Laporan ini membahas proses sertifikasi cargo restraint straps dengan meninjau regulasi terkait seperti FAR part 25 dan TSO C172A serta jenis pengujian yang harus dilakukan. Juga diberikan gambaran mengenai produsen cargo restraint straps luar dan dalam negeri beserta bahan dasar yang digunakan.

BAB I
PENDAHULUAN
1.1 Latar Belakang
Transportasi udara banyak digunakan untuk kepentingan militer maupun
sipil, baik dalam mengangkut penumpang maupun barang. Pesawat udara baru
dapat digunakan/mengudara secara komersil untuk pesawat non-sipil adalah
dengan mendapatkan sertfikasi kelaikan udara. Sertifikasi kelaikan udara di
Indonesia dilakukan oleh Direktorat Jenderal Kelaikan Udara dan Pengoperasian
Udara (DKUPPU). Sertifikasi tidak hanya untuk keseleruhan pesawat udara saja
namun juga part yang ada dalam bagian sistem pesawat udara. Untuk mendapatkan
sertikat kelaikan udara pesawat udara maupun part harus lulus pengujian dan
penilaian berdasarkan regulasi Civil Aviation Safety Authority (CASR),
Airworthiness Directives (AD), dan lain sebagainya.
Pada saat ini penyedia jasa pengiriman barang menggunakan pesawat udara
sebagai salah satu alat transportasi utama yang digunakan untuk melalukan
pengiriman. Pesawat udara banyak digunakan karena dapat mengangkut barang
dengan ukuran besar dan membutuhkan waktu yang jauh lebih singkat
dibandingkan moda darat untuk pengiriman jarak jauh.
Pada umumnya penyedia jasa pengiriman barang menitipkan barang-
barangnya di dalam pesawat komersial yang juga membawa bagasi dari penumpang
pesawat tersebut. Tidak sedikit barang-barang yang dimasukan ke dalam bagasi
cargo adalah barang-barang yang mudah rusak atau pecah sehingga apabila terjadi
banyak pergerakan pada cargo tidak menjamin keutuhan barang-barang tersebut.
Untuk mengurangi kemungkinan terjadinya pergerakan yang tidak diinginkan
dibutuhkan cargo restraint straps untuk menahan cargo agar tetap aman.
Maka, dilakukan analisis proses sertifikasi cargo restraint straps
berdasarkan regulasi beserta pengujian yang harus dilakukan.

1.2 Tujuan
Tujuan dari studi akademik ini adalah untuk mempelajari bagaimana proses
pengembangan (desain dan produksi) cargo restraint straps dengan merujuk pada
regulasi-regulasi terkait seperti FAR part 25 Cargo or Baggage Compartment
part (d), (e), dan (f), TSO C172A Cargo Restraint Strap Assemblies, SAE AS
5385C Cargo Restraint Straps - Design Criteria and Testing Methods, dan lain
sebagainya.

BAB II
DESKRIPSI PART DAN PRODUSEN
2.1 Deskripsi Cargo Restraint Strap
Berdasarkan SAE ARP5595A Cargo Restraint Straps-Utilization
Guidelines:
Cargo restraint straps berfungsi untuk menahan kargo pada bagian lower
deck, main deck, dan upper deck pesawat udara sehingga memenuhi persyaratan
sistem kargo pesawat udara. Cargo restraint straps juga digunakan sebagai
tambahan tie-down pada struktur pesawat udara karena pengaruh center of gravity
(CG) atau pallet maximum gross mass. Selain itu, cargo restraint straps juga harus
dapat menahan non-unitized kargo atau kargo yang ditaruh pada floating pallet pada
lower deck ataupun main deck containerized cargo compartments pada pesawat
udara dan bagasi atau kompartemen kargo non-containerized (bulk loaded). Semua
fungsi yang telah disebutkan adalah untuk memastikan bahwa tidak ada bahaya bagi
kargo pesawat udara, penumpang, atau awak pesawat.

