Over time, Hispania became divided into two provinces, Hispania Citerior and Hispania Ulterior, governed by praetors in a primarily military rather than civil role. Further development saw the founding of colonies of retired soldiers, the collection of taxes, and growth of administrative infrastructure, increasing regional stability through formal treaties rather than glorious military campaigns.
