Prasad Maurya on Mon-
day said the state gov-
ernment won’t intervene
in the BHU’s Iftar party
row but suggested that
the programme should
have been avoided. The
controversy should
not have been invited
by organising such a
programme on the BHU
campus, Maurya told
reporters. “No such
work was ever done on
the university campus
established by Pt Madan
Mohan Malviya,” he
said. Maurya, however,
clarified that the matter
is between the university
and students. “We can-
not interfere from the
side of the government,”
he added. On Wednes-
day, an Iftar party was
organised in Banaras
Hindu University, with
Vice-Chancellor Sudhir
Jain and other staff
members attending it,
leading to a protest by
some students.
Alleging that the Iftar
party was held in the
university college
for the first time and
questioning the need
to start a new tradition,
students raised slogans
at the VC’s residence
and burnt his effigy in
protest.
The office and press
of First India will
remain closed on May
3 on account of Eid
al-Fitr. There will be
no edition on May 4.

show cause notice to the
organiser of a conven-
tion, which was attend-
ed by Hindu religious
bodies and preachers,
for permitting inflam-
matory speeches
against a community
.
On Sunday, Hindu re-
ligious preacher Kali-
chran Maharaj, while
addressing the meet,
had said that the coun-
try is facing a major
threat due to the “grow-
ing population of Mus-
lims” and the only way
to prevent the problem
posed by “jihadi” ele-
ments was the estab-
lishment of a Hindu
Rashtra.

was in December last
year sent to jail by the
Chhattisgarh Police for
making derogatory re-
marks against Mahat-
ma Gandhi.
Addressing the con-
vention, Swami Narsin-
ghanand Saraswati said
that “Hindus should
produce more children
otherwise they would

lims by the year 2029”.

Lucknow: Amid the
blistering heatwave
and shortage of elec-
tricity, Chief Minister
Yogi Adityanath on
Monday underscored
the “huge need” for re-
forms in the energy sec-
tor. He said that an ac-
tion plan should be
made keeping in view
future energy needs.
The state is currently
facing a power crisis.
Against the demand of
about 23,000 MW elec-
tricity, only 20,800 MW
is being supplied.
Though the state has
got about 1600 MW of
power from Rajasthan,
Himachal Pradesh and
Madhya Pradesh, there
is still a shortfall of
about 2000 MW, result-
ing in power cuts.
“There is a huge need
for reforms in the pow-
er sector. Action plan
should be prepared
keeping in view future
energy needs. Efforts
should be made to make
comprehensive chang-
es at every level by de-
partmental minister
after thoroughly re-
viewing the function-
ing of the department,”
a statement quoting the
chief minister said.
During a review
meeting here with sen-
ior officers, he said con-
sumers should get cor-
rect electricity bill and
on time.
“Over billing, false
billing or late billing
causes inconvenience
to consumers. The Pow-
er Department will
have to make a concrete
action plan,” he said.

been appointed as an advisor to Prime Minister
Narendra Modi. Kapoor, a 1987-batch IAS officer

the secretary of the ministry of petroleum and nat-
ural gas on November 30, 2021. Meanwhile, senior
bureaucrats Hari Ranjan Rao and Atish Chandra
have been appointed as additional secretaries in

PLEA IN SC SEEKS BAN ON TALAQ-E-HASAN
NO ‘MAHA AARTI’ ON EID: RAJ THACKERAY
New Delhi: A plea has been moved in the Supreme Court
seeking a direction to declare “Talaq-e-Hasan and all other
forms of unilateral extra-judicial talaq”, unconstitutional for
being arbitrary, irrational, and violative of Articles 14, 15, 21,
25 of the Constitution. The plea also sought a direction to the
Centre to frame guidelines for neutral uniform grounds of
divorce and uniform procedure of divorce for all citizens. The
petition has been filed by a Muslim woman.
Maharashtra Navnirman Sena (MNS) chief Raj Thackeray on
Monday appealed to his party workers to not perform the
announced ‘Maha Aarti’ on the occasion of ‘Akshay Tritiya’ on
May 3 as he doesn’t want to create any obstacle for Mus-
lims during the Eid festival. He reiterated that his campaign
against loudspeakers was a social issue and he would
disclose his future plans through Twitter on Tuesday.

nath will visit Uttara-
khand on a three-day
tour from Tuesday, an
official privy to the mat-
ter said on Saturday
.
The chief minister
will visit his native vil-
lage Panchoor in Yam-
keshwar block of dis-
trict Pauri Garhwal in
Uttarakhand on May 2.
This will be the CM’s
first visit to the state af-
ter his father Anand
Singh Bisht’s death on
20, April 2020.
The CM is slated to
visit his mother Savitri
Devi and the rest of the
family, said an official.
Owing to Covid-19
spread, Adityanath was
unable to visit Pan-
choor to attend the last
rites of his father.
During his visit, the
CM will also inaugurate
the statue of his spiritu-
al guru late Gora-
khnath, at the Guru
Gorakhnath Degree
College in Bithyani vil-
lage. He will also ad-
dress a public meeting
here, said the official.
The foundation stone
for the hotel was also
laid by Yogi Adityanath
in May 2018 during his
first term as the UP CM.
Bhagirathi hotel which
has 100-room capacity,
has been built at the
cost of ₹41 crore.
It was built after the
Alaknanda hotel, an
earlier property of Ut-
tar Pradesh Tourism
Corporation, which
was handed over to Ut-
tarakhand government
in 2018.

