Sunday said, “Like
lord Krishna was sent
to end evil, god has
sent AAP to end cor-
ruption, inflation, un-
employment and save

country from evils. He
said this while ad-
dressing the AAP’s
first national conven-
tion, in which about
1,500 elected repre-
sentatives from 20
states participated.
“Ten years ago,
when the Aam Aadmi
Party was formed, I
never thought that
there would be so
many representatives
that the Indira Gandhi
stadium would fill up.
Lord Krishna was
born to end evil… Kan-
ha ne rakshas ka vadh
kiya… waise hi bhag-
wan ne AAP banaya
hai,” he said.
Attacking both the
Congress and the BJP,
he said, “India adopted
the Constitution on
November 25, 1949,
and in the next 60
years, these people de-
stroyed the country.
Later, God had to come
and intervene and in
2012 AAP was formed
to save the govern-
ment and the coun-
try… This is not some
coincidence… God has
given us the responsi-
bility and each one of
you has to keep up to
that and work for de-

Police arrest
accused of Dalit
girl’s rape, murder
Badaun (PTI): A day
after a Dalit girl was
raped and killed in a vil-
lage here, police on Sun-
day said they have ar-
rested the accused. He
has been identified as
Jitendra Yadav, em-
ployed with the electric-
ity department on a
contractual basis.
SSP OP Singh said
that Yadav told police
during interrogation
that he abducted the
girl while returning
home on Friday night.
He then took her to a
secluded place behind
the nearby railway sta-
tion and raped her. He
strangulated the girl to
protect his identity
.

Chandigarh University
students in Mohali on
late Saturday night af-

jectionable videos’ of

ing despite a clarifica-

Students alleged that
a student made videos
of girls while taking a
bath in the hostel. The
video later went viral.
The protesting students
also claimed that after
the videos went viral,
girl students in the hos-
tel attempted suicide.

New Delhi: Kishan Lal,
who lived in Tu-
ghlaqabad area of Del-
hi, was stabbed to death
on a cold February
night in 1997 and the
killer was untraceable.
Lal, who worked odd
jobs, had left behind his
wife Sunita, who was
pregnant with their
first child at the time.
Litigation started in
the case and the Patiala
House Court declared
absconding suspect
Ramu, a daily-wage
earner, as a proclaimed
offender.
His case file contin-
ued to bite dust for two
decades until a team of
the Delhi Police’s North
District, which is
trained to handle old
cases, laid its hands on
it in August 2021.
A year later, Sunita
got a call from the Delhi
Police and was asked to
reach Lucknow imme-
diately
. The Delhi Police
had caught hold of a
suspect: a 50-year-old
man. They wanted her
to confirm the identity
of the suspect.
Sunita, who was ac-
companied by her son
Sunny (24), confirmed
to the police that the
man was Ramu, before
she fainted.
The woman had lost
all hopes of getting jus-
tice and even closed
doors on our police
team that reached out to
her last year when they
started working on this
old case, said Deputy
Commissioner of Po-
lice (North District) Sa-
gar Singh Kalsi.
The officer heaped
praise on the four-mem-
ber team for cracking
the quarter-century old
case, noting that it had
no eyewitnesses of the
murder,nophotographs
of the accused or clue
of his whereabouts.
The police team went
undercover on several
occasions. The team
posed as life insurance
agents when it went to
Uttam Nagar in Delhi,
where they had traced a
relative of Ramu. The
team also managed to
reach Khanpur village
in Farrukhabad under
the same guise when it
met relatives of Ramu.
It was in Far-
rukhabad that the po-
lice chanced upon a mo-
bile number belonging
to Aakash, the son of
Ramu. Further efforts
led the police team to a
Facebook account of
Aakash through which
he was traced in Luc-
know’s Kapurthala
area, the officer said.
The police met
Aakash and enquired
the whereabouts of his
father Ramu, who now
lived under the name of
Ashok Yadav. He told
the team that he has not
met his father in a long
time and only knows he
now runs an e-rickshaw
for a living in Jankip-
uram area of Lucknow.
Hot on the killer’s
pursuit, the police team
opted for the guise of
agents of an e-rickshaw
company and contacted
several drivers in
Jankipuram area. An e-
rickshaw driver led
them to Ashok Yadav
(Ramu), who was stay-
ing near a railway sta-
tion, on September 14.
He was apprehended for
questioning; he first de-
nied being Ramu or hav-
ing lived in Delhi. It was
then that Sunita was
called to Lucknow. —PTI

most prolific art histo-

seen: Mohan Khokar.
It was the 22nd death
anniversary of Khokar,
who is credited with
having helped create In-
dia’s largest dance ar-
chives. The Mohan
Khokar Dance Collec-
tion has more than 5,000
books, over a lakh pho-
tos, nearly 2 lakh press
clippings, and countless
dance artefacts.
The event was part of
the two-day festival, Sa-
roja Mohanam’, to pay
tributes to the Bharat-
natyam exponent and
also his wife MK Saroja.

said that Ramu, 50, first
denied having ever lived in
Delhi, but later confessed
that he had killed Lal for
money from a chit-fund type
system in February 1997.

stabbing him with a knife.