2.2 Produsen Luar Negeri
Sudah banyak perusahaan luar negeri yang memproduksi cargo restraint
straps dan sudah memenuhi standar dari FAA dan juga EASA, berikut merupakan
beberapa perusahaan-perusahaan tersebut:
A. ACL Airshop
Perusahaan multinasional yang fokus kepada kebutuhan kargo untuk
pesawat udara dan mulai berkembang untuk moda transportasi lainnya.
Air cargo straps, cargo restraint straps dari ACL Airshop sudah
mengikuti requirements, pengecekan, dan pengujian dari SAE AS5385
dan tersertifikasi FAA TSO-C172.

B. D.O.T Tiedown
Perusahaan dari Amerika Serikat dan fokus untuk produksi dalam
negerinya yang menyediakan produk penyokong kebutuhan tranportasi
pengiriman barang. Airline Straps, produk cargo restraint straps dari
D.O.T Tiedown sudah mengikuti requirements, pengecekan, dan
pengujian dari SAE AS5385 dan tersertifikasi FAA TSO-C172.

C. Cargo Systems Incoporated
Cargo Systems Inc merupakan perusahaan Amerika Serikat yang berdiri
sejak tahun 1980 yang memiliki tujuan memenuhi kebutuhan kargo Air
Taxi Operator. Produk-produk dari Cargo Systems Inc sudah banyak
dipakai oleh perusahaan-perusahaan besar seperti Dornier, ATR, Cessna,
Saab, Embraer, dan lain sebagainya.
Untuk cargo restrain straps, Cargo Systems Inc memiliki dua produk
yaitu 72DEE-30T dan CGU-1/B Strap yang sudah memenuhi Type 22 Mil-
Spec Natural Webbing.

2.3 Produsen Dalam Negeri
Tidak ada perusahaan dalam negeri yang memproduksi cargo restraint
straps. Namun terdapat perusahaan yang memproduksi straps untuk kargo moda
transportasi darat, perusahaan webbing dan perusahaan-perusahaan manufaktur
polyester yang merupakan bahan dasar umum untuk cargo restraint straps.

A. HILON
Hilon identik dengan kualitas diseluruh penjuru Asia. Produk Non woven
Hilon, merupakan inti dari berbagai jenis industri, mulai dari
pertambangan, hingga konstruksi, pertanian, manufaktur, dan
infrastruktur.
Produk-produk Non Woven Hilon digunakan dalam berbagai cara yang
berbeda untuk meningkatkan hidup jutaan penduduk setiap harinya Dalam
istilah awamnya, aplikasi dari produk Hilon begitu beragam
seperti Polyester fiber, Geo textile, Non woven , Bedding goods , Pillow,
Quilting, Felt, dan Dakron.
Sehingga tampak sebagai materi buatan manusia pada umumnya. Sejalan
dengan tumbuh dan makin dewasanya ekonomi Indonesia, pasar bagi
produk-produk kamipun demikian juga.

B. PT Polychem Indonesia Tbk.
Divisi Polyester didirikan pada tahun 1978, diikuti oleh Divisi Kimia pada
tahun 1989. Produksi Polyester dimulai pada tahun 1980 dan pada tahun
1993, Nylon dan Glycol Ethylene mulai berjalan. Pada tahun 1998 pabrik
SBR mulai beroperasi, diikuti oleh etoksilat pada tahun 1999.
Pada tahun yang sama, yaitu 1999 PT. Polychem Indonesia juga
memperluas dan membangun pabrik Polyester terbesar di Indonesia
dengan kapasitas 300 ton per hari, dan juga mulai menjalankan pabrik
Nylon kedua.