On May 5, the CM will arrive in Haridwar to inau-
gurate the newly built Bhagirathi hotel adjacent to
Ganga Canal near NH-58. The hotel is built by Uttar
Pradesh Tourism Corporation and is spread across
2,564 square metres.

ments have been treat-
edduringthe‘Mukhya-
mantri Arogya Melas’
organised at every
primary health centre
(PHC) in the state.
As many as 1.53 lakh
people were referred to
higher medical cen-
tres for further treat-
ment in the melas con-
ducted by the state
government in associ-
ation with the Indian
Medical Association.
While 8.73 lakh Golden
Cards were distributed
at the melas so far.The
data clearly reflects
the popularity of these
melas among the pub-
lic.
Chairing a high lev-
el meeting with the of-
ficials on Monday, the
CM said that “The
Mukhyamantri Arog-
ya Melas aimed to pro-
vide people with the
best treatment and ac-
cessible health ser-
vices at rural level are
serving their purpose.
Efforts should be made
to benefit more people
from these melas orga-
nized at the primary
health centers.”
CM Yogi had
launched the state-
wide Mukhyamantri
Jan Arogya Mela on
February 2, 2020 in
Chandauli district.
The event is aimed at
making people aware
of schemes being run
by the health depart-
ment and providing
them with health ser-
vices along with dis-
tributing ‘Golden
Health’ cards and oth-
er benefits.
The fourth Arogya
Mela was organized
following the Covid-19
protocol. All the pa-
tients and their accom-
panying relatives were
informed that facili-
ties for testing and
treatment of corona
virus are also avail-
able in the hospitals.
In the 42nd mela or-
ganised on May 1, as
many as 1.63 lakh pa-
tients —which include
65552 men, 72267 wom-
en and 25889 children
— were treated by spe-
cialist doctors and
paramedics.
A bus carrying 50 labourers on a pilgrimage was
flagged off from here on Sunday on the occa-
sion of International Labour Day from Hapur.
DM Medha Rupam flagged off the bus under the
Shravan Kumar Shramik Parivar Teerth Yojana.
Assistant Labour Commissioner Sarvesh Kumari
said the scheme rununder Labour Welfare Coun-
cil. The labourers are likely to visit Vaishno Devi
shrine, Shakumbhari Devi temple and Haridwar
among other places.

ish Chandra Yadav was
rushed to a hospital
here in the early hours
of Monday following a
bite possibly by a rat or
a mole, a senior official
at the district hospital
said.
The Minister of
State for Youth Welfare
and Sports, who was on
a tour of Banda dis-
trict and was staying in
a circuit house, is fine
and left for Lucknow in
the morning, officials
added.
The minister woke
up feeling uneasy
around 3 am, suspect-
ing that he had been
bitten on the hand by an
insect and was rushed
to the trauma centre of
the district hospital.
An examination re-
vealed that the bite on a
finger of the right hand
was possibly from a rat
or a shrew (an insectiv-
orous mammal that re-
sembles a mouse), said
the district hospital’s
Chief Medical Superin-
tendent (CMS) Dr SN
Mishra.
The 47-year-old min-
ister told PTI over the
phone that he doesn’t
know which animal had
bitten him but blood
was oozing from the
spot of the bite.
The minister said he
was asleep when he felt
sharp pain and got up.
He said accordingly
he alerted his staff.
“After keeping me un-
der observation for
three hours at the Ban-
da hospital, I was dis-
charged after thorough
examination,” he said.

attempt to promote lo-
cal artisans, craftsmen
and boost local econo-
my, the Yuvak and Ma-
hila Mangal Dals — lo-
cal groups of young-
sters formed at village
level — will be trained
as ‘Paryatan Mitra’ and
will encourage Rural
Tourism.
The youngsters of the
Yuvak and Mahila Man-
gal Dals will be trained
in a way to promote lo-
cal tourism by high-
lighting the indigenous
and specialised prod-
ucts, handicrafts, pro-
cessed foods, garments
and other traditional
goods manufactured by
the local artisans, par-
ticularly in villages and
rural areas.
To foster Rural Tour-
ism, the Uttar Pradesh
government is also
working to develop vil-
lages as ‘tourist centres’
and to expand facilities
for the convenience of
the tourists.
Thisinitiativewillnot
only highlight the tour-
ism potential of the re-
mote, neglected areas,
butwillalsoaidingener-
ating employment op-
portunitiesforthelocals.
To realise the above
objective, during the
first term of the Yogi
government, the tour-
ism policy of 2018 had a
special mention of vil-
lage and agri tourism.
In its second term,
the Yogi government
will work towards ex-
panding this with the
formation of Eco and
Rural Tourism Board,
and will identify 75 vil-
lages for tourism
purposes.

government, which
has become huge
support of Divyang-
jan, will further
make their daily
lives by giving mo-
torized tricycles to
100 Divyangjans of
each Lok Sabha con-
stituency in the next
two years. Under the
Motorized Tricycle
Scheme launched in
the financial year
2021-22, more than
1500 tricycles have
been approved.
The state govern-
ment, which has al-
ready increased the
subsidy to Divyang-
jans for buying artifi-
cial limbs, is going to
increase the grant
per beneficiary to Rs
15000 (proposed) in
the next two years.
Apart from this, a
foster and pension
scheme is also pro-
posed for the welfare
of Divyangjan.
Along with devel-
opment, the Yogi gov-
ernment is commit-
ted to social security
.
It is the result of the
successful imple-
mentation of nation-
al and state-level
schemes that the
standard of living of
a large section of the
population of the
state has become eas-
ier. In the past five
years, the govern-
ment has started new
schemes for the up-
liftment of Divyang-
jans and making
their lives easier,
while improving the
facilities available in
the old schemes fund
allocation has also
been increased.
In this sequence,
the Yogi government
increased the grant
of artificial limbs
and assistive devices
scheme drastically
from 800 to 10,000 in
February 2019.
In the year 2029,
the total beneficia-
ries were 27,887
which increased to
42,184 in 2021-22. The
total number of ben-
eficiaries in the last 5
years was 2,56,165. It
is proposed to in-
crease the grant per
beneficiary to
Rs.15,000 in the next
2 years.

end as Lucknow gets
ready to celebrate Eid
on Tuesday
.
The feasting that fol-
lows fasting assumes
greater significance as
it comes after a gap of
almost two years that
were paralysed by the
Covid-19 pandemic.
Preparations are in full
swing this time to cele-
brate the festival with
usual fervour.
Clerics, however,
have appealed to people
to participate in the fes-
tival while adhering to
the pandemic protocols,
with cases rising again
in some parts of the
country, and have ad-
vised that they offer Eid
Namaz only at designat-
ed places like mosques,
Eidgah, etc.
Eid Namaz is expect-
ed to be held at 7,436 Ei-
dgahs, 19,949 mosques,
and 31,151 other places.
A total of 2,846 sensi-
tive spots have been
identified by authori-
ties.
Also, as part of an on-
going drive in the state,
60,150 unauthorised
loudspeakers have been
taken down while the
volume of 60,178 have
been lowered as per pre-
scribed limits.