Ramu got an Aadhar made
under his new identity.

Curbing hate-mongering

officials of eight police
districts in Delhi, in-
cluding the commu-
nally sensitive north-
east and northwest
districts that wit-
nessed clashes, have
been directed to pre-
vent hate-mongering
and street crimes, and
increase public confi-
dence in the force.
Riots broke out in
the northeast district
in February 2020 fol-
lowing clashes be-
tween supporters of
the Citizenship
Amendment Act and
those against it, lead-
ing to the death of at
least 53 people while
over 200 were injured.
Northwest district's
Jahangirpuri area was
witness to communal
clashes on April 16 this
year during a Hanu-
man Jayanti proces-
sion. However, there
was no causality
.
Special Commis-
sioner of Police (Law
and Order) Dependra
Pathak has been visit-
ing each of the eight
districts and issuing
directions to the
ground staff and tak-
ing feedback.
I have directed the
heads of all the eight
districts under my ju-
risdiction to focus on
curbing hate-monger-

monitor the situation.

Gurugram (PTI): A
couple ended their lives
after consuming a poi-
sonous substance fol-
lowing a dispute over
milk, police said on
Sunday
.
The deceased couple
was identified as Juhi
(22), a native of
Jharkhand, and her
husband Sushanta
Ghosh (25), a resident
of Rampura in West
Bengal. They were liv-
ing as tenants in Chau-
ma village and Ghosh
was working with a pri-
vate company in Delhi.
On Saturday night,
Juhi expressed her de-
sire to eat chapati with
milk and Ghosh
brought milk from a
shop soon after.
Police sources said an
argument started be-
tween the two over milk
and around 10 pm Sush-
anta allegedly con-
sumed some poisonous
substance. He was tak-
en to Metro Hospital
where he died after two
hours of treatment.
On learning of her
husband’s death, Juhi
also consumed a poi-
sonous substance late
in the night and died.
“It was simple case of
suicide,” said Praveen
Kumar, SHO of Palam
Vihar police station.

attack on Prime Minis-
ter Narendra Modi and
the BJP, accusing them
of trying to crush the
AAP in the name of
fighting corruption as
they feared a defeat in
Gujarat polls.
Addressing the first-
ever national conclave
of his party's elected
representatives, Kejri-
wal also alleged that
the Modi government
has been trying to
frame his party minis-
ters and leaders in false
corruption cases as the
BJP is not able to di-
gest the growing popu-
larity of the AAP in
Gujarat.
The BJP is so rattled
by the AAP's growing
influence ahead of Gu-
jarat assembly elec-
tions that the prime
minister's advisor
Hiren Joshi has warned
several TV channel
owners and their edi-
tors not to give cover-
age to AAP party in
Gujarat, threatening
them with dire conse-
quences, the party's
national convenor al-
leged. No immediate
reaction to Kejriwal's
charge was immediate-
ly available from the

Azad Medical College
has been accused of il-
legally removing the
skull from the body on

autopsy, prompting the
institution to bar him

junior resident, has ap-
proached Delhi High
Court, claiming the al-
legation was “devoid of
merit and bereft of a
single evidence” to sub-
stantiate the heinous

rensic Medicine of
Maulana Azad Medical
College, stated the doc-
tor was hereby barred
from doing post mor-
tem work with immedi-
ate effect after the com-
plaint of indulging in
unethical practice of
skull removal from the
unknown body”.
The order said the
doctor will be debarred
from such duty till he
deposits the “unethi-
cally removed skull”
with the department,
otherwise it will be pre-
sumed he did it for “ul-
terior motives .

Varma, whom the doc-
tor’s counsel appealed
to set aside the order,
said the hospital’s di-
rective did not amount
to punishment as it
only debarred the peti-
tioner from undertak-
ing post mortem work
till the time the incident
was enquired into.

mitted that taking into
account the serious-
ness of the incident,
the college has already
initiated an enquiry

plea to transfer a money
laundering case against

another judge.