Prioritas utama PT. Polychem Indonesia adalah kualitas produk, kegiatan
proses dilisensi oleh teknologi terkemuka kelas dunia yaitu Scientific
Design Inc, USA untuk produksi Ethylene Oxide, Ethylene Glycol, dan
etoksilat; Zimmer AG, Jerman untuk produksi Polyester dan Nylon.
Lisensi kelas dunia terkemuka lainnya, Nippon Zeon Co, Ltd Jepang
memberikan PT. Polychem Indonesia lisensi untuk produksi SBR.
Selain memiliki lisensi kelas dunia yang terkemuka, PT. Polychem
Indonesia juga menggunakan teknologi pemisahan udara kelas dunia dari
Linde AG, Jerman, serta dari Chicago Bridge & Iron USA untuk Ethylene
Terminal Unit.

C. PT Sulindafin
Sulindafin memelopori pembuatan polyester POY di Indonesia pada
tahun 1978. Sulindafin telah mempertahankan posisi terdepan dalam
industri Polyester Indonesia. Hari ini, state-of-the-art fasilitas manufaktur
Sulindafin memproduksi hingga 80.000 ton berbagai polimer poliester
setiap tahun. Fasilitas manufaktur Nylon 6 didirikan pada tahun 1991 dan
juga telah mengalami ekspansi secara bertahap.

D. JMP Indonesia
JMP Indonesia yang memiliki kantor pusat di Tangerang merupakan
perusahaan yang memfokuskan pada produk-produk yang menyokong
pengiriman barang. Salah satu produknya adalah Lashing yang mampu
menahan beban 3-5 ton.

E. PT. Bintang Surya Sejati Sukses (BSS)
PT. BSS yang dibentuk pada tahun 1987 ini merupakan salah satu
perusahaan manufaktur Narrow-Fabric di Indonesia. Persusahaan ini
menyediakan webbing untuk industri termasuk industri garment,
otomotif, militer dan elektrik. Selain itu, PT. BSS dapat memberikan
servis sesuai kebutuhan dan permintaan dari konsumen.

F. PT. SpanSet Indonesia
PT. Spanset Indonesia merupakan bagian dari SpanSet International
Group, perusahaan yang telah memenuhi regulasi ISO 9001:2008.
Perusahaan ini memproduksi produk-produk seperti webbing sling dan
wire rope yang memiliki kemiripan dengan cargo restraint straps.

BAB III
REGULASI KELAIKAN UDARA
Pada bab ini akan disebutkan regulasi-regulasi yang digunakan dalam
perancangan dan pembuatan cargo restraint strap.
A. FAR Part 25.855 Cargo or Baggage Compartment part (d), (e), dan (f)
(d) All other materials used in the construction of the cargo or baggage
compartment must meet the applicable test criteria prescribed in part I of appendix
F of this part or other approved equivalent methods.
(e) No compartment may contain any controls, wiring, lines, equipment, or
accessories whose damage or failure would affect safe operation, unless those items
are protected so that --
(1) They cannot be damaged by the movement of cargo in the compartment, and
(2) Their breakage or failure will not create a fire hazard.
(f) There must be means to prevent cargo or baggage from interfering with the
functioning of the fire protective features of the compartment.
(g) Sources of heat within the compartment must be shielded and insulated to
prevent igniting the cargo or baggage.
(h) Flight tests must be conducted to show compliance with the provisions of
§25.857 concerning --
(1) Compartment accessibility,
(2) The entries of hazardous quantities of smoke or extinguishing agent into
compartments occupied by the crew or passengers, and
(3) The dissipation of the extinguishing agent in Class C compartments.
(i) During the above tests, it must be shown that no inadvertent operation of smoke
or fire detectors in any compartment would occur as a result of fire contained in
any other compartment, either during or after extinguishment, unless the
extinguishing system floods each such compartment simultaneously.

