Re: Letter of Recommendation for Ms. Diana Padar
I worked at USAID's Regional Service Center (RSC) in Budapest from my arrival in 2009 until
its closure in2012 as Principal Regional Advisor for USAID's Office of Foreign Disaster
Assistance. While there I became acquainted with Ms. Padar and her work as a payroll assistant
and voucher examiner at USAID Budapest. USAID closed in20l2 and Ms. Padar subsequently
found employment at the US Embassy. Ms. Padar had worked at USAID since 2001.
Her tasks included providing the Regional Financial Management Center for Central Europe and
Eurasia at the RSC with payroll services and functions covering fourteen Central European
countries in which USAID had technical end economic assistance programs. She worked as
Payroll Assistant for FSN and USDH employees managing files on WinTA and WebTA
websites for 80-100 people by pay periods ensuring correct input and analysis of pay, leave and
other compensation entitlements and employee records to ensure accuracy prior to computer
input. She worked directly with post's management and payroll liaison personnel utilizing
written or oral communication to ensure needed actions were undertaken. She responded to
general payroll inquiries and maintained employee's files. She was required to use considerable
personal judgment in interpreting and applying regulations and guidelines for transactions
working with the Phoenix System financial tracking software to prepare and pay utility bills for
the American staff residences. She also monitored data and refreshed it every 2 weeks for pay
period and payroll. She prepared reporls for the Main Accountant quarterly and made payroll
reports in WinTA for Charleston/US financial center which was uploaded into the website then
downloaded the balances the upcoming week.
I interacted with Ms. Padar on these and other tasks until USAID closed in2012, and always
found her coufteous, professional and thorough. She was a reliable colleague who ensured her
duties were done on time and to her supervisor and "clients" satisfaction. I know her supervisors
were happy with her work and I'm pretty sure nobody's pay was ever late or incorrect! i would
be more than happy to recommend her for a similar or more responsible position in a public or