Gupta had posted the
case for hearing on Sep-
tember 19, after the
probe agency sought the
transfer from the court
of SpecialJudgeGeetan-
jali Goel to any other
judge. The agency has
raised certain issues
about the bail argu-
ments being heard by
Goel, who has frequent-
ly pulled up ED over its
investigation. Goel has
beenhearingthelengthy
arguments on the bail
petitions of Jain and his

and Vaibhav Jain.
All three are current-
ly lodged in judicial cus-
tody
. The minister has
been accused of having
laundered money
through four companies
allegedly linked to him.
Goel had recently al-

excise policy scam case,

The special court had

has once again
raised the issue
of judges’ ap-
pointment pointing to the
“need to think about the
Collegium system” to has-
ten the process of appoint-
ments in higher judiciary.
“The system which is in
place is causing trouble and
everyone knows it. Further
discussions will be held
about what and how it has
to be done,” Rijiju said at
the Union of India Counsel
(West Zone) Conference at
Udaipur. The Collegium
system allows judges to ap-
point and transfer them-
selves and that is the main
argument against the pre-
sent system.
It is argued that the Col-
legium system has been
evolved by the judiciary to
retain the power to appoint
judges to the Supreme Court
and various high courts. The
other points against the sys-
tem are that it promotes
nepotism and that it has
failed to prevent the number
of vacancies of judges and
pendency of cases from in-
creasing.
Interestingly, the Consti-
tution merely says that the
appointments are to be made
by the President of India in
consultation with judges of
the Supreme Court and high
courts as may be needed.
The Collegium system was
put in place by the Supreme
Court in 1993 and in 2019 a
nine-judge bench of the
court rejected a plea to re-
view that order. The 1993 or-
der was passed by a Consti-
tution Bench “for protecting
the integrity and guarding
the independence of the ju-
diciary”. The government,
on the other hand, wants a
bigger say in judges’ ap-
pointment probably for bet-
ter control over them, al-
though even under the pre-
sent system it is accused of
weakening the institution.

The Cheetah in the Forest:
A Tribute to MK Ranjitsinh
he arrival of the Cheetah on
the Indian soil after seven
decades is a major landmark
in the conservation story of
India. The very same forest
which saw the complete deci-
mation of this species, and
the near extinction of many
others is now witness to a
new kind of revival. It re-
quired political statesman-
ship, judicial scrutiny and
oversight, diplomatic initia-
tive, administrative acumen,
and last but not the least the
professional expertise of
dedicated foresters and con-
servationists to get the Chee-
tah back to the national park.
It bears mention that post-
independence, the first genu-
ine effort towards wildlife
conservation was made in
1952 with the establishment
of the Indian Wildlife Board,
which was constituted to cen-
tralize all the rules and regu-
lations pertinent to wildlife
conservation in India, which
until then differed from state
to state. In 1956, this Board
passed a landmark decree
that accorded all existing
Game Parks the status of a
SanctuaryoraNationalPark.
However, it was not until
the passage of Wildlife Pro-
tection Act in 1972, followed
by the and Project Tiger in
1973 - the largest wildlife con-
servation project of its time-
that India’s commitment to
wildlife protection received
the legal, administrative, and
financial backing from the
Union government. This has
been covered extensively in
Jairam Ramesh’s
book: Indira Gan-
dhi ~A Life in Na-
ture. The Act is be-
ing amended to
make it even more
effective.
But the intro-
duction of the
Cheetah by Prime
Minister Modi in
the seventy fifth
year of India’s in-
dependence is like
breaking the grav-
ity’s rainbow. It
heralds new op-
portunities and
possibilities. Un-
less the forest
service, and its wildlife wing
was professionally trained
and committed to manage
this transcontinental reloca-
tion action, the Cheetah pro-
ject may not have seen the
light of the day for the Su-
preme Court was quite clear
protocols must be followed.
While Project Tiger would
be identified with the then
PM Indira Gandhi, and the
relocation of Cheetah with
Prime Minister Modi, let us
take a moment to pay our
tribute to the officer who
made this possible. The one
person who thought about it,
worked on it, drafted legisla-
tion, and moved the Supreme
Court was Dr. MK Ranjitsinh
Jhala of the 1961 batch of the
IAS in the MP cadre. A scion
of the erstwhile royal family
of Wankaner. As collector of
Mandla, he helped save the
central Indian Barasingha
from extinction. As secre-
tary, forests, and tourism, in
MP, he established fourteen
new sanctuaries, eight new
national parks and more
than doubled the area of
three existing national
parks, a total addition of
over 9,000 sq. km. to the pro-
tected areas of the nation. He
was the prime architect of
the Wildlife (Protection) Act;
was director of wildlife pres-
ervation twice and addition-
al secretary in the Ministry
of Environment and Forests.
He has been an integral part
of several landmark projects
including translocation of
Asiatic Lions from Gujarat,
protection of habitats of
Great Indian Bustard and re-
introduction of Cheetah in
India.
The Cheetah was officially
declared extinct in India in
1952. Thereafter, in 2009, the
‘African Cheetah Introduc-
tion Project in India’ was
conceived. However, it is only
after a decade of deliberation
that further developments
have occurred on this front.
The Supreme Court set up a
three-member committee to
guide the reintroduction
plan and to guide the reintro-
duction plan and gave its fi-
nal approval in January 2020.
Subsequently, after a delay
caused by the COVID-19 pan-
demic, the ‘Action Plan for
Introduction of Cheetah in
India’ was released in 2022.
Incidentally, it may not be
out of place to mention that
the FRI was also the host in-
stitution for the training of
four batches of the ICS – from
1940~1943). Among those
trained with the ICS were the
Maharaj Kumar of Sikkim
whowasaclosefriendof Nari
Rustomji who, along with
Verrier Elwin was a key ad-
viser to the then Prime Min-