row the festival of Eid-
ul-Fitr will be celebrat-
ed across the country
. It
is the biggest festival
among the followers of
Islam, as Muslims fast

Eid. This time almost
after two years of
Covid, Eid will be cele-
brated without many
restrictions.
At Eidgah Lucknow,
we have made prepara-
tions more than before
in order to accommo-
date the maximum
number of people possi-
ble. Also, some of the
encroachments have
been removed from Ei-
dgah. Arrangements
have also been made in-
side the building of
Shaheen Academy for
those coming to offer
Eid-ul-Fitr Namaz.”
Arrangements have
also been made for
women inside Baradari
at Eidgah, he said.
“Rows have been
marked for the conve-
nience of the people
coming to offer Namaz.
All the guidelines and
orders of the govern-
ment, be it the volume
of loudspeakers, Covid
guidelines, or any other
protocols, everything
will be properly fol-
lowed,” added Khalid.

Prashant Kumar has
said that police are on
alert to avert any kind
of mischief.
“Any kind of disre-
spect to religious scrip-
tures or books will not
be tolerated and will be
dealt with strictly. We
are also keeping an eye
on social media plat-
forms. 46 companies of
PAC (Provincial Armed
Constabulary) and 7
companies of paramili-
tary forces have been
deployed across the
state,” he said.
There were instances
of sporadic violence in
parts of the country
last month during the
Ram Navami and Hanu-
man Jayanti celebra-
tions. Also, seven men
were arrested last week
for allegedly throwing
objectionable items
outside a mosque in
Ayodhya.
UP records
lowest rate of
unemployment
Lucknow: In a
major achieve-
ment, Uttar
Pradesh has re-
corded the lowest
unemployment
rate of 2.9%as per
the latest survey
released by the
Center for Moni-
toring Indian
Economy (CMIE).
UP has outclassed
states like Delhi,
Punjab, Rajas-
than, West Bengal,
Kerala and Tamil
Nadu under the
leadership of CM
Yogi Adityanath.
Uttar Pradesh is
followed by Tamil
Nadu with an un-
employment rate
of 3.2%, Kerala
and Andhra
Pradesh with 5.8
% each, West Ben-
gal with 6.2% and
Punjab with 7.2

minor was apprehended
on Monday for alleged-
ly raping a 30-yr-old
woman here, police said.
Confirming the develop-

talised with injuries
after a knife attack on
them at a restaurant in
Noida, with the police
here arresting three of
the attackers, officials
said on Monday

The incident took
place on April 30, five
days after an attack on
a private firm’s execu-
tive at a restro-bar in a
mall allegedly after an
argument over the bill.
The executive (30) had
died of the bare-hand-
ed attack by employees
of the restro-bar and
the mall.
In this case, com-
plainant Shailendra
Pal (23) said he and his
friends Rohit Nishad
and Vishal Gautam had
gone to ‘Food Zilla Chai
Sutta’ restaurant and
caf in Sector 15 for din-
ner on Saturday night.
“We had ordered a
cold coffee and a shake
but they had turned out
to be bad in taste. When
we reported this to the
restaurant owner, he
started fighting with
us, hurled abuses and
called in three or four
of his staffers for the
fight,” Pal claimed.
“Somehow we man-
aged to escape but they
caught hold of Vishal
and attacked him with
a knife. Rohit and I
went back to save him
but then Rohit was also
attacked. Both of them
were injured and taken
to a hospital for treat-
ment, he alleged in a
complaint to the police.
On the basis of the
complaint, an FIR was
lodged at the Phase I
police station against
the owner of the
restaurant and its staff-
ers. They have been
booked under Indian
Penal Code (IPC) sec-
tions 323 (voluntarily
causing hurt), 324
(causing hurt by dan-
gerous weapons), 504
(intentional insult to
provoke breach of
peace) and 506 (crimi-
nal intimidation).
“The incident had
taken place on Satur-
day night when the
three people from Delhi
had come to a restau-
rant in Noida. A fight
broke out between the
customer trio and the
restaurant’s owner
over some issue. After
that, the restaurant’s
staffers attacked the
customers with sharp
weapons, Additional
Deputy Commissioner
of Police (Noida) Ran-
vijay Singh said.
We lodged an FIR in
the case immediately
and three people have
been arrested. Further
legal proceedings are
being carried out,

Noida: A 19-yr-old man died and four others
were hospitalised with injuries after their
speeding car plunged into a canal in Greater
Noida on Monday morning, police officials said.
The driver of the car had fallen asleep on the
wheel, leading to the crash around 5 AM under
the Dadri police station area, the officials said.
“They were going from Delhi to Sikandrabad
in Bulandshahr district. They driver of the car,
identified as Chand (19), apparently fell asleep
while driving and the car plunged into the Kot
Canal,” a police spokesperson said. While Chand
died of drowning, the other four passengers, all
aged between 18 and 25 years, were rescued by
the locals and rushed to a nearby hospital where
they are undergoing treatment, the official said.
The body has been sent for post mortem.
Hardoi: A five-year-old girl and three other
people were killed after their motorbike was
hit by a truck here, police said on Monday. The
deceased were identified as Ram Avtar (32),
Ganga Devi (30) and Avreshu (20) Minakshi,
they said. While the three adults died on the
spot, Minakshi succumbed during treatment at
a hospital, police said. The incident took place
at Station Road in Shahabad area on Sunday,
they said. Police said they have launched a
probe in the matter and making efforts to nab
the truck driver.
Hardoi: Three people, including a woman,
were killed and a five-year-old girl seriously
injured after their motorbike was hit by a truck
here, police said on Monday. The injured girl
has been admitted to a nearby hospital and
her condition was stated to be serious, they
said. The incident took place at Station Road
in Shahabad area on Sunday, they said. Those
killed are being identified, they said, adding the
incident is being probed.

the CJI said that if government

of carbon dioxide, methane
and other greenhouse gases
started their upward trend in
the atmosphere, extreme
weather events like storms,

became noticeable in differ-
ent parts of the world.
There are people who keep
a close watch on the impact of
climate changes on human
health. Older people are more
vulnerable to heat and vari-
ous diseases getting activated
because of higher atmospher-
ic temperature. The other

affected is children.Malnutri-
tion, malaria and diarrhoea
may kill a large number of
children, especially in eco-
nomically backward coun-
tries. But the people of rich
countries shouldn’t feel elat-
ed as some different diseases
like Covid-19 might strike
them at frequent intervals.