B. Appendix F1 - Test Criteria and Procedures for Showing Compliance
with Sec. 25.853 or Sec. 25.855
(a) Material test criteria:
(1) Interior compartments occupied by crew or passengers:
(i) Interior ceiling panels, interior wall panels, partitions, galley structure, large
cabinet walls, structural flooring, and materials used in the construction of stowage
compartments (other than underseat stowage compartments and compartments for
stowing small items such as magazines and maps) must be self-extinguishing when
tested vertically in accordance with the applicable portions of Part I of this
Appendix. The average burn length may not exceed 6 inches and the average flame
time after removal of the flame source may not exceed 15 seconds. Drippings from
the test specimen may not continue to flame for more than an average of 3 seconds
after falling.
[(ii) Floor covering, textiles (including draperies and upholstery), seat cushions,
padding, decorative and nondecorative coated fabrics, leather, trays and galley
furnishings, electrical conduit, air ducting, joint and edge covering, liners of Class
B and E cargo or baggage compartments, floor panels of Class B, C, D, or E cargo
or baggage compartments, cargo covers and transparencies, molded and
thermoformed parts, air ducting joints, and trim strips (decorative and chafing), that
are constructed of materials not covered in subparagraph (iv) below, must be self-
extinguishing when tested vertically in accordance with the applicable portions of
Part I of this Appendix or other approved equivalent means.] The average burn
length may not exceed 8 inches, and the average flame time after removal of the
flame source may not exceed 15 seconds. Drippings from the test specimen may
not continue to flame for more than an average of 5 seconds after falling.
(iii) Motion picture film must be safety film meeting the Standard Specifications
for Safety Photographic Film PHI.25 (available from the American National
Standards Institute, 1430 Broadway, New York, N.Y. 10018). If the film travels

through ducts, the ducts must meet the requirements of subparagraph (ii) of this
paragraph.
(iv) Clear plastic windows and signs, parts constructed in whole or in part of
elastomeric materials, edge lighted instrument assemblies consisting of two or more
instruments in a common housing, seat belts, shoulder harnesses, and cargo and
baggage tiedown equipment, including containers, bins, pallets, etc., used in
passenger or crew compartments, may not have an average burn rate greater than
2.5 inches per minute when tested horizontally in accordance with the applicable
portions of this Appendix.
(v) Except for small parts (such as knobs, handles, rollers, fasteners, clips,
grommets, rub strips, pulleys, and small electrical parts) that would not
contribute significantly to the propagation of a fire and for electrical wire and
cable insulation, materials in items not specified in paragraphs (a)(1)(i), (ii),
(iii), or (iv) of Part I of this Appendix may not have a burn rate greater than
4.0 inches per minute when tested horizontally in accordance with the
applicable portions of this Appendix.
(2) Cargo and baggage compartments not occupied by crew or passengers:
[ (i) Removed and reserved. ]
(ii) A cargo or baggage compartment defined in Sec. 25.857 as Class B or E must
have a liner constructed of materials that meet the requirements of paragraph
(a)(1)(ii) of Part I of this Appendix and separated from the airplane structure (except
for attachments). In addition, such liners must be subjected to the 45 degree angle
test. The flame may not penetrate (pass through) the material during application of
the flame or subsequent to its removal. The average flame time after removal of the
flame source may not exceed 15 seconds, and the average glow time may not exceed
10 seconds.
(iii) A cargo or baggage compartment defined in Sec. 25.857 as Class B, C, D, or E
must have floor panels constructed of materials which meet the requirements of
paragraph (a)(1)(ii) of Part I of this Appendix and which are separated from the
airplane structure (except for attachments). Such panels must be subjected to the 45