gress high command is
perturbed about the
election of the Presi-
dent and it seems that
the high command too
is worried about some-
thing. That is perhaps
why the state commit-
tees have been asked to
authorize Congress
President Sonia Gandhi
to nominate the presi-
dent. This raises an im-
portant question: Does
Sonia Gandhi feel that
the election of the Pres-
ident can lead to a split
in the Congress? Many
leaders believe so. They
feel that the leaders are
leaving the Congress
party now but it may
also happen that the
party may be torn
apart. This is believed
to be more likely in the
event of an election. An
informed Congress
leader says that the
election of Sitaram Ke-
sari was a different mat-
ter. At that time no one
had seen the leadership
of Sonia Gandhi and
then the party leaders
believed in the charis-
ma of the Nehru-Gan-
dhi family
. At that time,
Sonia-backed Kesari
defeated Sharad Pawar
and Rajesh Pilot by a
huge margin. But now
if such a choice hap-
pens then it can be dif-
ficult.
The real worry seems
to be over the point that
if Rahul Gandhi does
not contest the election
and someone else is
fielded in his place,
then who all can chal-
lenge such a puppet
candidate and how seri-
ous will their challenge
be? This concern is be-
cause the G-23, a group
of angry Congress lead-
ers, may not look very
strong, but their com-
mon strength is huge. It
is also a fact that the
displeasure of the lead-
ers of that group is not
over. While Ghulam
Nabi Azad left the party
,
Kapil Sibal got away
from the Congress by
going to the Rajya Sab-
ha with the help of SP.
Anand Sharma is also
away from the party
and leaders like Manish
Tewari, Shashi Tha-
roor, Bhupinder Singh
Hooda etc. show their
displeasure in one way
or the other.
A leader of this
group, Mukul Wasnik,
has just been sent to the
Rajya Sabha by the par-
ty but all is not well
with the party since he
was removed from the
post of in-charge of
Madhya Pradesh. That
is why the Congress
high command is wor-
ried that if a common
candidate comes out
from G-23, then leaders
like Tewari in Punjab,
Azad in Kashmir, Hoo-
da in Haryana, Tharoor
in Kerala, Anand Shar-
ma in Himachal and
Mukul Wasnik in Ma-
harashtra will be there
for him and can collect
votes. In many states,
party leaders, MLAs,
etc. are in touch with
the BJP. They can all
support another candi-
date. So overall, if the
‘authorised candidate’
looses, then the party
will get out of hand and
even if the candidate
does not lose, the chanc-
es of division will in-
crease.

After completing 200
km, the Congress lead-
ers resumed the Kerala
leg of the yatra from
Haripad in Alappuzha
district on Sunday
morning. The padyatra
will take halt at Sree Ku-
ruttu Bhagavathi Tem-
ple in Thottappally
. In
the evening, the yatra
will take a halt at TD
Medical College and
Hospital, Vandanam.
The Yatra is in its Kera-
la leg and would trav-
erse through the state
for the next 12 days. The
3,500-km march from
Kanyakumari to Kash-
mir will be completed in
150 days and cover as
many as 12 states. From
Kerala, the Yatra will
traverse through the
state for the next 18
days, reaching Karna-
taka on Sept 30. It will be
in Karnataka for 21 days

murdered in their house in the Gajraula police station area

police station area. Her husband Pavan had died a few years
ago. Circle officer Arun Kumar said on Sunday morning when

the Kerala CM was

along with forensic offi-
cials reached nightclub
‘Curlies’ in Anjuna for
investigation where ac-
tor and BJP leader Son-
ali Phogat was allegedly
drugged and was later
declared dead.
Earlier on Saturday,
the CBI and forensic ex-
perts visited the Looney
Grand Resort in Goa,
where the late BJP lead-
er stayed before her
death with her aides. As
per information, the
CBI officers investigat-
ing the case were inside
the resort for over 10
hours. This comes as
CBI took over the probe
into Sonali Phogat’s
death from Goa Police
on September 15, 2022,
and registered an FIR
into the case followed by
an order for a detailed
probe in the case.

