay and Amar have con- fessed to the crime and said they killed the boy to gain “prosperity”. All of them were living in the same slum, po- lice said. At around 10:30 pm on Saturday, when the boy was going to his shed, the accused called him to their cooking space and killed him by first attacking on his head and then slitting histhroat,DeputyCom- missioner of Police (South) Chandan Choudhary said. Based on the state- ment of the boy’s fa- ther, a case was regis- tered under Sections 302 (murder) and 34 (common intention) of the Indian Penal Code, police said. In his complaint, the boy’s father said some women were singing bhajansattheconstruc- tion site after dinner andhissonwasaround. However, when they were about to leave for their respective sheds, the boy went missing. The complainant said he noticed blood oozing out of their shed and he opened the door only to see his son’s body beneath the cot. The accused have been identified as Aal- am, Bilal, and Faizan, residents of Sunder Na- gri. All three have been booked for murder, they said. Police said the three killed the victim due to an old rivalry . Police force has been deployed in the area to ward off any more con- frontation, they said, adding there was noth- ing communal in it. The Saturday inci- dent captured on a CCTV camera shows three youths walking down a lane and accost- ing Manish who is com- ing from the opposite direction. The footage further shows one of the three grabbing Manish by his collar and slapping him. Oth- er two too join him soon, and progress to stabbing Manish with knives at least 20 times. The stabbing took place in full view of the people, who watched the scene from afar or walked on even as the three youths kept knif- ing the victim. According to the po- lice,theywereinformed about the stabbing around 7.40 pm Satur- day. The victim was rushed to a hospital where he was declared brought dead. “We received a PCR call from locals about the stabbing on Satur- day evening. First India Bureau New Delhi: In a bid to lessen pollution in the Yamuna by preventing free flow of effluents into it, the Delhi govern- ment has decided to con- nect all unauthorised colonies and villages withaunifiedsewersys- tem. Various projects in this direction planned by Delhi Jal Board were approved by DyCM Manish Sisodia, an offi- cial statement said. Under these projects, Delhi government will conduct a study on new- ly constructed lakes to assess the groundwater flow. Its pri- mary aim was to assert the monopoly of the British over the Indian forest land. It em- powered the government to declare any land covered with trees, or brushwood or jungle as a government for- est and make rules to man- age it. As mentioned in the first article in the series, the task was to secure teak wood for railway sleepers by creat- ing a government monopoly over teak. However, as the forest department had still not been organized, the de- termination of whether the land in question was under forest or not, was determined by the Revenue officials. Over the next two dec- ades, the Forest depart- ment became more or- ganized, and forest offi- cials pointed out the la- cunae in the 1865 Act (from the point of view of the Forest depart- ment). Thus, the Indian Forest Act was revised in 1878, and the principal fallout was that it trun- cated the centuries-old traditional use by commu- nities of their forests. The provision of this Act es- tablished a virtual State monopoly over the for- ests in a legal sense on one hand, and on the other, as- serted that the customary use of the forests by the vil- lagers was not a ‘right’, but a ‘privilege’ that could be with- drawn at will. This was, in effect the disenfranchise- ment of the forest dwellers over their traditional rights over access and livelihoods. The 1878 Act divided for- ests into three categories- re- served, protected and village forests. The Reserved forests were called the ‘best forests and the villagers could not take anything from these for- ests, even for their own use. For house building or fuel, they could take wood from protected or village forests, but in effect they were at the mercy of the forest officials. By one stroke of the pen, the organic relationship between the forest dweller and the for- est was extinguished. This was followed by the first formal Forest Policy in 1894 in which the exception clauses took precedence over the stated objectives. There- fore, we shall talk of the ex- ceptions before the general policy. The three exceptions were that permanent cultiva- tion should come before for- estry and that the of satisfac- tion of local needs at non- competitive rates would take precedence over reve- nue: but it was left to the Forest department to de- fine what the local need was, and, and what exactly was ‘non- competitive’. Last but not the least was the realization of ‘maxi- mum revenue’. The general policy was the normative statement regarding the of adequate forest cover for preserva- tion of physical and cli- matic conditions and ful- filment of the needs of the people – observed more in breach than in practise. This was followed by the Indian Forest Act, 1927 which is still on the statute book, though it has been amended many times and supplement- ed with state legislation as well. It created the fourth cat- egory of Non-government Forest, besides introducing regulatory measures were in- troduced to prohibit/control quarrying of stones, burning of limeorcharcoal,thecollec- tion of any manufacturing process,orremovalof anyfor- est produce in any such forest and the breaking up or clear- ing for cultivation, for