electrolyte imbalance. Warm
weather can also trigger vari-
ous infections like malaria
and yellow fever as the in-
creased breeding of mosqui-
toes leads to their massive
growth. When deforestation
happens, many wild animals
lose their habitat and start
movingtowardshumanpopu-
lation carrying many viruses
with them. When episodes of
famine and floods take place
then hunger forces human be-
ings to kill animals for food
which might release many
dormant viruses on human
beings resulting in severe
epidemics and big loss of life.
Coastal areas and many
low-lying islands may be
threatened due to rising sea
levels and it is getting more
and more probable that cities
like Jakarta, New Orleans
and Bangkok would be en-
gulfed by seawater in the not-
so-distant future. Indian
coastal city Mumbai may lose
a significant part of it to ris-
ing sea if the glaciers go on
melting. Powerful sea storms
and hurricanes may contam-
inate drinking water by forc-
ing seawater into aquifers.
The resultant waterborne
diseases would kill hundreds
of thousand people, especial-
ly children and elderly
.

gers are recognised by a wider
population so that strong voic-
es are raised to force the au-
thorities to take action.

day, Union Health Min-
istry said on Monday

“India’s COVID-19
vax coverage has ex-
ceeded 189.23 cr as per
provisional reports till
7 am on Monday. This
has been achieved
through 2,33,82,216 ses-
sions,” the official re-
lease stated.
COVID-19 vax for the
age group 12-14 years
was started on March
16, 2022. So far, more
than 2.91 cr adolescents
have been administered
with first dose of COV-
ID-19 vaccine. More
than 193.30 cr COVID-19
vaccine doses have been

Looking to expand the vaccination drive for chil-

Technical Advisory Group on Immunisation

NTAGI which took place on April 29, remained
inconclusive.

As many as 25 people are suspected to have died
due to heatstroke in Maharashtra this year which
is the highest in six years, as per the data from the
health department. The last time Maharashtra wit-
nessed a high number of heatstroke deaths was
in 2016 when 19 people died due to heatstroke. A
total of 381 cases of heatstroke were reported to
the health department till May 1, 2022. The high-
est number of deaths due to heatstroke has been
reported in Nagpur with 11 deaths, followed by 5
in Aurangabad and 4 in Nashik. Nagpur division
has 300 cases which are the highest in the state.

What was the main pur-
pose of the meeting of
the Prime Minister
with the Chief Minis-
ters of the states to con-
sider the increasing
cases of Corona virus?
Did it consider the situ-
ation in Corona and dis-
cuss measures to pre-
vent a possible new
wave? Nothing like this
happen because most
states do not have coro-
na cases. Many states
have become complete-
ly free from Corona. In
Uttar Pradesh too, new
cases have increased in
the districts adjacent to
NCR. In Haryana also
only in the districts ad-
jacent to NCR have wit-
nessed a rise. Apart
from Delhi, Haryana,
Uttar Pradesh and Ker-
ala, most of the states
have either no cases or
few cases.
That is why it was as-
tonishing that the
Prime Minister called a
meeting of Chief Min-
isters of all the states
over Corona. By law, the
meeting of the Prime
Minister should have
been held with the
Chief Ministers of
three or four states.
It has happened
many times in the past
that the Prime Minister
held a meeting with the
Chief Ministers of the
states where there were
more cases. But this
time the Chief Minis-
ters of all the states and
the Lieutenant Gover-
nors and Administra-
tors of the Union Ter-
ritories were called,
and that is why
, it seems
that PM’s aim was to
put the states in the
dock regarding VAT on
petrol and diesel.
And one has to admit
that it was a job well
done. Now the state gov-
ernments and the lead-
ers of the opposition
parties are giving clari-
fication and asking the
Center to reduce the
tax, but the Prime Min-
ister has sent the mes-
sage to the people that
the state governments
with the opposition par-
ties have not given re-
lief to the common peo-
ple by cutting VAT,
while the Center And
BJP ruled states gave
relief.

CBI raids eight locations,
fresh case against Choksi
New Delhi (ANI): The
Central Bureau of In-
vestigation (CBI) has
registered a fresh case
against fugitive dia-
mantaire Mehul Choksi
and his company Gitan-
jali Gems for allegedly
defrauding the Indus-
trial Finance Corpora-
tion of India (IFCI).
A senior CBI officer
said that after the pre-
liminary inquiry into
the complaint received
against Mehul Choksi
and his company Gitan-
jali Gems from the As-
sistant General Man-
ager (AGM) of IFCI, an
FIR under IPC section
420 (cheating), 468 ( For-
gery for purpose of
cheating) and 471 (Who-
ever fraudulently or
dishonestly uses as gen-
uine) has been regis-
tered in Mumbai.
The officer informed
that during the period
2014 to 2018, IFCI Ltd re-
lying on the representa-
tion, assurances and
undertaking of said pri-
vate company as well as
its Director and the
value of the pledged
jewels on the basis of
valuation conducted by
Valuers, had disbursed
the entire loan amount
of Rs 25 crore (approxi-
mately) on the basis of
security cover of two
times, pledge of shares,
pledge of gold, diamond
and gold CS studded
jewellery
.
It was further alleged
that accused had start-
ed committing defaults
in repayment of loan
installments and in or-
der to recover defaulted
amount of the install-
ments, IFCI Ltd invoked
the pledge and the fresh
valuation obtained by
IFCI dropped the valua-
tion of the pledged jew-
els by 90 per cent.
The CBI also alleged
that Director colluded
with the Valuers.

New Delhi: SC on Monday asked the Centre and others
to file their responses on a plea against the Lakshad-
weep administration’s decision to remove meat from
the midday meal scheme of the schools in the islands
and close down dairy farms. A bench of Justices Indira
Banerjee and AS Bopanna issued notice to Centre, Lak-
shadweep administration and others on an appeal filed
against Sep 2021 judgment of the Kerala High Court
which dismissed PIL. PIL challenged Lakshwadweep
administration’s decision to exclude chicken from meals.
New Delhi: The SC on Monday while saying bodily
autonomy and integrity are constitutional rights and no
individual can be forced to get vaccinated against COVID
also affirmed the Central government’s COVID-19 vacci-
nation policy. A bench of Justices L Nageswara Rao and
BR Gavai also held that vaccine mandates imposed by
various state governments and other authorities in the
context of the COVID-19 pandemic are “not proportion-
ate”. Saying that restrictions on unvaccinated individuals
in relation to public places is unreasonable.