New Delhi: Foreign inves-
tors pumped `12,000
crore into the Indian equi-
ty market so far this
month on hopes that
global central banks, par-
ticularly the US Fed, may
go slow on rate hikes as
inflation starts to cool off.

net investment of stag-
gering `51,200 crore in
August and nearly `5,000
crore in July, data with
depositories showed. Ac-

New Delhi (PTI): Gross
direct tax collections grew
30% to `8.36 lakh crore till
September 17 of current
fiscal year on higher ad-
vance tax mop-up buoyed
by the economic revival
post pandemic, the finance
ministry said on Sunday
.
After adjusting for re-
funds amounting to `1.35
lakh crore, net direct tax
kitty grew 23% to `7 lakh
crore.
Gross collection of di-
rect taxes for 2022-23 stands
at `8,36,225 crore compared
to `6,42,287 crore in the
year-ago period, register-
ing a growth of 30%, the
ministry said in satate-
ment on Sunday
.
This includes revenue
from Corporate Income
Tax of `4.36 lakh crore and
Personal Income Tax (PIT)
of `3.98 lakh crore.
“Direct tax collections
continue to grow at a ro-
bust pace, a clear indicator
of the revival of economic
activity post pandemic, as
also the result of the stable
policies of the government,
focusing on simplification
and streamlining of pro-
cesses and plugging of tax
leakage through effective
use of technology,” the
ministry said.
For April-September, ad-
vance tax collection grew
17% to `2.95 lakh crore.
This includes advance tax
payout by corporate tax-
payers of `2.29 lakh crore.
After adjusting for re-
funds, net direct tax collec-
tions rose 23% to `7,00,669
crore,comparedto`5,68,147
crore in the corresponding
period of 2021-22.

vehicles market, according

While affordability is a
major concern that has im-
pacted growth of the small-
carsegment,thecompanyis
betting on first-time buyers
and more customers from
rural as well as suburban
areas—tier II and III towns.
We believe absolute vol-
ume (of small cars) will
increase but as a percent-
age of the total volume (of
passenger vehicles), which
is 38% at the moment, this
may show a decrease, but
in absolute volume terms,

New Delhi (PTI): The gov-
ernment has received
about 75 applications from
domestic players under the
PLI Scheme for specialty
steel, according to an offi-
cial. Applicants include all
major steel players like
Tata Steel, JSW Steel,
JSPL, AMNS India and
SAIL, a senior steel minis-
try official said.
“A significant number of
applications have been re-
ceived. There are about 75
applications,” the official
said. However, no proposal
has been received from any
foreign entity, according to
the official.
After shortlisting the
proposals, the government
will come out with a final
list which would take
around 35-40 days, the offi-
cial said. The move is ex-
pected to attract an addi-
tional investment of about
`40,000 crore and generate
5.25 lakh job opportunities.
Kolkata (PTI): Former
RBI Governor C Rangara-
jan advocated maintaining
the ongoing hawkish
stance by the Reserve Bank
of India to tame inflation
and expected that the rupee
will strengthen with re-
sumption of capital inflow.
He also said the country
has to clock an 8-9% year-
on-year growth for the next
five years to achieve the tar-
get of a $5-trillion economy
.
He said he would be hap-
py if the country’s econom-
ic growth reaches 7% in the
current fiscal.
“The current policy
stance should continue. De-
veloped countries are also
taking steep rate hikes. I
expect more rate hikes,”
Rangarajan said.
RBI has been maintain-
ing a hawkish stance with
rate hikes to tame infla-
tion.
New Delhi (PTI): A 6-7
million tonnes shortfall in
rice production due to a fall
in paddy sowing area is
likely to keep rice prices at
elevated levels, adding to
the inflationary pressure
that the slowing economy
is already grappling with.
Elevated food prices, in-
cluding that of cereals, had
led to retail inflation re-
versing a three-month de-
clining trend, to touch 7%
in August.
Similarly, the wholesale
price inflation, which de-
clined to 11-month low, also
showed price pressures
from cereals resulting from
wheat output being impact-
ed by severe heat waves in
some parts of the country
.
In addition to this, expec-
tation of a lower paddy out-
put - conservative by gov-
ernment estimates and
higher if outside experts
are to be believed - will
keep inflationary expecta-
tions higher, experts and
analysts believe.

madrassas of Uttar
Pradesh is underway in
Darul Uloom, Deoband,
Jamiat Ulama-e-Hind
president Maulana Ar-
shad Madani on Sunday
said there is no objec-
tion from the madras-
sas on the issue of the
survey of unrecognized
madrassas by the state
government.
There is no opposi-
tion among us regard-
ing the survey
. We have
instructed the Ulemas
to give correct answers
to whatever questions
are asked to them and
people should cooper-
ate fully in the survey,
Madani said. He said
the madrassas are in-
structed to keep their
rules and account cor-
rect and conduct audits
from time to time.
Madani said that the
madrassas will not take
help from the govern-
ment for day-to-day reli-
gious affairs adding
that the government
can help in building
schools and colleges.
There is no anger in
the Muslim society
about the survey. We
run madrassas with the
donations of Muslims.
The account is open.
Anyone can check if
there are atrocities
against children in any
madrassa. If something
is found then, shut it
down, Madani said.
Madani said if a ma-
drasa is on the land of
the government, then
the government has the
right to demolish it, but
if the madrasa is on its
own land, then we are
against it.
He said the conven-
tion appealed to all Is-
lamic madrassas to co-
operate with the survey
team.
Thus, madrassas are
advised to provide ac-
curate information to
the survey team so that
there are no adverse
events. If there are reg-
ulatory lapses, the same
should be addressed on
an urgent basis.
Secondly, maintain
financial transparency,
get audited annually by
auditors, keep records
of audits, and ensure
audits are flawless.