build- ing and for herding cattle. Deloitte’s latest analysis indicates that consumers are willing to increase spend on both travel and hotel stays. They also in- tend to buy either a new or used vehicle within the next six months. “Despite concerns over inflation, the planned spending over the next four weeks will see spike across age groups in all categories,” Deloitte said. Consumers’ intent to purchase clothing, elec- tronic and home furnish- ing, and recreation, enter- tainment and leisure, indi- cates a positive spending pattern triggered by the upcoming festive season. “The survey findings clearly indicate that con- sumers plan to increase their discretionary spend by 30% (on items such as recreation and entertain- ment, restaurants, and lei- sure travel) in August 2022, compared with April 2022,” it said. GOVT ISSUES DRAFT GUIDELINES FOR LISTING OF RRBs; MINIMUM NET WORTH OF `300 CR REQUIRED New Delhi (PTI): In a bid to enable regional rural banks (RRBs) to raise resources by listing on stock exchanges, the government has issued draft guidelines that set certain basic criteria, including net worth of at least `300 crore during the previ- ous three years. They should also have capital adequacy above the regulatory minimum level of 9% in each of the preceding three years. The RRBs should have a track record of profitability and earned operating profit of minimum `15 crore for at least three out of the previous five years, according to the draft guidelines. CONCESSIONAL IMPORT DUTIES ON EDIBLE OILS IN PLACE TILL MARCH 2023: FOOD MINISTRY New Delhi (PTI): Concessional import duties on specified edible oils are in place till March 2023, the food ministry said on Sunday. This decision was taken on August 31, 2022 by the CBIC in order to boost do- mestic supply and keeping retail prices under control. The food ministry said that the CBIC’s decision of extending existing concessional import duties on specified edible oils is in place till March 2023. “The concessional customs duty on edible oil import has been extended by another 6 months, which means that the new deadline will now be March 2023.” OTHER STORIES business BRIEFS New Delhi (PTI): Tata Motors is actively looking at introducing four wheel drive technology in elec- tric versions of its sports utility vehicles going ahead. The company aims to have a portfolio of ten electric products, a mix of exist- ing nameplates and all new models, by 2025. New Delhi (PTI): The combined market valua- tion of seven of the 10 most valued firms eroded by `1,16,053.13 crore last week amid an overall bearish trend in equities, with Reliance Industries taking the biggest hit.RIL, HDFC Bank, ICICI Bank, SBI, Bharti Airtel, Bajaj Fi- nance and HDFC were the laggards from the top-10 pack. INFLATION MAY COME DOWN TO 5.2% NEXT FISCAL: RBI New Delhi (PTI): Persis- tently high inflation re- mains a key policy concern for the Reserve Bank, which has raised rates ag- gressively so far this year, but the pressure might ease next fiscal assuming normal rains and further normalisation of global supply chains without any exogenous shocks, accord- ing to an RBI report. The Reserve Bank of In- dia (RBI) expects retail in- flation to come under con- trol at 5.2% in the next fi- nancial year beginning April,downfrom6.7%ithas forecastforthecurrentyear. “For 2023-24, assuming a normalmonsoon,aprogres- sive normalisation of sup- ply chains, and no further exogenous or policy shocks, structural model estimates indicate that inflation will average 5.2%,” RBI said in its ‘Monetary Policy Report September 2022’. The central bank is man- dated to keep retail infla- tion in a range of 2-6%. However, inflation has been above the RBI’s up- per tolerance level since January 2022 mainly due to adverse supply shocks amid geopolitical tensions arising out of the Russia- Ukraine war since late February. Both the countries are keysuppliersof foodgrains, edible oil, fertilisers and energy resources such as crude oil and natural gas. Even as inflation has eased from its April peak of 7.8%, it remains at unac- ceptablyhighlevels,thecen- tral bank said in the report. The Reserve Bank of In- dia projects the inflation to remain above the upper tolerance level of 6% through the first three quarters of 2022-23 (till De- cember) and expects it to come under control from January 2023 onwards. Even as the forecast for the next fiscal looks sooth- ing, upside risks remain on a host of factors such as further ratcheting up of geopolitical tensions, high- er crude and commodity prices, longer than expect- ed supply chain disrup- tions and escalation in global financial market volatility due to aggressive monetary policy actions. The fuel, which had seen a near 5% drop in sales in August when compared to the previous month of July , saw demand rise 1.3% month-on-month. The Ministry of Con- sumer Affairs, Food Pub- lic Distribution said the government regularly monitors the prices of es- sential commodities and takes corrective measures whenever required. The government has extended the Pradhan Mantri Garib Kalyan Ann Yojana (PMG- KAY) for three months till December 2022 last week. According to the minis- try wheat and rice reported a decrease in retail and wholesale prices and the prices of atta remained sta- ble during last week. The government said it had taken proactive steps to avoid any further price rise and export regulations were imposed in the case of wheat and rice. It added that prices of wheat and rice had gone up more or less, correspond- ing to the minimum sup- port prices (MSP) increase during the past 2-3 years.