degree angle test. The flame may not penetrate (pass through) the material during
application of the flame or subsequent to its removal. The average flame time after
removal of the flame source may not exceed 15 seconds, and the average glow time
may not exceed 10 seconds.
(iv) Insulation blankets and covers used to protect cargo must be constructed of
materials that meet the requirements of paragraph (a)(1)(ii) of Part I of this
Appendix. Tiedown equipment (including containers, bins, and pallets) used in
each cargo and baggage compartment must be constructed of materials that
meet the requirements of paragraph (a)(1)(v) of Part I of this Appendix.
(b) Test Procedures:
(1) Conditioning: Specimens must be conditioned to 70 ± 5F., and at 50 percent ±
5 percent relative humidity until moisture equilibrium is reached or for 24 hours.
Each specimen must remain in the conditioning environment until it is subjected to
the flame.
(2) Specimen configuration. Except for small parts and electrical wire and cable
insulation, materials must be tested either as a section cut from a fabricated part as
installed in the airplane or as a specimen simulating a cut section, such as a
specimen cut from a flat sheet of the material or a model of the fabricated part. The
specimen may be cut from any location in a fabricated part; however, fabricated
units, such as sandwich panels, may not be separated for test. Except as noted
below, the specimen thickness must be no thicker than the minimum thickness to
be qualified for use in the airplane. Test specimens of thick foam parts, such as seat
cushions, must be ½-inch in thickness. Test specimens of materials that must meet
the requirements of paragraph (a)(1)(v) of Part I of this Appendix must be no more
than 1/8-inch in thickness. Electrical wire and cable specimens must be the same
size as used in the airplane. In the case of fabrics, both the warp and fill direction
of the weave must be tested to determine the most critical flammability condition.
Specimens must be mounted in a metal frame so that the two long edges and the
upper edge are held securely during the vertical test prescribed in subparagraph (4)

of this paragraph and the two long edges and the edge away from the flame are held
securely during the horizontal test prescribed in subparagraph (5) of this paragraph.
The exposed area of the specimen must be at least 2 inches wide and 12 inches long,
unless the actual size used in the airplane is smaller. The edge to which the burner
flame is applied must not consist of the finished or protected edge of the specimen
but must be representative of the actual cross-section of the material or part as
installed in the airplane. The specimen must be mounted in a metal frame so that all
four edges are held securely and the exposed area of the specimen is at least 8 inches
by 8 inches during the 45° test prescribed in subparagraph (6) of this paragraph.
(3) Apparatus: Except as provided in subparagraph (7) of this paragraph, tests must
be conducted in a draft-free cabinet in accordance with Federal Test Method
Standard 191 Model 5903 (revised Method 5902) for the vertical test, or Method
5906 for horizontal test (available from the General Services Administration,
Business Service Center, Region 3, Seventh & D Streets, SW., Washington, D.C.
20407). Specimens which are too large for the cabinet must be tested in similar
draft-free conditions.
(4) Vertical test: A minimum of three specimens must be tested and results
averaged. For fabrics, the direction of weave corresponding to the most critical
flammability conditions must be parallel to the longest dimension. Each specimen
must be supported vertically. The specimen must be exposed to a Bunsen or Tirrill
burner with a nominal 3/8-inch I.D. tube adjusted to give a flame of 1½ inches in
height. The minimum flame temperature measured by a calibrated thermocouple
pyrometer in the center of the flame must be 1550° F. The lower edge of the
specimen must be ¾-inch above the top edge of the burner. The flame must be
applied to the center line of the lower edge of the specimen. For materials covered
by paragraph (a)(1)(i) of Part I of this Appendix, the flame must be applied for 60
seconds and then removed. For materials covered by paragraph (a)(1)(ii) of Part I
of this Appendix, the flame must be applied for 12 seconds and then removed.
Flame time, burn length, and flaming time of drippings, if any, may be recorded.