property documents,
Madani said.

ensure that the proper-
ty of the madrasa or the
society or the trust run-
ning them are regis-
tered as per rules.He
said madrassas are ad-

computerised on-
board ticket checking
and allotment of va-
cant berths, facilitat-
ed an average of
nearly 7,000 uncon-
firmed ticket-holders
get confirmed seats
on trains daily in the
last four months,
data shows.
The HHTs, which
come in the size if an
iPad, have passenger
reservation charts
for trains already
loaded in them. In-
stead of going
through paper charts
like before, ticket
checking staff can
just browse through
these devices for real-
timeupdatesonbook-
ings as these are con-
nected to the passen-
ger reservation sys-
tem central server.
So, if a passenger
with a reserved tick-
et does not turn up or
cancels their journey
at the last minute,
the vacant berth is
displayedontheHHT
device which enables
the train ticket exam-
iner (TTE) to allot it
to a wait-listed pas-
senger or a reserva-
tion against cancella-
tion (RAC) passenger

Lal, who worked odd jobs, had left behind his wife Sunita, who was pregnant with their first child at the time. Litigation started in the case and the Patiala House Court declared absconding suspect Ramu, a daily-wage earner, as a proclaimed offender. His case file contin- ued to bite dust for two decades until a team of the Delhi Police’s North District, which is trained to handle old cases, laid its hands on it in August 2021. A year later, Sunita got a call from the Delhi Police and was asked to reach Lucknow imme- diately . The Delhi Police had caught hold of a suspect: a 50-year-old man. They wanted her to confirm the identity of the suspect. Sunita, who was ac- companied by her son Sunny (24), confirmed to the police that the man was Ramu, before she fainted. The woman had lost all hopes of getting jus- tice and even closed doors on our police team that reached out to her last year when they started working on this old case, said Deputy Commissioner of Po- lice (North District) Sa- gar Singh Kalsi. The officer heaped praise on the four-mem- ber team for cracking the quarter-century old case, noting that it had no eyewitnesses of the murder,nophotographs of the accused or clue of his whereabouts. The police team went undercover on several occasions. The team posed as life insurance agents when it went to Uttam Nagar in Delhi, where they had traced a relative of Ramu. The team also managed to reach Khanpur village in Farrukhabad under the same guise when it met relatives of Ramu. It was in Far- rukhabad that the po- lice chanced upon a mo- bile number belonging to Aakash, the son of Ramu. Further efforts led the police team to a Facebook account of Aakash through which he was traced in Luc- know’s Kapurthala area, the officer said. The police met Aakash and enquired the whereabouts of his father Ramu, who now lived under the name of Ashok Yadav. He told the team that he has not met his father in a long time and only knows he now runs an e-rickshaw for a living in Jankip- uram area of Lucknow. Hot on the killer’s pursuit, the police team opted for the guise of agents of an e-rickshaw company and contacted several drivers in Jankipuram area. An e- rickshaw driver led them to Ashok Yadav (Ramu), who was stay- ing near a railway sta- tion, on September 14. He was apprehended for questioning; he first de- nied being Ramu or hav- ing lived in Delhi. The deceased couple was identified as Juhi (22), a native of Jharkhand, and her husband Sushanta Ghosh (25), a resident of Rampura in West Bengal. They were liv- ing as tenants in Chau- ma village and Ghosh was working with a pri- vate company in Delhi. On Saturday night, Juhi expressed her de- sire to eat chapati with milk and Ghosh brought milk from a shop soon after. Police sources said an argument started be- tween the two over milk and around 10 pm Sush- anta allegedly con- sumed some poisonous substance. He was tak- en to Metro Hospital where he died after two hours of treatment. On learning of her husband’s death, Juhi also consumed a poi- sonous substance late in the night and died. “It was simple case of suicide,” said Praveen Kumar, SHO of Palam Vihar police station. TOP TWEETS T nion Law Minis- ter Kiren Rijiju has once again raised the issue of judges’ ap- pointment pointing to the “need to think about the Collegium system” to has- ten the process of appoint- ments in higher judiciary. “The system which is in place is causing trouble and everyone knows it. Further discussions will be held about what and how it has to be done,” Rijiju said at the Union of India Counsel (West Zone) Conference at Udaipur. The Collegium system allows judges to ap- point and transfer them- selves and that is the main argument against the pre- sent system. It is argued that the Col- legium system has been evolved by the judiciary to retain the power to appoint judges to the Supreme Court and various high courts. The other points against the sys- tem are that it promotes nepotism and that it has failed to prevent the number of vacancies of judges and pendency of cases from in- creasing. Interestingly, the Consti- tution merely says that the appointments are to be made by the President of India in consultation with judges of the Supreme Court and high courts as may be needed. The Collegium system was put in place by the Supreme Court in 1993 and in 2019 a