20-25 years, many Con-
gress conventions and
contemplation camps
were held, but what
was the decision taken
in them and what was
implemented, even the
Congress leaders will
not have any idea. Even
now, there is a discus-
sion about Pachmarhi
and Shimla conven-
tions. Therefore, it is
meaningless to expect
that the Congress will
take a historic decision
at the Chintan Shivir to
be held in Udaipur in
May and march to-
wards victory from
there. That too will be a
routine conference, as
happened in Jaipur in
2013. But this time the
special thing will be
that the new pesident
of Congress will be de-
cided in this.
Keep in mind that the
election of Congress
president is going to be
held in August-Septem-
ber. Just before that, the
name of the new Presi-
dent of Congress will
be considered in the
Chintan Shivir to be
held in mid-May. The
Congress leaders are
more interested in de-
ciding the name of the
new president than de-
ciding an ideological
line or making an alter-
native agenda. It is be-
ing told that Rajasthan
Chief Minister Ashok
Gehlot, who is hosting
the Chintan Shivir, is
working on this line.
According to informed
sources, in the presence
of four hundred impor-
tant Congress leaders,
he can propose to make
Rahul Gandhi the na-
tional president of the
party. Remember, he
has been saying this in
the Congress Working
Committee meetings in
the past as well.
According to sources
in the Congress, an at-
tempt will be made to
reach a consensus on
the name of Rahul Gan-
dhi in the Chintan Shi-
vir and different state
committees can also
propose his name. It is
also being said that the
suggestions given by
election strategist
Prashant Kishor will
also be discussed in it.
But that discussion will
be a sham as the Con-
gress is trying to decide
whether Rahul Gandhi
should be made the
president, whereas
Prashant Kishor did not
suggest Rahul in any of
his three formulas.
Prashant Kishor’s
first suggestions was
that Sonia Gandhi
should be the Con-
gress President, Rahul
Gandhi should be
made the President of
the Parliamentary
Board, Priyanka Gan-
dhi Vadra should be-
come the General Sec-
retary of the Organi-
zation and any col-
league who had left
the Congress should
be made the President
of the UPA. The sec-
ond suggestion was
that someone from
outside the Nehru-
Gandhi family should
become the president,
Sonia should become
the UPA president, Ra-
hul should become the
president of the par-
liamentary board and
Priyanka should be-
come the general sec-
retary of the organiza-
tion. The third propos-
al was to make Priyan-
ka Gandhi Vadra the
president. Obviously,
Kishor was not in fa-
vor of making Rahul
Gandhi the president,
but contrary to his
suggestions, the Con-
gress is adamant on
making Rahul the par-
ty president at any
cost. And thus, this
‘wish’ of the ‘party’
can be stamped on in
the ‘chintan shivir’.

Bureau of Investiga-
tion (CBI), on Mon-
day submitted a pro-
gress report on the
agency’s ongoing
parallel probe into
the carnage at Bogtui
village in Birbhum
district of West Ben-
gal on March 21, 2022
and the reasons be-
hind the murder of
Trinamool Congress’
deputy chief of pan-
chayat, Vadu Sheikh.
Altogether, 10 per-
sons have died so far
in the Bogtui massa-
cre. It is learnt that
in the progress re-
port submitted to the
division bench of
Calcutta High
Court’s chief justice,
Prakash Srivastava,
the CBI has detailed
the steps taken by its
sleuths in its probe.
It is learnt that in
the report, the cen-
tral agency has in-
formed the court that
two accused in the
case have been grant-
ed bail by a lower
court without in-
forming the CBI.
Chief Justice Srivas-
tava has asked the
CBI to submit the
copy of the lower
court’s directive that
granted bail to the
two accused. The
next hearing is sched-
uled on May 10, 2022.

Election Commission an-
nounced on Monday. The

Two police personnel suffered
injuries after a mentally
unstable person, who climbed a
boundary wall of the police
quarters here, attacked them
with stones while they tried to
bring him down, officials said
on Monday. Superintendent of
Police Neeraj Kumar Jadaun
told PTI, “On Monday, at around
3.30 am to 4 am, a youth
climbed the walls of the police
quarters located near the
Chhaprauli police station, and
started creating a ruckus. As
policemen tried to stop him, he
attacked them with stones. Two
police personnel were injured in
the incident.” The SP added that
the youth, whose identity is yet
to be ascertained, was caught
around 8.30 am. “Since he is
mentally unstable, he has not
been arrested, and instead sent
for medical examination at a
mental hospital,” SP Jadaun

56-BIGHA ENEMY
PROPERTY
FREED IN GONDA
The district administration has
freed a 56-bigha enemy
property from encroachers in
Akauni village here, officials said
on Monday. An enemy property is
the one which is left behind by
the people who took the
citizenship of Pakistan and China
during and after the partition.
Tehsildar of Tarabganj tehsil
Paigam Haidar said that a team
of revenue officials along with
heavy police force in the
presence of senior officials,
operated a tractor over the
sugarcane crop which was
planted on the said piece of land,
and destroyed it. In this
connection, a case was registered
against four encroachers, he
said, and added that the owner of
the 56-bigha plot of land had
gone to Pakistan, and settled
there. The encroachments have
been removed now, he said. The
government has vested enemy
properties in the Custodian of
Enemy Property for India, an
office instituted under the central
government. After the India-
China war of 1962 and Indo-
Pakistan war of 1965, the Enemy
Property Act was enacted in
1968, which regulates such
properties and lists the
custodian’s powers.  —PTI

then interrogated two
of his roommates in the

to frame his opponents,
a man got his friend to
rape his wife, police
here said on Monday.
The incident happened
on Sunday when the
22-year-old woman was
taken on a bike to a for-
est in Budaun’s Sah-
sawan area by her hus-
band, officials said.
The friend was also
called to the forest and
raped the woman
twice, officials added.
The husband later
called the police help-
line and alleged that
two people had sexual-
ly assaulted his wife.
The woman told police
that her husband want-
ed to frame two people
in their village to settle
scores with them.
An FIR has been reg-
istered against the hus-
band and the friend.
The husband has been
detained and the hunt
is on for the second
man, Assistant Super-
intendent of Police
(ASP) Rural Siddharth
Verma said.