The burn length determined in accordance with subparagraph (7) of this paragraph
must be measured to the nearest tenth of an inch.
(5) Horizontal test. A minimum of three specimens must be tested and the results
averaged. Each specimen must be supported horizontally. The exposed surface,
when installed in the aircraft, must be face down for the test. The specimen must be
exposed to a Bunsen or Tirrill burner with a nominal 3/8 inch I.D. tube adjusted to
give a flame of 1½ inches in height. The minimum flame temperature measured by
a calibrated thermocouple pyrometer in the center of the flame must be 1550° F.
The specimen must be positioned so that the edge being tested is centered ¾-inch
above the top of the burner. The flame must be applied for 15 seconds and then
removed. A minimum of 10 inches of specimen must be used for timing purposes,
approximately 1½ inches must burn before the burning front reaches the timing
zone, and the average burn rate must be recorded.
(6) Forty-five degree test. A minimum of three specimens must be tested and the
results averaged. The specimens must be supported at an angle of 45° to a horizontal
surface. The exposed surface when installed in the aircraft must be face down for
the test. The specimens must be exposed to a Bunsen or Tirrill burner with a
nominal 3/8 inch I.D tube adjusted to give a flame of 1½ inches in height. The
minimum flame temperature measured by a calibrated thermocouple pyrometer in
the center of the flame must be 1550° F. Suitable precautions must be taken to avoid
drafts. The flame must be applied for 30 seconds with one-third contacting the
material at the center of the specimen and then removed. Flame time, glow time,
and whether the flame penetrates (passes through) the specimen must be recorded.
(7) Sixty degree test. A minimum of three specimens of each wire specification
(make and size) must be tested. The specimen of wire or cable (including insulation)
must be placed at an angle of 60° with the horizontal in the cabinet specified in
subparagraph (3) of this paragraph with the cabinet door open during the test, or
must be placed within a chamber approximately 2 feet high by 1 foot by 1 foot,

open at the top and at one vertical side (front), and which allows sufficient flow of
air for complete combustion, but which is free from drafts. The specimen must be
parallel to and approximately 6 inches from the front of the chamber. The lower
end of the specimen must be held rigidly clamped. The upper end of the specimen
must pass over a pulley or rod and must have an appropriate weight attached to it
so that the specimen is held tautly throughout the flammability test. The test
specimen span between lower clamp and upper pulley or rod must be 24 inches and
must be marked 8 inches from the lower end to indicate the central point for flame
application. A flame from a Bunsen or Tirrill burner must be applied for 30 seconds
at the test mark. The burner must be mounted underneath the test mark on the
specimen, perpendicular to the specimen and at an angle of 30° to the vertical plane
of the specimen. The burner must have a nominal bore of 3/8-inch, and must be
adjusted to provide a 3-inch high flame with an inner cone approximately one-third
of the flame height. The minimum temperature of the hottest portion of the flame,
as measured with a calibrated thermocouple pyrometer, may not be less than 1750°
F. The burner must be positioned so that the hottest portion of the flame is applied
to the test mark on the wire. Flame time, burn length, and flaming time of drippings,
if any, must be recorded. The burn length determined in accordance with paragraph
(8) of this paragraph must be measured to the nearest tenth of an inch. Breaking of
the wire specimens is not considered a failure.
(8) Burn length: Burn length is the distance from the original edge to the farthest
evidence of damage to the test specimen due to flame impingement, including areas
of partial or complete consumption, charring, or embrittlement, but not including
areas sooted, stained, warped, or discolored, nor areas where material has shrunk or
melted away from the heat source.

cargo restraint strap dijelaskan pada dokumen SAE AS 5385C. Namun, terdapat
kesulitan untuk mengakses dokumen ini, karena dibutuhkan pembelian dokumen
ini seharga $74.00. Sehingga, dokumen yang dapat diperoleh hanya sebatas
cakupan dari regulasi ini serta metode tes yang digunakan.

DESKRIPSI JENIS PENGUJIAN DAN TEMPAT PENGUJIAN
4.1. Jenis Pengujian
Pengujian cargo restraint strap akan mengacu kepada Appendix FAR F1 to Par
25 sebagai pemenuhan FAR 25.855. Selain itu, digunakan juga referensi dari
regulasi militer yaitu MTP-7-2-100, yang menjelaskan tentang pengujian yang
dilakukan adalah sebagai berikut:
A. Pretest Inspection
Pada bagian ini akan dilakukan pengecekan untuk memastikan tidak ada
kerusakan pada barang yang akan diuji. Akan dilakukan juga pengecekan
ukuran dari barang dengan membandingkan gambar yang ada. Selain itu,
akan dilakukan pengecekan part number dari barang
B. Performance Test
Pada bagian ini akan dilakukan pengecekan performance dari straps dengan
simulasi kondisi pengiriman barang menggunakan pesawat terbang. Test ini
terdiri dari :
● Ultimate Load Test
Test ini dilakukan untuk mengecek batas maksimum force level dari
straps dan memastikan bahwa barang dapat digunakan untuk test
selanjutnya