nine-judge bench of the court rejected a plea to re- view that order. The 1993 or- der was passed by a Consti- tution Bench “for protecting the integrity and guarding the independence of the ju- diciary”. The government, on the other hand, wants a bigger say in judges’ ap- pointment probably for bet- ter control over them, al- though even under the pre- sent system it is accused of weakening the institution. Union Law Minister Kiren Rijiju has once again raised the issue of judges’ appointment pointing to the “need to think about the Collegium system” to hasten the process of appointments in higher judiciary. U The Cheetah in the Forest: A Tribute to MK Ranjitsinh he arrival of the Cheetah on the Indian soil after seven decades is a major landmark in the conservation story of India. It re- quired political statesman- ship, judicial scrutiny and oversight, diplomatic initia- tive, administrative acumen, and last but not the least the professional expertise of dedicated foresters and con- servationists to get the Chee- tah back to the national park. It bears mention that post- independence, the first genu- ine effort towards wildlife conservation was made in 1952 with the establishment of the Indian Wildlife Board, which was constituted to cen- tralize all the rules and regu- lations pertinent to wildlife conservation in India, which until then differed from state to state. In 1956, this Board passed a landmark decree that accorded all existing Game Parks the status of a SanctuaryoraNationalPark. However, it was not until the passage of Wildlife Pro- tection Act in 1972, followed by the and Project Tiger in 1973 - the largest wildlife con- servation project of its time- that India’s commitment to wildlife protection received the legal, administrative, and financial backing from the Union government. This has been covered extensively in Jairam Ramesh’s book: Indira Gan- dhi ~A Life in Na- ture. The Act is be- ing amended to make it even more effective. But the intro- duction of the Cheetah by Prime Minister Modi in the seventy fifth year of India’s in- dependence is like breaking the grav- ity’s rainbow. It heralds new op- portunities and possibilities. Un- less the forest service, and its wildlife wing was professionally trained and committed to manage this transcontinental reloca- tion action, the Cheetah pro- ject may not have seen the light of the day for the Su- preme Court was quite clear protocols must be followed. He has been an integral part of several landmark projects including translocation of Asiatic Lions from Gujarat, protection of habitats of Great Indian Bustard and re- introduction of Cheetah in India. The Cheetah was officially declared extinct in India in 1952. Thereafter, in 2009, the ‘African Cheetah Introduc- tion Project in India’ was conceived. However, it is only after a decade of deliberation that further developments have occurred on this front. The Supreme Court set up a three-member committee to guide the reintroduction plan and to guide the reintro- duction plan and gave its fi- nal approval in January 2020. Subsequently, after a delay caused by the COVID-19 pan- demic, the ‘Action Plan for Introduction of Cheetah in India’ was released in 2022. Incidentally, it may not be out of place to mention that the FRI was also the host in- stitution for the training of four batches of the ICS – from 1940~1943). That is perhaps why the state commit- tees have been asked to authorize Congress President Sonia Gandhi to nominate the presi- dent. This raises an im- portant question: Does Sonia Gandhi feel that the election of the Pres- ident can lead to a split in the Congress? Many leaders believe so. They feel that the leaders are leaving the Congress party now but it may also happen that the party may be torn apart. This is believed to be more likely in the event of an election. An informed Congress leader says that the election of Sitaram Ke- sari was a different mat- ter. At that time no one had seen the leadership of Sonia Gandhi and then the party leaders believed in the charis- ma of the Nehru-Gan- dhi family . At that time, Sonia-backed Kesari defeated Sharad Pawar and Rajesh Pilot by a huge margin. But now if such a choice hap- pens then it can be dif- ficult. The real worry seems to be over the point that if Rahul Gandhi does not contest the election and someone else is fielded in his place, then who all can chal- lenge such a puppet candidate and how seri- ous will their challenge be? This concern is be- cause the G-23, a group of angry Congress lead- ers, may not look very strong, but their com- mon strength is huge. It is also a fact that the displeasure of the lead- ers of that group is not over. While Ghulam Nabi Azad left the party , Kapil Sibal got away from the Congress by going to the Rajya Sab- ha with the help of SP. Anand Sharma is also away from the party and leaders like Manish Tewari, Shashi Tha- roor, Bhupinder Singh Hooda etc. show their displeasure in one way or the other. A leader of this group, Mukul Wasnik, has just been sent to the Rajya Sabha by the par- ty but all is not well with the party since he was removed from the post of in-charge of Madhya Pradesh. That is why the Congress high command is wor- ried that if a common candidate comes out from G-23, then leaders like Tewari in Punjab, Azad in Kashmir, Hoo- da in Haryana, Tharoor in Kerala, Anand Shar- ma