The pandemic has been a rude awakening. It felled the developed and developing
countries alike. The experience should convince us that GDP and growth alone are not the
only indicators of a well-designed society. It has underlined the role of institutions and
collective action in the design of a just and sustainable society. These are, and will be, the
essence of public policy in the next few decades.
India needs her youth to be armed with the expertise required to suitably design and
implement the rules and institutions that will shape India’s local, national, regional and
global engagements in the transforming world order – knowledge-based and digital. Our
young minds must actively participate in this rebuilding exercise since today’s youth will
inherit the future society they build.
ISPP was conceived as the first Indian school of public policy focused on the design and
management of institutions and rules that govern society. It has been set-up by an eminent
council of senior academicians, policy experts, administrators and philanthropists, with a
vision to develop a new class of policy leaders for India and the region. The School is the
institutional successor to several years of public policy programmes that our founding
council has conceptualised and run in various forms, in colleges and universities across the
country.

The Indian School of Public Policy has mastered this art by teaching science of policy
design through critical and design thinking approach. Over last three years, ISPP has
evolved into India’s leading public policy school. At ISPP, we offer a blend of educational

As a unique, first of its kind school, we are looking for students who have not just demonstrated academic
excellence, but found a way to engage with community, society and issues beyond the classroom. Our
approach to admissions is holistic and in-depth with focus on interest, aptitude and intent.
Admission to the ISPP programme is highly selective, with less than 10 percent of applicants being admitted
from the very first year of our existence.

While good academic credentials are necessary, through a very individualised selection process we strongly
focus on those applicants who satisfy the 4 characteristics mentioned above. Should you be selected and
agree to join the programme, you will study with young scholars coming from diverse backgrounds in
education, work experience, gender, geography and socio-economic characteristics.
20. Eligibility
ISPP is looking for a diverse, intellectually
curious and socially conscious scholar body,
open to a wide variety of career options
related to public policy be it in government,
corporates or civil society organisations.
The programme is open for Indian Nationals
only. We welcome college graduates from
India or abroad, with or without prior public
policy experience or education. However, we
prefer graduates who have had prior work
experience in any field.
While no prior public policy experience or
education is expected from applicants, basic
numerical literacy and fluency in English will
help them to make the most out of their
academic experience at ISPP.
To apply, applicants must complete the
comprehensive ISPP admissions form and
submit supporting documentation as required.
21. Application Process
Applicants must log onto www.ispp.org.in and submit their application online. We strongly prefer applicants with
work experience, however, exceptional applications with no work experience will also be considered. The form
requires details of the applicant's academic credentials, information about prior work experience, extra-
curricular and professional projects, as well as a statement of purpose.
Once the applicant is shortlisted, they will have a choice to take either a data proficiency test or a logical
aptitude test. Upon successfully clearing the test the candidate will be invited to participate in a group
discussion and personal interview round.
Application: Register on admissions.ispp.org.in and fill the application form which includes
your credentials along with a statement of purpose (explaining why you want to attend a
programme in public policy and why you want to pursue this programme at ISPP).
Quantitative / Logical Aptitude Test; You can choose to attempt any one of the two
mandatory tests. Both the quantitative skills and logical aptitude test will consist of 15
questions worth 2 points each to be completed within 30 minutes.

Writing and Communication Lab
At ISPP, we follow a rigorous standard of academic writing and research. The WCL
equips scholars' academic development via workshops on citation, plagiarism, and
introduction to academic style guides to prepare our cohorts to truly embody
scholarly conventions.
Engaging public policy stakeholders requires a sound understanding of the policy landscape, skills to
conduct research, write scientifically, and the ability to repurpose scientific writing into communication
formats that suit stakeholders. The Writing and Communication Lab at ISPP offers apprentice-style training to
develop scholars verbal, non-verbal and writing skills to effectively communicate in development, corporate,
and academic settings. The Lab also works closely with the Careers team to support students’ career
development needs.

domain of public policy communication. Scholars are introduced to development
communication landscapes and tools of public policy communication. Through the
course of the year, scholars are given hands-on training on preparing policy
communication products that are fact based and solution-oriented.

Writing and Communication Lab
The WCL holds one-on-one tutoring/feedback sessions regularly. These are
30 minute sessions in which scholars are given feedback on their assignments
and are individually tutored to improve their written work. Scholars are
encouraged to discuss all stages of the writing process: brainstorming ideas,
structuring and developing an argument and finally presenting it in a coherent
manner. These sessions are crucial to the academic development of scholars
who are required to regularly attend them. Scholars are also offered
customised support to further develop their verbal communication skills on a
needs basis.
One-on-One Sessions
A key emphasis of the WCL is also on polishing scholars business
communication skills, be it written or spoken. Through in-class group and solo
activities, scholars are trained to communicate professionally. Together with
the Careers team, the WCL offers lectures on corporate communication, and
workshops on formal letter writing including cover letters and resume building.

The Antarang Leadership Lab (ALL) is an experiential lab. Antarang means ‘intimate’ and the
lab is meant to create a comfortable space where scholars can have conversations amongst
friends on issues that are relevant to their personal development as leaders. ALL gives our
scholars hands-on, practical experience to build their leadership skills to help them both at ISPP
and when they start working. ALL aims to make our scholars more aware of themselves and
their surroundings.
27. ALL workshops kick off with a session on understanding yourself and identifying areas of your
personality that need to be challenged. Subsequent sessions cover topics like first impressions
and feedback; networking and building relationships; handling cross cultural situations; working
in groups; making effective presentations; exploring what success means to you; and building
resilience. We end with a 3-day leadership retreat in the hills. These workshops are led by
professional trainers.