meringankan bahaya tersebut.
F. Human Factors Engineering
Selama inspection dan performance testing, akan diobservasi test personnel
saat melakukan tugas. Setelah itu, akan dilakukan pencatatan kesulitan saat
menangani, merakit dan mengoperasikan straps saat test. Lalu akan
ditentukan apakah kesulitan itu terjadi akibat human factors atau design
problem.
G. Flammability Test
Cargo restraint straps harus memenuhi flammability test criteria dari FAR
Part 25 Appendix F, Part I, paragraph (a)(1)(iv). Cargo restraint strap tidak
boleh memiliki kecepatan terbakar yang lebih dari 63.5mm/minute saat
dilakukan test secara horizontal dengan apparatus dan test procedures yang
ada pada Appendix F, Part I, paragraph (b)(5) .

4.2. Tempat Pengujian
Pengujian dapat dilakukan di dalam negeri untuk memudahkan proses produksi,
mobilisasi, dan dapat menghemat biaya. Selain itu, dapat juga mendorong
perindustrian di Indonesia untuk berkembang. Berikut laboratorium di Indonesia

TIMELINE PRODUKSI
5.1. Panduan Desain Produk
Pada TSO C172A dijelaskan bahwa untuk TSO tersebut merupakan sertifikasi
yang diajukan oleh perusahaan produksi untuk mendapatkan TSO Authorization
(TSOA) atau Letter of design approval (LODA). Performa standar minimum yang
dibutuhkan untuk mendapatkan TSO C172A ini dapat ditemui pada bagian
REQUIREMENTS pada TSO C172A. Sedangkan untuk mengajukan TSO ini, data-
data yang butuh dimasukkan dapat ditemukan pada bagian APPLICATION DATA
REQUIREMENTS pada TSO C172A.
Desain dan pengujian cargo restraint strap yang disetujui oleh TSO C172A
mengacu kepada aturan SAE AS5385C - Cargo Restraint Straps, Design Criteria
and Testing Methods. Fungsi utama dari cargo restraint strap ini adalah memiliki
ultimate load sebesar 22250 N (5000 lb). Selain regulasi tersebut, digunakan
referensi terkait untuk mendesain cargo restraint strap, yaitu ISO:16049-1:2013.
Berdasarkan ISO:16049-1:2013, cargo restraint strap adalah alat dasar
yang terdiri atas anyaman tekstil (satu pangkal tetap dan satu pangkal yang dapat
disesuaikan), satu alat tensioning dan dua end fittings yang digunakan untuk
menjaga kargo tetap pada tempatnya pada penerbangan transportasi sipil. Bentuk
dari cargo restraint strap dapat dilihat pada Gambar 1 yang juga menunjukkan
bagian-bagian dari cargo restraint strap.
Pada ISO:16049-1:2013 pada subbab Terms and Definition terdapat
penjelasan bagian-bagian pada cargo restraint strap seperti definisi dari alat
tensioning, end fittings, dan lain-lain. Berikut ini merupakan isi dari ISO:16049-