in Himachal and Mukul Wasnik in Ma- harashtra will be there for him and can collect votes. In many states, party leaders, MLAs, etc. are in touch with the BJP. They can all support another candi- date. So overall, if the ‘authorised candidate’ looses, then the party will get out of hand and even if the candidate does not lose, the chanc- es of division will in- crease. Earlier on Saturday, the CBI and forensic ex- perts visited the Looney Grand Resort in Goa, where the late BJP lead- er stayed before her death with her aides. This comes as CBI took over the probe into Sonali Phogat’s death from Goa Police on September 15, 2022, and registered an FIR into the case followed by an order for a detailed probe in the case. After adjusting for re- funds amounting to `1.35 lakh crore, net direct tax kitty grew 23% to `7 lakh crore. Gross collection of di- rect taxes for 2022-23 stands at `8,36,225 crore compared to `6,42,287 crore in the year-ago period, register- ing a growth of 30%, the ministry said in satate- ment on Sunday . This includes revenue from Corporate Income Tax of `4.36 lakh crore and Personal Income Tax (PIT) of `3.98 lakh crore. “Direct tax collections continue to grow at a ro- bust pace, a clear indicator of the revival of economic activity post pandemic, as also the result of the stable policies of the government, focusing on simplification and streamlining of pro- cesses and plugging of tax leakage through effective use of technology,” the ministry said. For April-September, ad- vance tax collection grew 17% to `2.95 lakh crore. This includes advance tax payout by corporate tax- payers of `2.29 lakh crore. After adjusting for re- funds, net direct tax collec- tions rose 23% to `7,00,669 crore,comparedto`5,68,147 crore in the corresponding period of 2021-22. Applicants include all major steel players like Tata Steel, JSW Steel, JSPL, AMNS India and SAIL, a senior steel minis- try official said. “A significant number of applications have been re- ceived. There are about 75 applications,” the official said. However, no proposal has been received from any foreign entity, according to the official. After shortlisting the proposals, the government will come out with a final list which would take around 35-40 days, the offi- cial said. The move is ex- pected to attract an addi- tional investment of about `40,000 crore and generate 5.25 lakh job opportunities. Kolkata (PTI): Former RBI Governor C Rangara- jan advocated maintaining the ongoing hawkish stance by the Reserve Bank of India to tame inflation and expected that the rupee will strengthen with re- sumption of capital inflow. He also said the country has to clock an 8-9% year- on-year growth for the next five years to achieve the tar- get of a $5-trillion economy . He said he would be hap- py if the country’s econom- ic growth reaches 7% in the current fiscal. “The current policy stance should continue. De- veloped countries are also taking steep rate hikes. I expect more rate hikes,” Rangarajan said. RBI has been maintain- ing a hawkish stance with rate hikes to tame infla- tion. New Delhi (PTI): A 6-7 million tonnes shortfall in rice production due to a fall in paddy sowing area is likely to keep rice prices at elevated levels, adding to the inflationary pressure that the slowing economy is already grappling with. Elevated food prices, in- cluding that of cereals, had led to retail inflation re- versing a three-month de- clining trend, to touch 7% in August. Similarly, the wholesale price inflation, which de- clined to 11-month low, also showed price pressures from cereals resulting from wheat output being impact- ed by severe heat waves in some parts of the country . In addition to this, expec- tation of a lower paddy out- put - conservative by gov- ernment estimates and higher if outside experts are to be believed - will keep inflationary expecta- tions higher, experts and analysts believe. He said the madrassas are in- structed to keep their rules and account cor- rect and conduct audits from time to time. Madani said that the madrassas will not take help from the govern- ment for day-to-day reli- gious affairs adding that the government can help in building schools and colleges. There is no anger in the Muslim society about the survey. We run madrassas with the donations of Muslims. The account is open. Anyone can check if there are atrocities against children in any madrassa. If something is found then, shut it down, Madani said. Madani said if a ma- drasa is on the land of the government, then the government has the right to demolish it, but if the madrasa is on its own land, then we are against it. He said the conven- tion appealed to all Is- lamic madrassas to co- operate with the survey team. Thus, madrassas are advised to provide ac- curate information to the survey team so that there are no adverse events. If there are reg- ulatory lapses, the same should be addressed on an urgent basis. Secondly, maintain financial transparency, get audited annually by auditors, keep records of audits, and ensure audits are flawless. Maintain the madrasa property documents, Madani said. Madani said the mad- rassas were advised to ensure that the proper- ty of the madrasa or the society or the trust run- ning them are regis- tered as per rules.He said madrassas are ad- vised to maintain a hy- gienic and clean envi- ronment for the stu- dents.
