Dr Tudor Constantinescu, Principal Adviser to Director- General, DG Energy, European Commission
Tudor Constantinescu is one of the leading European energy efficiency experts. Tudor is former
Director of Buildings Performance Institute Europe (BPIE). Prior to this Tudor was the President of the
Romanian Agency for Energy Conservation (ARCE) and Senior Expert at the Energy Charter Secretari-
at in Brussels where he was responsible for setting up the implementation of the Energy Charter
Protocol on Energy Efficiency.
Laurent De Munck, Cobelpa, Belgium
Graduated as M.Sc. Bio-Engineer, he worked for 6 years overseas (Asia/Africa) in development proj-
ects with the UN and International NGO’s. After a 2 years’ mission for the Belgian federal administra-
tion, he joined the Belgian federation of the paper industry (Cobelpa) where he is responsible for
Energy & Environment issues.
Dr Toini Løvseth, Finnfjord, Norway
As policy manager at Finnfjord AS, a ferrosilicon manufacturer, Toini is responsible for public affairs
and energy strategy, with particular focus on the impact of EU climate, energy and competition
policy. She holds a phd in political economy, and has been working as consultant for Norwegian
energy intensive industries since 2004, besides pursuing an academic career within the field of
comparative European politics and political economy (University of Tromso). Toini holds several
board positions, among which is the position as president of the Norwegian national grid´s - Stat-
nett’s - User Council.
Martin Kruska, Siemens Industry
Martin Kruska leads the Business Development and Strategy Department of Energy & Environmental
Services at Siemens Industry and as such is responsible for the global rollout of services and for the
development of the customer base worldwide. He has been active in the field of industrial energy
efficiency and climate protection for more than fifteen years.
Jonas Helseth, The Bellona Europa Foundation
Jonas Helseth is a Deputy Director at Bellona Europa. He joined Bellona Europa in 2010 after two
years of working with transport, energy and environmental policies at the Mission of Norway to the
EU in Brussels. Jonas is involved in Bellona’s CCS team and work on Bio-CCS.

Anthony Wong, Schneider Electric, France
Anthony Wong is the Vice President of Strategy and Partnerships responsible for strategy develop-
ment, partnerships and external development for the Industry Business Division of Schneider Electric.
Has over 15 years in the Industrial IT market space focusing on solutions to improve visibility and
productivity in industrial control systems.
Dr Ulrika Wising, CEO, PEPITe, Belgium
Ulrika Wising has a PhD in energy optimization in industry and has worked on various topics such as
energy audits, change management, pinch analysis, rigorous optimization, LCA for over 15 years.
Currently Ulrika Wising is the CEO for Pepite.
Professor Robert Metcalfe, University of Oxford, UK
Robert Metcalfe is Fitzjames Research Fellow in Economics at Merton College, University of Oxford.
Robert is interested in developing and testing economic and behavioural theory using naturally
occurring data and field experiments. His current work includes field experiments in education,
energy consumption, charitable giving, non-market valuation, and resource use.

Rod Janssen is an independent expert on sustainable energy, based in Paris. He is currently the editor
of Energy in Demand, one of the most prolific blogs on energy efficiency in Europe. Rod has
long-term experience in energy efficiency starting at the Canadian Energy Department and moving
to International Energy Agency. He has been involved in Europe-wide energy efficiency and renew-
able energy policy analysis for the past two decades. Rod is a Member of EEIP Advisory Board and
Chairs EEIP work on energy efficiency financing.