band Sohanlal, his fa-
ther Ramlal and broth-
er Papendra on a com-
plaint by her father.

sent for a postmortem.

was allegedly raped
by her 18-year-old un-
cle who works as a
labourer at a brick
kiln here, police said
on Monday. They
said the incident
happened at Shival-
akala Kalan when
the girl’s parents had
gone for work at the
same brick kiln.
They said the ac-
cused was arrested
after an FIR was filed
against him under
relevant sections of
the Indian Penal
Code and the Protec-
tion of Children
Against Sexual Of-
fences Act.
Muzaffarnagar: Police have arrested a cow
smuggler after encountering them at Baseda-
Nandeha road in the Chhapar area. The
criminal was injured in cross-firing while his
associate managed to escape during the
encounter.  Ashutosh Kumar, inspector in
charge said that acting on tip-off, the police
team intercepted 2 motorbike-borne suspects
but they opened fire on the police team. In
retaliatory firing, 1 criminal was injured while
the other managed to escape. The arrested
criminal was identified as Sher Ali while his
associate Salman managed to escape during
the encounter. More than 12 cases under cow
slaughtering charges, Gangster Act, and
Gunda Act charges were registered against
him and he was wanted in several cases.
Ayodhya: Police have arrested a cybercriminal
who created a fake website of Sri Ram Janm
Bhumi Trust (SRJBT) and burgled several
persons. Chandrabhan Yadav, a cyber police
station in charge said that Avinash
Bahukhandi, a resident of C-20 Indra Park
Najafgarh New Delhi was arrested for making
fake websites on Sri Ram Janm Bhumi Trust
and burgles several persons. He said that case
was registered in 2020 on the complaint of
SRJMT general secretary Champat Rai. During
investigations, it was revealed that all details
including phone numbers, and account
numbers belonged to Avinash. 
Mainpuri: Police have arrested a miscreant
who threatened police officials posing as
personal secretary to Chief Minister Yogi
Adityanath. Ashok Kumar Rai,
superintendent of police here said that
Jagat Kishor Bajpai, a resident of Juri
Baradevi under Kidwai Nagar police station
area in Kanpur, used to threaten people
after posing as personal secretary to
CM. Rai said that Bewar police had arrested
drug peddler Gagan Solanki with drugs on
Sunday. Jagat called the police station in
charge Surendra Chandra Sharma and
threatened him to leave Gagan or face the
consequences. Jagat also called other
senior police officials to instruct them to
release the drug peddler Gagan. SP said
that after tracing his calls, police arrested
him near Bewar By-pass bridge. During
interrogation, he confessed to his crime.

jected the transfer ap-
plications of gang-rape
accused and said justice
is not for the accused
alone but also for the
victim.
The submission of
the counsel for the ap-
plicants was that the
victim’s father is a prac-
ticing advocate in Dis-
trict Jhansi and there-
fore, no advocate is
ready to appear on be-
half of applicants in the
District Court Jhansi.
The allegation against
Vipin Tiwari and Rohit
is that they shot a video
on a mobile while the
victim was being raped,
allegation against appli-
cant Shailendra Nath
Pathak is that he took
Rs 1,000 from victim and
also took Rs 2000, and
there is no allegation
except this.
The Court observed,
“It is a case of gang
rape wherein victim
happens to be the
daughter of a practic-
ing advocate at Jhansi.
If a case is transferred
from Jhansi to other
districts, the victim will
have to travel to anoth-
er district which may
ultimately result into
hardship and mental
agony to the victim.
Not only this, all oth-
er witnesses who are
the residents of Jhansi
except the formal wit-
nesses, will have to trav-
el to another district
where the case will be
transferred. ”
If the case is trans-
ferred from District
Jhansi to any other dis-
trict, it will be inconve-
nient for the victim,
witnesses, prosecution
and for the society as a
whole because the case
sought to be transferred
relates to gang rape.
If a case is trans-
ferred, it will add insult
to injury to the victim.
The court directed the
DMs to monitor the
progress of the case.

‘Drunk’ official gives cop hard time,
probe ordered after video goes viral
Bahraich(PTI): The
police on Sunday have
referred to the UP La-
bour Department the
case of an official who
gave them a hard time
when she was alleg-
edly in an inebriated
state. Police identified
the woman official as
Rachna Kesarwani,
the Deputy Labour
Commissioner of
Devipatan Division,
whose headquarters
is in Gonda.
According to a video
clip went viral on so-
cial media platforms
on Sunday, Kesarwani
can be seen insisting
on driving in spite of
being in the “inebri-
ated state”. The inci-
dent is of April 27.
In the video, it could
be seen that a woman
police official is try-
ing to convince Kesar-
wani to sit on the back
seat of the car but she
was repeatedly trying
to occupy the driver’s
seat. Station House
Officer (SHO) of Jar-
wal Road police sta-
tion, Rajesh Kumar
Singh said that on
April 27, Kesarwani
was going from Luc-
know to Gonda.
However, she lost
her way and moved
towards Bahraich,
and then rammed her
car into a road divid-
er. Police arrived at
the spot, and saw Kes-
arwani was adamant
to drive in the inebri-
ated state.
When police offi-
cials refused her to
drive the car, she said
that she is a “division-
al-level officer” and
not a “district-level of-
ficer”, the SHO said.
When the police
sought details about
her, Kesarwani said
that she is the deputy
labour commissioner
of Devipatan division,
he said. The SHO also
said that when Kesar-
wani was could not be
controlled, women po-
lice officials were
called. Later, her hus-
band was called and in
the presence of the
police Kesarwani was
handed over to him.

team of police and rev-
enue department on
Sunday attached al-
leged illegal property
worth Rs 21 crore regis-
tered in the name of
former MLC Haji
Iqbal’s aide. The prop-
erty was registered in
the name of Naseem
and it was attached un-
der the provisions of
the Gangster Act, po-
lice said. Iqbal was a
Bahujan Samaj Party
MLC from 2010 to 2016.
Iqbal, who headed
the gang, was involved
in smuggling wood, il-
legal mining, threaten-
ing people and using
fraudulent means to
purchase government
and non-government
land, and registering
them in the names of
his aides, family mem-
bers, relatives and even
servants, Senior Super-
intendent of Police
Akash Tomar told.
SSP Tomar said that
a case was registered
against Hazi Iqbal alias
Bala and six others un-
der Gangster Act on
April 9. During investi-
gation it was found that
Hazi Iqbal had pur-
chased land in names
of his relatives, ser-
vants and associates
and encroached on sev-
eral government lands.
He had amassed
money from criminal
activities and pur-
chased a number of
properties in Behat
area of Saharanpur,
the SSP said.
The police officer
further said that Mo-
hammad Saheem used
to supply smack, also
called black tar heroin,
to some states.