Berdasarkan regulasi-regulasi yang telah disebutkan, ditemukan bahwa
kesulitan utama dalam membuat cargo restraint strap adalah memproduksi strap
yang dapat menahan kekuatan sebesar 22.250 N serta tidak mudah terbakar.
Sehingga, hal utama yang harus dilakukan adalah penentuan material yang tepat
agar strap dapat memenuhi regulasi yang ada,
Karena strap diharapkan untuk tidak mudah terbakar, sehingga, pemilihan
material yang diutamakan adalah material yang tidak mudah terbakar. Sebagai
contoh, material yang digunakan dalam baju pemadam kebakaran adalah salah satu
material yang tidak mudah terbakar. Pada saat ini, kebanyakan perusahaan
produsen menggunakan material polyester untuk material utama webbing strap.
Selain menggunakan material polyester, kekuatan dari strap dapat ditingkatkan
dengan menggunakan pelapisan latex ataupun material lain
5.2. Timeline Produksi Prototype, Pengujian, dan Sertifikasi
Dikarenakan produksi air cargo restraint strap ini dibuat untuk memenuhi
TSO, maka dibutuhkan DOA kelas C untuk mendesain air cargo restraint strap ini.
Dengan asumsi perusahaan sudah memiliki DOA kelas C, maka tahap selanjutnya
adalah pembuatan prototype. Setelah protoype ada maka langkah selanjutnya akan
dilakukan pengujian awal, hal ini dilakukan untuk evaluasi produk dan
memungkinkan melakukan desain ulang untuk merevisi produk, agar dapat
memenuhi kriteria yang telah disebutkan pada regulasi sebelum dilakukan
pengujian bersama pihak otoritas. Setelah itu, dilakukan pengujian akhir bersama
pihak otoritas, untuk proses sertifikasi. Setelah pengujian akhir selesai, menunggu
hasil dari DKUPPU untuk memperoleh Letter of TSO Design Approval. Setelah
didapatkan, produsen mengajukan PMA Apllication ke DKUPPU untuk bisa
memproduksi produk yang sudah berbekal TSO. Diperkirakan dalam kurun waktu
sekitar 1 bulan didapatkan PMA, setelah itu produsen bisa memproduksi produk
tersebut sebagai produksi awalnya.

BAB VI
KESIMPULAN DAN SARAN
6.1. Kesimpulan
Cargo Restraint Straps adalah salah satu komponen yang banyak ditemukan
pada bagian kargo dibidang industri penerbangan. Di luar negeri sudah banyak
perusahaan yang memproduksi dan menyediakan cargo restraint straps untuk
pesawat penumpang, kargo maupun militer. Di Indonesia sampai saat ini masih
belum ditemukan perusahaan yang dapat memproduksi cargo restraint straps untuk
pesawat tetapi sudah ada perusahaan penyedia straps untuk kargo transportasi darat,
serta perusahaan yang dapat memproduksi material tahan api dan webbing. Oleh
karena itu diharapkan perusahaan-perusahaan ini dapat mengembangkan cargo
restraint strap yang memenuhi regulasi TSO-172A.
Berdasarkan regulasi-regulasi yang telah disebutkan, ditemukan bahwa
kesulitan utama dalam membuat cargo restraint strap adalah memproduksi strap
yang dapat menahan kekuatan sebesar 22.250 N untuk ultimate load test serta tidak
mudah terbakar. Sehingga, pemilihan material yang diutamakan adalah material
yang tidak mudah terbakar seperti material polyester, atau dilakukan pelapisan latex
ataupun material lain.
Pengujian straps relatif mudah dibandingkan part pesawat lain, serta sudah
ada beberapa tempat pengujian didalam negri yang dapat melakukan pengujian
straps. Sehingga sangat memungkinkan untuk mendapatkan sertifikasi cargo
restraint straps di Indonesia. Hal ini akan menguntungkan pengguna straps karena
harga produk ini akan lebih murah dibandingkan produk buatan luar negeri
mengingat pengujian dilakukan di dalam negeri.

6.2. Saran
Indonesia telah memiliki perusahaan-perusahaan yang mampu untuk
memproduksi straps pada transportasi darat serta perusahaan yang dapat
memproduksi material tahan api dan webbing. Indonesia juga memiliki tempat
pengujian untuk cargo restraint straps yang tersedia didalam negeri, dengan adanya
potensi dan fasilitas maka kedepannya harus ada produsen dalam negeri yang
mampu memproduksi cargo restraint straps yang memenuhi TSO-172A.
Perusahaan produsen produk ini akan sangat membantu pengurangan biaya yang
dikeluarkan untuk pengadaan straps bagi penyedia jasa transportasi, kargo dan
militer dibidang penerbangan.