Squads
As part of the Antarang Leadership Lab, the class is
divided into squads of around 6 scholars each. The
squads are informal spaces where scholars can
explore a range of academic and non-academic
ideas. Each squad has a Squad Facilitator from the
management team. Squads meet frequently during
the year to help scholars build close relationships
with other members of their squad.

32. Public policy governs every action one takes as well as the outcomes of these actions. The Policy Praxis Lab will
train one to understand why and how to make public policy work for the public. The lab explores a range of
policy-related questions: How should markets be organised? What is health policy? How does public policy
handle the diverse interests of people? How do we find out these diverse interests? How do we make people
agree on a common set of choices, allowing them to choose differently from the same set? Through a series of
policy exercises characterised by curiosity and empathy, through thought experiments as well as real life
experiences of successful and unsuccessful policy interventions, scholars will be trained to master the science
and art of ethical policy objectives.

33. Policy Parallax
Policy Parallax is a monthly discussion group that
brings unconventional, out-of-the-box, quirky
perspectives and analytical frameworks to bear on
some of the most wicked public policy problems. The
purpose is to expand the universe of possible
alternatives and extend one's range of curiosity by
bringing radically different view points to the
discussion. Discussion topics include the desirability
and consequences of economic growth versus
distribution; the battle between capital and talent and
its relationship with income inequality; how should
one think about technological solutions that actually
solve serious problems and what role policy plays in
furthering or hindering innovations; voting paradoxes
and why politics is more broken than economics; the
challenges of democracy and how random selection
could provide a possible remedy.
34. UChicago Partnership
ISPP equips policy professionals with the intellectual capital to
effectively address the governance challenges of our times and
the future. The Harris School of Public Policy, University of Chicago,
has entered a unique collaboration with Indian School of Public
Policy to support this endeavour.
The aim of the Harris and ISPP partnership is to establish thought
leadership and explore synergies for further collaborations. This
will push forward the study of public policy and research, and aid
in solving India’s developmental challenges.
36. Harris School of Public Policy, along with ISPP, offers ISPP scholars an opportunity to earn a certificate of
completion in Public Policy and International Development. The certificate consists of a series of workshops and
lectures, organised by Harris, to be held at ISPP and conducted by faculty, practitioners and other experts
associated with the University of Chicago.
The lecture series hosted highly esteemed professors and alumni of the University of Chicago. Michael
Greenstone, Director of the Becker Friedman Institute at UChicago; John Mark Hansen, the Charles L. Hutchinson
distinguished service Professor in the Department of Political Science; Marvin Zonis, Professor Emeritus of
Business Administration at the University of Chicago Booth School of Business to name a few who addressed
ISPP scholars.

38. ISPP trains its scholars to be leaders for policy action. As such,
our scholars not only undergo a comprehensive academic
program in Public Policy, but they are also rigorously trained in
management, communication and leadership skills.
Understanding that an important component of being
‘industry-ready’ is being ‘interview-ready’, ISPP hosts a
comprehensive set of resume building and interview training
sessions.
ISPP has a dedicated Careers team working with each scholar
to explore prospective career pathways and towards enabling
career opportunities of the scholar’s choice. We have also
created platforms to engage with prominent public policy firms,

own career support process - the ‘Three E’s
towards Employment’ to competently leverage

40. Immersive Learning Projects (ILPs) are Designed to provide our scholars with real-time experience working on
policy projects, ILP is a remotely monitored engagement with a partner organisation undertaken by the ISPP
scholars as a part of their curriculum. During the course of this programme, we expect scholars to successfully
work with firms on live projects, and apply their public policy training to solve complex policy challenges that the

ISPP aims to cultivate a community of policy leaders with a multidisciplinary
view of the world. ISPP is a vibrant and diverse community of scholars and
public policy practitioners. The scholar senate, clubs, squads and the

In an effort to provide an optimal learning experience for all the
scholars at ISPP, we have tied up with YourDost, an online
counselling and emotional support platform designed to foster
mental wellness. YourDost provides online, in-person counselling
and mental wellbeing workshops for the entire community at ISPP.
The in-person counselling has helped with issues of relationships;
stress and fatigue; career; academics and self-improvement.
Past group sessions have dealt with anxiety management,
emotional wellness, managing placement stress during COVID-19,
and coping with the challenges of online learning.

The senate is the scholar governance body at ISPP. The role of the senate is to support the scholar body by
representing their concerns and by being an agent to facilitate discussions with the ISPP leadership. The senate
acts as an interface between the scholar body and ISPP administration. The senate is also designed to enable
scholars to hone and learn essential skills such as stakeholder engagement, delegation, leadership,

Hackathon
Policy Hackathon is one of the most enriching and fun experiences at ISPP!
Through this initiative, we take the format of a hackathon and tweak it
towards solving public policy problems. Policy organisations will present
existing problem statements to the scholars, and the scholars will work
towards drafting workable policy solutions within a specified time period.

The ISPP Policy Review (IPR) is a scholar-led online
policy journal of Indian School of Public Policy. IPR’s
mission is to disseminate comprehensive information on
complex policy issues through an objective and
analytical lens. The journal aims at covering subjects of
social, economic, and political relevance across India
and the globe. It represents a conscious attempt to
bring out evidence-based, credible policy insights that
would play a significant role in shaping young minds.
Our readership includes students, policy scholars,
researchers, academics, and policy professionals. At IPR,
we envision authors to be contributing to impactful