BHU IFTAR SHOULD HAVE BEEN AVOIDED: KESHAV MAURYA Varanasi (PTI): Deputy Chief Minister Keshav Prasad Maurya on Mon- day said the state gov- ernment won’t intervene in the BHU’s Iftar party row but suggested that the programme should have been avoided. The controversy should not have been invited by organising such a programme on the BHU campus, Maurya told reporters. “No such work was ever done on the university campus established by Pt Madan Mohan Malviya,” he said. Maurya, however, clarified that the matter is between the university and students. “We can- not interfere from the side of the government,” he added. On Wednes- day, an Iftar party was organised in Banaras Hindu University, with Vice-Chancellor Sudhir Jain and other staff members attending it, leading to a protest by some students. Alleging that the Iftar party was held in the university college for the first time and questioning the need to start a new tradition, students raised slogans at the VC’s residence and burnt his effigy in protest. He said that an ac- tion plan should be made keeping in view future energy needs. The state is currently facing a power crisis. Against the demand of about 23,000 MW elec- tricity, only 20,800 MW is being supplied. Though the state has got about 1600 MW of power from Rajasthan, Himachal Pradesh and Madhya Pradesh, there is still a shortfall of about 2000 MW, result- ing in power cuts. “There is a huge need for reforms in the pow- er sector. Action plan should be prepared keeping in view future energy needs. Efforts should be made to make comprehensive chang- es at every level by de- partmental minister after thoroughly re- viewing the function- ing of the department,” a statement quoting the chief minister said. During a review meeting here with sen- ior officers, he said con- sumers should get cor- rect electricity bill and on time. “Over billing, false billing or late billing causes inconvenience to consumers. Multiple an- nouncements were made by the pilots and the crew instructing passengers to remain seated.” PLEA IN SC SEEKS BAN ON TALAQ-E-HASAN NO ‘MAHA AARTI’ ON EID: RAJ THACKERAY New Delhi: A plea has been moved in the Supreme Court seeking a direction to declare “Talaq-e-Hasan and all other forms of unilateral extra-judicial talaq”, unconstitutional for being arbitrary, irrational, and violative of Articles 14, 15, 21, 25 of the Constitution. The plea also sought a direction to the Centre to frame guidelines for neutral uniform grounds of divorce and uniform procedure of divorce for all citizens. The petition has been filed by a Muslim woman. Maharashtra Navnirman Sena (MNS) chief Raj Thackeray on Monday appealed to his party workers to not perform the announced ‘Maha Aarti’ on the occasion of ‘Akshay Tritiya’ on May 3 as he doesn’t want to create any obstacle for Mus- lims during the Eid festival. SHAH ON 3-DAY VISIT TO BENGAL New Delhi: Shah will be on a three-day visit to West Bengal from Wednesday to attend various government programmes, BJP events and will also address the ongoing infighting in the party’s state unit. The Minister of State for Youth Welfare and Sports, who was on a tour of Banda dis- trict and was staying in a circuit house, is fine and left for Lucknow in the morning, officials added. The minister woke up feeling uneasy around 3 am, suspect- ing that he had been bitten on the hand by an insect and was rushed to the trauma centre of the district hospital. An examination re- vealed that the bite on a finger of the right hand was possibly from a rat or a shrew (an insectiv- orous mammal that re- sembles a mouse), said the district hospital’s Chief Medical Superin- tendent (CMS) Dr SN Mishra. The 47-year-old min- ister told PTI over the phone that he doesn’t know which animal had bitten him but blood was oozing from the spot of the bite. The minister said he was asleep when he felt sharp pain and got up. He said accordingly he alerted his staff. “After keeping me un- der observation for three hours at the Ban- da hospital, I was dis- charged after thorough examination,” he said. Under the Motorized Tricycle Scheme launched in the financial year 2021-22, more than 1500 tricycles have been approved. The state govern- ment, which has al- ready increased the subsidy to Divyang- jans for buying artifi- cial limbs, is going to increase the grant per beneficiary to Rs 15000 (proposed) in the next two years. Apart from this, a foster and pension scheme is also pro- posed for the welfare of Divyangjan. Along with devel- opment, the Yogi gov- ernment is commit- ted to social security . It is the result of the successful imple- mentation of nation- al and state-level schemes that the standard of living of a large section of the population of the state has become eas- ier. In the past five years, the govern- ment has started new schemes for the up- liftment of Divyang- jans and making their lives easier, while improving the facilities available in the old schemes fund allocation has also been increased. In this sequence, the Yogi government increased the grant of artificial limbs and assistive devices scheme drastically from 800 to 10,000 in February 2019. In the year 2029, the total beneficia- ries were 27,887 which increased to 42,184 in 2021-22. The total number of ben- eficiaries in the last 5 years was 2,56,165. It is proposed to in- crease the grant per beneficiary to Rs.15,000 in the next 2 years. UP records lowest rate of unemployment Lucknow: In a major achieve- ment, Uttar Pradesh has re- corded the lowest unemployment rate of 2.9%as per the latest survey released by the Center for Moni- toring Indian Economy (CMIE). UP has outclassed states like Delhi, Punjab, Rajas- than, West Bengal, Kerala and Tamil Nadu under the leadership of CM Yogi Adityanath. Uttar Pradesh is followed by Tamil Nadu with an un- employment rate of 3.2%, Kerala and Andhra Pradesh with 5.8 % each, West Ben- gal with 6.2% and Punjab with 7.2 %. CMIE, the or- ganisation moni- toring unemploy- ment and busi- ness activities in the country, has revealed that Ra- jasthan (28.8%), Jharkhand (14.2 %) and Delhi (11.2 %) are the worst- hit states in terms of unemploy- ment. While Chand died of drowning, the other four passengers, all aged between 18 and 25 years, were rescued by the locals and rushed to a nearby hospital where they are undergoing treatment, the official said. The body has been sent for post mortem. Hardoi: A five-year-old girl and three other people were killed after their motorbike was hit by a truck here, police said on Monday. The deceased were identified as Ram Avtar (32), Ganga Devi (30) and Avreshu (20) Minakshi, they said. While the three adults died on the spot, Minakshi succumbed during treatment at a hospital, police said. The incident took place at Station Road in Shahabad area on Sunday, they said. Police said they have launched a probe in the matter and making efforts to nab the truck driver. The last time Maharashtra wit- nessed a high number of heatstroke deaths was in 2016 when 19 people died due to heatstroke. A total of 381 cases of heatstroke were reported to the health department till May 1, 2022. The high- est number of deaths due to heatstroke has been reported in Nagpur with 11 deaths, followed by 5 in Aurangabad and 4 in Nashik. Even now, there is a discus- sion about Pachmarhi and Shimla conven- tions. Therefore, it is meaningless to expect that the Congress will take a historic decision at the Chintan Shivir to be held in Udaipur in May and march to- wards victory from there. That too will be a routine conference, as happened in Jaipur in 2013. But this time the special thing will be that the new pesident of Congress will be de- cided in this. Keep in mind that the election of Congress president is going to be held in August-Septem- ber. Just before that, the name of the new Presi- dent of Congress will be considered in the Chintan Shivir to be held in mid-May. The Congress leaders are more interested in de- ciding the name of the new president than de- ciding an ideological line or making an alter- native agenda. The court has directed the police to produce Chahal before the Court on May 12 for ‘disrespecting’ the court’s September 2021 order. Justice Saral Srivastava passed the order in a petition filed by Braj Mohan Sharma And 3 Others whereby CJM concerned was directed to ensure that the District Magistrate, Mathura shall be produced in police custody on the next date fixed. Earlier, the court in a writ petition had directed officers concerned to pay the pension of petitioners as per law. However, they were not paid their pension. On February 11, 2022, Court issued notices to the district magistrate to comply with the order and in case of non-compliance of order of the Court, to remain present before this Court. During the course of the hearing, the court was apprised that pension was not granted to petitioners as a review application was filed seeking review of the court’s earlier order and till its disposal, pension can’t be granted to petitioners. —First India Bureau MENTALLY UNSTABLE MAN CLIMBS POLICE QUARTERS WALL, ATTACKS COPS Two police personnel suffered injuries after a mentally unstable person, who climbed a boundary wall of the police quarters here, attacked them with stones while they tried to bring him down, officials said on Monday. Superintendent of Police Neeraj Kumar Jadaun told PTI, “On Monday, at around 3.30 am to 4 am, a youth climbed the walls of the police quarters located near the Chhaprauli police station, and started creating a ruckus. As policemen tried to stop him, he attacked them with stones. Two police personnel were injured in the incident.” The SP added that the youth, whose identity is yet to be ascertained, was caught around 8.30 am. “Since he is mentally unstable, he has not been arrested, and instead sent for medical examination at a mental hospital,” SP Jadaun said. —PTI 56-BIGHA ENEMY PROPERTY FREED IN GONDA The district administration has freed a 56-bigha enemy property from encroachers in Akauni village here, officials said on Monday. An enemy property is the one which is left behind by the people who took the citizenship of Pakistan and China during and after the partition. Tehsildar of Tarabganj tehsil Paigam Haidar said that a team of revenue officials along with heavy police force in the presence of senior officials, operated a tractor over the sugarcane crop which was planted on the said piece of land, and destroyed it. In this connection, a case was registered against four encroachers, he said, and added that the owner of the 56-bigha plot of land had gone to Pakistan, and settled there. The encroachments have been removed now, he said. The government has vested enemy properties in the Custodian of Enemy Property for India, an office instituted under the central government. The incident happened on Sunday when the 22-year-old woman was taken on a bike to a for- est in Budaun’s Sah- sawan area by her hus- band, officials said. The friend was also called to the forest and raped the woman twice, officials added. The husband later called the police help- line and alleged that two people had sexual- ly assaulted his wife. The woman told police that her husband want- ed to frame two people in their village to settle scores with them. An FIR has been reg- istered against the hus- band and the friend. The husband has been detained and the hunt is on for the second man, Assistant Super- intendent of Police (ASP) Rural Siddharth Verma said. The submission of the counsel for the ap- plicants was that the victim’s father is a prac- ticing advocate in Dis- trict Jhansi and there- fore, no advocate is ready to appear on be- half of applicants in the District Court Jhansi. The allegation against Vipin Tiwari and Rohit is that they shot a video on a mobile while the victim was being raped, allegation against appli- cant Shailendra Nath Pathak is that he took Rs 1,000 from victim and also took Rs 2000, and there is no allegation except this. The Court observed, “It is a case of gang rape wherein victim happens to be the daughter of a practic- ing advocate at Jhansi. If a case is transferred from Jhansi to other districts, the victim will have to travel to anoth- er district which may ultimately result into hardship and mental agony to the victim. Not only this, all oth- er witnesses who are the residents of Jhansi except the formal wit- nesses, will have to trav- el to another district where the case will be transferred. ” If the case is trans- ferred from District Jhansi to any other dis- trict, it will be inconve- nient for the victim, witnesses, prosecution and for the society as a whole because the case sought to be transferred relates to gang rape. If a case is trans- ferred, it will add insult to injury to the victim. The court directed the DMs to monitor the progress of the case. First India Bureau Saharanpur: A joint team of police and rev- enue department on Sunday attached al- leged illegal property worth Rs 21 crore regis- tered in the name of former MLC Haji Iqbal’s aide. The prop- erty was registered in the name of Naseem and it was attached un- der the provisions of the Gangster Act, po- lice said. Iqbal was a Bahujan Samaj Party MLC from 2010 to 2016.
